  • There are some efforts to improve the performance of electrical heat pump(EHP) and replace it with an alternative cooling equipment such as gas engine-driven heat pump(GHP), a gas cooling equipment, in order to solve the problem of summer electricity supply through reducing the summer electricity peak. This paper analyzes cost-benefit in accordance with replacement of electrical cooling system by gas cooling system using california standard test and sensitivity analysis of some scenarios.

Cost-Effectiveness of Voluntary HIV Testing Strategies in a Very Low-Prevalence Country, the Republic of Korea

  • Background: The Republic of Korea has a very low prevalence of human immunodeficiency virus (HIV) infection, but the number of new HIV diagnoses has steadily risen, strongly indicating a large number of undetected HIV infections. Thus, it is important for Korean public health authorities to adopt and encourage cost-effective HIV detection tools, such as rapid HIV screening tests. In this study, we aimed to evaluate the cost-effectiveness of enzyme-linked immunosorbent assays (ELISA) and rapid tests in a public health center (PHC) setting. Methods: We developed a decision analytic model to assess the per-examinee cost and the cost-effectiveness of identifying HIV patients in a PHC setting using two HIV testing strategies: conventional HIV screening by ELISA versus rapid HIV testing. Analysis was performed in two scenarios: HIV testing in an average-risk population and in a high-risk population. Results: Compared to the ELISA, the rapid test was cost-saving and cost-effective. The per-examinee cost was USD 1.61 with rapid testing versus USD 3.38 with ELISA in an average-risk population, and USD 4.77 with rapid testing versus USD 7.62 with ELISA in a high-risk population. The cost of identifying a previously undiagnosed HIV case was USD 26,974 with rapid testing versus USD 42,237 with ELISA in an average-risk population, and USD 153 with rapid testing versus USD 183 with ELISA in a high-risk population. Conclusion: Rapid testing would be more cost-effective than using conventional ELISA testing for identifying previously undiagnosed HIV-infected cases in Korea, a country with extremely low HIV prevalence.

  • COVID-19 has been spreading all around the world, and threatening global health. In this situation, identifying and isolating infected individuals rapidly has been one of the most important measures to contain the epidemic. However, the standard diagnosis procedure with RT-PCR (Reverse Transcriptase Polymerase Chain Reaction) is costly and time-consuming. For this reason, pooled testing for COVID-19 has been proposed from the early stage of the COVID-19 pandemic to reduce the cost and time of identifying the COVID-19 infection. For pooled testing, how many samples are tested in group is the most significant factor to the performance of the test system. When the arrivals of test requirements and the test time are stochastic, batch-service queueing models have been utilized for the analysis of pooled-testing systems. However, most of them do not consider the false-negative test results of pooled testing in their performance analysis. For the COVID-19 RT-PCR test, there is a small but certain possibility of false-negative test results, and the group-test size affects not only the time and cost of pooled testing, but also the false-negative rate of pooled testing, which is a significant concern to public health authorities. In this study, we analyze the performance of COVID-19 pooled-testing systems with false-negative test results. To do this, we first formulate the COVID-19 pooled-testing systems with false negatives as a batch-service queuing model, and then obtain the performance measures such as the expected number of test requirements in the system, the expected number of RP-PCR tests for a test sample, the false-negative group-test rate, and the total cost per unit time, using the queueing analysis. We also present a numerical example to demonstrate the applicability of our analysis, and draw a couple of implications for COVID-19 pooled testing.

  • This study is for the investigation of form using the aluminum-compound metal frame(Aluminum frame reinforced panel : AFR panel) which is improved in the capacity in the wall-concrete structure in steal of using the existing form which has problems such as, excessive exposure of cement, the loss of labor when it is constructed or disjointed, and it's economical efficiency compared with that of EURO Form. AFR panel passes the KS F 8006 test, and as a result of field test, it's displacement is satisfied with Specification. And using AFR panel is more economical than that of EURO Form because saving labor cost which plays a major part in cost saving in formwork is more effective in retrenching total cost than increment of material cost.

  • The purpose of this study is to introduce alternative cost-effectiveness analysis method of DSM investment programs. This alternative method is Value Test method which consider the effects of DSM investment program on customer value. And this method was applied for actual DSM investment program in natural gas domain. By utilize this method to evaluate cost-effectiveness of DSM investment programs, it is expected to make right decision to enforce and complement those programs.

Identifying Factors Affecting Dental University Hospitals' Profitability (치과대학병원 수익성에 영향을 미치는 요인 분석)

  • Purposes: This study aims to identify factors affecting dental university hospitals' profitability and understand recent their business condition. Methodology: Data from 2016 to 2019 was collected from financial statement, public open data in 8 dental university hospitals. For the study, multiple regression test with stepwise selection was applied. Findings: First of all, 9 out of 19 independent variables were selected by stepwise selection. As a result of multiple regression test with selected independent variables and the dependent variable(operating profit margin ratio), the factors affecting hospitals' profitability were the number of dental unit chair, hospital location, debt ratio, total capital turnover ratio, employment cost rate, material cost rate, management expense rate, the number of patient per a dentist. Practical Implication: To improve dental university hospitals' profitability, hospitals specifically analysis and manage their cost such as employment, material and management cost and seek effectiveness by managing the proper number of patient per a dentist.

  • In this paper, an effective way to develop electrical system for Korean High-Speed Train(KHST) was introduced. High speed train is complicated electrical system that consists of many kinds of control devices, power supplies and communication systems. Due to reason of cost, safety and time for development, it is not so easy to test system performance after construct the high speed train in the test track. For the effective test and verification of system performance, from each electric system test to integration test for all interconnected electrical system are performed to reduce time and cost for development of high speed train.

  • In order to apply seismic isolators to the low-cost buildings, seismic isolators have to be low-cost and light. In this paper fiber reinforced strip form isolator in which the steel plates of conventional rubber bearing was replaced by fiber was proposed. The proposed fiber reinforced strip form isolator was designed, fabricated, cut and subjected to vertical test and harizontal test. Therefore fiber reinforced strip form isolator was to be shown valid in the view point of fabrication and application to desired size. The harizontal test and vertical test have shown that fiber reinforced strip form isolator could replace the rubber isolator. By these results, low-cost and light seismic isolator can be applied to the low-cost building. These fiber reinforced strip form isolator can be applied to the low-cost building.

  • Importance of substitute energy has been increasing due to environmental issues and lack of fossil fuels. In addition, heating cost that occupies from 30 to $40\%$ of the total production cost in Korean protected cultivation needs to be reduced for profitability and global competition. But, studying on substitute energy to solve these problems has not been activated for Korean protected cultivation. Therefore, this study was conducted to develop a geothermal heat pump system for cool ing and heat ing of greenhouses at a lower cost than conventional hot air heater and air conditioner. Fundamental test of heat transfer characteristics in soil was conducted by computer simulation and controlled tests for its verification. Based on the results of the theoretical and empirical investigations, an optimum heat pump system was developed and the performance was evaluated for practical use in a greenhouse at the Pusan Horticultural Experiment Station. The system was compared with a conventional hot air heating system through a cucumber growing test and economic feasibility analysis. Results of the application test of the geothermal heat pump showed that with an initial setting of $15^{\circ}C$ the inside temperature of the greenhouse could be maintained between 15 and $17^{\circ}C$. Results of the cucumber growing test showed that there were no significant differences in average height, leaf length, leaf width, number of nods, leaf area, dry weight and yield between the plots wi th the geothermal heat pump system and a conventional hot air heater. Economic feasibility analysis indicated that the variable cost of the hot air heater could be saved $81.2\%$ using the geothermal heat pump system. It was concluded that the geothermal heat pump system might be a pertinent heating and cooling system for greenhouses because of the low operating cost and the use of environment-friendly geothermal energy.

A Suggestion of Penalty Cost Appropriation Methodology for Performance Acceptance Test of CGAM Cogeneration - Part II (CGAM 열병합발전의 인수성능에 대한 페널티 비용 책정 방법론 제안 - Part II)

  • In this study, a penalty cost appropriation methodology for CGAM performance acceptance test was suggested. As the result of CGAM performance test, there were 0.31% decreases in electricity output, 0.39% decreases in heat rate on electricity output, 0.31% increases in heat output, and 0.23% increases in heat rate on heat output. As the result of penalty cost appropriation for above performance, the penalty cost was calculated as -$20,837 in electricity output, -$25,930 in heat rate on electricity output, +$10,340 in heat output, and +$7,715 in heat rate on heat output. Each penalty is appropriated as above fore kinds, however the total penalty should be determined as how to combine above fore kinds of penalty. In our calculation, the minimum total penalty was -$18,215 and the maximum total penalty was -$46,767. The methodology of total penalty appropriation should be determined in the contract between ordering organization and construction firm, and we can understand that it is very important.
