In the 21st century, the Information Revolution caused unpredictable kinds of complications. Human society conducts a tactical network war like Swarming. Network war simultaneously consists of merits such as global monitoring and anti-dictatorship campaign, and violent demerits like terrorism. It has been becoming a generalization of terrorism of the present time to build a brotherhood and ideology to commit terrorism. This is considered as new terrorism, a form of network war. Theses days, terror organizations including Al Qaeda establish a brotherly network to commit terrorism when and where they want. New terrorism is a novel form that harms unspecified individuals. In fact, many countries have been experiencing damage from new terrorism. It is becoming an urgent issue to every country to prepare a suitable plan that cope with new terrorism. Developing into information oriented society, dependency on network systems increases gradually in the area of economy, society and so on. Under that circumstance, temporary stop or damage of integrity of network system may have a strong impact on economic activities and overall society. Recently, threat of cyber terrorism, organized hostile action to government or industry through network, is increasing. Because of the features of network, it is not sufficient only a nation's countermeasure against Cyber terrorism, so international cooperation is needed. We review the status of countermeasure against cyber terrorism and examine several considerations for policy establishment.
Today, the structure of terrorist organizations in the form of a variety of network complexity are evolving. However, terrorist organization not combining randomly generated network but preferential attachment a network. So, it's research should be preceded a better understanding about the characteristics and type of terror network for a effective counter-terrorism policy of law enforcement. In addition, the appropriate response strategy have to technique establish in an era of smart media. In particular, homegrown terrorist attacks on unspecified people without boundaries of countries and regions unlike the traditional terrorism. Also, homegrown terrorism are violence and criminal activity by new various of religion, politics, philosophy. Besides the extreme members of homegrown terror networks went grow up through the evolutionary process in the age of smart media. Law enforcement agencies must identify the terrorist network at the national level. Therefore, terror networks evolving in the online space, forming a radical homegrown terror organizations have access to the network. Intelligence community track terrorist networks and to block the negative aspects of the smart media outlets should be considered.
These days, modern society is facing a 'turning point of paradigm' from industrial society to knowledge and information society. It indicates an entry to the high-speed network society centering on knowledge. Specifically, Korea has invested enormously to If Industry and finally other advanced countries are eager to export technologies of our country through benchmarking. However, because of our growth-oriented policy, Korea is not very good at dealing with the dysfunctions of information-centered society, and one of the representative problems is cyber-terrorism. Cyber terrorism which anonymous actors do to the uncertain number of people is one of the new types of terrorism. This study aims at political and legal speculations on cyber terrorism for protection of contents and find its countermeasures.
In the post-Cold war world, the threat of terrorism is emerging as the most formidable challenge. The terrorist attacks including 9.11 World Trade Center attack have proved such challenge. It has become apparent that no country is safe from the scourage of terrorism. The region of the southeast Asia is no exception to this trend. The Bali bombing of 2002, killing about 200 innocent people, demonstrated that the threat environment had significantly altered. Today, local and regional groups such as Jemiah Islamiah can conduct terrorist operations as devastating as those carried out by Al Qaeda. As fighting terrorism is a complex multi-dimensional task, the responsibility for fighting terrorism must not rest with a single government. The burden must be shared by both the local governments and international communities. In addition, To prevent another bombing of the scale of Bali, countries in the region of southeast Asia must respond decisively. The purpose of this study is to examine the current situation on terrorism in the southeast Asia and to provide perspectives on future terrorism in this region. To foster the better understanding, historical survey on the terrorism in the region and local terrorist groups' network with the foreign terrorist organizations including Al Qaeda have been researched. Based on the result of the research, this paper provides a perspectives and evaluation on the future terrorism in the southeast Asia. It also provides an implications for our reference in the war against terrorism.

This study aims to examine terrorism by biological agents. These days terrorism evolved so rapidly that more than one terror occurs a day in global society as we are on the edge of so-called New-terrorism. One of new examples of new terrorism is Bioterrorism by biological agents. In order to address Bioterrorism we should conduct a study to examine things to be prepared at ordinary times and future plans. As an effort to develop countermeasures against Bioterrorism, anti-terrorism laws should be made on Prevention phases anti-terrorism funding laws as well. Other Bioterrorism laws need to be made. On Response phases initial reaction task force should be ready for making positive initial reaction. A special hospital for CBR(Chemical, Biological, and Radiological) warfare needs to be designated to practice medicine. Biological-Safety-Levels should be constructed by IV levels. Effective public promotion network should be built. On Recovery phases evaluation system needs to be suggested and international cooperative network should be established.

Terrorism is the use of violence, especially murder and bombing, in order to achieve political aim or to force a government to do something. Nowadays, instrument of mass destruction are smaller, cheaper, and more readily available. Cellular phones were used as timers in the attacks in Madrid last March. Hijacking an airplane is relatively inexpensive. Finally, the information revolution provides inexpensive means of communication and organization that allow groups once restricted to local and national police jurisdictions to become global. Al Qaeda is said to have established a network in fifty or more countries. These technological and ideological trends increased both the lethality and the difficulty of managing terrorism. Because of the unprecedented scale of Al Qaeda's attacks, the focus is properly on Islamic extremists. But it would be a mistake to limit our concern solely to Islamic terrorists, for that would ignore the way that technology is putting into the hands of deviant groups and individuals' destructive capabilities that were once limited primarily to governments and armies.
This study presents aspects of the financing of terrorism using virtual-currencies. Fisrt of all, this introduces the conventional threat of the financing of terrorism and the analysis of current legal system regarding virtual-currency in South Korea. Next, the financing of terrorism cases are analyzed. With given analysis, the paper deals with its response and future extensions by technical and institutional aspects. The threats of the financing of terrorism are going higher after the appearance of virtual-currencies such as Bitcoin. There are two typical ways to use virtual-currencies by terrorist groups. One is to conduct public fund-raising in the social network system and the dark web. The other is to hack into virtual-currency exchange network in order to steal virtual currencies for developing the weapon of mass destruction. Specifically South Korea is top three country of trading virtual currencies and has been subject to virtual-currency hacking more than 10 cases. However, many countries including South Korea deal with virtual currencies as only innovative technology and means of investment, not the threats of the financing of terrorism. Under these circumstances, there a the legal contradiction. This article points this limit and absurdity. Also, it shows reasonable alternatives. All in all, given these aspects, the article proposes detailed policy directions.
On the one hand, the 4th Industrial Revolution provides a positive opportunity to build a new civilization paradigm for mankind. However, on the other hand, due to the 4th Industrial Revolution, artificial intelligence such as 'Goggle Alpha Go' revolutionized and even the human ability was replaced with a 'Silicon Chip' as the opportunity to communicate decreases, the existence of human beings is weakened. And there is a growing concern that the number of violent crimes, such as psychopath, which hunts humans as games, will increase. Moreover, recent international terrorism is being developed in a form similar to 'Psychopathic Violent-Crime' that indiscriminately attacks innocent people. So, the probability that terrorist organizations abuse the positive effects provided by the Fourth Industrial Revolution as means of terrorism is increasing. Therefore, the paradigm of aviation terrorism is expected to change in a way that attacks airport facilities and users rather than aircraft. Because airport facilities are crowded, and psychopathic terrorists are easily accessible. From this point of view, our counter terrorism system of aviation has many weak points in various aspects such as: (1) limitations of counter-terrorism center (2) inefficient on-site command and control system (3) separated organization for aviation security consultation (4) dispersed information collection function in government (5) vulnerable to cyber attack (6) lack of international cooperation network for aviation terrorism. Consequently, it is necessary to improve the domestic counter terrorism system of aviation so as to preemptively respond to the international terrorism. This study propose the following measures to improve the aviation security system by (1) create 'Aviation Special Judicial Police' (2) revise the anti-terrorism law and aviation security law (3) Strengthening the ability respond to terrorism in cyberspace (4) building an international cooperation network for aviation terrorism.
