이 연구는 테러에 대한 정보가 두려움에 미치는 영향을 살펴보기 위한 것으로, 간접적으로 테러에 대한 정보를 전달하는 정보 유형에 의하여 실제 국민들의 두려움에 미치는 영향을 살펴봄으로써 테러에 대한 두려움의 실체를 파악하고 정보 유형에 따라 두려움에 미치는 정도의 차이를 살펴보기 위한 목적을 가진 연구이다. 테러는 특정목적을 가진 개인 또는 단체가 살인 납치 유괴 저격 약탈 등의 폭력적인 방법으로 사회적 공포상태를 야기시켜 자신들이 원하는 목적을 달성하기 위한 부당한 행위이다. 테러가 발생할 경우 많은 사람들은 테러로 인해 두려움을 느끼게 되고 두려움으로 인하여 모든 삶의 활동이 위축된다. 따라서 테러는 단순히 폭력행위를 통한 공포심을 야기시키는 것에서 그치지 않고 사회 경제 문화 등 모든 영역에서 국민의 삶에 부정적인 영향을 미친다. 이 연구에서는 테러에 대한 간접적인 경험에 영향을 주는 테러에 대한 정보가 테러에 대한 두려움에 미치는 영향을 살펴보았다. 그 결과, 간접적인 경험에 영향을 미치는 확인된 정보와 미확인된 정보 모두 두려움에 유의미한 영향을 끼치는 것으로 나타났으며, 테러에 대한 미확인된 정보가 확인된 정보에 비해 두려움에 더 크게 영향을 미치는 것으로 나타났다.

본 연구는 독일의 테러 위협과 이에 대응하기 위한 정부의 테러대응 정책을 통해 한국이 지향해야 할 테러대응 정책의 개선 방향을 제시하였다. 그 결과 첫째, 테러대응 정책의 법제화 방안이 마련되어져야 할 것이다. 둘째, 통합적인 테러대응 관리센터가 구축되어져야 할 것이다. 더불어 정보 상황을 감시, 분석하는 인터넷상의 테러 관련 협동센터가 설립되어져야 할 것이다.

9${\cdot}$11 테러이후 전 세계적으로 "테러방지법"의 입법필요성이 제기되고 있으나 우리나라는 아직까지 이렇다 할 결과물을 만들어내지 못하는 상황에 있다. 현재 정부는 테러의 위협에 대비하기 위하여 "국가대테러활동지침"(대통령훈령 제47호, 1982. 1. 21 제정)에 근거하여 관계기관 간 업무를 분담하고 협력체계를 구축하여 대테러 업무를 수행하도록 하고 있다. 그러나 이러한 규정은 대통령 훈령으로서 국가긴급상황에 대처하는에 많은 한계를 내포하고 있다. 따라서 이 연구는 각국의 테러방지법안과의 비교를 통해 우리나라의 테러대응을 위한 유일한 근거규정인 "국가대테러활동지침"이 테러 개념에 대한 정확한 범위을 설정하지 못하고 있으며, 테러대응 기구로서의 테러대책회의와 테러대책상임위원회의 운영상의 문제점, 또한 테러정보통합센터의 문제점 및 테러범죄에 대한 예방적 조치의 결여와 대테러관련 수사상의 문제점 등을 지적하였다. 이러한 문제점을 보완하기 위한 향후 "국가대테러활동지침"의 입법방향으로 "국가대테러활동지침"의 제정 목적을 현재의 테러대응 환경에 맞게 재설정하고, 테러 및 대테러 활동의 개념을 명확히 하고, 테러대응 조직체계를 일원화 하며 테러대책 상임위원회 의장의 당연직화 및 테러예방을 위한 개인정보 열람 등 테러관련정보 수집권한의 강화와 테러 관련자 및 자금에 대한 신고체계의 보완을 골자로 향후 테러 대응을 위한 규정을 개선하여야 한다고 제시하고 있다.

With international urgence of terror situation, many methods of terror techniques and skills are appearing and more intense and threatening terror is braking out not only in the air(plane), but also in the sea(ship). Korea is surrounded by 3 sides of sea and is a proud maritime nation that should advance to foreign country through the sea because South Korea and North Korea are confronting. Korea depend on the maritime transportation, 99.7% of exporting, importing material resources. Therefore, acquisition of the marine safety has the great affect on national security and economical life. On the high tension of situation about threat and possibility of maritime terroism, the potential ways of the improvement policy for counter-tactics against big maritime terror are the following. First, we should construct clear and well-organized network for accurate information about maritime terrorism Second, we should have the information of all domestic, foreign passenger's ships Third, national important facilities such as atomic energy plant, thermo-electric power plant, shipyard need policies to manage all emergency situation Fourth, government authorities should improve tactic abilitities by competing with support and budget inside of nation as well as outside of nation. To develop big maritime terror of our country, we will have to hold cooperative training & tactics contest of big maritime terror by cooperating educational industry organization with similar institute, improve the ability of members of big terror and acquire tactics information by excavating and exchanging a new technique through tactics seminar and public hearing.

The result of all terrors causes enormous damage. In order to prevent this damage in advance and find a prompt provision after terror, we investigated a safety measure against terror on the assumption that the fire in Daegu central subway is a subway terror. The followings are the safety measures against terror based on an underground space. Frist, training systems have to be established to provide against a terror. Second, People's consciousness about safety from a terror, centering on early education, has to be raised. Third, the provisions related with underground tunnel have to be established so that people can take shelter in underground tunnel areas. Fourth, CCTV has to be established in the guest rooms of the electric motor cars. Last, cooperative systems among related organizations have to be constructed, and the networks of the organizations have to be established so that they can cope with an accident.

Every country finds a way to respond a lot of terrors to keep her safe in many ways. Our country, before a terror outbreaks, makes various countermeasures such as strengthening international cooperative systems, strengthening informational ability to countermeasure terror, restricting for terrorists to enter or exit from our country, restricting other countries to input weapons in our country to prevent from terror in the aspect of precaution. A terror is more grave than any other one in behavior, and the criminals have to be punished so much and be discriminated from other ones, too. So, a concept of general crime and terror has to be defined. It is finished in the academic area to some extent, but, it is not sufficient in lawful area so much. Afterwards, it is necessary to establish counter-terror protection laws regulating terror crimes directly. In addition, it is necessary to define concretely and clearly the terror activity and deduce the definition of terrorism.

In recent years, cyber terror that break into major institution's information system and destroy and paralyzed important information occurs frequently. Some countries do dangerous acts such as train hackers and order hackers to hack important industrial confidential documents which are core of national competitiveness to reduce the competitiveness of the country and cause social confusion. In this thesis, it will study problems of cyber terror to help people to use Internet in web environment that safe from cyber terror and to avoid the risk from cyber terror such as malware and DDos. This thesis is organized as following. In second chapter, it will look thorough the research that are related to cyber terror. In third chapter, it will study attack types of cyber terror. In fourth chapter, to defend from cyber violence, it will suggest safe solution. In fifth chapter, it will end with conclusion. Finally, to prevent urgent incidents like North Korean Cyber-attack, every Internet user must indicate their recognition on Internet security and it is significant to make a quick response treatment to create the safe online environment.

As internet is spreaded widely, the number of cyber terror using hacking and virus is increased. Also the international cyber terror to the national key organizations go on increasing. If the national key organizations is attacked by the attack, the national paper, document and records are exposed to the other nations. The national paper, document and records can give damage to the nation. Especially, the unknown attack can give much damage to the nation. Therefore, this paper suggested a countermeasures on the cyber terror for the national key organizations provided the inner of the organization is safe. The uneffective item and invasion privacy item are included among the countermeasures. However the countermeasures can protect only one cyber terror to the national key organizations.

Damage and attack size of cyber terror is growing to the national size. Not only targeting at a certain companies or individuals but number of cyber terror targeting government bodies or unspecific people is increasing. This is because compared to traditional weapon, input cost is very cheap but ripple effect and shock are much stronger, affecting not only certain groups but also each individuals. 'Anti-terror measurement for protection of nation and public safety' passed last month is one of the renowned measurement passed regardless of objection from opposition party. The opposition party went against this through filibuster for 192 hours but this finally passed National Congress due to lack of oppositions. Korean government is taking post actions after passage of anti-terror measurement. Legislation of enforcement ordinance and regulations is due by 6th of next month. This regulation will be executed from June 4th after legislation. Whenever there is any security issues such as hacking of Korea Hydro and Nuclear Power and National Intelligence Service happens, lot of attention is made to those hackers. However, social recognition or management of those hackers need lot more improvement. Especially, as market of internet of things is increasing, there is an increased anxiety on information security. But as we only rely on security solutions, this problems are keep happening. Therefore, active investment on nurturing hackers who play the role of 'spear and shield' shall be made. Government should put more efforts to allow white hackers to show their abilities. We should have a policy for supporting high-quality programs such as BoB. To make information protection industry into future growth engine, it is necessary to nurture professionals for information protection and white hackers through special programs. Politicians should make related regulations as soon as possible to remove factors that prevent swift management of cyber attack due to lack of legislation. Government should pay lot more financial investment to nurturing professional manpower than now. Protecting life and asset of nation is responsibility and duty of our government. We all should recognize that controlling cyber attack is a part of national defense.

인터넷 인프라와 기술의 발달로 세계가 인터넷으로 연결되면서, 전쟁과 테러공격의 한 방법으로 사이버테러가 발생하고 있다. 2009년 7월 7일 한국의 주요 홈페이지를 공격한 DDoS공격으로 인하여 사이버테러대응활동의 중요성이 더해졌다. 본 논문에서는 사이버테러대응활동에 대한 근거법률과 대응기관에 관한 연구이다. 상위법인 국가보안법과 법률 제8874호 국가안전보장회의법 등을 연구한다. 또한 사이버테러대응활동의 중요기관인 국가정보원법과, 대통령령훈령 제47호의 국가대테러활동지침, 대통령훈령 제267호인 국가사이버안전관리규정을 연구한다. 본 논문의 연구를 통하여 최근의 급격히 증가하는 사이버테러로부터 국가를 안전하게 지키고, 국민의 평안한 생활을 보장하는 기초 연구 자료로 활용될 것이다.
