주거환경 만족도와 주거선택요소 중요도 변화에 관한 연구 - 서울지역 거주자를 중심으로 - (Study on the change in the Satisfaction Degree on the Residential Environment and the change in the Selection Tendency of the Residential Property - Targeting Seoul Residences -)

  • Recently, Seoul residential real estate market showed a big change, especially in 2007. The residential property price in Seoul had been mainly affected by 5 provideces: Kangnam-gu, Seocho-gu, Songpa-gu, Gangdong-gu and Yangchun-gu, but these providences started to show the decrease in price while the other providences ironically showed the opposite direction. Therefore, this project was derived from this phenomenon recognition and the necessity as the new market trend requires. The pre-research was carried out with the point of social-population academic view, but this project provides the analysis on the new market trend by simplifying the complex valuation indexes, originated from the pre-research. In result, the aspects of the change could be categorized into time-manner classification and territorial-manner classification, in cope with the change in the satisfaction degree on the residential environment and the selection tendency of the residential property. Based on the the moving-preferred area criteria, the territorial classification was categorized into 3 areas: 5 providences, which showed the initial decrease in real estate price (area 1), the other Kangnam area (area 2), and Kangbuk area (area 3). The result illustrated the reasonable change in the satisfaction degree on the residential environment and the selection tendency of the residential property. This project was able to reach the following conclusion : Firstly, the housing development planning should be devised by the residential environment, including the view and the natural environment, not by the area. Secondly, the housing development planning in the other Kangnam area (area 2) and Kangbuk area (area 3) should embrace the business function, not the housing development only. Last, the housing development planning in Kangbuk area (area 3) should be able to enhance education and culture function and be connected by various transportation system. This project analyzes the change in the satisfaction degree on the residential environment and the selection tendency of the residential property. Thereafter, this project has the purpose of providing the aid in understanding of the basis of housing development information.

Remembering Disasters: the Resilience Approach

  • The aim of this paper is to show how the paradigm of disaster resilience may help reorienting urban planning policies in order to mitigate various types of risks, thanks to carefully thought action on heritage and conservation practices. Resilience is defined as the "capacity of a social system to proactively adapt to and recover from disturbances that are perceived within the system to fall outside the range of normal and expected disturbances." It relies greatly on risk perception and the memory of catastrophes. States, regions, municipalities, have been giving territorial materiality to collective memory for centuries, but this trend has considerably increased in the second half of the 20th century. This is particularly true regarding the memory of disasters: for example, important traces of catastrophes such as urban ruins have been preserved, because they were supposed to maintain some awareness and hence foster urban resilience - Berlin's Gedachtniskirche is a well-known example of this policy. Yet, in spite of preserved traces of catastrophes and various warnings and heritage policies, there are countless examples of risk mismanagement and urban tragedies. Using resilience as a guiding concept might change the results of these failed risk mitigation policies and irrelevant disaster memory processes. Indeed, the concept of resilience deals with the complexity of temporal and spatial scales, and with partly emotional and qualitative processes, so that this approach fits the issues of urban memory management. Resilience might help underlining the complexity and the subtlety of remembrance messages, and lead to alternative paths better adapted to the diversity of risks, places and actors. However, when it is given territorial materiality, memory is almost always symbolically and politically framed and interpreted; Vale and Campanella had already outlined this political aspect of remembrance and resilience as a discourse. Resilience and the territorialization of memory are not ideologically neutral, but urban risk mitigation may come at that price.

Nostalgia in the Context of "the Belt and Road Initiative": An Analysis of a Chinese Documentary: Maritime Silk Road

  • Produced by Chinese local television stations, Maritime Silk Road is a documentary which adopts ancient Maritime Silk Road as a historical nostalgia to interpret "the Belt and Road Initiative", a contemporary Chinese economic, political, and cultural strategy put forward by Chinese government mainly aiming at the countries of Southeast Asia. The main body of this article has three parts and the first part analyses how the documentary adopts computer-generated imagery (CGI) to create a historical nostalgia about ancient Maritime Silk Road in the period of Imperial China. At the same time, this part also presents a sense of diasporic nostalgia of the overseas Chinese. This historical and diasporic nostalgia is related to Chinese President Xi Jinping's political discourse: "Chinese dream" that propagandises to build a strong China put forward by Xi in 2013. The second part analyses how this historical and diasporic nostalgia legitimates Xi's "Chinese dream" and how it responds to recent territorial dispute when China continuously claims its territorial sovereignty in the South China Sea. In this light, the documentary repeatedly mentions two political rhetoric: "coexistence" (gongcun) and "mutual benefit"(huli gongying) as a practical strategy to deal with the dispute between China and some countries of Association of Southeast Asian Nations (ASEAN). In the third section, the concept of "community of common destiny" (mingyun gongtongti) is adopted by the documentary to depict a convenient and effective organization of China and ASEAN, which is framed as an ultimate goal that Chinese government is depicted as the potential leader of this nostalgic community. At the same time, by providing different and even opposite viewpoints, this article discusses three controversial political rhetoric to present how historical and diasporic nostalgia is politicalized and served for Chinese diplomacy and national interest. Overall, this article argues that the documentary creates a glorious ancient Maritime Silk Road, as a sense of nostalgia, to expand China's economic and political influence, to respond to the controversial issues, and to reassert China's leadership as the centre of Asia.

Remediation of Contaminated Sites in Canada

  • Hundreds of contaminated sites have been generated due to the past mismagement of toxic substances, the lack of adequate environmental controls and ignorance of the potential environmental impacts of general activities in Canada. The general public, industry and governments have been addressing the contaminated sites with a number of cleanup responses. Environmental protection and remediation have become top priorities for the public and private sectors alike in Canada. Between the late 1980s and the early 1990s, the Canadian Environmental Protection Act and Canada's Green Plan were followed by provincial and territorial laws and policies to regulate contaminated sites. The National Contaminated Site Remediation Program(NCSRP) was initiated in 1989. It has been administered through bilateral agreements between the federal and participating provincial/territorial governments. They have committed a total of $250 million toward orphan site cleanup and technology development/demonstration over a five year period. The federal government has committed an additional $25 million to assess contaminated sites on federal crown land. Over 40 orphan high-risk contaminated sites, over 230 federal sites and over 35 technology development/demonstration projects have been addressed. The Canadian Council of Ministers of the Environment has developed a series of guidance documents to ensure a consistent and successful implementation of the Program. The management/regulation scheme of contaminated sites generally consists of: 1) identifying and investigating sites, 2) determining site contamination, 3) recognizing responsibility and liability, 4) assessing priority for remediation, 5) activation, evaluation and implementing remediation options, and 6) documenting remediation completion. The NCSRP supported the successful development/demonstration of a wide range of innovative remedial technologies. They are related to stabilization/solidification, thermal washing/flushing, advanced oxidation, sonics, and groundwater contaminated with hydrocarbons, PAHS, PCBs, heavy metals, and other hazardous pollutants in a variety of site environments.

분쟁소지가 있는 공해상에서 Digital Forensic을 이용한 해결 방안 (Resolution of Complication in Territorial Sea by Using Digital Forensic)

  • 대한민국은 중국 일본과 같이 바다로 인접하여, 항해를 하거나 조업을 위한 배타적 경제수역(EEZ: Exclusive Economic Zone) 때문에 분재의 소지를 담고 있다. 특히 해상 사고에서 어선의 경우 조업일지와 항해장비의 부실 등으로 국가 간 분쟁 시 증거자료 채택할 수 있는 경우는 드물다. 해상에서 컴퓨터 등의 디지털 증거는 무결성이 훼손된다면 결정적인 증거가 재판정에서 기각당하거나 국제적으로 분쟁 시 증거로 채택되지 않는다. 본 논문에서는 이 문제점을 해결하는 방안으로 해상 디지털 포렌식을 제안하면서, 공해상 선박에서 디지털 포렌식 자료를 위한 주요내용, 요구사항, 적용사항 및 선박 디스크, 선박 네트워크, 선박 무선 포렌식 자료를 추출하고 이를 입증하는 방법을 제시한다. 그리고 실제 공해상에서 해상 디지털 포렌식의 사례에 관한 실증연구를 하여, 분쟁소지가 많은 선박에서 과학수사의 일환으로 활용될 것이며, 디지털 포렌식의 증거가 채택되는 국제간의 공해상 분쟁해결의 중요한 열쇠가 될 것이다.

  • Today, all the countries of the world newly recognize importance of sea, which are focused on efforts for security of marine territory and fishes resources. Many of the coastal state, to strengthen the rights of their own country EEZ, marine survey and continental shelf development, travels through such maritime jurisdiction in the territorial sovereignty and the EEZ overlaps, deepening complex interests between neighboring countries cooperation activities of the fierce competition, the domestic and foreign been has been carried out. Under such circumstances, is devastated coastal of China, our territorial waters and EEZ has been violated more and more, in spite of the powerful crackdown maritime public power, illegal fishing more resistance intensified. They tend to be gradually organization, collectivization and atrocities. Currently, illegal fishing of Chinese fishing boats in the West Sea of Korea, including the waters near Yeonpyeong Island is prevalent as operating in the coast of the country. Furthermore regrettable one is illegal on a scale and the situation where South Korea of scale of damage caused by it have not been accurately grasp of the operation, but that there is damage of Korea official duty enforcement to crack down the increase to illegal operations year after year have occurred. Violent, illegal fishing of Chinese fishing boats, in order to eradicate the operations of insane at our sea, we investigated to the infringement situations of fisheries resources by multiple fields. each of problems presenting a specific preservation plan in accordance with the function and role of the maritime enforcement organization and other government organization the point. at the same time we will try to seek measures such as a scheme that it is possible to increase the capacity.

휘파람새의 Intra-and Inter-Population Songs 인식에 관한 Playback실험 (Playback Expedments on Bush Warbiers (Cettia diphone): Their Song Recognition of Intra- and Inter-Population)

  • 충북 청원군 일대에서 휘파람새 6 개체에 대하여 군집내 인 청원군집의 song과 군집외 인 제주개체의 song을 이용하여 playback실험을 실시하였다. 실험의 대상개체는 모두 다두 군집의 song에 대하여 강한 반응을 보였으나 군집 사이에 대하여 통계적으로 의미 있는 차이를 나타내지는 않았다. 이러한 결과는 청원군집내의 개체간의 먼 간격으로 인하여 이웃 개체간의 적은 상호작용에서 기인되어지는 것으로 판단된다. Song의 부분들이 song의 인식에 기여하는 정도를 파악하기 위하여, 휘파람새 song의 whistle 부분과 complex syllsble 부분을 이용하여 playback실험을 실시하였다. Complex syllable 부분에 대한 반응의 정도가 whistle 부분에 비하여 의미 있게 높았으며, 이러한 것은 song의 특정한 부분이, complex syllable, 개체의 song인식에 필요한 주된 정보를 담고 있다는 'releaser '가설을 지지하는 결과로 나타났다.

  • The U.S. has recently developed Free and Open Indo-Pacific strategy and Distributed Lethality strategy based on a common perception that they are responding to China's threats. In the future, it is anticipated the following. Strengthen cooperation of the U.S.-India-Vietnam navy, Maximizing the combined combat power between the U.S. and regional navies, Improving its ability to restore damage control, Economic cooperation between the Pacific and Indian countries. The meanings given to the Korean navy are as follows. First, South Korea should pursue cooperation with the Indian Navy, which will grow into a regional balance on China's growth. The growth of the Indian navy is expected to increase cooperation with other Pacific countries. The government should seek ways to promote cooperation with india navy in various fields. Secondly, it is a joint drill between the U.S. Navy and the Korean Navy. Recently, the Korea-U.S. joint drill has not been conducted and many changes are expected to be made regarding the implementation of the joint drill in the future. Therefore, it is necessary to respond to possible changes in the naval relationship between Korea navy and the U.S. navy Also, due to distributed lethality strategy, preparations for operations and training with U.S.navy will be necessary. Lastly, it should contribute to cooperation among regional countries in preparation for maritime territorial disputes. The growth of the Chinese navy and the territorial disputes in the East and South China sea has raised the possibility of accidental military clashes at sea. Therefore, the government should make efforts to create multilateral security cooperation systems that can continue to promote the prevention of armed conflict.

중국해안경비법(Coast Guard Law)(2021): 위협과 공격을 위한 도구 (The China Coast Guard Law (2021): A New Tool for Intimidation and Aggression)

  • 중국의 새로운 해양정책법(Maritime Policy Law: MPL)은 중국해안경비대 등의 중국 해양경찰 기관들의 임무를 규제하고, 중국의 주권, 안보, 권리, 이해관계를 보호한다고 주장한다. [하지만] 중국이 본토 주위 및 남중국해에서 넓은 해역에 대한 권리를 주장하고 있다는 점에서, MPL은 훨씬 광범위하게 적용될 수 있다. 중국이 제기하는 대부분의 해양 주장이 국제법에 부합하지 않는다는 점을 고려하면, 이렇게 해양법 집행 관할권을 광범위하게 적용하는 것은 문제의 소지가 많다. MPL이 분쟁해역 또는 공해에서 외국선적 선박에 대한 관할권을 주장한다면, 이는 국제법 위반이다. 무력 사용에 관한 MPL의 많은 규정 역시, 해양법 집행 관할권의 사용에 관한 국제 규칙 및 기준을 위반한 것이며, 모든 국가의 영토 온전성이나 정치적 독립성에 반하는 위협이나 무력사용을 금하는 유엔헌장에도 위배된다. 중국은 MPL을 남중국해와 동중국해에서 불법적인 영토 및 해양 주장을 제기하기 위한 구실로 사용할 수 있으며, 다른 연안국의 배타적경제수역 내 자원 권리 행사를 방해하기 위한 구실로도 사용할 수 있다.

Procesos de Configuración Regional y Localidades de Uruguay 1900-1960

  • The objective of the article is to describe the social structure of Uruguay at the beginning of the sixties, presenting the social differences that configured the level of urban centers or localities since the beginning of the 20th century. The willing is to identify what historical processes would have intervened to have institutionalized a highly heterogeneous distribution of welfare in the territory. The sources of information are four: (i) the population censuses of 1908 and 1963; (ii) the agricultural censuses of 1908, 1951, 1956 and 1961; (iii) the work of historical demography; and (iv) the indices published by the General Directorate of Statistics and Censuses in 1971 and 1989. Due to the lack of a dictionary of the localities, the authors matched these sources. The regional configuration processes analyzed here are: the departmentalization of the territory; the agriculturization; the industrialization and the balnearización. In each case, the regional and local impact of the political, economic and social transformation is analyzed. The article dedicate a wide space to describe the changes in the entity, the legal status, the territorial distribution and the wellbeing of the localities, marking especially those under 1500 inhabitants, which make up an important micro-urbanization of the country. The foundation of 70% of the localities occurred during the reformist period that locates that project as a type of "social democratic" State with its "Bismarkian" type traits. The institutionalization of these territories is based on their precarious and very poor character, the inequality in the most elementary welfare enjoyed by the established towns and cities increases. The processes of spatialization that reconfigured the territory during this time, contributed to the urbanization and population relocation, but in a framework in the political project of the "small model country" did not plan on the territory, the state have no special attention to correct the asymmetries in local welfare distribution structures. We finished with the hypothesis that beyond the social advances of the "Battlista" period, the territorial inequality of opportunities has grown between 1908 and 1963 because the lack of a public planification.
