  • The concept of Health Related Quality of Life and its determinants have evolved since the 1980s. Although many researchers have published articles of technology usage in hospitals and the installation of technology based healthcare system, the research about applying the information technology to improve the patients' perceived quality of healthcare services is still limited. In general, services are deeds, processes and performances that are essentially concerns of the consumer. The healthcare service quality depends on tangible factors, such as equipments, facilities, and the quality of hospital staff and also the intangible ones. The main purpose of this work is to establish new model and find out the contribution of information technology to enhance the patients' perceived quality of healthcare service. We attempted to examine the main information technology related factors in 3 aspects, namely quality of information, the technology accessibility and the community that can improve patients' perceived quality of healthcare services. Offline and online questionnaires were used to measure the patients' perceived quality and were distributed to 384 people in 2 countries, Laos and South Korea. A principle component analysis and multiple regressions were used to verify our model. Results show that the use of information technology has partial positive effect on patient-physician interaction in both countries. However, patient knowledge and patient autonomy which are the 2 dimensions of patient-physician interaction has significant positive effect on patients' perceived quality of healthcare service.

  • Software measurement is a key factor in managing, controlling, and improving the software development processes. Software quality is one of the most important factors for assessing the global competitive position of any software company. Thus the quantification of quality parameters and integrating them into quality models is very essential. Software quality criteria are not very easily measured and quantified. Many attempts have been made to exactly quantify the software quality parameters using various models such as ISO/IEC 9126 Quality Model, Boehm's Model, McCall's model, etc. In this paper an attempt has been made to provide a tool for precisely quantifying software quality factors with the help of quality factors stated in ISO/IEC 9126 model. Due to the unpredictable nature of the software quality attributes, the fuzzy multi criteria approach has been used to evolve the quality of the software.

  • Continuous Improvement is a central concept in the quality movement. In almost all descriptions of quality initiatives Continuous Improvement is central. Even in ISO 9000:2000 that has been recognised. In this paper we will discuss the role of continuous Improvement within the quality movement, its relation to knowledge management and, especially, its origin in pragmatic philosophy.

  • Purpose: Quality management has significantly contributed to the productivity revolution in the past century. However, the argument that quality can be an impediment to innovation in the age of industry 4.0 has intensified recently. Possible solutions to this controversial issue are discussed. Methods: The research papers and magazine articles which described quality as an impediment to innovation are reviewed, and the industries in which this particular problem arises are examined. Results: Conventional quality management is as effective as ever when technology changes quite slowly. However, strong 'quality first' culture serves as an impediment to innovation when technology changes quickly as in the ICT(information and communication technology) industry and platform business. Conclusion: When the technology changes rapidly, faster time-to-market is much more important than variation control and continuous improvement. Moving from a productivity focus to a creativity focus is also required in quality management.

  • Purpose: In the private sector, many Customer Satisfaction Index Models have already been developed and are being applied in a variety of industries. In spite of continuously increasing of quality for military goods, measuring tools of Quality Satisfaction have not been developed yet. Method: In 2004, Defense Quality Assurance Agency and Seoul National University jointly developed MCSI(Military Customer Satisfaction Index) as a benchmark NCSI(National Customer Satisfaction Index), but it is limited to aply to military goods. We focused on product quality and developed MQSI(Military Quality Satisfaction Index) Model. Result: We propose a new Satisfaction Index Model(MQSI, Military Quality Satisfaction Index) that can be applied to military goods. Conclusion: In this study, configuration and variables of MQSI Model are described. Also the result of preliminary survey is briefly explained.

  • The purpose of this study is to empirically examine the role of supplier relationships as a means of enhancement of quality. The model for this study consists of four groups of concepts - 1) goal of quality, as 2) measures of supplier relationships, supplier assistance and buyer supplier communication, 3) the level of automation and technology, as 4) measures of performance, reliability quality and performance quality. By statistical analysis, the results are as follows. First, the goal of quality positively influences the level of automation, technology, supplier assistance and supplier communication. Second, the level of technology has a positive effect on supplier assistance and supplier communication on the level of automation. Third, the level of automation and technology positively influence the reliability quality. Fourth, supplier assistance and buyer-supplier communication has a positive effect on the reliability and performance quality. These results reveal three paths of supplier relationships in systems for the enhancement of quality.

Methods: Literature Review, Capability Maturity Model Integration, Analytic Hierarchy Process. Results: Military maintenance depot maintenance quality level diagnosis items, Maintenance quality level by maintenance technology area, Guidelines for diagnosing maintenance quality level, Quality level comparison results by area and implications for improvement. Conclusion: In order to systematically evaluate the maintenance quality of military maintenance depots, this study was conducted with the goal of designing an overall maintenance quality diagnosis system, including diagnosis areas, diagnosis items, and a diagnosis score award system, by improving the existing evaluation method. In addition, the newly developed maintenance quality diagnosis system was applied to actual evaluation activities and the results were returned to members, confirming the usefulness of the developed maintenance quality diagnosis system in the field.

  • Purpose: Recently, many quality issues are aroused in military forces, such as failures in K-series weapons, combat boots defects and 40mm ammunition explosion accident. To address these problems, the one and only government defense quality assurance agency, DTaQ(Defense Agency for Technology & Quality) tried to improve many quality assurance procedures and introduced new systems such as MRA(Manufacturing Readiness Assessment), TRA(Technology Readiness Assessment), and etc. However, as the amount of war supplies increasing every year, the resource(budget and manpower) for quality assurance is limited. Therefore, DTaQ had difficulty to handle the issue efficiently and effectively, and we propose the method to address this problem. Methods: The most popular quality assurance technique is a sampling method, in this research, we first review the many sampling techniques and compare the strength and weakness of each method. After then, we selected the most appropriate sampling techniques and applied the procedures in combat force support material and ammunition areas. Results: We can reduce the number of samples dramatically, thus the required amount of labor time and money can be saved. Also, the new sampling technique enforces the supplier to produce the product which meets the target value(desirable value). Conclusion: We can reduce the number of samples dramatically, thus the required amount of labor time and money can be saved. Also, the new sampling technique enforces the supplier to produce the product which meets the target value(desirable value). Lastly, since the new sampling method requires many numerical calculations, we developed a simple android OS smart-phone application which can be used easily in field.

  • Since the introduction of knowledge management systems, many studies have attempted to analyze its performance and identify the success factors. However, few studies have investigated the relationship between KMS technology characteristics and its quality. This paper attempts to categorize KMS technology functions into socialization, externalization, combination and internalization and then find the relationship between these functions and KMS quality. It also attempts to investigate the moderating effect of task characteristics in this relationship. Our research frame is derived from the well known task-technology fit model and the related KMS performance studies. A survey was conducted from 157 KMS users. It is found that both externalization and combination are important for KMS quality and this quality influences the KMS performance. Furthermore, it is confirmed that the task characteristics can moderate between the KMS technology and its quality.
