This study is a study to systematize the R&D activities of social enterprises to derive a logical model of the R&D support policy, and aims to systematize the R&D activities based on the R&D demand survey and R&D activity analysis of social enterprises. R&D activities of social enterprises are at an early stage or are not systematic compared to general enterprises, so the process modeling method is used to group detailed activity elements to standardize and systemize them. As a result of the research, social enterprises are aware of the necessity and importance of R&D activities to secure competitiveness of products and services to increase social value, and because of their lack of R&D experience and capabilities, R&D specialized institutes (R&D planning institutes, government-funded research institutes), Universities, etc.) and are expected to improve R&D capabilities. The performance indicators of social enterprise R&D activities are derived in units of input-process-performance indicators through demand survey, activity analysis, and in-depth interview (FGI), and the logical model of R&D support policy is in the areas related to business strategy and performance.

Recently, with the worldwide development of the fourth industry, the development of technologies for smart and eco-friendly ships is accelerating. With the emergence of autonomous vessels with complete unmanned or minimum personnel on board and eco-friendly fuel (methane, ammonia, electricity, etc.), the role of existing seafarers on board is expected to change significantly. To improve the competitiveness of seafarers in the future, predicting future seafarer occupation groups, improving the educational curriculum, and creating an educational system are necessary. In this study, eight occupational groups that seafarers may have in the future were derived through a review of earlier studies and brainstorming of maritime university students, incumbent seafarers and expert groups. A survey was conducted on the eight occupational groups using the Likert scale, and based on the results, a leading occupational group related to future seafarer was derived. The most likely occupational groups with high scores were remote control centre operators and cargo remote manager. In addition, essential educational elements to be educated first for these occupational groups were derived and presented.

The development of the education system and the labor market today requires new conditions for unification and functioning, the introduction of an innovative culture in the field of Education. The construction of modern management of innovative development of a higher education institution requires consideration of the existing theoretical, methodological and practical planes on which its formation is based. The purpose of the article is to substantiate the modern paradigm of organizing the mechanism of managing the innovative development of higher education institutions. Innovation in education is represented not only by the final product of applying novelty in educational and managerial processes in order to qualitatively improve the subject and objects of management and obtain economic, social, scientific, technical, environmental and other effects, but also by the procedure for their constant updating. The classification of innovations in education is presented. Despite the positive developments in the development of Education, numerous problems remain in this area, which is discussed in the article. The concept of innovative development of higher education institutions is described, which defines the prerequisites, goals, principles, tasks and mechanisms of university development for a long-term period and should be based on the following principles: scientific, flexible, efficient and comprehensive. The role of the motivational component of the mechanism of innovative development of higher education institutions is clarified, which allows at the strategic level to create an innovative culture and motivation of innovative activity of each individual, to make a choice of rational directions for solving problems, at the tactical level - to form motives for innovative activity in the most effective directions, at the operational level - to monitor the formation of a system of motives and incentives, to adjust the directions of motivation. The necessity of the functional component of the mechanism, which consists in determining a set of steps and management decisions aimed at achieving certain goals of innovative development of higher education institutions, is proved. The monitoring component of the mechanism is aimed at developing a special system for collecting, processing, storing and distributing information about the stages of development of higher education institutions, prediction based on the objective data on the dynamics and main trends of its development, and elaboration of recommendations.
The iron and steel industry is a manufacturing industry with the largest greenhouse gases emissions and has a great ripple effect on the national economy as a core material industry. This study internationally compared the decoupling patterns of greenhouse gases emissions in the iron and steel industry from 1990 to 2019, focusing on Korea, Japan, and Germany. In particular, unlike previous studies that considered only fuel combustion emissions, this study considered all fuel combustion emissions, industrial process emissions, and indirect emissions from the use of electricity and heat. As a result of the analysis, Korea is interpreted as expansive coupling, Japan as decoupling, and Germany as unclear. Therefore, the decoupling path that the Korean iron and steel industry should take should not be in Germany, but in the form of seeking a decoupling method similar to Japan or more effective than Japan. In addition, this study considered the characteristics of the iron and steel industry as much as possible and presented the causes of the decoupling analysis results and implications for the Korean iron and steel industry through comparison with Japan and Germany. In particular, four factors were suggested as factors which has promoted decoupling in Japan: high value-added of Japanese iron and steel products, development of energy efficiency technology in the Japanese iron and steel industry, strategic M&A of the Japanese iron and steel industry, and maintaining competitiveness according to the closed distribution structure of Japanese iron and steel products. The Korean iron and steel industry should also use the case of Japan as a benchmark to further increase added value through quality uprade and product diversification of iron and steel products, while at the same time making efforts to fundamentally reduce greenhouse gas emissions through the development of new technologies.
Since Michael Porter (1991) has proposed that environmental regulation can help a firm increase its competitiveness by encouraging it to engage in more innovative activities to meet the environmental regulation, a number of researchers have empirically investigated the "Porter Hypothesis." However, the empirical results still remain mixed. Combining the perspectives of the behavioral theory of the firm and firm heterogeneity, we argue that the levels of regulation stringency and time-pressure would differentially influence a firm's innovative behavior depending on the firm's aspiration level, performance feedback and technological capabilities. Using the U.S. Corporate Average Fuel Efficiency (CAFE) regulation context, we empirically demonstrate that lagging firms that do not meet the new regulation standard announced by the government tend to search for more distant knowledge and that the impact of the patents they file for decreases as the regulation becomes more stringent. In addition, we also find that as time-pressure increases, lagging firms stand to apply for more patents than do leading firms whereas the overall impact of the patents decreases. These results help us advance our understanding of the nuanced causal relationship between regulation and innovation and provide practical implications for policymakers.

Traditional video compression has developed so far based on hybrid compression methods through motion prediction, residual coding, and quantization. With the rapid development of technology through artificial neural networks in recent years, research on image compression and video compression based on artificial neural networks is also progressing rapidly, showing competitiveness compared to the performance of traditional video compression codecs. In this paper, a new method capable of improving the performance of such an artificial neural network-based video compression model is presented. Basically, we take the rate-distortion optimization method using the auto-encoder and entropy model adopted by the existing learned video compression model and shifts some components of the latent information that are difficult for entropy model to estimate when transmitting compressed latent representation to the decoder side from the encoder side, and finally compensates the distortion of lost information. In this way, the existing neural network based video compression framework, MFVC (Motion Free Video Compression) is improved and the BDBR (Bjøntegaard Delta-Rate) calculated based on H.264 is nearly twice the amount of bits (-27%) of MFVC (-14%). The proposed method has the advantage of being widely applicable to neural network based image or video compression technologies, not only to MFVC, but also to models using latent information and entropy model.
With the launch of Artificial Intelligence(AI)-based intelligent products on the market, innovative changes are taking place not only in business but also in consumers' daily lives. Intelligent products have the potential to realize technology differentiation and increase market competitiveness through advanced functions of artificial intelligence. However, there is no new product development methodology that can sufficiently reflect the characteristics of artificial intelligence for the purpose of developing intelligent products with high market acceptance. This study proposes a KANO-QFD integrated model as a methodology for intelligent product development. As a specific example of the empirical analysis, the types of consumer requirements for hair loss prediction and treatment device were classified, and the relative importance and priority of engineering characteristics were derived to suggest the direction of intelligent medical product development. As a result of a survey of 130 consumers, accurate prediction of future hair loss progress, future hair loss and improved future after treatment realized and viewed on a smartphone, sophisticated design, and treatment using laser and LED combined light energy were realized as attractive quality factors among the KANO categories. As a result of the analysis based on House of Quality of QFD, learning data for hair loss diagnosis and prediction, micro camera resolution for scalp scan, hair loss type classification model, customized personal account management, and hair loss progress diagnosis model were derived. This study is significant in that it presented directions for the development of artificial intelligence-based intelligent medical product that were not previously preceded.
Digital transformation refers to the economic and social effects of digitisation and digitalisation. Although digital transformation acts as a useful tool for economic/social development and enhancing the convenience of life, it can have negative effects (misuse of personal information, ethical problems, deepening social gaps, etc.). The government is actively establishing policies to promote digital transformation to secure competitiveness and technological hegemony, however, understanding of digital transformation-related risk issues and implementing policies to prevent them are relatively slow. Thus, this study systematically identifies risk issues of the future society that can be caused by digital transformation based on quantitative analysis of media articles big data through the Embedded Topic Modeling method. Specifically, first, detailed issues of negative effects of digital transformation in major countries were identified. Then detailed issues of negative effects of artificial intelligence in major countries and Korea were identified. Further, by synthesizing the results, future direction of the government's digital transformation policies for responding the negative effects was proposed. The policy implications are as follows. First, since the negative effects of digital transformation does not only affect technological fields but also affect the overall society, such as national security, social issues, and fairness issues. Therefore, the government should not only promote the positive functions of digital transformation, but also prepare policies to counter the negative functions of digital transformation. Second, the detailed issues of future social risks of digital transformation appear differently depending on contexts, so the government should establish a policy to respond to the negative effects of digital transformation in consideration of the national and social context. Third, the government should set a major direction for responding negative effects of digital transformation to minimize confusion among stakeholders, and prepare effective policy measures.

The purpose of this study is to propose a Busan tourism industry in which the 2016 OECD Tourism policy and ICT convergence platform are applied. OECD proposed 3 policies to promote the tourism industry: First, to maintain the competitiveness of the tourism industry as well as improve its efficiency and sustainability, second, to establish a seamless traffic system, and third, to build a response to the sharing economy. Centering on the OECD's three policies, we propose the developmental possibilities of tourism in Busan. At the same time, we suggest the necessity to build an ICT convergence platform that will help foster the industry. In building an ICT convergence platform, we especially focus on the necessity of: 1. Sharing and creating experience-based interactive contents on the software side, and 2. Developing high quality user experience (UX) and providing a data analysis-based customized service on the hardware side. In addition, we insist on the establishment of the Tourism Promotion Agency for the continuous performance and management of Busan tourism industry. The study ultimately suggests that the construction of ICT convergence platform based on OECD tourism policy can result in the expected outcomes of high effects with low cost for both consumers and suppliers related to the tourism industry.

The importance of the national reseach and development project has been increased since the global financial crisis for overcoming the world economic recession and responding the threatens of the global competitiveness. As the budgets are increased and the size of the tasks is enormous, the government often requests high-level audits and data for the transparent management of research expenses. As a result, the researchers who have to concentrate on the original research work spend much time in administrative processing, government audit, and responding to the demand data than the time to concentrate on the research work. It is absolutely necessary to have a system that can integrally manage R & D projects from a company-wide point of view in order for researchers to work efficiently and concentrate on the original research. Korean government has increased the investment for the national R&D, and therefore the size of R&D projects has become more larger. Therefore, this study attempts to present a standardized management process and system establishment direction for the efficient management of research and development project and to study the success factor of system establishment for the successful execution of project and the project management plan by the case study.
