Online Submission and Review System for Open Science: A Case of AccessON Peer Review Management System Plus (ACOMS+)

  • As the academic publishing environment evolves rapidly and the open science paradigm emerges, the demand for efficient and transparent peer review is growing. This study outlines efforts to actively introduce advanced concepts in scholarly communication into the submission and review system. AccessON Peer Review Management System Plus (ACOMS+), developed and operated by the Korea Institute of Science and Technology Information, is an online submission and peer review system that aims for open science. This study provides an overview of ACOMS+ and presents its four main features: open peer review, open access publishing and self-archiving, online quantitative/qualitative evaluation, and peer reviewer invitation. The directions for further developing ACOMS+ to fully support open science are also discussed. ACOMS+ is the first system in Korea to introduce the open peer review process and is distinguished as a system that supports open access publishing and digital transformation of academic journals. Furthermore, ACOMS+ is expected to contribute to the advancement of the academic publishing environment through the increasing shift toward open access publishing, transparent peer review, and open science.

  • This research investigated how people are influenced to adopt online review. We applied the Elaboration Likelihood Model (ELM) and the Technology Acceptance Model (TAM) to this study. Our research model highlights the assessment of online review usefulness as a mediator from online review quality to online review adoption. This research predicted online review consensus has a role to bulid up online reviw usefulness. This study also includes vividness and perceived similarity as determinants of online review quality. Survey data reflect user's perceptions of actual online review they read. Results support most of research hypotheses except hypothesis related to moderating effect of user involvement. This research offers a model for understanding online review user's acceptance. Additional theoretical and practical implications are also discussed in the paper.

  • Defense specification suitability review task means to examine whether to need enactment, amendment or abolition of defense specification, and realistic and efficient review environment are urgently needed by improving system. For the promotion of efficient tasks, the cycle of defense specification suitability review needs to be changed to 5 years for active specifications and 10 years for inactive specifications. To simplify the standards of defense specification suitability review, the distinction between prior management items and general management items should be abolished and the number of review items need to be reduced from ten to three. Also, in order to promote substantial defense specification suitability review, a system improvement is needed to utilize retired professionals from defense acquisition related agencies.

  • The purpose of this study is to review the relationship between environmental assessment (EA) and land use planning through the theoretical and practical perspective. Theoretically, this research studies environmental land use planning incorporating with environmental assessment. Practically, through the review on EA review opinion in Korea Environment Institute for recent 10 years, environmental land use mitigations are investigated. The results of this study are as follows:first, there have been new and innovative review criteria and mitigation methods in environmental assessment; second, land use mitigation tools have been mostly used in environmental assessment; finally, there is a need for mediating role by land use section in EA review system.

Comparative Analysis of Visual Presentation and User Acceptability of Virtual/Augmented Reality Application for Architectural Design Review (설계검토를 위한 가상현실·증강현실 기술의 활용 효과 비교 분석)

  • Visualized information platforms through building information modeling (BIM) such as virtual reality (VR) and augmented reality (AR) improves the efficiency of architectural information exchange. Despite that, less effort has been directed to evaluate the effectiveness of different BIM visualization platforms for architectural design review. This study fills these gaps and compares three BIM visualization tools for reviewing diverse architectural review factors and technology acceptance degree. Three main BIM visualization tools, which are desktop-based, virtual reality-based and augmented reality-based, were employed and different architectural review factors and user's technology acceptance degree was measured. As a result, VR and AR environment showed better visual presentation than desktop environment during design review. In terms of the technology acceptance level, VR and AR environments have received higher ratings compared to desktop environments. The detailed findings provide guidelines for participants and researchers involved in design review process to selectively adopt VR and AR system to various architectural design review components.

  • Social media enables customers to share their views, opinions and experiences as product reviews. These product reviews facilitate customers in buying quality products. Due to the significance of online reviews, fake reviews, commonly known as spam reviews are generated to mislead the potential customers in decision-making. To cater this issue, review spam detection has become an active research area. Existing studies carried out for review spam detection have exploited feature engineering approach; however limited number of features are considered. This paper proposes a Feature-Centric Model for Review Spam Detection (FMRSD) to detect spam reviews. The proposed model examines a wide range of feature sets including ratings, sentiments, content, and users. The experimentation reveals that the proposed technique outperforms the baseline and provides better results.

  • KISTI(Korea Institute of Science and Technology) has developed ${\ulcorner}KISTI-ACOMS (KIST-Article Contribution Management System){\lrcorner}$ as a part of the national project for the informatization of academic societies, and distributed the system to academic societies for free since 2001. KISTI-ACOMS is a web-based system that automates the full process of academic paper review and journal publication and circulation for academic societies. KISTI have analyzed academic societies' demands for a paper review system for last three years and, after a thorough redesign and implementation, released KISTI-ACOMS 2.0 in september 2005. recently, there are many societies requesting the online paper review system for the informatization of their societies. korean academy of child health Nursing has decided to introduce KISTI-ACOMS 2.0 to meet current trends and KISTI customized KISTI-ACOMS 2.0 to reflect configuration and paper review process of Korean Academy of Child Health Nursing. This Paper investigates the functions of KISTI-ACOMS customized for the korea academy of child health nursing and describes necessary features for the future online paper review system.

Unpacking the Potential of Tangible Technology in Education: A Systematic Literature Review

  • The main purposes of this study were (a) to analyze the research trend of educational use of tangible technology, (b) to identify tangible learning mechanisms, and potential benefits of learning with tangible technology, and (c) to provide references and future research directions. We conducted a systematic literature review to search for academic papers published in recent five years (from 2013 to 2017) in the major databases. Forty papers were coded and analyzed by the established coding framework in four dimensions: (a) basic publication information, (b) learning context, (c) learning mechanism, and (d) learning benefits. Overall, the results show that tangible technology has been used more for young learners in the kindergarten and primary school contexts mainly for science learning, to achieve both cognitive and affective learning outcomes, by coupling tangible objects with tabletops and desktop computers. From the synthesis of the review findings, this study suggests that the affordances of tangible technology useful for learning include embodied interaction, physical manipulations, and the physical-digital representational mapping. With such technical affordances, tangible technologies have the great potential in three particular areas in education: (a) learning spatial relationships, (b) making the invisible visible, and (c) reinforcing abstract concepts through the correspondence of representations. In conclusion, we suggest some areas for future research endeavors.

Implications of Price Setting Strategies for New Health Technologies from Five Countries (신의료기술에 대한 진료비 지불: 외국사례와 시사점)

  • This study aims to compare the experience of selected countries in operating separate payment system for new healthcare technology and to find implications for price setting in Korea. We analyzed the related reports, papers, laws, regulations, and related agencies' online materials from five selected countries including the United States, Japan, Taiwan, Germany, and France. Each country has its own additional payment system for new technologies: transitional pass-through payment and new technology ambulatory payment classification for outpatient care and new technology add-on payment for inpatient care (USA), an extra payment for materials with new functions or new treatment (C1, C2; Japan), an additional payment system for new special treatment materials (Taiwan), a short-term extra funding for new diagnosis and treatment (NUB; Germany), and list of additional payments for new medical devices (France). The technology should be proven safe and effective in order to get approval for an additional payment. The price is determined by considering the actual cost of providing the technology and the cost of existing similar technologies listed in the benefits package. The revision cycle of the additional payment is 1 to 4 years. The cost or usage is monitored during that period and then integrated into the existing fee schedule or removed from the list. We conclude that it is important to set the explicit criteria to select services eligible for additional payment, to collect and analyze data to assess eligibility and to set the payment, to monitor the usage or cost, and to make follow-up measures in price setting for new health technologies in Korea.
