수상함 개발에서 기술성숙도, 난이도 및 중요도 기반의 위험도 평가 방안 (On a Risk Assessment Methodology based on the Technology Readiness Levels, Degrees of Difficulty, and Technology Need Values in the Development of Naval Surface Ships)

  • The objective of this paper is to propose a method of how to perform risk assessment in the early stage of defense research and development for the acquisition of weapon systems. An advanced method for risk assessment and its associated objective functions are developed first based on the concept of systems engineering. The developed method is then applied to carry out the analysis of alternatives in the trade-off environments. As a case study, the multi-purpose training ship is considered, where it is performed using the notions of technology readiness levels, degrees of difficulty, and technology need values to facilitate design space visualization and decision maker interaction. It is noted that decision makers can benefit from our approach as an improved risk assessment method in the context of multi-criteria decision making.

  • 최근 국가 연구개발 과제의 성과물에 대한 실용화 또는 상업화 강화가 중요한 이슈로 떠오르고 있으며, 기술 실용화 관점에서 연구개발 과제를 체계적으로 관리할 수 있는 지원 도구에 대한 필요성이 높아지고 있다. 기존의 기술준비수준 모델은 기초 연구부터 실용화까지의 기술 개발 수준을 9개의 수준으로 나누어 각각의 수준에 대한 기준을 제시해 줌으로써 과제 관리를 위한 유용한 도구로 활용되어 왔다. 그러나 이 모델은 기술준비수준의 평가가 전문가에 의해 이루어져야 하며 구체적인 평가지표도 제시되어 있지 않기 때문에 다수의 과제로 구성된 국가 연구개발 사업에 적용하기에는 어려움이 있다. 따라서 본 연구는 델파이 기법을 활용하여 기존의 기술준비수준 모델을 대규모 국가 연구개발 과제에 적용할 수 있도록 각 수준에 대한 정의와 각 수준의 달성 여부를 결정하는 평가지표를 제시하였다. 본 연구에서 제시된 기술준비 수준 모델은 각 수준에 맞는 구체적인 평가기준을 제공함으로 대규모 국가 기술개발 과제의 연구개발에서 실용화까지의 전 과정을 관리하기 위한 도구로 적절하게 활용될 수 있을 것으로 기대한다.

지질자원 연구개발에 대한 기술개발단계(TRL) 지표 개발 (Technology Readiness Levels (TRLs) Indicator Development for Geoscience and Mineral Resources R&D)

  • 지질자원 분야에서 지질도 및 주제도 제작, 조사 및 관측 사업 등은 실용화상용화 목적의 연구개발사업과 달리 장기적이며 계속적인 연구개발의 성격을 가지고 있다. 이러한 장기적, 계속적인 사업의 경우 연구개발의 종료시점을 제시하기 어려워서 사업 평가 시 해당 연구사업의 현재 진행단계를 제시하기 어려운 면이 있다. 이러한 연구개발 분야의 진행 상태를 나타내는 정량 지표를 제시하기 위해, 기존의 실용화 기술에 적용하였던 NASA 기술개발단계(TRL, Technology Readiness Level)를 지질도 및 주제도 제작, 조사 및 관측 사업 등 지질자원 기반 연구개발 분야에 적용할 수 있게 개발하였다. 지질자원 기반 연구개발 분야에서도 적용범위(coverage) 개념을 적용하여 기본원리이해 기획연구(TRL 1)에서 최종 생산물(product)인 특정지역 및 전세계/전국토 정보 구축, 수요자 맞춤형 보급 연구(TRL 9)로 기술개발단계(TRL)를 제시할 수 있다. 그리고 시범적용 등의 실증연구 절차를 가지는 지질환경 등 분야에서도 실용화 성과를 기반으로 기술개발단계(TRL)를 적용할 수 있게 개발하였다. 시범지구 적용 등 실증연구 시작 단계를 TRL 5, 시범지구의 규모 및 적용 개수 확대를 TRL 6, 실제 규모 1/10 수준 시범지구 적용을 TRL 7로 제시할 수 있다.

Technology Readiness Level Assignment to Industrial Plant System Life Cycle

  • During the industrial plant system life cycle, required technologies are developed and assessed to analyze their performance, risks and costs. The assessment is called technology readiness assessment (TRA) and the measure of readiness is called technology readiness level (TRL). The TRL consists of 9 levels and through the TRL assessment, the technology to be developed and its components are assigned to their appropriate TRL. TRL assessment should be performed in each life cycle stages to monitor the technology readiness and analyze the potential risks and costs. However, even though the concept of TRL has been largely adopted by numerous organizations and industry, direct and clear assignment of target TRL for each life cycle stage has been overlooked. Direct mapping/assignment of target TRL for each life cycle has benefits as follow: (1) the technical risks condition of each life cycle stage can be better understood, (2) cost incurred if the technology development is failed can be analyzed in each life cycle stage, and (3) more effective decision making because the technology readiness achievement for each life cycle stages is agreed beforehand. In this paper, we propose a steel-making plant system life cycle and TRL assignment to each of the system life cycle stage. By directly assigning target TRL for each life cycle stages, we look forward to a more coordinated (in terms of exit criteria) and highly effective (in terms of technical risks identification and eventually prevent project failure) technology development and assessment processes.

Research and Development Methodology for Practical Use of Accident Tolerant Fuel in Light Water Reactors

  • Research and development (R&D) methodology for the practical use of accident tolerant fuel (ATF) in commercial light water reactors is discussed in the present review. The identification and quantification of the R&D-metrics and the attribute of candidate ATF-concepts, recognition of the gap between the present R&D status and the targeted practical use, prioritization of the R&D, and technology screening schemes are important for achieving a common understanding on technology screening process among stakeholders in the near term and in developing an efficient R&D track toward practical use. Technology readiness levels and attribute guides are considered to be proper indices for these evaluations. In the midterm, the selected ATF-concepts will be developed toward the technology readiness level-5, at which stage the performance of the prototype fuel rods and the practicality of industrial scale fuel manufacturing will be verified and validated. Regarding the screened-out concepts, which are recognized to have attractive potentials, the fundamental R&D should be continued in the midterm to find ways of addressing showstoppers.

제조성숙도평가 MRL8 평가 방법론에 관한 연구 (A Study on the Methodology of Manufacturing Readiness Levels(MRLs) 8 of Manufacturing Readiness Assessment(MRA))

  • 제조성숙도평가(Manufacturing Readiness Assessment, MRA)는 제조 준비상태를 평가하는 방법으로 체계, 부체계의 개발 및 양산에서 발생할 수 있는 일정지연, 비용 상승, 품질 저하 등을 방지하지 위해서 2012년에 제도화되었다. 제조성숙도 평가는 군수품의 양산단계의 제조상 위험성을 사전에 식별하여 관리한 결과, 군수품의 품질수준이 개선되는 등 긍정적인 효과가 있었으나 실제 수행 시 피평가자가 평가항목에 대해 맞춤형으로 준비를 하면서 평가점수가 점차적으로 높아지는 등 준비상태 점검이라는 본래의 목적과는 달리 점수만 상승하는 평가점수 인플레 현상이 심화되는 문제점이 식별되었다. 본 연구에서는 이러한 문제점을 극복하고 과거 업체의 MRA 평가항목 이력을 반영하기 위해 HOM8, 평가항목 난이도를 반영하기 위한 DOM8, 평가항목의 중요도 및 사업별 특성을 고려한 ICOM8과 M8RA를 각각 정의하여 네가지 지표 가중치를 적용한 MWV(Manufacturing Readiness Level 8 Weighted Value)을 정의한 정량적인 MRA 평가모델을 제안한다. 제안된 모델을 통해 기존에 실시된 4개 사업에 대한 평가항목 간 MWV를 계산하였으며, 이를 통해 제안된 MRL 8 평가 방법론의 개선결과를 분석하였다.

조직의 지식경영 준비도(Readiness) 측정도구 개발에 관한 연구 (Development of an Instrument to Measure the Readiness of an Organization for Knowledge Management)

  • The role of knowledge as the key source of potential advantage for organizations and economies has become a hotly debated topic. Some studies found that organizations had their own knowledge management styles. Knowledge Management draws form existing resources that organizations may already have in place. Checking the organization's infrastructures for Knowledge Management is the first step for Knowledge Management. Although the as- is analysis of organizations before knowledge management is important, but there is no study on the readiness for Knowledge Management. This study reports on the development of an instrument designed to measure the readiness of an organization for knowledge Management. Starting with the literature, 4 dimensions - strategy, process, culture/people, and technology - and 18 factors were identified. Then, a questionnaire for measuring readiness was created. Finally, the instrument was pilot tested to prove its reliability and validity. Following the pilot test, the factors all demonstrated acceptable levels of reliability. The result is 19 factors instrument comprising 4 dimensions which provide a useful tool for measuring the readiness for Knowledge Management.

READINESS OF NIGERIAN BUILDING DESIGN FIRMS TO ADOPT BUILDING INFORMATION MODELLING (BIM) TECHNOLOGIES

  • Building Information Modelling (BIM) has become the new international benchmark for efficiency in design, construction and maintenance of buildings. It is the platform that brings about collaboration between project stakeholders and improvement of project outcomes. With all its potentials, not much of the impact of BIM technologies has been felt in the Nigerian construction industry. This research aimed at assessing the readiness of the Nigerian building design firms to adopt BIM technologies. The research was exploratory in nature. A field survey was conducted with the use of structured questionnaire, self administered to a sample of building design consultancy firms (architectural, structural, M&E, quantity surveying, and multi-disciplinary design firms) within Abuja and Kaduna. The questionnaire sought the perception of the responding firms on the factors affecting BIM adoption in the Nigerian construction industry, and their level of readiness to adopt BIM technologies in their practices based on the four categories of readiness-management, people, process and technology. 42.26% response rate was achieved and used for analysis. ANOVA and DUNCAN post-hoc tests were used to establish the differences between the responses of the groups of firms, while means and standard deviations were obtained to establish the important factors affecting BIM adoption in Nigeria. The survey revealed that all the groups of Nigerian design firms are appreciably ready for the adoption of BIM technologies in their practice, with slight variations in their respective levels of readiness. 'Lack of awareness of BIM technology among professionals' and clients and 'lack of knowledgeable and experienced partners' were identified as the most important barriers of BIM adoption in Nigeria; while the most significant drivers are 'availability of well trained professionals' and 'cooperation and commitment of professional bodies to the adoption'. Education and training of building design professionals and cooperation of all stakeholders in the design and construction supply chain were recommended as part of measures to ensure successful adoption of BIM in the Nigerian construction industry.

Determinants of Technology Transfer and Commercialization in National Research and Development: Focusing on Korea Railroad Research Projects

  • This study aims to understand the importance of commercialization of research and development projects and examines key factors that allow successful technology transfer and commercialization. Given the characteristics of the railway research project, and assuming that R&D input factors would vary depending on the technology readiness level and the degree of research convergence, this study analyzes the moderating effect of each R&D input factor on technology transfer and commercialization to determine their eventual impact. Through this study, it was found that it was necessary to proceed to technology transfer and commercialization of the national research and development projects via strategic workforce composition and allocation of research funding given the subjects and development goals of R&D projects.

소비자 기술준비도에 따른 증강현실(AR) 패션 쇼핑 서비스 수용의도 (Augmented Reality (AR) Fashion Shopping Service Acceptance Based on Consumers' Technology Readiness)

  • This study analyzed the effects of optimism and innovativeness, the two drivers of a consumer's technological readiness to use an augmented reality(AR) fashion shopping service within the framework of the Technology Acceptance Model (TAM). The survey was conducted on 249 people (males = 58; females = 191) in their 20s who were willing to participate in the AR experience. Data were analyzed using confirmatory factor analysis (CFA) and structural equation modeling by AMOS 22.0. The results indicated that a greater level of perceived optimism had a positive influence on the ease of use and usefulness of the technology. The findings also show that consumers with a high degree of innovativeness tend to have a higher level of playfulness toward AR fashion shopping. Regarding the effects of user beliefs, ease of use had a positive effect on the perception of usefulness and playfulness with higher levels implying a higher consumer intention to adopt an AR fashion shopping service. In addition, this study reveals the moderating effect of consumers with high-fashion versus those with low-fashion innovativeness. For the latter, technological innovation had an insignificant effect on playfulness, thus indicating that consumers with low interest in fashion did not enjoy AR fashion shopping even if the technology was highly innovative. Nevertheless, the analysis confirms the possibility that experiencing a fashion product through AR technology could replace the actual experience of wearing the products.
