Challenges in Green Innovation Policy after the Fukushima Nuclear Accident

  • This paper examines Japan's Science and Technology (S&T) Basic Plans in accordance with its S&T Basic Law. The Basic Plans promote two major innovation (Green Innovation and Life Innovation) towards the creation of new markets and jobs, specifically under the Fourth S&T Basic Plan enacted on August 2011. Successful smart community demonstration projects at four urban localities were launched under plans to promote Green Innovation research and development of renewable energy technologies. However, the expectation that renewable energy such as solar or wind power can replace nuclear power is not backed by sufficient evidence. Furthermore, the electricity produced by these sources is expensive and unstable owing to its reliance on weather conditions. The Fukushima nuclear power plant accident on March 2011 has also seriously affected Japan's future energy plans. According to a government estimate, electricity charges would double if nuclear power generation were abandoned, imposing a heavy burden on the Japanese economy. Japan is in need of energy policies designed on the basis of more far-sighted initiatives.

A Decade of the National Institute for Materials Science as an Independent Administrative Institution

  • In April 2001, many Japanese national institutes were reorganized as Independent Administrative Institutions (IAI) based on the General Act for Independent Administrative Institutions and the act for each institution. Under the Ministry of Education, Culture, Sports, Science and Technology (MEXT), the National Institute for Materials Science (NIMS) was established by the merger of the National Research Institute for Metals (NRIM) and the National Institute for Research in Inorganic Materials (NIRIM). One of the biggest changes was the expansion of autonomous administration. The nanotechnology and material R&D field was prioritized in the 2nd (2001-2005) and the 3rd (2006-2010) Science and Technology Basic Plans; subsequently, NIMS was assigned to take the initiative in nanotechnology as well as materials science. NIMS has proactively expanded research fields through the introduction of researchers from polymers, electronics, and biotechnology as well as member institutes of the World Materials Research Institute Forum (WMRIF). Globalization has been promoted through programs that include the International Center for Young Scientists (ICYS) and the International Center for Materials Nanoarchitectonics (MANA). The 4th Science and Technology Basic Plan (2011-2015) emphasizes outcomes-recovery and rebirth from the disaster, green innovation, and life innovation. The Midterm Plan for NIMS also follows it. R&D collaboration by multi-partners (that include industry, university, and GRI) should be strategically promoted where GRI are especially required to play a hub function for innovative R&D and open innovation. NIMS highlights are Tsukuba Innovation Arena (TIA) and the Nanotechnology Platform Project. On January 20, 2012, a new organization was decided on by the Japanese Government where several IAI from different science and technology areas will be merged to realize more effective R&D as well as administrative cost reductions. NIMS is also supposed to be merged with 4 other R&D IAI under MEXT by the end of 2013.

Increasing Innovation Performance in SMEs Trade: Organizational Forgetting, Knowledge Management, and Business Agility as Predictors

  • Purpose: Trade in small and medium businesses must improve innovation performance before and after the COVID-19 pandemic. The requirement for rapid innovation is being able to compete and survive post-pandemic. This research attempts to investigate the influence of organizational forgetting, knowledge management, and business agility in distributing innovation performance improvementsto SMEs in Tasikmalaya, Indonesia. Research design, data and methodology: In this research, a structural equation modeling approach with SmartPLS was applied. This research used 221 Tasikmalaya SMEs as samples. The findings of this study show that SMEs are still underrepresented in technological advancement. Results: Organizational forgetfulness does not have a significant impact on innovation performance, nor does it have an indirect impact through knowledge management. Business agility, on the other hand, has a significant indirect effect on innovation performance. Knowledge management does not have a significant and direct impact on innovation performance, but business agility has a significant impact. Conclusions: Efforts to enhance SMEs' trade must be willing to challenge the status quo or abandon knowledge that is no longer relevant to current developments to improve business agility and innovation. Technology-oriented SMEs can quickly become agile by implementing organizational forgetting. SME owners must be willing to adapt to technological advances to adopt organizational forgetfulness.

An Analytical Framework for a Technological Innovation System: the Case of a Nuclear Power System

  • The aim of paper is to develop an alternative framework for the study of technological innovation systems. In contrast with conventional literature, this analytical framework is designed for entrepreneurs, i.e. actors, at the micro level rather than policy-makers at the meso or macro level. Herein, the entrepreneurial innovation system is conceptually refined by synthesizing knowledge regarding technological innovation and innovation systems. Drawing upon the intrinsic technological identity essential for innovation, the entrepreneurial innovation system is shown to involve three core changes in terms of technology, organization and market, and their couplings within its internal boundary over time. This analytical framework also takes into account the fact that the innovation system is influenced by and copes with the external environment during its evolution. Moreover, the framework of the entrepreneurial innovation system considers the recent trend of sustainable development. The technical and socio-economic characteristics of a nuclear powersystem are studied empirically to articulate an analytical framework that should be very useful for technological innovation in other energy systems by reflecting their unique features.

  • This study examines the relationships between R&D investment and Market value of Firms using data of small and medium enterprises (SMEs) in the manufacturing sector of Korea. In particular, this paper investigates the role of technology innovation system in the impact of R&D investment on firm's Market value of Firms. Findings from the previous studies on the relationship between R&D investment and Market value of Firms are positive relationship. Main of the previous studies demonstrated a positive impact of R&D investment on Market value of Firms. On the other hand, some recent studies showed this is not the case. Those studies persisted that the technological innovation system for managing and efficiently utilizing R&D investment and capability has to be built in order for R&D investment to give rise to increases in Market value of Firms. According to the Oslo manual by OECD, it is assumed that a technology innovation system can becharacterized as three factors :capability for technological innovation, capability for technology commercialization, capability for technological innovation management. This study divides sample firms into two groups using the "Inno-Biz" certificate system of the Korean Small and Medium Business Administration (SMBA): Inno-Biz firms Vs. Not Inno-Biz firms. The system selects innovative SMEs denoted as "Inno-Biz" using the above factors as criteria. The results revealed that the technology innovation system has the moderating effect to R&D investment on Market value of Firms.

The Effects of Technology Commercialization Activities on the Business Performance: Case study of basic science and technology of public research institutes transferred to enterprises (기술사업화 활동이 기업의 경영성과에 미치는 영향: 기업으로 이전된 공공연구기관의 기초·원천기술을 중심으로)

  • In Korea, interest in basic research is growing, in order to ensure the sustainable competitiveness of the main industries and to support world-class technology that can create high added value in the future. However, companies are known to encounter various problems when attempting to market products based on the results of basic research, which is known to be due to their lack of experience of commercialization and related activities. Therefore, in this study, we tried to analyze the effect of the technology commercialization activity stemming from basic science and technology research on the business performance. The technology commercialization activities are divided into experience of commercialization, complete charge department, and consulting on technology commercialization and we developed an analytical model that (distinguishes between?) the technology innovation activities and technology innovation capabilities and analyzed their impact on the business performance. As a result, the importance of technology commercialization activities was confirmed by the fact that it had a positive effect on the business performance, while the technological innovation activity was found to positively affect the management performance, demonstrating that it plays a strategic role in companies. Finally, it was found that the technology innovation capacity partially influences the management performance and that it is necessary to establish a strategic research and development infrastructure.

Studies of MIMIC Power amplifier for millimeter-waves

  • In this paper, we have designed and fabricated power PHEMT’s with an unit gate width of 80$\mu\textrm{m}$ and 4 fingers, and MIMIC power amplifiers using the PHEMT’s as well. The PHEMT’s have a 0.2$\mu\textrm{m}$ gate length and source to drain spacing of 3$\mu\textrm{m}$. The characteristics of the fabricated PHEMT’s are 4.08dB of S$\sub$21/ gain at the 35GHz and 317mS/mm of gm, and 62GHz of f$\sub$T/ and 120GHz of f$\sub$max/. The designed and fabricated MIMIC’s power amplifiers with 6 PHEMT’s and MIN capacitors were fully passivated by 1000 Α of Si$_3$N$_4$ film for higher performance and surface protects. The chips were processed using the MINT processes, and size was 3.25 ${\times}$ 1.8$\textrm{mm}^2$. The fabricated MIMIC power amplifiers have RF characteristics such as 11.25dB of S$\sub$21/ gain, 11.37dB of input return-loss and 12.69dB of output return-loss at the 34.55GHz.

  • The DC characteristics of GaAs Gunn diode are investigated as a preliminary study on the planar grade gap injector GaAs Gunn diode which is the transferred electron device with high output power and dc-rf conversion efficiency. The Gunn devices we fabricated were confirmed to have the DC characteristics of negative differential resistance(NDR). We discussed the nature of the NDR effect, including the electron intervalley transfer; the NDR effect was examined for six different cathode radii.

  • To develop creep resistant die-cast Mg alloys, various alloying elements, including Ca, Ce, and Sr, were added to a Mg-Al alloy. The AXE710 alloy was produced on a 320 ton high-pressure die casting machine. The microstructure and creep properties of the alloy were examined. The creep behavior was investigated at $150^{\circ}C$ for stresses ranging from 50 to 100 MPa. The stress exponent was derived from the relationship between normalized secondary creep rates and compensated effective stresses. It was found to be 4.9, indicating that the dislocation climb is a dominant creep mechanism.
