  • The construction of bored tunnels in soft ground inevitably causes ground movements. In the urban environment these may be of particular significance, because of their influence on buildings, other tunnels and services. The prediction of ground movements and the assessment of the potential effects on the structures is therefore an essential aspect of planning, design and construction of a tunnelling project in the urban environment. In this study, to minimize the effect of tunnelling-Induced ground movements on the adjacent structures, a system for tile settlement risk management was developed. The GIS based risk assessment system for adjacent structures developed in this study consists of several modules such as building information module, settlement evaluation module, potential risk assessment module for adjacent structures, and analysis module for monitoring data. This system focuses on controlling and managing construction processes that may lead to settlement In the surrounding buildings and can contribute to producing the optimum technical and economic design.

Business Environment of Public Sector Enterprises: Using the International Rankings for Evaluation

  • Taking into account the globalization of the economy and the intensification of European integration processes, it has been proved that an important part of evaluating the effectiveness of activity of public sector enterprises should be a comparative analysis of the overall operation environment, namely public procurement, economic environment and tax policy, with the relevant systems of other countries of the world. The indicators and components of international ratings "Doing Business", "Paying Taxes", "Benchmarking Public Procurement" have been studied. Different groups of indicators forming "Doing Business" and "Paying Taxes" in the context of the impact on public sector enterprises have been identified: those which fully comply with the need to evaluate the operating environment of public sector enterprises and those which should be used with restrictions, regarding the peculiarities of creating and functioning of public sector enterprises. A comparative analysis of the place of Ukraine, Lithuania and Slovenia among other countries of the world in accordance with the international rankings of "Doing Business", "Paying Taxes", "Benchmarking Public Procurement" have been made. It has been substantiated that the results of such comparative analysis will allow identifying risk areas, and relevant information can be used in developing of recommendations for improving the effectiveness of activity of public sector enterprises.

  • Domestic nuclear power plants operate under the establishment of the "Information System Security Regulations" in accordance with the Nuclear Safety Act, introducing and implementing a cybersecurity system that encompasses organizational structure as well as technical, operational, and managerial security measures for assets. Despite attempts such as phased approaches and alternative measures for physical protection systems, the reduction in managed items has not been achieved, leading to an increased burden on security capabilities due to limited manpower at the site. In the main text, an analysis is conducted on Type A1 assets performing nuclear safety functions using Maintenance Rules (MR) and EPRI Technical Assessment Methodology (TAM) from both a maintenance perspective and considering device characteristics. Through this analysis, approaches to re-evaluate the impact of cyber intrusions on asset functionality are proposed.

  • Failure occurred slope, due to typhoon 'Rusa' and 'Maemi' last two years, was studied to evaluate the slope failure characteristics. There're three types of the slope in this study, ie. soil slope, rock slope, mixed slope. Statistical analysis was used to estimate the relation between slope type and failure mode. Among the failure occurred slope, soil slope & mixed slope are dominant at the ratio of 33%, 44% respectively. We conclude that soil slope & mixed slope have more higher risk than rock slope during heavy rainfall.

  • From 2000, the world plant market, especially plant developing business related to oil and gas, has been increasing. Domestic construction companies advance to overseas plant construction market actively, and proportioning to this, an importance of utility construction is increasing. However, the project becomes large and high-tech, and many companies experience difficulty of project management due to relatively high risk of overseas construction. In this study, we built the standard process with which domestic company can evaluate the risk of overseas plant utility construction. Primary factors for risk evaluation is derived, classification system is made out, primary factor is analyzed, and counter plan is suggested. And thorough management of risk is performed by risk management organization that manages the risks, risk control methods, reports and monitors through risk sheet and risk action log from the start of project to the end.

  • Background: The purpose of the work is to develop a system that allows processing of information for analysis and industrial risk management, to monitor the level of industrial safety and to perform necessary measures aimed at the prevention of accidents, casualties, and development of professional diseases for effective management of industrial safety at hazardous industrial sites. Methods: Risk assessment of accidents and incidents is based on expert evaluations. Based on the lists of criteria parameters and their possible values, provided by the experts, a unified information and analytical database is compiled, which is included in the final interrogation questionnaires. Risk assessment of industrial injuries and occupational diseases is based on statistical methods. Results: The result of the research is the creation of Guidelines for risk management on hazardous industrial sites of the Republic of Kazakhstan. The Guidelines determine the directions and methods of complex assessment of the state of industrial safety and labor protection and they could be applied as methodological basis at the development of preventive measures for emergencies, casualties, and incidents at hazardous industrial sites. Conclusion: Implementation of the information-analytical system of risk level assessment allows to analyze the state of risk of a possible accident at industrial sites, make valid management decisions aimed at the prevention of emergencies, and monitor the effectiveness of accident prevention measures.

  • This study aims to analyze the risk factors caused by object damage and third-party damage loss in actual bridge construction based on past insurance premium payment data from major domestic insurers for bridge construction projects, and develop a quantitative loss prediction model. For the development of quantitative bridge construction loss model, the dependent variable was selected as the loss ratio, and the independent variable adopted 1) Technical factors: superstructure type, foundation type, construction method, and bridge length 2) Natural hazards: flood anf Typhoon, 3) Project information: total construction duration, total cost and ranking. Among the selected independent variables, superstructure type, construction method, and project period were shown to affect the ratio of bridge construction losses, while superstructure, foundation, flood and ranking were shown to affect the ratio of the third-party losses.

Technical note: Estimation of Korean industry-average initiating event frequencies for use in probabilistic safety assessment

  • One fundamental element of probabilistic safety assessment (PSA) is the initiating event (IE) analysis. Since IE frequencies can change over time, time-trend analysis is required to obtain optimized IE frequencies. Accordingly, such time-trend analyses have been employed to estimate industry-average IE frequencies for use in the PSAs of U.S. nuclear power plants (NPPs); existing PSAs of Korean NPPs, however, neglect such analysis in the estimation of IE frequencies. This article therefore provides the method for and results of estimating Korean industry-average IE frequencies using time-trend analysis. It also examines the effects of the IE frequencies obtained from this study on risk insights by applying them to recently updated internal events Level 1 PSA models (at-power and shutdown) for an OPR-1000 plant. As a result, at-power core damage frequency decreased while shutdown core damage frequency increased, with the related contributions from each IE category changing accordingly. These results imply that the incorporation of time-trend analysis leads to different IE frequencies and resulting risk insights. The IE frequency distributions presented in this study can be used in future PSA updates for Korean NPPs, and should be further updated themselves by adding more recent data.

  • The paper considers the practical application of the FMEA(Failure Mode and Effect Analysis) method to assess the operational reliability of the LNG(Liquefied Natural Gas) transfer system, which is a potential problem for the connection between the LNG FPSO and LNG carrier. Hazard Identification (HAZID) and Hazard operability (HAZOP) are applied to identify the risks and hazards during the operation of LNG transfer system. The approach is performed for the FMEA to assess the reliability based on the detection of defects typical to LNG transfer system. FTA and FMEA associated with a probabilistic risk database to the operation scenarios are applied to assess the risk. After providing an outline of the safety assessment procedure for the operational problems of system, safety assessment example is presented, providing details on the fault tree of operational accident, safety assessment, and risk measures.

  • Environmental risk assessment of cadmium compounds was conducted using national monitoring data of aquatic and terrestrial compartments of local area. Aquatic and terrestrial toxicities of cadmium compounds on algae, daphnid, fish, earthworm, springtails and other species were evaluated. The toxicity data evaluated in this study were mainly from ECOTOX database provided by US EPA. Assessment factors were determined according to the EU technical guidance document and/or OECD proposal. Predicted no effect concentration (PNEC) values of aquatic and terrestrial toxicity were 25$\mu\textrm{g}$/L and 0.2 mg/kg, respectively and they were compared with cadmium exposure data of several local areas, which were used as Predicted exposure concentration(PEC) values. Most of the local area were found to be not risky. However, the risk values (PEC/NEC) of some metropolitan areas were greater than 1 when the most conservative PNEC value was applied.
