Application of structural health monitoring in civil infrastructure

  • The emerging sensor-based structural health monitoring (SHM) technology has a potential for cost-effective maintenance of aging civil infrastructure systems. The author proposes to integrate continuous and global monitoring using on-structure sensors with targeted local non-destructive evaluation (NDE). Significant technical challenges arise, however, from the lack of cost-effective sensors for monitoring spatially large structures, as well as reliable methods for interpreting sensor data into structural health conditions. This paper reviews recent efforts and advances made in addressing these challenges, with example sensor hardware and health monitoring software developed in the author's research center. The hardware includes a novel fiber optic accelerometer, a vision-based displacement sensor, a distributed strain sensor, and a microwave imaging NDE device. The health monitoring software includes a number of system identification methods such as the neural networks, extended Kalman filter, and nonlinear damping identificaiton based on structural dynamic response measurement. These methods have been experimentally validated through seismic shaking table tests of a realistic bridge model and tested in a number of instrumented bridges and buildings.

A Study on the Relationships between Organizational and Technological Maturity of Korean Enterprise Networks (국내 기업 통신망의 환경 및 기술 성숙도 상관관계 연구)

  • This paper proposes a model for assessing enterprise network maturity. We define maturity in terms of the institutional and member support for the network(organizational maturity) and its technical sophistication(technological maturity), and examine their relationships. We build several hypotheses about the relationships between the maturity types and between the maturity of the network and various organizational factors including industry, size, and performance of the enterprise. We test the hypotheses using data collected from a questionnaire survey with Korean firms. The results show that there is a positive correlation between organizational and technological maturity. It is also found that investment in the network infrastructure has a positive influence on the organizational efficiency. However, it is found that industry type does not affect network utilization, but size does, suggesting that large firms utilize network infrastructure more than small ones do. We also identify various relationships among performance, satisfaction level and the maturity of the enterprise networks. Finally, we provide an overview on the current technological state of the Korean enterprise networks.

  • The most concerning issue of these days is the energy crisis by increasing threat of dependency on foreign oil and its volatility itself. In the situations, the PHEV is drawing attention for the next generation's car which could give a chance to decrease the dependency on foreign oil. As well as, the Korean electric power infrastructure is a strategic national asset that is under utilized most of the time. With the proper changes in the operational paradigm, it could generate and deliver necessary energy to charge the PHEVs which could penetrate the market within few years. In doing so, it would reduce greenhouse gas emissions, improve the economics of the electricity industry, and reduce the energy dependency. This paper investigate the technical potential and impacts of using the existing idle capacity of the electric infrastructure in conjunction with the emerging PHEVs technology to meet the majority of daily energy needs of the Korean LDV fleet.

Analysis of a Decentralized Mobility Management Support for u-City Wireless Network Infrastructure

  • The number of mobile devices roaming into a ubiquitous city (u-city) continues to rise as wireless systems have been widely deployed. The number of mobile devices also varies with time, and they tend to frequently change their locations. In addition, the available wireless access networks may belong to different domains, administrations, management, and internet service providers (ISPs). A fusion of overlapping heterogeneous wireless access networks (e.g., WiMax, Wi-Fi, LTE, etc.) serves the u-city in order to reach different coverage. In this context, technical challenges arise in mobility management for heterogeneous networks to realize their potential coverage and capacity benefits. This paper deals with the analysis of a decentralized mobility management support for u-City wireless network infrastructure. This scheme takes advantage of the features of the fully-distributed model of networked-based mobility management protocol to alleviate and realize the ubiquitous requirements of a u-City.

  • Private participation on public infrastructures projects is being promoted by governments of several developing countries, among them Colombia. As a result, several advantages such as service delivery efficiency, technology application and faster execution of the projects have been recognized. Hence, the Colombian Government is looking for schemes that allow the private investment in projects like hospitals, schools, prisons and public edification. In this paper, experiences in PPP from other countries were analyzed and adjusted to the Colombian environment. As a result, a model adapted to Colombia is presented, based on a well-developed case from Spain. The awarding process is defined by economic criteria, previous compliance of minimum technical exigencies. Once the infrastructure is operating, contractual periodical payments will be done, based on the performance of the facility.

  • The recently revised "Telecommunications Business Promotion and Personal Data Protection Act" is an important legal milestone in promoting the Korean telecommunications infrastructure and industry as well as protecting individuals' personal data and individuals' rights to privacy. Special characteristics of information security and privacy protection services including public goods' feature, adaptiveness, relativity, multi-dimensionality, and incompleteness, are reviewed. The responsibility of chief security/privacy officers in the IT industry, and the fairness and effectiveness of the criminal negligence in the Telecommunications Act are analyzed. An assessment of the rationale behind the act as well as a survey of related laws and cases in different countries, offers the following recommendations : i) revise the act and develop new systems for data protection, ii) grant a stay of execution or reduce the sentence given extenuating circumstances, or iii) use technical and managerial measures in data protection for exemption from criminal negligence.

  • The significant role of the national standards has ever been growing as a critical infrastructure of the national competitiveness. Strategic policies for the advancement of the national standards system in Korea are suggested based on the analysis of trends surrounding the national standards at home and abroad. National standards failing in securing international recognition of its technical competence give an adverse effect to the improvement of industry and national welfare. As a most effective way toward the advancement of the national standards system, the national metrology institute should be placed at the top of the national standards system so as to exert its influence with its technical capabilities close to international level. Efforts are to be made to secure international credibility of the national standards through faithful implementation of the requirements of the mutual recognition arrangement(MRA). And, the legal structures should be refined to be in harmony with the global environment.

  • This study attempts to present specific technical measures and case models to meet the needs of caregivers and maximize the effectiveness of senior care facilities by utilizing Wellness IT Service. IT services for supporting elderly care need to go beyond productivity and efficiency and now require the new choice and standards to satisfy the Wellness concept of well-being and happiness. Therefore, this study explores to develop the existing human-based service into the Wellness IT Service by utilizing IT based Wellness in the elderly care facility and thereby to improve the quality of elderly care service. Therefore, this study analyzes the relevant research background and the various feasibility of technical applications of Wellness IT service, and review the new value creation in the elderly care facilities. Lastly this study provides a new foundation for Wellness architecture and a service model for using Wellness IT infrastructure of the elderly care facilities.

  • The grassland regions of Australia, the Pacific and Asia share common latitudes albeit in opposing hemispheres. However, the environmental and socio-cultural context of pasture development in the subtropical and tropical regions of Australia, the Pacific Islands and Asia differ greatly. Successful technology transfer for improved productivity of grazing livestock is beset by three broad challenges; technical, logistical and socio-cultural. The technical challenge of defining the grassland environment and adapting known technology to local conditions can be successfully addressed by local technicians supported by a reservoir of appropriate international expertise. Logistical difficulties that impede provision of infrastructure and continuity of support services are the responsibility of indigenous organizations. Socio-cultural factors are fundamentally pervasive. These challenges, though outwardly obvious, require careful consideration by both donors and recipients of pasture technology to ensure success with pasture development for viable grazing industries.

  • The current downturn of BIPV sector has an enormous potential to rebound and expand into the PV sector for construction market in the foreseeable future. Solar technology has already gained a significant market due to lack of natural resources in the Korean domestic market. Given the technical infrastructure of state-of-the-art fusion technology, the competitiveness of software-driven BIPV market in the world can be ver attractive and have the potential to develop as a key national technology. To do this, from the viewpoint of complexity, technical R&D, national political aspect, social aspect, economic aspect and institutional support systems need to be parallelly formulated. A dedicated BIPV sector has not yet been established, especially policy and institutional framework have very crucial impact on the establishment of BIPV sector.
