UNESCO has continued to work in Africa, especially in the six southern sub-Saharan countries, and Asia, where international cooperation is needed. The CLC (Rwanda Community Learning Center) covered in this study aims to create a regional learning center in Rwanda and to recover local communities and provide learning environment. During the course of this study, we conducted field trips for actual planning and reviewed the current state of educational and cultural facilities that recently opened and are operated, and found implications. In consultation with the Rwandan Educational Commission, the site for CLC was decided, the building was designed, and the construction is about to start. The results of this study are as follows. First, in addition to the efforts of the activists in the village, which can be considered the smallest unit of a local community, the approach for establishing an architectural space and active education and community environment can be evaluated as a result of experimental efforts. Second, we can pay attention to the attempts to realize local communities. The bridge business is based on the multi-purposes such as early childhood education, technical education for adults, and community restoration of local residents and it reflects space and program plans for this purposes. It also reflects detailed plans such as differentiating the flow planning depending on users' time of use. Third, we can explain the characteristics of architectural planning considering local characteristics such as active use of local materials. Due to the characteristics of a developing country, there were significant considerations on maintenance, and to this end, the plan included plans for the environment and use of materials that are easily maintained. In addition, the participation of local residents in the process of establishment was suggested as a possibility to serve an educational role.

The concept of smart city is understood as an indispensable component of urban regeneration projects in small cities in terms of providing a better urban environment and efficient living systems with a limited budget. Recently, the Korean government revised the law that related to the construction of the smart city and started to implement the smart city concept not only to new-large urban development but also to small-existed regeneration projects. However, it is difficult for small and medium-sized cities that are suffering from the insufficient professional workforce; knowledge supports for high-tech and lack of professional networks to proceed smart city planning and project that containing regional characteristics. This paper aims to examine the effective way of urban regeneration for small and medium-sized cities through smart city planning and strategy. As an important case, this paper looks at the 'Smart City Challenge' competition that was hosted by the US Department of Transportation in 2015. It examines the background and operation process of the smart city challenge competition, and then analyses each city's strategy and characteristics of seven finalists. This paper highlights the several key lessons to Korean cities: 1) the importance of national government's support in financial and professional resources; 2) the cooperation with local governments and IT corporations which provides realistic and detailed technical solutions; 3) the holistic and integrated approach to urban regeneration starting from transportation issues; 4) the necessity of the government's clear visions and guidelines toward the smart city.

By nature, smart construction technology is a convergence technology, therefore aptly constructing and running an information system is needed in order to effectively develop and maintain it. Thus, in this study, an information system prototype was developed for the creation and linking of high precision digital maps at road construction sites for the effective performance of the development of the Information Collecting and Analyzing Techniques in the Construction Site (ICAT). For this, (1) defined input/output (I/O) data of each technical detail of ICAT, (2) analyzed the data flow, (3 ) proposed an information system prototype for high precision digital maps development and connection. Based on the information system prototype constructed in this study, it was inferred that each technique and its information for the Smart Construction Technique Development Business was in a consistent flow. Developed information system prototype would enable effective cooperation between subjects directly involved in the technique development, by defining I/O data in advance. Moreover, it would be of value to practitioners for refining the output data from each technique, thereby linking databases and forming Entity Relationship Diagram.
The potentialities of 3D printing technology are discussed from technical and research-oriented perspectives for industrial manufacturing of a variety of food products. Currently, 3D printing technology has advanced to enable us to process or cook innovative foods. However, food-based materials for 3D printing are still limited in terms of eating qualities, nutritional values and functionality as well as industrial production. Therefore, this uprising issue on alternative food processing techniques especially focused on the exploration of new food materials combined with these 3D printing technologies needs to be re-spotlighted, and then solved to pave the way to this innovative and sensational area of investigation with more accessibility. In this review, previous research work and industrial applications conducted by frontier research groups in this field are covered, then to open discussion for future research on the 3D printing of food.
Purpose - The purpose of this study is to suggest strategies and solutions for entering China in the tariff and non-tariff sectors of the cosmetic industry. Design/methodology/approach - This study analyzed the import tariff rate of cosmetics in China, and analyzed the export cost by actually interviewing the exporting companies to derive the economic effect of non-tariff measures. Findings - First, We proposed the use of the FTA business model (basic cosmetics), the use of Korea-China FTA tariffs (foam cleansing, toothpaste), and the use of APTA tariffs (perfume). Second, We proposed cooperation between the governments to facilitate customs clearance procedures and improvement of FTA awareness among corporate practitioners. Third, We proposed the expansion and support of the AEO MRA system and the expansion of Korea-China MOU conclusions regarding the certification system, and the international standardization of domestic licensing system and technical conditions. Fourth, We proposed the use of government-supported projects related to obtaining overseas certifications and overseas expansion through collaboration with the same industry. Research implications or Originality - HS3304 products excluded from the Korea-China FTA should take full advantage of the FTA business model. In addition, the non-tariff measure costs are fixed costs per year, so the ratio decreases as the number of exports and export volume increases.
The treatment of acid rock drainage was reviewed and evaluated for the case of pyrite rocks distributed in a highway embankment. During the highway's construction, neutralization using alkaline water repellent was applied to the embankment section to prevent acid rock drainage. However, it still occurred long after the construction was completed owing to rain infiltration, and the acid rock drainage polluted the surrounding soils and streams. To solve this problem, treatment facilities such as SAPS (Successive Alkalinity Producing Systems) or ecological wetlands and sand filtration were installed. After the installation of the treatment facilities, the effluent and soils contaminated by acid rock drainage nearby the outlet of the facilities were analyzed and evaluated for a period of years. Measurements of the pH of the effluent and analysis of the heavy metal contamination of the soils confirmed that the neutralization treatment for acid rock drainage is being performed properly and that contamination of heavy metals in the acid rock drainage is also being stably controlled by the treatment facilities.

The purpose of this study is to compare research trends in the information and communication technology (ICT) field between North and South Korea and analyze the differences by using data mining. Frequency analysis, clustering, and network analysis were performed using keywords from seven South Korean and two North Korean ICT academic journals published for five years (2015-2019). In the case of South Korea (S. Korea), the frequency of research on image processing and wireless communication was high at 16.7% and 16.3%, respectively. North Korea (N. Korea) had a high frequency of research, in the order of 18.2% for image processing, 16.9% for computer/Internet applications/security, and 16.4% for industrial technology. N. Korea's natural language processing (NLP) sector was 11.9%, far higher than S. Korea's 0.7 percent. Student education is a unique subject that is not clustered in S. Korea. In order to promote exchanges between the two Koreas in the ICT field, the following specific policies are proposed. Joint research will be easily possible in the image processing sector, with the highest research rate in both Koreas. Technical cooperation of medical images is required. If S. Korea's high-quality image source is provided free of charge to N. Korea, research materials can be enriched. In the field of NLP, it calls for proposing exchanges such as holding a Korean language information conference, developing a Korean computer operating system. The field of student education encourages support for remote education contents and management know-how, as well as joint research on student remote evaluation.
In order to find an appropriate model for rice crop-season, the possibility to utilize the geographical conditions instead of meteorological factors was examined on the data from the Local Adaptability Test(LAT) conducted over the country from 1962 to 1980. The mutiple regression model, $Y={\Upsilon}={\ss}{\sum}_{i=1}^n{\beta}^1X^iwas applied on seeding, transplanting, heading and marginal heading date, and multiple regression coefficients(\beta) and multiple correlation coefficients (R) were tested. Two varietal groups, japonica(1962-l971) and indica/japonica(l972-1980) were separately tested. The application of these established models, growth duration in nursery and paddy field, cultural season, and the relation between heading date and yield are reviewed.

Infrastructure procurement has been a major engagement route between China and Africa. This contributes immensely to the gradual infrastructure development seen on the continent. However, maturing discourse purports that these infrastructure collaborations lack intentionality in the continuous development of strategic guidelines and policies for effective implementation despite their uniqueness and criticality. This study proposes that an efficient approach to policy recommendations is through the political and economic analysis (PEA) of these partnerships using public-private partnership (PPP) optics. Unquestionably, these partnerships are representative of the concept of diplomatic transnational public-private partnership (DT-PPP) where infrastructure is procured through the collaboration of public (African governments) and private sector (Chinese state-owned corporations) who provide the managerial, financial, and technical resources for the project implementation. Given the quest for sustainable win-win, this study identifies strategies towards the realization of win-win in the implementation (i.e enablers of win-win) such that fairness and co-benefit, as well as interests, will be achieved. Thus, based on the PEA framework, case scenarios from Ghana and Nigeria using expert interviews identify the criticalities and best practices for the realization of these enablers at the development phase. Findings indicate more effort is required of the public sector (African host countries) in terms of people, structure/institutions, and the implementation processes. Recommendations include improvement of environmental management structures, contract administration procedures, external stakeholders/local community engagement mechanisms, knowledge and technology transfer procedures, and sector-based project operation and maintenance culture and systems. Additionally, actors must have emotional intelligence, good problem-solving abilities, and overall ensure cordial relationships for continued bilateral cooperation.

In this research, the microwave oven drying method was investigated as a potential accurate testing approach for determining the water content of fresh concrete. To do so, water content estimation formulas employed in three prominent oven drying test methods were selected, and the calculation principles for each equation, along with potential error factors arising during the actual testing process, were considered. Moreover, a concrete test was conducted to validate the possible error factors. Consequently, it was confirmed that estimation errors in the water content of fresh concrete can occur due to sample deviations arising during the wet screening process for creating mortar specimens or deviations in the coarse aggregate sampling quantity during the sample collection process.
