FTA 협정관세 심판청구결정의 법적 기준과 검증사례에 관한 연구 (A Study on the Legal Standard and Verification Cases for the Judgement of the Tax Tribunal of FTA Conventional Tariffs)

  • FTA 협정관세는 수입물품이 협정에 따른 협정관세의 적용대상이며, 협정상의 원산지결정기준에 따라 물품의 원산지가 해당 체약상대국일 경우에 적용된다. 협정관세를 적용받고자 하는 수입자는 수입신고 수리 전까지 세관장에게 협정관세의 적용을 신청하여야 한다. 본 연구는 FTA 체약상대국에서 수입한 물품에 대해 FTA 협정관세 혜택이 배제되어 수입자가 관세당국의 결정에 대한 심판청구를 한 사례를 중심으로 검토하여 FTA를 활용하는 기업의 협정관세 적용상 유의점을 살펴보았으며, 이를 바탕으로 다음과 같은 시사점을 제시하고자 한다. 먼저 한 EU FTA와 FTA 관세특례법상의 비당사국을 경유하는 물품의 직접운송원칙과 관련된 유효요건을 확인하고, 한 미 FTA와 FTA 관세특례법상의 원산지증명서의 인정기준과 협정관세 사후적용을 위한 신청기준 등과 같은 협정관세의 적용기준을 확인하여야한다. 그리고 한 EU FTA와 FTA 관세특례법상의 원산지신고서의 발행자 기준과 선하증권의 원산지신고서 인정 여부를 확인하여야 하며, 무역기업은 관세당국의 FTA 협정관세 배제 결정시 조세심판원의 조세심판청구제도를 적극적으로 활용하여 FTA 협정관세 혜택을 향유하여야 한다. 마지막으로 FTA 협정관세 적용과정에서 특정사안에 대해 무역기업과 관세당국 간에 FTA 협정과 관세특례법상 법적용 기준의 해석상 불일치에 대비하여야 한다.

An IoT based Green Home Architecture for Green Score Calculation towards Smart Sustainable Cities

  • In the recent modernized world, utilization of natural resources (renewable & non-renewable) is increasing drastically due to the sophisticated life style of the people. The over-consumption of non-renewable resources causes pollution which leads to global warming. Consequently, government agencies have been taking several initiatives to control the over-consumption of non-renewable natural resources and encourage the production of renewable energy resources. In this regard, we introduce an IoT powered integrated framework called as green home architecture (GHA) for green score calculation based on the usage of natural resources for household purpose. Green score is a credit point (i.e.,10 pts) of a family which can be calculated once in a month based on the utilization of energy, production of renewable energy and pollution caused. The green score can be improved by reducing the consumption of energy, generation of renewable energy and preventing the pollution. The main objective of GHA is to monitor the day-to-day usage of resources and calculate the green score using the proposed green score algorithm. This algorithm gives positive credits for economic consumption of resources and production of renewable energy and also it gives negative credits for pollution caused. Here, we recommend a green score based tax calculation system which gives tax exemption based on the green score value. This direct beneficiary model will appreciate and encourage the citizens to consume fewer natural resources and prevent pollution. Rather than simply giving subsidy, this proposed system allows monitoring the subsidy scheme periodically and encourages the proper working system with tax exemption rewards. Also, our GHA will be used to monitor all the household appliances, vehicles, wind mills, electricity meter, water re-treatment plant, pollution level to read the consumption/production in appropriate units by using the suitable sensors. These values will be stored in mass storage platform like cloud for the calculation of green score and also employed for billing purpose by the government agencies. This integrated platform can replace the manual billing and directly benefits the government.

  • 2017년 두테르테 정부는 집권 2년차를 맞아 보다 강력하게 치안 유지를 위한 정책을 폈으며, 아세안의장국으로서 자주적인 외교를 표방하였다. 마약과의 전쟁을 계속하였고 아울러 부패 공직자에 대한 처벌을 통해 자신의 정치적 입지를 높이려 하였다. 또한 무슬림 테러조직인 마우테 그룹의 소탕을 이유로 민다나오 지역에 계엄령을 선포하고 대외적으로도 대테러 공조를 강화하였다. 또한 집권초기 화해 제스처를 취하고 평화협상도 추진했던 공산반군과는, 일련의 유혈사태로 인하여 평화 기조를 종결하고 진압작전을 시작하였다. 여전히 높은 지지도에 힘입어 강력한 드라이브를 걸고 있지만 사회경제적으로 낮은 계층과 소수집단들이 점점 소외됨으로써 일종의 불안 요인이 되고 있다. 아세안의장국으로서 두테르테 정부는 기존의 확고한 우방인 미국과도 일정한 거리를 두는 반면, 실질적인 경제적 이익을 취할 수 있는 중국이나 러시아와는 친밀도를 높이는 방향으로 선회하였다. 외부 경제적 지원을 다각화하고 안으로는 세수를 증대하는 정책을 통해 인프라 확립을 우선 과제로 선정했다. 높은 경제성장률을 보이고 있는 필리핀이 확고한 인프라 확립에 대한 기대감도 크지만, 전통적으로 외부 자원에 의존하여 외채 부담을 늘렸던 전철을 밞지 않기 위해서는 세제 개혁이 성공적으로 마무리될 수 있어야할 것으로 보인다. 한국의 신남방정책은 두테르테 자주외교 정책과 접점을 찾는 것이 필요해 보이며, 인프라 개발에 한국 정부나 기업의 효율적인 협력 방안을 모색하는 것도 향후 과제가 될 것이다.

서울시 햇빛지도 기반의 RPS제도를 고려한 옥상녹화 연계 태양광발전 시스템의 경제성 분석 (Economics Analysis of Photovoltaic Power Generation Linked with Green Roof in Consideration of Seoul Solar Map-based RPS)

  • In power supply systems for urban areas, issues such as a progressive tax have escalated recently. In this regard, photovoltaic power generation, which is appraised as an alternative power generation system, is drawing attention increasingly for its high stability and applicability to existing infrastructure. This study assessed the realistic feasibility of photovoltaic power generation and also analyzed the economic benefits expected when it is linked with green roof, which is likely to promote ecological functions in urban areas, based on the Seoul solar map, RPS, and actual monitoring data. The economics analysis of 30kW photovoltaic power generation applied with the monthly average horizontal solar radiation of six grades in the Seoul solar map showed that positive NPV was up to grade 4, while grade 5 or poorer showed negative NPV and indicated that it is difficult to assure appropriate feasibility. Compared with non-afforestation, when green roof was applied, monthly average power improvement efficiency was 7.2% at highest and 3.7% at lowest based on yearly actual monitoring data. The annual average was 5.3%, and the efficiency was high relatively in summer, including September and November. As for the economic benefits expected when 30kw photovoltaic power generation is combined with green roof based on the average horizontal solar radiation of grade 1 in the Seoul solar map, SP has improved 0.2 years to 7.4 years, and EP has improved 0.5 years to 8.3 years.

Effect of Real Estate Holding Type on Household Debt

  • Purpose: This study aims to provide implications for the government's housing supply policy by analyzing the factors that determine the type of real estate holding and household debt. This study started from the awareness that the determinants of household debt differ depending on the type of real estate holding. Research design, data and methodology: Real estate ownership type was classified and analyzed into 4 models: model 1 (1 household 1 house and self-resident), model 2 (1 household multiple real estate ownership and self-resident), model 3 (1 household 1 house and rent residence), model 4 (1 household holds a large number of real estate and rent residence). The analysis method used multiple regression analysis. The dependent variable was household total debt. As independent variables, household debt, annual gross household income, financial assets, real estate net assets, annual repayment, demographic & residential characteristics were used. Results: 1) Model 4 has the highest household debt and the highest gross income, Model 2 has the most real estate mortgage loans and real estate net asset, and Model 1 has the highest real estate mortgage payments. 2) The positive factor of common household debt determinants is real estate net assets, and the negative factor is financial assets. 3) It was the net assets of real estate that acted as a positive factor in common for the four models. In other words, the more financial assets, the less household debt. It was analyzed that the more net assets of real estate, the more household debt. The annual repayment of financial liabilities had no influence on household debt, while the annual repayment of loan liabilities and household debt had a positive relationship. Conclusions: 1) It is necessary to introduce benefits and systems that can increase the proportion of household financial asset. Specific alternatives include tax benefits and reduced fees for financial asset investment. 2) In the case where a homeless person prepares one house for one household, it is necessary to prepare various support measures according to the income level. The specific alternative is to give additional points for pre-sale or apply an interest rate cut incentive for mortgage loans.

부동산 정책 관련 트위터 게시물 분석을 통한 대중 여론 이해 (Understanding Public Opinion by Analyzing Twitter Posts Related to Real Estate Policy)

  • 본 연구는 시간의 흐름에 따른 부동산 정책의 주제 동향과 부동산 정책에 대한 대중의 감성 여론을 파악하고자 하였다. 부동산 정책 관련 키워드('부동산정책', '부동산대책')를 이용하여 2008년 2월 25일부터 2021년 8월 31일까지 13년 6개월 동안 작성된 총 91,740개의 트위터 게시물을 수집하였다. 데이터를 전처리하고 공급, 부동산세, 금리, 인구 분산으로 범주화 하여 총 18,925개의 게시물에 대하여 감성 분석과 다이나믹 토픽 모델 분석을 진행하였다. 범주별 키워드는 공급 범주(임대주택, 그린벨트, 신혼부부, 무주택자, 공급, 재건축, 분양), 부동산세 범주(종부세, 취득세, 보유세, 다주택자, 투기), 금리 범주(금리), 인구 분산 범주(세종, 신도시)와 같다. 감성 분석 결과, 한 명이 평균 하나 또는 두 개의 긍정 의견을 게시한 걸로 확인되었고, 부정, 중립 의견의 경우, 한 명이 두 개 또는 세 개의 게시물을 게시한 걸로 확인되었다. 또한 일부 대중들은 부동산 정책에 일관된 감정을 가지고 있지 않고 긍정, 부정, 중립의 의견을 모두 표현하는 것을 유추할 수 있었다. 다이나믹 토픽 모델링 결과, 부동산 투기 세력, 불로소득 주제에 대한 부정적인 반응이 꾸준히 파악되었으며, 긍정적인 주제로는 주택 공급 확대와 무주택자들의 부동산 구입 혜택에 대한 기대감을 확인할 수 있었다. 본 연구는 기존 선행연구들이 특정 부동산 정책의 변화와 평가에 초점을 맞춰 분석한 것과는 달리, 소셜미디어 플랫폼 중 하나인 트위터에서 게시물을 수집하고 감성 분석, 다이나믹 토픽 모델링 분석을 활용하여 부동산 정책 평가자인 대중의 감성과 여론을 알아보고 시간의 흐름에 따른 부동산 정책에 관한 잠재적 주제와 동향을 파악했다는 것에 학술적 의의가 있다. 또한, 본 연구를 통해 부동산 정책에 대한 대중의 여론에 기반한 새로운 정책 제정에 도움을 주려고 한다.

Advantages and Disadvantages of a Cashless System in Thailand during the COVID-19 Pandemic

  • At present, the payment system in Thailand changes from a paper-based system to a cashless payment system. A coin has its two sides, so the cashless payment has its advantages and disadvantages. This article describes the general advantages and disadvantages of a cashless society in Thailand in the COVID-19 situation. The cashless payment in Thailand consists of credit cards, automated teller machines, direct debit, mobile/Internet banking, e-Wallet, PromptPay, and QR code. The cashless payment is able to assist the government for tax collection accuracy and facilitates users to make financial transactions more transparent and efficient. In addition, the cashless system provides benefits to businesses in which they are able to increase sales and expand business by providing convenient, safe and faster services to customers in making payment for goods/services. It assists businesses to save time and cost of cash management and reduce the paperwork. The cashless payment made the life of students, housewives, and elderly people very easy to carry out financial transactions and there is no need to meet the financial institution staff. This payment system needs advanced technology system skills, a smartphone, and a technology facility. Finally, the cashless payment can reduce the spreading of COVID-19.

Promotion of Fintech Application for the Modernization of Banking-Finance System in Vietnam

  • In today's financial industry, Fintech (financial technology) has showed its role of an innovation-driving area, which can bring outstanding changes to the traditional financial market. This article will briefly introduce Fintech as well as its development in Vietnam. Besides, the research also provided a survey on experts' opinions on the challenges to the promotion of Fintech application for the modernization of the banking-finance system in Vietnam. The survey results of 40 experts in banking with knowledge of Fintech identify five challenges faced by Fintech companies in Vietnam: (1) legal corridor; (2) infrastructure; (3) Fintech companies; (4) customers; and (5) human resources. From these five challenges/barriers, there are 14 detailed aspects. The results of the expert survey using descriptive statistics show that all five factors are assessed to be low and need to be better addressed in the future. The authors suggest several solutions for further development of Fintech to support the modernization of the banking-finance system in Vietnam: (1) quickly complete the regulatory framework; (2) introduce policies on tax exemption; (3) promote research and application of the benefits of block-chain technology; (4) utilize the abilities of the human resources; and (5) actively promote and popularize knowledge about Fintech.

친환경 버스 도입에 따른 경제성 분석에 관한 연구 (대구광역시 중심으로) (A Study on the Economic Analysis of Introducing Battery-Based Eco Bus: Case Study of Daegu City, South Korea)

  • Renewable energy sources has drawn considerable attention as clean energy sources because of changing public attitudes regarding greenhouse gas and fine dust. Recently, in this respect, the government provides the drivers of electric vehicles with various benefits such as tax reduction, financial incentives and free parking from the public to the private sector. Plug-in electric vehicles are the most common in the private sector. Otherwise, different types of battery-based buses in the public sector are being developed, and there are three main types of charging: plug-in, battery swapping and wireless. Therefore, economic assessment of charging types in each bus route is required in order to facilitate the use of battery-based buses instead of the existing CNG buses. In this paper, net present value(NPV) and B/C ratio of charging types are evaluated in consideration of the bus schedule, the cost of charging station, and the life cycle of battery, etc. per each bus route. In case study, main bus routes in Daegu City are simulated with the proposed evaluation method to validate the eco-bus project.

지역사회보호체계를 위한 수요자와 복지서비스 전달자의 노인주거 서비스 요구도 - 노인공동생활주택 개발을 위한 지역사회보호의 체계화 - (The Elderly and Social Worker′s Needs for Housing Services in Community Care - To Develop Senior Congregate Housing in Community Care -)

  • This study was designed to search for the direction to develop housing service which assists the older people to live independently in their community and provides the systematization of community care. The subjects of the research include 533 older people between the age of 60 to 79 residing in Seoul and 84 welfare officials at a dong(in)-office and 67 social workers working at comprehensive social welfare institutions. The results were as follows: Both demanders and deliverers recognized that housing service for older people was necessary for community care, and, in particular, the deliverers had higher degree of necessity as people charged in welfare service. The most needed service was community alarm service which currently is proceeded partially for low-income and living-alone olders. It needed to expand the scope of the people to be served. It appeared that the need for inside safety measures rather than for housing space or structural problems. It requires less effort and cost for those who need simple repair, such as safety grips or slippery protection, and safety checks. Among financial support services, the need for tax benefits appeared the most necessary service for the older people. It suggested that more 'direct' financial support service is needed for the elderly people.
