Real Option Valuation of a Wind Power Project Based on the Volatilities of Electricity Generation, Tariff and Long Term Interest Rate (발전량, 가격, 장기금리 변동성을 기초로 한 풍력발전사업의 실물옵션 가치평가)

  • For a proper valuation of wind power project, it is necessary to consider volatilities of key parameters such as annual energy production, electricity sales price, and long term interest rate. Real option methodology allows to calculate option values of these parameters. Volatilities to be considered in wind project valuation are 1) annual energy production (AEP) estimation due to meteorological variation and estimation errors in wind speed distribution, 2) changes in system marginal price (SMP), and 3) interest rate fluctuation of project financing which provides refinancing option to be exercised during a loan tenor for commercial scale projects. Real option valuation turns out to be more than half of the sales value based on a case study for a FIT scheme wind project that was sold to a financial investor.

  • Generally, there are two types of regulation strategies for encouraging renewable energies ; regulation by quantity and price. With examples of quantity regulation, there RPS (Renewable portfolio standard) system in United States America, Renewable obligation in England, and MRET system in Australia. Countries that chose the price regulation are Germany, Spain, France, Portugal. This Paper overviews the current trends of regulation system on policies for renewable energies in foreign countries on these days.

Economic Analysis on a PV System in an Apartment Complex (공동주택 태양광발전 시스템의 경제성 평가)

  • This study analyzes the economies of photovoltaic systems in an apartment complex of 1,185 households, in cases of feed-in tariff and subsidy for solar home program of the government. When including the revenue only from electricity sales, NPVs of subsidy and that of feed-in tariff are -560 million KRW and -87 million KRW respectively. With the avoided social cost included without the revenues from CERs, NPVs of subsidy and feed-in tariff are -556 million KRW and -84 million KRW respectively. With the revenues from CERs, NPV of subsidy is -526 million KRW and NPV of feed-in tariff is -54 million KRW. As results of sensitivity analysis based on the changes in capital costs and discount rates, while all scenarios with subsidy including the revenues from CERs are not commercially viable, all scenarios with feed-in tariff exclusive of the revenues from CERs are commercially viable when discount rate is less than 7.2% or capital cost is less than 6,840 thousand KRW/kW. In the cases that include the avoided social cost, while all scenarios with subsidy including the avoided social cost as well as the revenues from CERs are not commercially viable, all scenarios with feed-in tariff are commercially viable without the revenues from CERs when discount rate is less than 7.2% or capital cost is less than 6,856 thousand KRW/KW. The results indicate that the changes in discount rates do not influence the revenues from CERs, but the revenues from electricity sale. Considering that the number of apartment complex and the positive environmental and social benefits from PV system, government needs to promote its diffusion.

Transaction Pattern Discrimination of Malicious Supply Chain using Tariff-Structured Big Data (관세 정형 빅데이터를 활용한 우범공급망 거래패턴 선별)

  • In this study, we try to minimize the tariff risk by constructing a hazardous cargo screening model by applying Association Rule Mining, one of the data mining techniques. For this, the risk level between supply chains is calculated using the Apriori Algorithm, which is an association analysis algorithm, using the big data of the import declaration form of the Korea Customs Service(KCS). We perform data preprocessing and association rule mining to generate a model to be used in screening the supply chain. In the preprocessing process, we extract the attributes required for rule generation from the import declaration data after the error removing process. Then, we generate the rules by using the extracted attributes as inputs to the Apriori algorithm. The generated association rule model is loaded in the KCS screening system. When the import declaration which should be checked is received, the screening system refers to the model and returns the confidence value based on the supply chain information on the import declaration data. The result will be used to determine whether to check the import case. The 5-fold cross-validation of 16.6% precision and 33.8% recall showed that import declaration data for 2 years and 6 months were divided into learning data and test data. This is a result that is about 3.4 times higher in precision and 1.5 times higher in recall than frequency-based methods. This confirms that the proposed method is an effective way to reduce tariff risks.

  • 현재 발전차액 지원을 받고 있는 신재생에너지 전원은 태양광, 풍력, 수력, 매립가스, 바이오 가스, 연료전지 등 6개 전원이 있다. 신재생에너지 중에서 태양광, 조력, 연료전지, 풍력의 기준가격은 고정가격이며, 폐기물은 변동가격이고, 수력, 매립가스, 바이오가스, 바이오매스는 고정가격과 변동가격 중에서 선택할 수 있도록 되어 있다. 지난 2년간 신재생에너지 발전소 실적 이용률을 기준가격 적용 이용률과 비교해 보면 매립가스(20MW 미만), 바이오가스, 연료전지 이용률은 기준가격 적용 이용률 보다 낮게 나타났으며, 특히 바이오가스는 실적 이용률이 매우낮게 나타났다. 기타 신재생에너지 전원은 실적 이용률이 높게 나타났다. 발전차액(기반기금)은 기준가격에서 계통한계가격을 뺀 금액을 의미하며 고정가격, 변동가격의 요금선택에 따라 발전차액에 미치는 요소들이 달라진다. 고정가격을 선택한 경우는 계통한계가격, 이용률(전력 거래량)이 영향을 미치며 변동가격을 선택한 경우는 이용률만이 발전차액에 영향을 미친다.

An Agent-Based Model Analysis on the Effects of Consumers' Demand Response System (행위자기반모형을 이용한 선택적 전력요금제의 전력요금 절감효과 분석)

  • There are growing interests in the introduction of consumer's selective electricity tariff systems in order to enhance demand response in electricity market in Korea. Real time pricing (RTP) and Time of Use (TOU) are typical examples of demand response system through which electricity price is linked to real time demand. This paper adopts an agent-based model to analyze the effects of such demand system on the counsumers' electricity costs. The result shows that real time pricing system is effective to reduce electricity costs of consumers by providing more flexible tariff system, depending on each consumer's demand pattern. This finding could be used as a basis for supporting smart grid system in the presence of responsive demand environment.

  • The reviewing of an analysis of the Korea-China FTA due to guidance introduced for the new regulations or exceptional regulations compared to the KORUS, Korea-EU, Korea-ASEAN FTA. Commodity sectors in the Korea-China FTA and the KORUS, Korea-EU, Korea-ASEAN FTA(the majority in the country and trade criteria analysis result) compared and analyzed the results, rules of origin and the customs clearance procedures of origin, preferential tariff rate of origin and the origin preferential specific rules are somewhat difference, but customs and trade facilitation regulations are already quite consistent with the Korea customs system. Relatively important research results were as follows. First, the calculation of the regional value content in KORCHINA FTA is that I'm to use the deduction method can comprehensively reflect a regional value ratio, with respect to the materials acquired originating status as the FTA in the US and EU use the product non it's not to consider the value of the originating materials originating materials can be utilized for intermediate goods. Second, even if a non-treaty country in the middle with the exception of direct transport rules, and acknowledge the country of origin are under customs control, there are provisions for the period are temporarily stored in a non-treaty countries separately, that period goods imported into the non-treaty countries and up to three months from the day. If the situation of the occurrence of force majeure be greater than three months, but has so exceed six months. Third, the materials acquired originating status in the Korea-China FTA not to consider the value of non-originating materials used in its products as the KORUS FTA and Korea-EU FTA, that can be utilized originating materials for intermediate goods. It is expected that higher utilization of rules of origin. Meanwhile, Korea-China FTA has provisions to allow requests for preferential tariff applied on imports Customs declaration of intention to apply pre-condition for a preferential tariff applied to the importer. In other words, if the import customs tariff preference when applying post-intention not to advance is to be noted that any preferential treatment to prevent the later application.

A study on effects and improvements following the amendment of Feed-In Tariff (발전차액 지원제도 변경 이후 영향 및 개선방향에 대한 연구)

  • 정부는 2006년 8월 기존의 발전차액 지원제도를 개정하여 발전차액 기준가격 지원대상 확대, 적용기간의 15년 단일화, 수력, 바이오에너지는 고정요금과 변동요금 중에서 선택할 수 있는 선택권 부여, 기술발전에 따라 태양광, 풍력, 연료전지는2-3년간의 유예기간 이후 매년 감소율을 적용하여 기준가격을 낮추는 등 많은 제도개선 내용을 반영하였다. 2006년 10월부터 개정된 발전차액 지원제도가 시행된 이후 태양광, 풍력의 신규진입이 대폭 증가하였고 수력, LFG, 바이오가스는 대부분 변동요금을 신청하였으며 2007년 집행된 신재생에너지 발전차액 기반기금의 55% 이상이 태양광발전에 지급되는 편중현상의 영향이 나타났다. 따라서 변동요금 설계시보다 SMP 평균이 22원 이상 높아져 변동요금의 재설계, 태양광 발전의 기반기금규모가 55% 이상을 점유하고 있으며 향후 더욱 심화될 예정이므로 특정전원의 기반기금 점유비중 제한 및 최근 수년간 준공된 신재생에너지의 운영실적을 분석하고 법적요건을 상세히 검토하여 투자비, 운영비, 이용률등을 재조정하여 기준가격을 합리적으로 개정하여 제2의 신재생에너지 도약기를 마련해야 할 것이다.
