Economic Impact of the Tariff Reform : A General Equilibrium Approach (관세율(關稅率) 조정(調整) 경제적(經濟的) 효과분석(效果分析) : 일반균형적(一般均衡的) 접근(接近))

  • A major change in tariff rates was made in January 1989 in Korea. The benchmark tariff rate, which applies to about two thirds of all commodity items, was lowered to 15 percent from 20 percent. In addition, the variation in tariff rates among different types of commodities was reduced. This paper examines the economic impact of the tariff reform using a multisectoral general equilibrium model of the Korean economy which was introduced by Lee and Chang(1988), and by Lee(1988). More specifically, this paper attempts to find the changes in imports, exports, domestic production, consumption, prices, and employment in 31 different sectors of the economy induced by the reform in tariff rates. The policy simulations are made according to three different methods. First, tariff changes in industries are calculated strictly according to the change in legal tariff rates, which tend to over-estimate the size of the tariff reduction given the tariff-drawback system and tariff exemption applied to various import items. Second, tariff changes in industries are obtained by dividing the estimated tariff revenues of each industry by the estimated imports for that industry, which are often called actual tariff rates. According to the first method, the import-weighted average tariff rate is lowered from 15.2% to 10.2%, while the second method changes the average tariff rate from 6.2% to 4.2%. In the third method, the tariff-drawback system is internalized in the model. This paper reports the results of the policy simulation according to all three methods, comparing them with one another. It is argued that the second method yields the most realistic estimate of the changes in macro-economic variables, while the third method is useful in delineating the differences in impact across industries. The findings, according to the second method, show that the tariff reform induces more imports in most sectors. Garments, leather products, and wood products are those industries in which imports increase by more than 5 percent. On the other hand, imports in agricultural, mining and service sectors are least affected. Domestic production increases in all sectors except the following: leather products, non-metalic products, chemicals, paper and paper products, and wood-product industries. The increase in production and employment is largest in export industries, followed by service industries. An impact on macroeconomic variables is also simulated. The tariff reform increases nominal GNP by 0.26 percent, lowers the consumer price index by 0.49 percent, increases employment by 0.24 percent, and worsens the trade balance by 480 million US dollars, through a rise in exports of 540 million US dollars and a rise in imports of 1.02 billion US dollars.

  • Korea is implementing strong regulatory derives such as Feed in Tariff to provide incentives for renewable energy developers. But if the government is planning to increase the renewable capacity with only "Price policy" not considering the investors behavior in the competitive electricity market, the policy would be failed. It is necessary system thinking and simulation model analysis to decide government's incentive goal. This study is focusing on the assesment of the competitiveness of renewable energy with the current Feed in Tariff incentives compared to the traditional energy source, specially coal and gas. The simulation results show that the market penetration of renewable energy with the current Feed-in-Tariff level is about 60-70% of the government goal under condition that the solar energy and fuel cell are assumed to provide the whole capacity set in the governmental goal. If the contribution from solar and fuel cell is lower than planned, the total penetration of renewable energy will be dropped more. Notably, Wind power turned out to be proved only 10% of government goal because of its low availability.

A Study on Economic Analysis Algorithm for Energy Storage System Considering Peak Reduction and a Special Tariff (피크저감과 특례요금제를 고려한 ESS 경제성 분석 알고리즘에 관한 연구)

  • For saving electricity bill, energy storage system(ESS) is being installed in factories, public building and commercial building with a Time-of-Use(TOU) tariff which consists of demand charge(KRW/kW) and energy charge(KRW/kWh). However, both of peak reduction and ESS special tariff are not considered in an analysis of initial cost payback period(ICPP) on ESS. Since it is difficult to reflect base rate by an amount of uncertain peak demand reduction during mid-peak and on-peak periods in the future days. Therefore, the ICPP on ESS can be increased. Based on this background, this paper presents the advanced analysis method for the ICPP on ESS. In the proposed algorithm, the representative days of monthly electricity consumption pattern for the amount of peak reduction can be found by the k­means clustering algorithm. Moreover, the total expected energy costs of representative days are minimized by optimal daily ESS operation considering both peak reduction and the special tariff through a mixed-integer linear programming(MILP). And then, the amount of peak reduction becomes a value that the sum of the expected energy costs for 12 months is maximum. The annual benefit cost is decided by the amount of annual peak reduction. Two simulation cases are considered in this study, which one only considers the special tariff and another considers both of the special tariff and amount of peak reduction. The ICPP in the proposed method is shortened by 18 months compared to the conventional method.

An Analysis of the Impact of US Beef Import Tariff Rate Changes on the Korean Beef Cattle Market (미국산 쇠고기 수입관세율 변화가 한육우 시장에 미치는 영향분석)

  • Korea-US FTA amendment became effective January 1, 2019 through several trade negotiations between the two countries. These amendments did not include changes in the agricultural sector. However, given the policy direction of the Trump administration, it is difficult to be certain that the existing Korea-US FTA on the agricultural sector will remain unchanged. This study examines the potential impact of changes in the US beef import tariff rates under the Korea-US FTA, which is progressively eliminated until 2026 using a dynamic partial equilibrium model. The modelling system is simulated with 100% decreases of tariff rates over 2020~2026 period and then compared to the baseline which is developed based on the current Korea-US FTA tariff rates. According to the scenario analyses results, 100% decreases of US beef tariff rate lowered Korean beef cattle production value up to 4.23%. Looking at this change in terms of absolute value rather than percentage, the total production value over 2020~2026 is expected to decrease by 815 billion won compared to Baseline. This reduction in production value in dynamic analysis is 67 billion won higher than the comparative static analysis.

Comparative Analysis on the Pilotage System among Major Hub Ports (부산항 및 주요 항만간 도선요율체계 비교분석)

  • The pilotage tariff system in port operations has received little attention in the academic literature. While studies addressing legal issues-such those concerning liability, marine accidents, and compensation for accidents-and institutional aspects have been prevalent, scant research has been conducted in the form of comparative analysis of pilotage tariff systems and current levels of pilotage charges in major ports. The purpose of this research is to investigate the rate structure of pilotage tariffs of major ports. Specifically, this study explores the current level of pilotage price and regulations by comparing the pilotage systems of six major hub ports in the world: Busan, Kobe, Hong Kong, Los Angeles, Singapore and Rotterdam. Results show that Busan Port's pilotage tariff system ranks low (5th) among these six ports. Another finding is that the simplification of Korea's pilotage tariff system will yield productivity and efficiency improvements in this area.

  • It is required to develop a rational transmission tariff system to ensure the fair participation of the players in the market. This study suggests an improved transmission tariff system which classifies the line capacity into line usage and reliability capacity based on their use and reasonably allocates the costs incurred by each of them to users. In addition, it takes the system load variations into consideration.

  • Purpose - This study examines whether Indonesia's new customs and tariff policies effectively support cross-border tariff control within the WTO's multilateral trade system and assist developing countries in achieving their public policy objectives. Through this analysis, the study aims to provide new perspectives and insights into trade policies in the digital commerce era. Design/methodology/approach - This study conducts a case analysis of Indonesia's customs and tariff policies on electronic transmissions, focusing on the purpose and rationale behind imposing tariffs on digital products, the potential violations of international trade norms, and the economic impact of such tariffs. Findings - This study concludes that Indonesia's policy of defining electronic transmissions as digital goods subject to customs tariffs is both necessary for increasing government revenue and supporting various public policy objectives. Additionally, it finds that this policy does not violate international norms and is feasible, providing valuable insights for other developing countries and international organizations in formulating trade policies for digital products. Research implications or Originality - This study demonstrates that Indonesia's digital goods tariff policy aims not only to increase revenue but also to achieve public policy objectives. It signifies a significant policy decision to promote the growth of the digital economy and support the development of digital economies in developing countries. Furthermore, Indonesia is analyzing detailed justifications and normative elements related to its digital goods tariff policy. Moreover, this represents an important and innovative approach to exploring avenues where developing countries can alleviate digital economic inequalities and enhance opportunities for economic development while adhering to existing international norms.

Suggestion of New Heat Tariff Assessment for District Heating Using Exergy (엑서지를 이용한 지역난방 열요금 제도 제안)

  • In this study, the exergy which could be reflected on energetic and economic value was used to assess on heat tariff of district heating system instead of enthalpy. Exergy is difficult to apply directly to present heat charge system because of complex calculation. Therefore, the difference between supply and return temperature was converted to the exergy temperature difference for easily calculating the amount of heat. As a result of exergy analysis for a DH substation, the exergy temperature difference were not affected on surrounding temperature and pressure loss. Supply temperature, maximum difference between supply temperature and return temperature had a main effect on the exergy temperature difference. The new heat charge of a DH user was slightly reduced in winter compared with previous heat charge. Heat charges in other seasons were almost same. It is thought that heat tariff using exergy will be appropriate in terms of both DH supplier and consumer.

Comparative Economic Analysis of RE100 Implementation Methods in South Korea (국내 RE100 이행방안의 경제성 비교분석 연구)

  • The Global RE100 campaign is a one of the voluntary campaign, but it has a lot of influence on domestic companies that have not yet joined the Global RE100. Accordingly, the Korean government introduced the Korean RE100 (K-RE100) system to prepare an institutional mechanism for domestic companies to respond to RE100. However, in Korea, due to the high LCOE of renewable energy and institutional limitations of the power transaction system, there is a limit for companies to implement RE100 in various ways. Therefore, in this study, the implementation cost of RE100 for green tariff, REC purchase, third-party PPA, direct(or corporate) PPA, and self-generation was compared and analyzed to derive the order of implementation with the net present value (NPV) of costs incurred over 20 years. As a result, self-construction was analyzed as the most economical method, but the implementation through the green tariff seemed to be the most realistic implementation method so far. However, considering the gradually falling LCOE, third-party PPA and direct PPA could be secured competitiveness against green tariff in 2025 and 2026. Then it could allow the companies to have various portfolios for implementation of RE100.

  • B-ISDN is expected to be a main vehicle of future telecommunications. There has been a series fo studies on the demand and the market prospect of B-ISDN services. It is true, however, that they lacked some economic reality since the price of services has been overlooked which is a critical economic factor. In this study, we analyze some aspects of the tariff system of B-ISDN services. First, we explore and summarize the billing parameters of B-ISDN services from diverse characteristics of services and ATM network. These parameters are essential if the services are to be charged based on usage. Secondly, we discuss what factors be considered in the design fo B-ISDN services tariff systems from various points of view shch as traffic charactristics, information types and connection types, etc. The results of this study will offer fundamental insights in the design of B-ISDN service pricing scheme and provide reference for efficient services providing.
