교통단속카메라 전·후방을 고려한 사고 저감효과 분석 -울산시 북구를 대상으로- (Analysis of Traffic Accident Reduction Effects considering Monitoring Direction of Traffic Camera)

  • PURPOSES : Traffic cameras have been installed to reduce traffic accidents. The effectiveness of traffic cameras has been proved by dozens of studies, but recently questions over its effectiveness have been raised by a series of studies. In this study, the effectiveness of traffic cameras was analyzed with a focus on different road environments. METHODS : The effectiveness of the traffic cameras was analyzed by extracting the occurence frequency before and after camera installation. The effect of reduction was analyzed comprehensively considering the installation position, monitoring direction, and surrounding environment of traffic cameras. RESULTS : The result of this study is as follows. First, the installation of cameras in an area with relatively low accidental traffic was more effective. Secondly, the effect of camera installation on car-to-pedestrian collisions was better than that of car-to-car collisions. Thirdly, accidents tended to occur more frequently when cameras were installed in front of the accident-prone owing to the negative spill-over effect. CONCLUSIONS : The result can be used to guide placement of traffic cameras. Moreover, the installation of cameras with consideration of the road environment is expected to contribute to a reduction in traffic fatalities.

야간 영상에서의 빛 번짐 현상을 이용한 교통신호등 인식 (Traffic Light Recognition Based on the Glow Effect at Night Image)

  • Traffic lights at night are usually framed in the image as bright regions bigger than the real size due to glow effect. Moreover, the colors of lighting region saturate to white. So it is difficult to distinguish between different traffic lights at night. Many related studies have tried to decrease the glow effect in the process of capturing images. Some studies drastically decreased the shutter time of the camera to reduce the adverse effect by the glow. However, this makes the video too dark. This study proposes a new idea which utilizes the glow effect. It examines the outer radial region of traffic light. It presents an algorithm to discriminate the color of traffic light by the analysis of the outer radial region. The advantage of the proposed method is that it can recognize traffic lights in the image captured by an ordinary black box camera. Experimental results using seven short videos show the performance of traffic light recognition reporting the precision of 96.4% and the recall of 98.2%. These results show that the proposed method is valid and effective.

항공교통관제사의 안전문화와 업무복잡성 완화전략의 관계성 연구: 안전문화의 내재적 및 외재적 수준 측정도구를 활용하여 (A Study on the Relationship between Air Traffic Controllers' Safety Culture and Their Complex Mitigation Strategies: Using a Safety Culture Measurement Tool with Intrinsic and Extrinsic Levels)

  • Due to recent increased air traffic,, air traffic controllers in charge of en-route and approach control have faced huge increase in both workload and its intensity. The purpose of this paper is to analyze how much safety culture of air traffic controllers has effect on their complexity mitigation strategies during their duties. It could be expected complexity mitigation improve air traffic flow resulting in enhancing safety eventually. According to empirical analysis against air traffic controllers in civil aviation and air force in South Korea, it was proven safety culture had a statistically positive effect on complex mitigation strategies through safety behavior. In safety culture among air traffic controllers, intrinsic culture had a positive effect on extrinsic value of safety culture. Intrinsic value of safety culture led to air traffic controllers' safety behavior which created work complexity mitigation strategies. Among work complexity mitigation strategies, communication and cooperation was proven to be the most important factor effected by safety culture and behavior. It was implied that enhancing the intrinsic values of safety culture would cause to improve extrinsic safety culture and air traffic controller's work efficiency.

  • This study investigates the effect of real-time traffic information on the traffic flows in Korea. Recently, the development of smartphones has made it easier to use the route guidance service based on real-time traffic information. By the Big Data analysis in the study, it was found that the number of postings on the web community sites increased sharply in 2010 and 2011 when the smartphones spread widely. In the analysis of the traffic speeds by time, the average traffic speeds for morning and evening rush hours on weekdays from 2009 to 2014 of the 142 sections in the 6 national highways in Gyeonggi-do, Korea were used. From the results of the analysis, it was found that the percentage of the number of sections with the improved traffic flows increased greatly in 2012 compared to 2011. The findings of the study indicate the effect of the real-time traffic information on improving traffic flows.

도착항공기 착륙순서에 관한 조언정보가 관제사 업무효율에 미치는 영향 (The Effect of Advice Information for Arriving Aircraft Landing Order on Air Traffic Controller's Work Efficiency)

  • This paper describes the effect of advice information for arriving aircraft landing order on the air traffic controller's work efficiency. The air traffic control simulator used in the experiment was modeled on the basis of the aircraft parameters from BADA, gamma-command model and the 4-dimensional trajectory using the Bezier curve. The simulation results show that advice information was helpful for the performance of the work for users who did not have the air traffic control training. On the other hand, in case of users who have experience in air traffic control training, the work efficiency was lowered when the advisory information that does not reflect the user's intention is provided. Therefore, it can be seen that the effect of improving the work efficiency through advice information can be limited depending on the skill level of the air traffic controllers and the complexity of the air traffic situation.

항공기 관제 디스플레이의 생태학적 인터페이스 디자인에 관한 연구 (Ecological Interface Design for Air Traffic Control Display)

  • The purpose of this study was to evaluate an effect of the new air traffic control display designed by Ecological Interface Design [EID]. The methodology of EID has not been applied to the development of the air traffic control display so far. To design a new air traffic control display by EID, We implemented Work Domain Analysis about the air traffic control domain and made the Work Domain Model that consisted of the five levels of the Abstraction Hierarchy. We extracted the Information Requirement from the completed Work Domain Model and the extracted information requirements from the model were used to design the new air traffic control display. We evaluated an effect of the new air traffic control display designed by EID. Participants for evaluating consisted of 14 active military air traffic controller of the Republic of Korea Air Force. Experiment was designed two factors within subject. Factors manipulated in the experiment included displays type to compare the existing type with the new ecological interface type and included complexity to compare the effect of the high complex situation with the effect of the low complex situation. Response time about questions with relation to air traffic collision situation, accuracy, and subjective work load were measured. The results reveled that EID type's display has a significant effect on response time, accuracy, and subjective work load and verified that EID could be applied to the air traffic control domain that is more complex and dynamic.

야간의 시인성 저하가 교통사고에 미치는 영향 진단 -경기도 지역의 경부, 서해안, 영동, 서울외곽순환고속도로를 중심으로- (Study on Effect of Low Visibility Condition at Nighttime on Traffic Accident)

  • 이 연구에서는 교통사고 영향요인 중 야간의 시인성 저하가 교통사고 발생에 미치는 영향을 진단하였다. 연구를 위해 경기지역의 경부선, 서해안선, 영동선, 서울외곽순환고속도로의 기본구간을 58개의 소구간으로 분할하였고, 2009년에서 2012년 상반기까지 소구간에서 발생한 교통사고 410건을 이용하여 야간의 어두움으로 인한 시인성 저하가 교통사고에 미치는 영향을 진단하였다. 실험방법은 준실험설계를 준용하여 시인성 외 교통사고에 영향을 주는 변인을 통제하고 음이항 회귀분석을 활용하였다. 조사 결과, 맑음 기상조건에서의 LOS A 상태 등 특정조건에서 주간과 야간의 시인성 차이가 교통사고 발생에 유의한 영향을 미치는 것으로 진단되었다. 그리고 진단 결과를 이용하여 교통사고의 유형과 원인에 대하여 다양한 분석을 시도하였다.

미시적 교통류 시뮬레이션을 활용한 교통영향평가 분석기법 개선방안 (A Study on Traffic Impact Assessment Method using Microscopic Simulation Model)

  • 기존의 교통영향평가 지침으로 규정된 사업 시행 전후의 교통흐름은 가로구간의 경우 교통량, V/C, 평균통행속도와 서비스수준, 교차로의 경우 서비스 수준 등의 교통류 분석지표에 의하여 분석되고 있다. 이러한 교통류 분석지표는 확률론적(stochastic)인 교통류의 특성을 효율적으로 번영하지 못하며, 특히 개별 가로구간과 교차로에 국한하여 분석됨으로서 사업 시행으로 인한 교통영향 분석 범위 전체 구간의 교통흐름을 종합적으로 분석하기에는 미흡하다. 본 연구는 차량추종모형(Car-Following Theory)에 의한 미시적 시뮬레이션(microscopic-simulation) 기법을 적용하여, 개별 구간과 교차로 분석 범위를 넘어서 사업 대상 교통영향 반경 내의 교통흐름을 가시적(visual)하게 보여줄 수 있는 방안과 이를 바탕으로 공간적 범위 설정 개선방안, 개선대책 수립에 따른 효과분석 방안 등 다양한 분석결과를 도출하였다.

패널자료를 이용한 교통안전투자 종류별 사고감소 효과 (Analysis of the Effect of Traffic Safety Investment on Traffic Accident Reduction Using Panel Data)

  • 도로교통 안전분야에 투자되는 예산분야는 일반적으로 교통안전시설분야(Engineering), 교통단속분야(Enforcement), 교통안전교육 및 홍보분야(Education)의 3가지로 구분하고 있으며, 이것을 3E 정책이라 한다. 본 연구에서는 이러한 항목별 투자가 도로교통사고 감소에 어느 정도의 영향을 미치는 가에 대해 패널분석을 통해 추정하고자 하였다. 종속변수는 교통사고 건수, 사망자, 부상자수로 구분하였고, 설명변수로는 기존 연구에서 주로 이용되었던 인구, 자동차등록대수, 도로연장거리에 본 연구의 주된 관심사인 교통안전시설투자예산, 교통안전교육 및 홍보예산, 단속건수를 15개 지방자치단체의 지역자료와 1992년부터 2007년까지의 연도별 자료를 사용하였다. 전체 교통사고를 종속변수로 한 분석결과 동일한 투자액에 대비하여 교통안전교육 및 홍보투자가 시설투자에 비해 효과가 큰 것으로 분석되었다, 또한 6가지 세부교통사고로 분리한 분석결과에서도 동일한 결과를 보여 현재 교통 안전시설투자 위주로 이루어지고 있는 교통안전예산을 교통안전교육 및 홍보에도 분배될 필요성이 있음을 시사하고 있다.

도로 공사중의 교통영향권역 설정 및 적용성에 관한 연구 (A Study on the Traffic Effect Zone and Application of Road Occupying Construction)

  • The links operating interrupted flow are intend to yield the traffic between the out flow and inflow part effect zone of street section, we build the delay model using the time gap between under construction and not. We review the applicability of interrupted flow, and thus we can put this data to practical use as the basis data to compute the inducement charge for traffic delay. Also building about traffic effect zone of interrupted flow wouldn't produce at the section beside occupying roads and construction cross section, thus we must review the plan to minimize traffic delay by the construction occupying road. In future there must be advanced the incomplete in this study, and groping for the various alternatives to minimize the traffic delay by the road occupying construction, with developing the various sets of detailed analyzing models, that is analysis on the street strength, crossroads geometrical forms of crossroads, public traffics, pedestrians, occupying types.
