Development of a Stream Water Quality Model (QUAL-NIER) for the Management of Total Maximum Daily Loads (수질오염총량관리를 위한 하천수질모델(QUAL-NIER) 개발)

  • Greater focus must be placed on ensuring that the water quality model (WQM) reflects the objective of its application and the characteristics of the water environment properly before it is selected. In the development or application of WQM, various factors influencing the model predictions should be reviewed so that it can perform more properly and reasonably based on scientific theory. This study reviewed the characteristic of existing WQM and the domestic river environment to find the requirements of the model application for TMDLs management in Korea. In this study, a water quality model, QUAL-NIER, was developed based on the USEPA's QUAL2E. The core structure and reaction scheme of the model was established followed by the formulation of equations according to the scheme with some supplements on the reaction mechanisms which are necessary for domestic rivers. Algorithms on the equations were set up and programmed to form a computer-based model. The developed model, QUAL-NIER was applied to the main stem of the Nakdong river. The model was calibrated and verified to data measured in 2004. The model results displayed good agrement with the field measurements for both calibration and verification. From this study, it was concluded that the developed QUAL-NIER model was very powerful with regard to the water quality simulation in domestic rivers.

Evaluation of Water Quality Goal and Load Allocation Achievement Ratio in Guem River Total Maximum Daily Loads for the 1st Phase (금강수계 1단계 수질오염총량관리제의 목표수질 및 할당부하량 달성도 평가)

  • It is necessary to evaluate performances hitherto carried out in the management of Total Maximum Daily Loads (TMDLs) and to set up direction so that this system can be improved continuously in the future. This study was investigated load allocation achievement ratio, water quality goal achievement ratio and interrelation between water quality goal and load allocation for the first period (2004~2010). Load allocation achievement and BOD water quality goal achievement ratio were 50% and 73% in Guem River Basin, respectively. The main reason for excess of load allocation and shortfall of water quality goal were unfulfilled reduction plan and pollution sources increment. Therefore, it is necessary to develop enhanced pollution sources prediction method and make a list realizable reduction plan. 63% of the unit watershed was not interrelation between water quality goal and load allocation. The reason why water quality goal and load allocation had not correlation were water quality of upper unit watershed, increment of inflow quantity, effluent water quality of wastewater treatment plant affected the unit watershed, increment of inner productivity by algae, water quality deterioration during the specific period, river management flow, etc.

  • Total Maximum Daily Loads (TMDLs) system was introduced to manage pollution load of watershed and to improve water quality of unit watershed so that it is possible to protect dringking water soureces. Load allocation observation is the most important factor in TMDLs system. Because if load allocation is not observed, it is difficult to achieve water quality goal of unit watershed. Also it is impossible to improve water quality of the drinking water sources. Therefore it is necessary to apply some kind of sanctions (penalty) in case of excess of load allocation. The sanctions have to be, however, applied differently based on various reduction plan types, i.e., using the reduction load planed in 2nd phase, delay the completion, additional reduction in 2nd phase, error of the pollution sources, etc. Moreover, the penalty load should be properly imposed, lest it should be overburden the provence. The reduction load trade inter province must be restrictively permmitted only the same unit watershed.

Analysis of Water Qulity changes & Characterization at the Watershed in Han River Basin for Target indicator in TMDLs (수질오염총량관리 대상물질 확대를 위한 한강수계 하천수질 경향 및 수질특성 분석)

  • Based on the existing pollutant emissin standards which are armed at the pollutant concentration of each pollution source, government formulated and implemented new management system of total water pollutant emission. By virtue of this new management system, pollution loading amount of individual watershed could be controlled, which achieved the requirement of water quality management such as TP and BOD. In initiate stage of it's implement, BOD was selected as object of water quality management, While it's necessary to consider the continuity of water quality data and established pollutant management laws and policy. During the ongoing management, TP management was added into the system while simply BOD management was not enough. However, the frequency of algae bloom in Han-river showed a trend of same, even though TP was treated as additional control target. Therefore, this paper will analyze different water quality parameters and characteristic of water quality, so that this study can be provide as reference for watershed management of water quality, by which the applicable management period and target pollutant can be selected in the future.

Construction Schemes of GIS-based Integrated Water Environment Information Management System Linked with Korean Reach File (KRF를 연계한 GIS기반의 통합 물환경정보 관리시스템 구축 방안)

  • This study proposes schemes of GIS-based system development for integrated information management in water environment linked with Korean Reach File (KRF). For this purpose, precedent studies and systems of the U.S. were investigated and analyzed to induce optimal methodology for Korean circumstances. Thereafter, data linkage methods of KRF and Water Environment Information System (WEIS), system configuration plans, application development plans, and KRF improvement and maintenance plans were considered. For data linkage and system configuration, three methods were suggested: an overlay operation-based data linkage method, entering spatial addresses into the existing DB, and creating link information between KRF and the existing DB. The first method was predicted to be the most effective for system implementation, the second method is advantageous for search tasks, and the third method is advantageous for system security and maintenance. Various types of applications should be developed in the consideration of the types of the users and their usages. Moreover, there is a need for further research on regular renewal of KRF, standard development, expansion of construction areas, etc. Based on the present results, research on actual system design and development also should be conducted for supporting Total Maximum Daily Loads (TMDLs).

The Effects of Pollutants into Sub-basin on the Water Quality and Loading of Receiving Streams (하천 수질 및 부하량에 미치는 유역 내 오염원의 영향)

  • We examined the effects of pollutants into sub-basin on the water quality and loading based on data surveyed during January-December 2013 from 13 sites of 5 streams in the Jinwi watershed. We used the contour plot and Kruskal-Wallis rank sum test to analyze seasonal variation of water quality and loading and Pearson correlation analysis to assess the relationships between pollutants and loadings. The significantly higher seasonal variation were SS, TN and TOC as compared to other water quality constituents (P < 0.001). A significant interaction existed between the effects of human population and the effects of discharge of Sewage Treatment Plant (STP) on water quality and loading, especially for the spring and winter seasons. It is necessary to control discharge water of sewage and wastewater from industrial facilities and to make full use of the watershed management system such as TMDLs in operation since 2012 for improvement in stream water quality.

Patterns on Sewer Transfer Flow for Rain Weather Period in the Area with Combined Sewer System for the Management of TMDLs (수질오염총량관리 합류식지역의 우기시 관거이송 변화유형)

  • Discharged pollution load is varied as rainfall changes in the area with combined sewer system. Changes in discharged pollution load are directly related with those of sewer transfer flow. Therefore, it is important to identify the pattern of sewer transfer flow for the analysis of changes in discharged pollution load. This study reviewed the type of distribution of sewer transfer flow for 17 sewage treatment plants and developed simple formular to estimate sewer transfer flow as rainfall changes. 11 facilities showed to have some relation with rainfall in the change of sewer transfer flow but 6 facilities to have no relation. Relationships between rainfall amount and sewer transfer flow showed that 6 facilities out of 11 had relatively strong relationships above R2=0.5, which were considered to be affected directly by rainfall changes. The formular which explain the relationship between rainfall and sewer transfer flow can be applied in the analysis of rainfall effects on discharged pollution load, therefore, the more appropriate evaluation will be done.

Necessity for Expansion of Total Phosphorus Management in the Geum River Watershed (금강수계에서 총인관리의 확대 필요성)

  • Total phosphorus was set as a target indicator to prevent eutrophication and algae growth, etc., in three major rivers (Nakdong River, Geum River and Yeongsang/Seomjin River) for the second phase (2011 ~ 2015) in total maximum daily loads (TMDLs) system. However, total phosphorus management was restrictively introduced, i.e., upstream of the Lake Daechung, in the Geum River watershed. Total phosphorus concentration and trophic levels in downstream of the Lake Daechung (include Mangyeong and Dongjin rivers) were increased more than upstream. Therefore, it is necessary to expand total phosphorus management in all watersheds of the Geum River. If total phosphorus was managed in all area of the Geum River watershed, it is possible to decrease total phosphorus concentration and trophic levels, and solve the unbalanced water quality between up and downstream of the Lake Daechung.

  • The evaluation of the effluent water quality of sewage treatment plant is one of the most important factor in calculating total maximum daily loads (TMDLs). Current method to calculate 95% upper limit of effluent water quality of sewage treatment plant assuming normal distribution of data needs to be implemented in case of non-normal distribution. We have investigated the applicability of percentile ranking method as a non-parametric statistical analysis in case of non-normal distribution of data.

Evaluation on Actual Discharge Data for TMDL in Nakdong River Basin (낙동강수계 수질오염총량관리를 위한 유량조사 평가)

  • To drive efficiently total water pollution load management, needs to calculate the exact load emissions, pollution load allocation and implementation evaluation in each unit area of watershed and accurate and regular flow of data. For these reasons, the Nakdong River TMDL Research Center has produced directly or indirectly in the average interval of eight days (30 times or more / year) 41 points for unit area of the total water pollution load management and 8-point of municipal requirement for a total of 49 branches as a flow data in 2004 from August. This acquired the survey flow is evidence of trends and changes each point in the Nakdong River based on time, such as 10 years based on average design flow available to the foundation of the summit as the major water policy is to be utilized. This study was performed on actual discharge measuring data and introduced performance results each drainage basin of Nakdong River from 2004 to 2008 over the total of past five years.
