  • Port structures are one of the important infrastructure of the nation. To ensure safety and extend lifetime of the existing port structures, it is necessary to develop proper maintenance program. In this study, port inspection manual for pier type structure are developed. The flow of inspection program is designed and defect type for each component of wharf is classified. Also systematic method of rating and evaluation is developed together with conceptual design of port maintenance data base system.

  • Recent advances in computer technology have brought more dependence on software to train control systems. Hence, the safety assurance of the vital software running on the railway system is very critical task and yet, not many works have been done. While much efforts have been reported to improve electronic hardware's safety, not so much systematic approaches to evaluate software's safety, especially for the vital software running on board train controllers. In this paper, we have developed the static software testing tool for railway signaling, especially Fagan Inspection supporting tool. This static testing tool for railway signaling can be utilized at the assessment phase, and also usefully at the software development stage also. It is anticipated that it will be greatly helpful for the evaluation on the software for railway signalling system.

  • The safety problem of aged tunnels has been emphasized. For the effective maintenance, site inspection of tunnel structures and surrounding grounds are required periodically. Also, the determination of safety of tunnels is not a simple problem. So the role experienced engineer in the maintenance is very important and development of an expert system that can perform as the engineers, has been needed. In this study, from the results of numerical analysis in several case, new precision inspection rules which can substitute actual numerical analysis are determined by a commercial program FLAC and regression analysis under various parameters such as material property, lining thickness, overburden and laterial coefficients. They are added to the knowledge base to determine safety of tunnel lining. To verify the expert system, the results are compared with an existing tunnel diagnosis report. It can be concluded that the new rule are well represented the actual numerical analysis under various site conditions. Therefore it is expected that the systematic management for effective maintenance of tunnel structure will be possible.

국가지정 입원치료 격리병상 시설적격성 평가분석에 관한 연구 (A Study on the Facility Eligibility Inspection of National Inpatient Isolation Units)

  • During the progression of this study, we visited 17 medical institutions. These medical institutions underwent inspection for facility eligibility of national inpatient isolation units to care for patients. Seventeen consultation meetings were held to gather expert opinions, and conferences were held with the medical institutions and local levels of government. Based on these facts, we established a field application model of the criteria of safety-management and conducted a study on this method in order to create more scientific and systematic safety-management criteria including criteria regarding facilities maintenance and methods of equipment inspection. According to an analysis on the 17 medical institutions examined, facility eligibility of 17 national inpatient isolation units was found to be 78.3% on average. Through analysis of the present domestic and foreign conditions of medical institutions, we proposed improvements for when remodeling becomes necessary and established criteria for safety-management in national inpatient isolation units for the care of patients in accordance with the domestic healthcare system.

  • 전력계통이 초고압, 대규모화되고 이를 구성하고 있는 대용량 전력설비들의 고신뢰도 운전이 한층 요망되고 있는 환경에서 예방진단기술을 활용한 설비운영의 중요성은 나날이 커지고 있다. GIS 등 설비의 최적화 및 효율적인 관리를 위한 예방진단기술의 정착은 현재 유지보수 비용의 절감과 설비의 안정성 향상 및 체계적인 운영을 가능하게 한다는 점에서 전력설비의 성공적인 운영에 없어서는 안 될 핵심기술로서 자리매김하고 있으며, 설비의 잔존수명예측 등 향후 예방진단기술의 발전을 위한 지속적인 연구와 관심이 뒷받침되어져야 할 것이다.

A review of missing video frame estimation techniques for their suitability analysis in NPP

  • The application of video processing techniques are useful for the safety of nuclear power plants by tracking the people online on video to estimate the dose received by staff during work in nuclear plants. Nuclear reactors remotely visually controlled to evaluate the plant's condition using video processing techniques. Internal reactor components should be frequently inspected but in current scenario however involves human technicians, who review inspection videos and identify the costly, time-consuming and subjective cracks on metallic surfaces of underwater components. In case, if any frame of the inspection video degraded/corrupted/missed due to noise or any other factor, then it may cause serious safety issue. The problem of missing/degraded/corrupted video frame estimation is a challenging problem till date. In this paper a systematic literature review on video processing techniques is carried out, to perform their suitability analysis for NPP applications. The limitation of existing approaches are also identified along with a roadmap to overcome these limitations.

시설물 안전점검을 위한 E-PAD 기반 상태평가 시스템 개발 (Development of E-PAD based condition evaluation system for facility safety inspection)

  • 국가 주요 시설물의 안전점검 업무가 일원화됨에 따라 업무 효율성과 전문성 강화 등의 효과가 기대되고 있다. 세계적으로 시설물의 물리적 기능적 결함을 초기에 발견하는 외관조사의 중요성이 강조되고 있다. 이에 본 연구에서는 기존 외관조사 방법의 문제와 한계를 극복하기 위해 시설물 안전점검을 위한 E-PAD기반 상태평가 시스템을 개발하였다. 본 시스템은 시설개요, 작업목록, 외관조사, 결함표로 구성되어 있으며, 현장에서 외관조사망도를 다운받아 조사된 손상 및 정보를 입력하고, 평가 등급을 확인할 수 있다. 본 시스템의 검증을 위해 교량 10개소에 대한 외관조사 데이터를 입력하여 기존 안전등급을 비교하였다. 그 결과 시스템에서 산출된 안전등급과 기존 안전등급이 동일한 것으로 확인되었다. 또한 AHP기법을 통해 타당성 분석 결과 기존 방법 대비 기능 10%증가, 비용 36%감소, 가치 30%증가한 것으로 분석되었다. 따라서, 시설물 관리 수준 향상을 위해 체계적인 데이터 구축 및 정보 분석을 위한 시스템으로 기여할 것으로 기대된다.

  • Almost 30 years have been passed since the first nuclear power plant was operated in Korea. Many studies have been actively conducted from the early 1990's in order to develop the deterioration management system for concrete structures in NPPs(Nuclear Power Plants) accordingly. Base on these studies, a systematic deterioration management program has developed and operated since 1997. According to this program, systematic inspections to provide database and evaluation were periodically performed (every overhaul at intervals of $12{\sim}18$ month and every five years). Accumulated deterioration database was usefully utilized for the NPP PSR (Periodic Safety Review). In this paper, the long-term durability and integrity of Kori 1,2 NPP concrete structures which are the oldest ones in Korea were evaluated based on the precise inspection database and regulatory inspection results including compressive strength, depth of carbonation, amount of chlorination and spontaneous potential of reinforcing bar, etc. It was noted that Kori 1,2 NPP structures have not any serious durability problems.

Developing Improvement Plans for National Defense Safety Directive to Align with the Serious Accident Punishment Act

  • To ensure a systematic and integrated approach to defense safety management, individual safety management regulations have been consolidated into the National Defense Safety Directive. However, despite being enacted after the enforcement of the Severe Accident Punishment Act, the National Defense Safety Directive does not incorporate the contents of the Serious Accident Punishment Act. This omission is likely to cause confusion in safety management. In this paper, a PDCA analysis of the Severe Accident Punishment Act and the National Defense Safety Directive was conducted to identify area for improvement and supplementation in the Directive. Chapter 3 proposes amendments to clearly define the scope and responsibilities of safety management, implement serious accident prevention measures and inspections, and establish the penalties for those involved. These amendments aim to ensure faithful compliance with the Severe Accident Punishment Act. Chapter 4 emphasizes the implementation and inspection of risk assessments to enhance the effectiveness of safety accident prevention and preparation, thereby ensuring the completeness of the PDCA cycle.
