GMDSS(the Global Maritime Distress and Safety System), which is utilizing recently developed systems such as satellite communications and positioning system, digital communication system, computer and microelectronics technology, etc., has been adopted by International Maritime Orgnization(IMO) and coordina-ted with such organization as the International Telecommunication Union(ITU), World Meteorological Organizatoion(WMO), etc. This system took effect partly on February 1st 1992 according to the 1988 SOLAS Amemdments and, after some more complementary measures, will be fully operational by February 1st 1999. Comparing with the existing communication system, the new system is mainly based on the latest scientific technologies, and therefore overall countermeasure will be necessary to accept the system reasonably. GMDSS will transform the current communication system basically and be the major factor to change the demand and supply of personnel for radio communication. To cope with the system assertively, regulations relating to the radio installation, the posting of radio operators, the bounds of their duty, etc. must be established and the demand and supply of radio operators to meet the system must be accomplished pertinently. Moreover, the technique and quality of the person-nel responsible for the system must be upgraded to carry out the obligations by international regulations as well as to ensure the safety of life and property at sea. Looking into the actual situations of our country, every regulation relating to the GMDSS has been improved, but the concerned educational institutions and administrations have not yet prepared the rational and concrete schemes on the educational methods and adquate procedures for the system. Therefore, in this thesis, the author intends to propose directions for improving the courses and contents of education of the relating educational institutions and to suggest rational schemes for balancing the demand and supply of personnel to the administrative anthorty concerned.
The purpose of this study is to explore ways of improving the motor vehicles safety certification system in preparation for the deployment of Lv.4 or higher autonomous vehicles. In order to effectively achieve the objectives of this study, theoretical and empirical research methodologies were employed, including literature review of prior research, government-published data, etc.; comparative research on legislative cases of other countries regarding motor vehicles safety certification; historical and legal research on domestic systems; legal analysis to explore approaches for improvement, etc. Some argue that the type approval system is needed in preparation for deploying autonomous vehicles, but there are several limitations in moving to the type approval system from the self-certification system currently adopted in Korea. First, there is a possibility that the system may be in conflict with the Korea-U.S. MOU regarding Foreign Motor Vehicles (1988) and the Korea-U.S. FTA (2011); second, there is a risk of undermining the cause of the self-certification system, which is the autonomy of manufacturers; third, the boundary between autonomous vehicles and non-autonomous vehicles is unclear; and fourth, the type approval system may hinder technological competitiveness. On the other hand, considering that the Korea-U.S. FTA and the UNECE IWVTA recognize exceptions to deal with road safety and risks to human health or the environment, and have a pre-certification system for some auto parts such as pressure-resistant containers, it can be said that there is room to introduce the type approval system for supplementation purposes. To improve the motor vehicles safety certification system while ensuring the safety of autonomous vehicles of Lv.4 or higher, the targets of type approval should be defined and the criteria, procedures, etc. for type approval should be established. At the same time, the consistency between motor vehicle-related laws and harmonization with international standards need to be considered.
This study was carried out to research the change of mineral phases and the characteristics (apparent specific gravity, water absorption, firing shrinkage and thermal expansion etc) of the sintered bodies composed of larnite, wollastonite and anorthite etc. in $CaO-Al_2O_3-SiO_2$ system. Test bodies were composed of the same theoretical composition as it of anorthite and fired up to $1450^{\circ}C$. Investigated the change and micro-structure of the mineral phases by XRD and SEM, the characteristics of the sintered bodies by DTA/TGA and etc. The results were as follows. 1. The sintering temperature had a higher about $60^{\circ}C$ than that of $CaO-SiO_2$ system because of coexisting $Al_2O_3$. 2. The formation and transition temperature of $\beta$-wol lastonite and $\alpha$-wollastonite were similar to the results of $CaO-SiO_2$ system. 3. The formed larnite and wollastonite were decomposed and melted at about $1260^{\circ}C$. 4. Anorthite began to be synthesized at $1140^{\circ}C$, its quantity was repidly increased according to the temperature rising.

Reinforced concrete buildings will be deteriorated as passed time or effect of an earthquake, etc in main elements. In order to manage such cracks, time and efforts, expense, etc, are required. So micro lead switch sensors are embedding or bonding in flexible specimens, and these are smart elements for diagnostic crack damages by external force such as physical load, dynamic load, etc in this study. The monitoring to crack damages are studied using radio frequency system. If load is received on the center of flexible specimens, embedded and bonded lead switch sensors will be destroyed, and these become to send signals of damages at radio frequency system connected with lead switch sensors. This study is fundamental research of the diagnostic system for architectural elements using radio frequency.
The air data measured from the static pressure, the dynamic pressure and etc. of an airplane is used for calculation of many flight parameters(altitude and airspeed and so on) and these values applied to flight safety and navigation flight. The pitot-static system of the development airplane is calibrated by finding of pitot-static system's error using tower fly-by, trailing cone method and etc. This paper is describing for the introduction of the trailing cone method and major items for test planning, preparation, operation and results for air data calibration flight test performed, considering efficiency and safety during KC-100 development project.
In recent years, induction motor is applied for several industrial actuatung parts instead of direct current motor because of the robust construction, nonexpensive and maintenance-free actuator etc. and having capability of speed control according to development of power electrounics and microprocessor techniques. In the paper, a microprocessor-based digital control approach for spped control of induction motor system is presented by considering a simple modelling equation as the system expression equation of induction motor and using the self tuning control and torque effdforward control method. As the model equation of the induction motor system, we use a second order differential equation which is well known in the modeling equation is induced form the control theory stand point such tath we can describe usually the motor system connected by inverter, generator and load etc. The effectiveness of the control system composed by the above mentioned design concept is illustrated by the expermental result in the presence of step reference change and generator load variation.
In our laboratory, the control aspects are investigated in the photovoltaic power generation systems (PV systems). The PV system is very good for earth environment, but if it connects to power network system, many problems are raised (protection, voltage, harmonics etc.). In this paper, we present the result of the basic studies for the building of the PV system that amplifies the electric energy obtained from the solar cell. We consider electronic circuits in order to protect the PV system from power surge induced by lightning and also design an electronic circuit in order to detect defaults in the power network system. We would like to integrate these circuits into the PV system by considering its control equipment build by 8-bit microcomputer using various control theory (fuzzy, neural network etc.).

There are more than five dozen different RP(rapid prototyping) systems in the world and they are fairly expensive. All those systems have different capabilities and requirements in that each of them gives different tolerance, application field and part strength, etc. This situation may cause a problem of selecting an appropriate RP system. This paper presents an expert system, utilizing an algorithm that is composed up of rules to derive recommendations and answers to queries of the RP users. The expert system incorporates RP machines commercially available and adopts multi-selection criteria, namely, machine price, accuracy, build size, adopted process, etc. In the expert system, forward reasoning method is adopted and external spreadsheet for sub-data of the RP systems is used. The rules and knowledge are obtained from interviews and discussions with RP vendors and users, appropriate research publications and other reference materials.
