산림부문 관련 국제적 논의 동향과 시사점: 유엔산림포럼을 중심으로 (Trends and Implication of International Discussion on Forest Sector: Focusing on United Nations Forum on Forests)

  • 지속가능발전목표(Sustainable Development Goals, SDGs)라는 범지구적 이슈가 등장하면서 유엔산림포럼(UN Forum on Forests, UNFF)은 산림부문의 기여 가능성을 강조하고 장기 전략을 수립하는 등 큰 진전을 보였다. 2030년까지 산림과 관련된 국제협약 및 국제회의에서 논의의 주축이 될 SDGs 이행과 관련하여 종합 정보체계를 구축하고 통합적인 조정자 역할을 하는 등 그 역할이 주목받고 있다. 따라서 본 연구에서는 최근 UNFF의 논의 동향을 검토하는 한편 UNFF에서 수립한 유엔산림전략계획(United Nations Strategic Plan for Forest, UNSPF)의 의미를 확인하였다. 이를 통해 국내에서도 지속가능발전을 위한 산림부문의 논의가 활성화되고 UNFF의 장기전략(UNSPF)과 글로벌산림목표(Global Forest Goals, GFGs)가 효과적으로 이행될 수 있도록 다음의 세 가지 정책적 제언을 제시하고자 한다. 첫째, 산림부문의 논의를 활성화하기 위하여 부문, 기관, 국가 간 협력이 무엇보다 중요하다. 둘째, 실제 임업 현장에서도 산림부문의 역할과 기여에 대한 인식과 이해가 고취되고 이를 바탕으로 한 국내정책과 목표가 수립되어야 한다. 셋째, UNSPF 이행을 점검하기 위한 UNFF 보고서를 적극적으로 활용하여 합리적 보고체계를 마련함과 동시에 다양한 목표의 국가보고 간 중복성을 검토하는 등 보다 효율적인 보고체계를 마련해야 한다.

  • Considering the high needs of recipient countries and the regional biases of Korean Official Development Assistance (ODA) policy, increases in the total amount of ODA and allocation to the forest sector are needed for Central Asia. In Tajikistan, illegal harvesting and grazing cause a gradual decrease in forest area. The Tajikistan government conserves forests by requesting international cooperation and establishing a policy for sustainable management of forest resources and prevention of further damages. To suggest suitable strategies and plans, the current statuses of forests and forestry were investigated, and ODA projects that can illustrate successful Korean experiences of forestation were conceived based on various geographical features and local conditions of Tajikistan in this study. Forest resource creation type projects (fuelwood and Tugai forest restoration) could result in energy independence and enhancement of ecosystem service such as a climate regulation and an increase in biodiversity. Community development type projects (introduction of ecotourism, agroforestry, and planting of fruit trees) can contribute to job creation and encourage participation of local residents, thus improving their incomes. In addition, establishment of a project foundation, including education, training, and a national forest inventory, would help those projects be sustainable in the long-term.

한국 산촌개발사업에 대한 이해관계자의 의식과 향후 발전방안 (The Stakeholder's Response and Future of Mountain Community Development Program in Rep. of Korea)

  • 한국의 산촌개발사업은 의제21(Agenda 21) 13장의 지속가능한 산지개발(SMD, Sustainable Mountain Development)과 국토 균형발전을 도모하기 위하여 전국토의 45.9%를 점유하고 있는 산촌마을을 대상으로 1995년부터 시범적으로 시작되었다. 이후 도별 확대사업과 함께 관련 법률 및 제도 정비를 통하여 산촌주민의 삶의 질 향상과 행복 제고를 목적으로 현재 진행 중이다. 본 연구는 2003년 현재 사업 완료된 59개 산촌개발마을과 조성중인 15개 산촌개발사업마을의 사업내용에 대하여 산촌개발의 핵심 이해관계자인 산촌주민과 지방자치단체 공무원의 의견을 비교분석하여 사업만족도를 분석하고 향후 지역사회 개발사업으로서 산촌개발 사업의 추진방향을 제시하고자 수행되었다. 산촌개발사업은 지역사회 개발사업이 일반적으로 추구하는 주민의 자발적 참여와 민주시민으로의 자립정신확립, 소득증진 기반조성, 쾌적한 생활환경의 창조, 타 지역과의 균형발전 등 여러 측면에서 긍정적인 성과가 나타났다. 특히 마을주민과 지방자치단체의 기대가 큰 소득증대 기반조성과 해적한 마을환경 기반구축을 통한 정주기능 증진효과에 대하여는 이해관계자 모두가 만족하는 성과가 도출되었다. 그러나 산촌개발사업을 통한 산촌마을의 지역사회유지 및 전통적인 가치체계 강화는 만족한 수준에 달하지 못하고 있다. 또한 지속적인 소득증진효과를 도모하기 위한 지역 특성에 알맞은 소득 작목 개발과 기술 보급, 지역특산물 개발 유통개선도 필요한 실정인데, 지방 자치단체의 적극적이며 다각적인 활동이 요구된다. 또한 산촌개발계획 초기부터 지방자치단체와 산촌주민이 공동 참여하는 산촌개발사업방식의 도입과 관련 지방행정조직과 1차 산업 단체의 혁신은 산촌개발사업의 지속성 유지를 위하여 바람직하다. 또한 산촌개발이 장기적으로 타 지역개발과의 균형 유지를 위한 종합개발 계획 수립, 산촌마을 네트워크 구성과 정보교환, 산촌개발사업 사후 시설관리, 산촌마을개발협의회 구성 등 산촌개발사업의 핵심요소인 지도인력의 양성과 교육은 중앙정부의 주도적인 지원을 요구한다. 향후 산촌관련 이해관계자를 고려한 발전 방안 수립은 지역사회개발계획의 일환으로 산촌개발사업 성공 가능성을 증가시킬 것이다.

산림분야 새로운 일자리 개발에 관한 분석적 연구 (A Prospective and Sustainable Forestry Job Development in Korea)

  • 이 연구의 목적은 미래 산림분야의 유망한 장기 일자리를 분석하고, 산림분야 일자리 수요-공급에 따른 유망한 일자리를 제안하는 데 있다. 연구방법으로는 산림분야 일반/전문직업을 도출하기 위해 전문가 델파이 연구 결과와 관련연구 결과를 비교, 분석 하였다. 연구결과 선정된 일자리는 최근 관심이 높아지고 있는 의료 및 복지와 관련된 직업, 산림 자체를 유지 관리 보호하는 직업, 기후변화에 따른 새로운 자원으로써 산림에서 구할 수 있는 유기물을 활용한 자원개발과 관련된 직업 등이었다.

Valuing Ecotourism in Palutungan Resort, Gunung Ciremai National Park, Indonesia

  • In this paper, we conducted an empirical study on the economic value of Palutungan Resort, Gunung Ciremai National Park (Indonesia), using an individual travel cost method. Gunung Ciremai is the highest mountain in West Java Province which has high biodiversity and constitutes the home range of the endangered species, Nisaetus bartelsi and leopards. Using the individual travel cost method, we estimated the annual consumer surplus of ecotourism for Palutungan Resort to be approximately $19, while its total economic value was $0.23 million. However, Palutungan Resort does not benefit exclusively, because the total economic value is divided diversely among the central government (non-tax revenue), local government (taxes), and local communities, while the transportation agencies, retailers, and gas station companies also reap some valuable benefits. In regard to the benefit allocation, all of the associated parties should participate in the conservation and preservation of natural resources in Palutungan Resort to improve the ecotourism services.

  • The National Forest Inventory (NFI) is important for providing fundamental data for basic forest planning and the establishment of forest policies for the purpose of implementing sustainable forest management. The purpose of this study is to present the development of Korea's NFI including legal basis, sampling design, and measured variables and to review the usage of NFI data. The survey methods and forestry statistics among the Unites States, Canada, Japan, China, and European countries were briefly compared. Total 140 publications utilizing NFI data between 2008 and 2015 were categorized with 15 subjects. Korea has conducted the NFI 6 times since 1971, but only the $6^{th}$ NFI is comparable with the fifth, the previous NFI, because the permanent sampling plots have been shared between the periods. The Korean Forestry Statistics contains only half as many variables as that of advanced countries in Forestry. More researches were needed to improve consistent measurement of diverse variables through implementation of advanced technologies. Additional data for Forest Health Monitoring since the NFI $6^{th}$ must be under quality control which will be an essential part of the inventories for providing the chronological change of forest health.

  • With the economy reform carried on deeply step by step, forestry industry is playing a more and more important role in the country's economy. How to use the limited resources to make the largest economical benefit is a key point for the industry development, however it is exciting that our forest resources is on sustainable development gradually and forestry output value is also increasing every year, input and export volume is enlarged fast, add to reasonable strategy, no doubt that China's forestry can achieve a prosperous future.

Forestry Education Support by a Forest Research Institute: Development of Forestry Educational Programs for Vocational High Schools

  • Forestry education in vocational high schools is one of the fundamental keys for achieving sustainable forest management. However, support systems for forestry education have not been well developed in Japan. Forest research institutes, which have accumulated relevant information, should have sufficient ability to develop new educational programs in this field. This study examined the possibility of support systems for forestry technical education by a research institute. Educational programs for vocational high schools were developed, and the programs were examined for their practical applications through a workshop for these teachers. We set the following five requirements for the programs: They should 1) incorporate new contents related to sustainable forest management, 2) be based on forestry education textbooks, 3) meet recent demands of the schools and society, 4) allow participants to learn through actual practice and experience, and 5) utilize readily available teaching materials. With these criteria, we developed the following two educational programs: (a) Forest management program to teach advanced techniques, (b) A timber-program to teach about biomass resources. The workshop was held on July $28^{th}$, 2007 with ten teachers attending. The programs were very interesting, who gave them high average evaluation of 4.6 on a scale of 1 to 5. Only a few issues need to be resolved before classroom instruction can begin, such as making wood structure easier to understanding for some teachers, and obtaining base maps of school forests. In conclusion, forest research institutes can effectively support forestry education by providing and implementing programs based on scientific information.

에머지(Emergy) 개념을 이용한 산지가치의 계량화에 관한 연구 (A Study on the Quantification of Forest Land Values Using the Emergy Synthesis)

  • As forest land takes up 65% of the Korean peninsula, there have been continuing conflicts between the development and conservation of forest land. As the income level has changed over time, the usage of forest land in society has changed. There has been increasing demands for forest land for urban development and recreational use. On the other hand, a large proportion of the land is required to be preserved for the forest and the natural ecosystem in it. The existing management system for the forest land has been designed focusing on the management of the trees on the land, and not the land itself. Due to this limitation, the current management system of forest land has failed to protect the forest land from being developed indiscreetly, making it difficult to conserve and develop the forest land in an efficient way. A major question in forest land management is how to integrate economic use activities with the supporting ecosystems to maximize performance of the ecological-economic system. In order to promote sustainable use of forest resources, and to achieve efficient forest land management, it is prerequisite to evaluation on forest resources of natural ecosystems. Quantitative measures are needed that signify how necessary the services and products of forested ecosystems are to human endeavors. In this study, the natural wealth provided by forest land was quantified based on emergy synthesis. Emergy is a universal measure of real wealth of the work of nature and society made on a common basis. Thus, Calculations of emergy provide a basis for making choices about environment and economy following the general public policy to maximize real wealth. The goals of forest land management to achieve balance between the ecology and economy of its integrated system and to foster equity among the diverse outcomes of the forest land were assessed with emergy. Emergy was demonstrated to holistically integrated and quantify the interconnections of a coupled nature-human system allowing the goals of ecological balance and outcome equity to be measured quantitatively. Doing so will provide a better understanding of the basis of forest land wealth and the consequences of management decisions.

지속가능한 산림바이오매스 정책개발을 위한 영국사례 연구 (UK Case Study for Sustainable Forest Biomass Policy Development of South Korea)

  • This study investigated the reference case in the UK where legality and sustainability were systematically established for forest biomass represented by wood pellets. The UK is the country that best utilizes the trade value of wood pellets based on sustainability, with bioenergy accounting for 31% of total renewable energy production. The UK imported wood pellet, estimated 8,697 thousand tons in 2019. The UK government has continuously improved the renewable generation policy system to ensure the sustainability of wood pellets. The weighted average greenhouse gas emissions of a UK biomass power plant that received a Renewable Obligation Certificate (ROC) in 2018-19 was 26.71 gCO2e/MJ. These power plants are expected to meet the upper limit of 72.2 gCO2e/MJ by 2025. To issue an ROC, the biomass power plant must demonstrate that 70% of its total biofuel usage is sustainable. The UK uses the Sustainable Biomass Program (SBP) certification system, which is gradually expanding to other European countries, to prove the sustainability of biomass energy fuels. Global wood pellet production with SBP certification in 2019 was 10.5 Mt. This trend has significant implications for introducing additional sustainability into the wood pellet policy of South Korea.
