대기오염 노출지표에 의한 도시개발 입지의 평가에 관한 연구 (Evaluation Method of Urban Development Location by APEI (Air Pollution Exposure Index))

  • In this study, relationship between the air pollution of Siheung city and the relative contribution of automobiles to the city's pollution was evaluated for the first time. Then, new air pollution exposure index was developed through simulation. Using the newly developed index, two different urban development scenarios were compared to present a sustainable urban development plan to reduce air pollution from the land utilization point of view. According to the result of this simulation, air quality of the city was found to be affected significantly by human activities. More populated area showed worse level of air quality. Any development in the city resulted in more automobile activity and deterioration of air quality. This simulation result thus explains that a rapid increase of automobiles accompanied by the land development near local roadsides in the city is the major cause of air pollution in Siheung city. In this study, if urban activities are vigorous in an area with high air pollution, people are more likely to be exposed to air pollutant under the bad environmental conditions. On the other hand, if urban activities are less vigorous in an area with high pollution or if urban activities are vigorous in an area with less pollution, the environmental condition was positive. The APEI (Air Pollution Exposure Index) was developed based on these considerations. Scenarios 1 and 2 were compared and analyzed using APEI. In result, scenario 1 is the case in which land is developed and used in an environmentally favorable manner. From this study, it was proved that the impact of air pollution on human health can be minimized with proper land use. The result form the current study can be used as the basic information to solve problems from improper land utilization and air pollution (by road traffic). It also can be utilized to evaluate air pollution level according to land use and road characteristics and to help to choose the best location of land use to comply with the road function and status.

  • 본 연구는 월악산 국립공원을 대상으로 1992년과 2004의 12년간의 차이를 비교할 수 있는 주요 관리체계 항목인 관리목표, 주요 공원관리사업, 토지이용, 관리인원 및 조직, 탐방객 현황, 예산 등을 행정자료를 통하여 분석함으로서, 국립공원 관리정책의 기초자료로 이용하고자 하였다. 공원관리사업은 유지를 위한 공원시설의 단순 관리나 단속의 수준을 벗어나 탐방객의 만족도를 높이는 프로그램 개발로 발전하고 있었다. 공원내 토지이용의 변화는 거의 없으나, 중심적인 보전지구인 자연보존지구가 대폭 확대되어 진 것으로 나타났다. 관리인원 및 조직에 있어 관리업무나 이용객의 확대에 비해 조직 및 인원의 증가가 전혀 없는 것으로 나타나 관리자의 업무량이 심화되고 있음을 보여주었다. 세출예산의 집행은 인력에 지출되는 비용이 68.2%로 매우 높게 나타나 인력에 의한 관리구조를 가지는 것으로 나타났다.

  • 최근 안전취약계층을 상대로 한 범죄가 증가함에 따라 사회적 약자를 위한 안전망 구축에 대한 관심이 증가하고 있다. 이를 위하여 사회안전망 구축 연구성과의 지속적인 실증을 위한 테스트베드를 필요로 하고 있다. 그러나 기존의 지능형국토정보기술혁신사업이나 U-Eco City R&D 사업 등의 테스트베드는 연구개발 성과물을 테스트베드에 적용하여 효과를 검증하는 단계에만 머물러 사업 종료 후 기술의 사업화 및 테스트베드의 지속적인 운영 관리 측면에는 미흡한 점이 많았다. 따라서 R&D성과물에 대한 지속가능한 운영 관리체계 및 제도가 필요한 실정이다. 본 연구는 기존의 테스트 베드 사례와 방범 및 범죄 예방 연구사례를 토대로 지능형 방범 실증지구의 개념을 정립하고, 실증지구 선정기준에 대해 제시하였다. 객관적인 평가기준을 통해 선정된 실증지구는 연구기간 이후에도 지속적인 운영이 가능하고, 시민들의 안전한 삶에 기여하는 실증지구의 표준모델을 확립할 수 있을 것으로 사료된다.

Improvement Directions for the G-SEED System from the Resident's Perspective - Focused on Certification Assessment Criteria for Apartment Buildings -

  • The building section is providing immediate causes for global climate change problems since it takes about 50% of carbon emission, 20~50% of waste discharge, 33% of energy consumption, 40% of resource use, and 17% of water consumption. So, many countries over the world have developed and implemented green building certification systems to assess sustainable performances of buildings since the early 1990s. In korea, the green building certification system to induce the diffusion of sustainable buildings was first introduced in 2002 and developed as an improved version of the G-SEED(Green Standard for Energy and Environmental Design) system in 2013 after major revisions of related legislations. This research conducts a survey targeting residents on an apartment building that was certified as green building and examines the importance of assessment criteria on apartment buildings to certify green buildings using the Analytic Hierarchy Process(AHP) method. And it proposes a new direction on certification assessment standards from the resident's prospective. As a result, assessment criteria such as indoor environment, ecological environment, energy & environment pollution, and maintenance management among 7 main ones turned out important on assessing the G-SEED system for apartment buildings, while criteria such as material & resource, water circulation management, and land use & transportation did relatively unimportant.

  • Growth of any country rest in the consumption of industrial wastes for its infrastructure amenities. Countries like India positively desires a vital utilization of industrial waste resembling paper sludge in the construction industry to make various building materials. Also, it is the duty of all civil engineers or researchers to attach them in mounting new materials from the waste dumped as land fillings. In every construction project, about 70% of cost accounts for the procurement of materials. If this, can be minimized consequently the cost of construction will certainly be condensed. Research has established that the waste paper sludge can be reused in the construction field for a probable scope. The construction diligences munch through a massive quantity of non-renewable resources. On the additional dispense, more waste paper board sludge ends up in landfills or dumpsites than those recycled. Consequently, waste paper sludge for use as a construction material composes a step towards sustainable development. Keeping this in mind an endeavor has been made to utilize paper board sludge acquired from the paper board industry and used with several pozzolanic and cementitious materials for a specific purpose. The addition of paper sludge has been varied from 0% to 20% by weight of cement. The tests done with the samples expose that four samples showed significant outcomes with remarkable strength and durability properties which guide to move for the next phase of research for producing lightweight tiles.

Land Use Feature Extraction and Sprawl Development Prediction from Quickbird Satellite Imagery Using Dempster-Shafer and Land Transformation Model

  • Accurate knowledge of land use/land cover (LULC) features and their relative changes over upon the time are essential for sustainable urban management. Urban sprawl growth has been always also a worldwide concern that needs to carefully monitor particularly in a developing country where unplanned building constriction has been expanding at a high rate. Recently, remotely sensed imageries with a very high spatial/spectral resolution and state of the art machine learning approaches sent the urban classification and growth monitoring to a higher level. In this research, we classified the Quickbird satellite imagery by object-based image analysis of Dempster-Shafer (OBIA-DS) for the years of 2002 and 2015 at Karbala-Iraq. The real LULC changes including, residential sprawl expansion, amongst these years, were identified via change detection procedure. In accordance with extracted features of LULC and detected trend of urban pattern, the future LULC dynamic was simulated by using land transformation model (LTM) in geospatial information system (GIS) platform. Both classification and prediction stages were successfully validated using ground control points (GCPs) through accuracy assessment metric of Kappa coefficient that indicated 0.87 and 0.91 for 2002 and 2015 classification as well as 0.79 for prediction part. Detail results revealed a substantial growth in building over fifteen years that mostly replaced by agriculture and orchard field. The prediction scenario of LULC sprawl development for 2030 revealed a substantial decline in green and agriculture land as well as an extensive increment in build-up area especially at the countryside of the city without following the residential pattern standard. The proposed method helps urban decision-makers to identify the detail temporal-spatial growth pattern of highly populated cities like Karbala. Additionally, the results of this study can be considered as a probable future map in order to design enough future social services and amenities for the local inhabitants.

택지개발사업의 환경친화적 대안평가모형 구축 (Alternative Evaluation Model in the Development of Environment-friendly Residential Land)

  • 최근 들어 택지개발사업이 크게 증가하는 추세이지만, 무분별한 택지개발은 개발대상 부지의 기존 녹지나 수목을 훼손시키게 되며 지형에도 많은 변화를 가져와 절개지가 발생하게 하는 등 환경을 많이 훼손하고 있다. 택지개발 등 개발사업을 시행할 때 지구지정시 수행하는 사전환경성검토제도와 개발계획의 승인전 협의를 하게 되어 있는 환경영향평가제도가 있다. 사전환경성검토는 택지개발계획 수립 후에 시행하며 환경영향평가는 실시설계 완료 후에 수행하기 때문에 선정된 택지개발지에서 발생할 수 있는 환경문제에 대한 저감방안 강구 등 소극적이고 수동적인 대처에 그치는 경우가 많다. 본 논문의 목적은 초기 입지선정단계에서 택지개발사업을 환경친화적으로 지속가능하게 수행할 수 있도록 대안평가모형을 구축하는 것이다. 이를 위해 선행연구에서 조사된 택지개발사업의 환경평가요인을 바탕으로 퍼지추론과 AHP기법을 이용하여 대안평가 모형을 구축하였다. 의사결정자가 각 대안의 환경훼손도를 10점 척도법에 의해 평가하면 퍼지추론에 의해 환경성능(EP: Environmental Performance)으로 변환하고, AHP기법에 의해 미리 산정된 항목별 가중치를 적용하여 통합환경성능(TEP: Total Environmental Performance)을 산정한다. 통합환경성능이 가장 높은 대안이 최적안으로 선택된다. 이 연구에서 제시한 평가방법을 적용하면 토지이용계획이 확정되지 않은 상태에서 두 가지 이상의 택지개발 예정지역 대안을 정량적으로 평가할 수 있을 것이다. 이로써 택지개발 사업시행으로 발생할 수 있는 환경훼손을 초기 입지단계에서 확인하여 환경오염을 원천적으로 제거해 나갈 수 있을 것이다.

도시재생사업을 위한 토지비축의 필요성 : 프랑스 토지비축기관을 사례로 (The necessity of land banking for urban regeneration projects : A case of land banking agency in France)

  • 본 논문은 프랑스 토지비축 사례를 통해 지속가능한 도시재생사업을 위해서는 토지비축제도가 개선될 필요가 있고 비축대상 토지의 확대가 가능하다는 점을 제시하고자 하였다. 프랑스에는 총 35개의 토지비축 기관이 존재하며 지자체의 필요에 의해 만들어진다. 이들 기관의 주요기능은 토지의 매입, 관리, 분할, 토지정비(오염 제거 등), 토지활용계획 검토 등이다. 1960-70년대는 브라운필드, 유휴지 중심의 토지매입 및 정비가 주로 진행되었으나, 2000년 이후에는 주로 부족한 사회임대주택 공급을 위해 토지비축을 하고 있다. 도시재생사업에서 어떻게 토지를 저가에 공급할 것인가에 대한 방안으로 가장 많이 언급되는 것이 토지은행의 활용이다. 이를 위해서는 공공개발용 토지비축에 국한된 「공공토지의 비축에 관한 법률」 등 관련법의 개정이 필요하다. 또한 도시재생사업을 위한 토지를 비축할 수 있도록 법 개정이 된다하더라도 재원의 한계로 전국 도시재생사업 대상지의 토지를 비축하는 것은 쉽지 않을 것이다. 따라서 주택도시기금이나 지자체 정비기금을 활용한 도시재생사업을 위한 토지 비축 재원의 확보 방안도 모색되어야 한다.

CHARACTERISTICS AND PRACTICAL USE OF THE NATIONAL ENVIRONMENTAL ASSESSMENT MAP IN KOREA

  • This study was performed for developing the National Environmental Assessment Map (NEAM) in Korea and presenting the application method of NEAM. This NEAM adopted the least indicator method and uses a Geographic Information System (GIS). This map is made through evaluation of 67 items, including greenbelt status and biodiversity. As a result, the construction of NEAM was defined as a process of identifying land use to scientifically assess the physical and environmental value of land and classify conservation value into several grades for the sustainable management of environmental resources. After applying NEAM criteria of five degrees to the whole of Korea, Grade I, showing the highest conservation value, accounted for 45.6% by land area of NEAM. Grades II, III, IV, and Ⅴlikewise accounted for, respectively, 23.6%, 17.9%, 6.3%, and the lowest conservation value of 6.6%. This map can be widely used in, for example, urban and regional planning, development planning, and environment impact assessment.

京安川 流域의 土地利用에 따른 河川物質의 變化 (Changes in Stream Water Quality According to Land Use at Kyong-an Stream)

  • The relationship between land uses and water quality was investigated at Kyong-an Stream. Some 70% of this watershed was forested area, half of which was comprised of Pinus densilflora community. Concentrations of $NH_4^{+},\;NO_3^{-},\;NO_2^{-}, total nitrogen, $Cl^{-},\;PO_4^{3-}$, DO, and BOD increased gradually from upstream to downstream, whereas heavy metals did not have such tendancy with the exception of a few sites. Urban area was significantly correlated with hardness and chloride concentration. Relationship among phosphate concentration(P), cultivated field area(F), and stream length(S) in each basin was P = 1.7912 F/S+0.0103. the concentration of $NH_4^{+}$ was positively correlated with the population size and cow density within the catchment. The effect of urban area(U) and stream length of the pH(pH) was represented by pH = -4.7344 U/S+6.52. It can be concluded that the control of nonpoint source pollution as well as point source pollution is one of the important problems of water quality management, especially geological properties must be considered for sustainable development.
