Objectives: The objective of this study was to test the feasibility and acceptability of a new workers' health surveillance (WHS) for fire fighters in a Dutch pilot-implementation project. Methods: In three fire departments, between November 2007 and February 2009, feasibility was tested with respect to i) worker intent to change health and behavior; ii) the quality of instructions for testing teams; iii) the planned procedure in the field; and iv) future WHS organisation. Acceptability involved i) satisfaction with WHS and ii) verification of the job-specificity of the content of two physical tests of WHS. Fire fighters were surveyed after completing WHS, three testing teams were interviewed, and the content of the two tests was studied by experts. Results: Feasibility: nearly all of the 275 fire fighters intended to improve their health when recommended by the occupational physician. The testing teams found the instructions to be clear, and they were mostly positive about the organisation of WHS. Acceptability: the fire fighters rated WHS at eight points (out of a maximum of ten). The experts also reached a consensus about the optimal job-specific content of the future functional physical tests. Conclusion: Overall, it is feasible and acceptable to implement WHS in a definitive form in the Dutch fire-fighting sector.
This paper presents a graph-based method of detecting and tracking moving objects in H.264/SVC bitstreams for video surveillance applications that makes use the information from spatial base and enhancement layers of the bitstreams. In the base layer, segmentation of real moving objects are first performed using a spatio-temporal graph by removing false detected objects via graph pruning and graph projection, followed by graph matching to precisely identify the real moving objects over time even under occlusion. For the accurate detection and reliable tracking of moving objects in the enhancement layer, as well as saving computational complexity, the identified block groups of the real moving objects in the base layer are then mapped to the enhancement layer to provide accurate and efficient object detection and tracking in the bitstreams of higher resolution. Experimental results show the proposed method can produce reliable results with low computational complexity in both spatial layers of H.264/SVC test bitstreams.
Purpose: An objective of this study was to investigate nurses' perceptions toward patient safety culture and to examine the factors affecting safety care activities. Methods: The participants were 429 nurses, at 6 hospitals located in regions, which have 150 to 300 beds, and HSOPSC (AHRQ, 2009) and questionnaire on safety care activities were used as measurement tools. Descriptive statistics, independent t-test, one way ANOVA, and stepwise multiple regression with SPSS/WIN version12.0 were used to analyze the data. Results: Supervisor manager expectations and actions promoting patients safety and frequency of events reported were the highest as positive responses, whereas staffing and nonpunitive response to errors showed the lowest scores as positive responses. Scores of medication surveillance is the highest while firefighting surveillance is the lowest in terms of safety care activities. Significant predictors influencing safety care activities were frequency of events report, handoffs and transitions, work unit a patient safety grade, organizational learning-continuous improvement, and teamwork across units. These predictors account for 23% of the variance. Conclusion: These results suggest that hospital policies and systems should be built to settle patient safety culture effectively. Development of standard manuals for safety care activities is another critical element for promoting patient safety.
Although human rabies deaths are rare, the disease remains a public health problem in Korea. Here we report the outbreaks and surveillance of animal rabies in Gangwon-do. Animal rabies infections were identified in 119 animals from 1993 to 2003. The $78\%$ of all rabid animals were domestic species in Gangwon-do. Wild Korean raccoon dog (N. p. koreensis) continued to be the only reported rabid wildlife species. Outbreaks of rabies infections in Korean raccoon dogs are found in broad geographic regions across the northern Gangwon-do. The principal rabies hosts today are probably wild animals in Gangwon-do. The malaise, cerebral dysfunction, anxiety, confusion, agitation and abnormal behavior of the animals were the important symptoms of the disease. The Encephalitis, infiltration with lymphocytes and polymorphonuclear leukocytes and the inclusion bodies (Negri bodies) in neuronal cells were the specific histopathological signs. The results of indirect fluorescent antibody test (IFA) for animal rabies diagnosis were identical and the technique was useful to diagnose the disease. Preexposure vaccination is recommended for persons in high-risk groups, such as laboratory workers, veterinarians and certain animal handlers.

As animal welfare issue becomes important, the European Union bans conventional cages for laying hens from 2012. So the alternative housing systems like floor pens, aviaries or free range systems have been suggested. From 2011 to 2014, we monitored 20 welfare-oriented laying hen farms in South Korea to figure out serological status of major viral diseases. During this period, total 3,219 blood samples were collected from the randomly selected chickens to test and evaluate the hemagglutination inhibition titers for low pathogenic avian influenza, Newcastle disease and egg drop syndrome '76. A total of 2,926 blood samples were tested through enzyme linked immunosorbent assay (ELISA) to assess the serological status of infectious bronchitis (IB). The distribution of ELISA titers for IB was various from almost 0 to 20,000 through the all weeks of age. Also, the antibody coefficient of variation for most of the diseases in this study was higher than those of typical cage layers. As this study was the first surveillance for major avian viral diseases of the animal welfare-oriented farms in South Korea, the results obtained from this study will help to determine what information and resources are needed to maintain better biosecurity and to improve the health and welfare of laying hen flocks.
정지 영상이나 비디오 영상 시퀀스에서 배경 영상으로부터 움직이는 관심 물체를 구별하기 위한 실시간 물체 검출은 물체의 위치 추적과 인식에 있어 필수적인 단계이다. 물체 분할 후에 그림자 영역이 움직이는 물체 영역에 포함되어지기 때문에 그림자는 물체의 일부분 혹은 움직이는 물체로 오분류될 수 있다. 이러한 이유로 그림자 제거 알고리즘은 움직이는 물체 검출 및 추적 시스템의 결과에 중요한 역할을 한다. 이 문제점들을 해결하기 위해 본 논문에서는 움직이는 물체의 특징과 색상공간에서 그림자의 특징에 기반을 둔 정확한 물체 검출과 그림자 제거 알고리즘을 제안한다. 실험결과는 제안 알고리즘이 실험 영상에서 물체 검출과 그림자 제거에 대해 효과적인 것을 알 수가 있다.
In this study, an experimental device was fabricated to evaluate the hovering flight performance of a single rotor on a hexacopter used for river surveillance, and a thrust performance test was conducted. In addition, the 3D profile of the propeller was extracted by 3D scanning and CFD analysis was performed using ANSYS CFD 14.5 based on the extracted 3D model of the propeller. The aerodynamic characteristics were compared with the results of the performance tests and CFD analysis, and the vortex structure corresponding to each motor rotational speed in revolutions per minute (rpm) was identified. In the future, we plan to provide valuable data for multicopter propeller design and performance verification.
Human error (HE) is an important concern in safety-critical systems such as nuclear power plants (NPPs). HE has played a role in many accidents and outage incidents in NPPs. Despite the increased automation in NPPs, HE remains unavoidable. Hence, the need for HE detection is as important as HE prevention efforts. In NPPs, HE is rather rare. Hence, anomaly detection, a widely used machine learning technique for detecting rare anomalous instances, can be repurposed to detect potential HE. In this study, we develop an unsupervised anomaly detection technique based on generative adversarial networks (GANs) to detect anomalies in manually collected surveillance data in NPPs. More specifically, our GAN is trained to detect mismatches between automatically recorded sensor data and manually collected surveillance data, and hence, identify anomalous instances that can be attributed to HE. We test our GAN on both a real-world dataset and an external dataset obtained from a testbed, and we benchmark our results against state-of-the-art unsupervised anomaly detection algorithms, including one-class support vector machine and isolation forest. Our results show that the proposed GAN provides improved anomaly detection performance. Our study is promising for the future development of artificial intelligence based HE detection systems.
본 논문에서는 드론의 표적탐지 임무 수행 시 상대운동 정보 제공을 위하여 지정된 표적을 탐지하고 인식하는 스마트 표적탐지 시스템을 제안하였다. 제안된 시스템은 적절한 정확도(i.e. mAP, IoU) 및 높은 실시간성을 동시에 확보할 수 있는 알고리즘을 개발하는데 중점을 두었다. 제안된 시스템은 Google Inception V2 딥러닝 모델의 100k 학습 후 test 결과가 1.0에 가까운 정확성을 보였고 실시간성도 Nvidia GTX 2070 Max-Q를 기반으로 한 고성능 노트북 활용 시에 추론 속도가 약 60-80[Hz]를 기록하였다. 제안된 스마트 표적탐지 시스템은 드론과 같이 운용되어 컴퓨터 영상처리를 활용하여 표적을 자동으로 인식하고 표적을 따라가면서 감시정찰 임무를 성공적으로 수행하는데 도움이 될 것이다.
월성 원자력발전소의 안전계통은 비상사태시에만 작동하는 3분의 2논리로 구성되어 있다. 그들의 작동성을 보증하기 위해 이 안전계통은 주기적으로 점검되어진다. 본연구에서 사람의 실수가 고려되어진 3분의 2논리 구성 시스템에서의 불이용도가 계산되어졌다. 그리고 우리는 시험기간중에 사람의 실수또는 기계의 고장으로 인해 발전정지를 일으킬 확률을 구했다. 우리는 이 불이용도와 발전정지를 일으킬 확률을 둘다 고려하여 적정한 최적점검주기를 계산하였다. 이렇게 얻어진 점검주기와 현재 사용되는 점검주기를 비교하면 사람의 실수를 최소(8.24 $\times$$10^{-6}$ )로 보았을때 최적점검주기는 현재 사용되는 점검주기 보다 조금 짧았고 사람의 실수를 최대 (4.44 $\times$$10^{-4}$ )로 보았을 때 최적점검주기는 현재 사용하는 점검 주기보다 다소 긴 것으로 계산되어졌다.
