The purpose of this study is to present the technology value model based on profit approach and IITP practical guide for Ethernet network technology, which is the core technology of autonomous vehicles and connected cars in the hyper-connected industry. In-vehicle network, Ethernet technology, Ethernet port count, port pricing, and application data for technology assessment are sources of global market research organizations. The data on the company's COGS (Cost of Goods Sold), operating capital requirement, capital expenditure, and income statement data are used by the Bank of Korea's Business Analysis Report. According to the results of the study, the product market size was estimated to be US $470.3 billion and the technology market size was $52.1 billion over the seven years of economic life cycle of technology. The market value of the technology was estimated to be $260 million reflecting the possibility of entry into the market. In the case of the corporate management analysis report, the average value of the IITP and the top 25% were $0.7 million and $40.2 million, respectively. -27.8 million, and -73.6 million dollars respectively. This implies that government support for policy support is needed when conducting corporate R&D with high cost-to-sales ratio. The results of this study can be used as a reference for the evaluation of technology demand based ICT R&D technology in the industrial internet market in the fourth industrial revolution era.

Recently as development of internet, Service based on World Wide Web is rapidly growing. According to this, Importance for suitability of web service is emphasized by increased user with development of technique of web service. Geospatial information field included with River Geospatial information(HydroG-OneFlow) has been doing that many study about web service which center of IT, However study about test of web service is lacking of situation. Accordingly, verification should be carried out to determine the performance of Web services with the Web services implementation HydroG-OneFlow. Performance & stability test are verified that HydroG-OneFlow for Apache Jmeter of open source and conformability & interoperability test are verified for StyleCop. Result of performance is that if users are increase the number of 500, average responses time is about two seconds. and Result of reliability is that if users are increase the number of 500, decrease about 0.2%. it is verified that conformability and interoperability test to swelled about reliability of HydroG-OneFlow. Through that It will be compensate for the implementation of seb service and vulnerability of HydroG-OneFlow.
This study aimed to understand the current status of science and engineering university(SEU) R&D operations depending on the research project characteristics(e.g., stages and characteristics), then provide implications for future university R&D support systems and related policies. Hence, an online survey targeting SEU R&D recipients was conducted between October 4th to November 5th, 2021. Analyzing 445 valid data using the Apriori algorithm, 16 association rules for R&D operation according to the research project characteristics show that regardless of research characteristics, SEU's R&D projects, particularly in applied research, were funded or operated under the leadership of government or public institutions. For basic research, individual researchers had a higher level of autonomy in determining research topics; yet, they had a short duration (3 years) and a unit of evaluation period of more than 3 years. These findings can be empirical evidence for revealing the relationship among various variables in operating SEUs' R&D.

The adoption of smart factories and smart manufacturing as strategies to enhance competitiveness and stimulate growth in the manufacturing sector is vital for a country's future competitiveness and industrial transformation. The government has consistently pursued smart manufacturing innovation policies starting with the Manufacturing Innovation 3.0 strategy in the Ministry of Industry. This study aims to identify policy areas for smart factories and smart manufacturing based on technical standards. Analyzing policy areas at the current stage where the establishment and support of domestic standards aligning with international technical standards are required is crucial. By prioritizing smart manufacturing process areas within the industry, policymakers can make well-informed decisions to advance smart manufacturing without blindly following international standardization in already well-established areas. To achieve this, the study utilizes a hierarchical analysis method including expert interviews and importance-performance analysis for the five major process areas. The findings underscore the importance of proactive participation in standardization for emerging technologies, such as data and security, instead of solely focusing on areas with extensive international standardization. Additionally, policymakers need to consider carbon emissions, energy costs, and global environmental challenges to address international trends in export and digital trade effectively.

The purpose of this research is to improve the investment success rate for startups in the water industry for the development of the entrepreneurial environment of the Korean water industry. In this research, we identified investment determinants through prior research and stratified them, and then surveyed the investor group at the beginning of the start-up using the FGI method, and determined the order of the investment determinants of investors. At the same time, we classified 41 start-ups related to the water industry into two groups: the group that received investment and the group that did not in the early stages of the start-up. Then we investigated the understanding of the investor's investment determinants, ranked them, and compared them by using the AHP technique. Through this, this research proposes five implications. First, it is important for start-ups in the early stages to receive seed investment to revitalize investment for startups in the water industry. For this, startups need to understand investors and prepare to attract investment with the perspective of angel investors rather than the perspective of VC investors. Second, Start-ups in the water sector should consider that the characteristics of the founder are important in order to receive seed investment, and also need to define their business at the industry and market level, and provide relevant rationale to meet the expectations of investors who value industry expertise and experience, and to increase the possibility of seed investment, which is important in the early stages of a startup. Third, institutions, such as K-water(Korea Water Resources Corporation), that support water industry startups need to conduct open innovation business opportunities discovery programs linked to startups so that startups currently participating in the startup support program could have business opportunities from the business infrastructure of platform-forming companies in the water industry. In particular, such institutions should help founders develop their industrial expertise and careers by supporting this type of start-up preparation process through the participation of in-house venture founders. Fourth, when K-water uses the government start-up support fund to discover and foster founders, it should increase initial contact with seed investors, conduct more thorough verification of business plans, and develop programs that use government start-up support funds to prepare a business suitable for seed angel investors. Fifth, K-water should support seed by connecting funds for initial investment among funds operated by itself. It is also necessary to develop a program that links the company receiving the seed investment with VC investment, not angel investment in cooperation with the VC fund operation entity participating as an LP so that companies that have attracted seed investment could attract follow-up VC investment.

This study aimed to investigate students' perceptions at science and technology specialized universities towards entrepreneurship support policies and to derive policy improvement measures by applying a bottom-up approach to reflect the requirements of the policy beneficiaries, i.e., the students. Specifically, the research explored effective execution strategies for student entrepreneurship support policies through a survey and analysis of KAIST students. The findings revealed that KAIST students recognize the urgent need for improvement in sharing policy objectives with the student entrepreneurship field, reflecting the opinions of the campus entrepreneurship scene in policy formulation, and constructing an entrepreneurship-friendly academic system for nurturing student entrepreneurs. Additionally, there was a highlighted need for enhancement in the capacity of implementing agencies, as well as in marketing and market development capabilities, and organizational management and practical skills as entrepreneurs within the educational curriculum. Consequently, this study proposes the following improvement measures: First, it calls for enhanced transparency and accessibility of entrepreneurship support policies, ensuring students clearly understand policy objectives and can easily access information. Second, it advocates for student-centered policy development, where students' opinions are actively incorporated to devise customized policies that consider their needs and the actual entrepreneurship environment. Third, there is a demand for improving entrepreneurship-friendly academic systems, encouraging more active participation in entrepreneurship activities by adopting or refining academic policies that recognize entrepreneurship activities as credits or expand entrepreneurship-related courses. Based on these results, it is expected that this research will provide valuable foundational data to actively support student entrepreneurship in science and technology specialized universities, foster an entrepreneurial spirit, and contribute to the creation of an innovation-driven entrepreneurship ecosystem that contributes to technological innovation and social value creation.
The purpose of this study is to suggest the improvement plan for an effective benefit sharing support policy through empirical analysis on the benefit sharing operation of government as well as the benefit sharing support policy of government affecting firm performance. Therefore, this study analyzed current problems on benefit sharing operation of government as well as performed a survey for 225 participating and cooperation firms regarding firm performance. This study found some improvements such as insufficient diverse incentive measures leading to the difficulty of participating firm's increase and spread, insufficient substantial benefit sharing such a cash allocation between consignment firms, the increase of biz management system model failing to induce innovation of new technology or product, and difficult spread into 2nd, 3rd cooperative firms besides 1st ones, meanwhile, verifying the positive influence of government benefit sharing support policy on both participating and cooperation firms, especially on the performance of cooperation firms. As a further study, it is necessary to increase the objectiveness and accuracy of a research through verification of the interrelationships between firm statue and performance on the basis of more objective and quantitative data such a sales increase or R&D capability of cooperation firms.
Government R&D support for SMEs is very important and the R&D budget is also increasing. This study suggests a new method for analyzing a performance of R&D programs and analyzes the performance of R&D programs funded by small & medium business administration using the method. We discuss new measures "efficiency" that means short-term performance and "effectiveness" that means long-term performance. Weights based on the R&D programs' characteristics among the various sub-indicators of two measures were derived, and then the final scores were calculated by combining the weights with the responses on the indicators. Finally, this study tests the mean differences between R&D programs statistically. As a results, efficiency of R&D programs shows a significant difference between the R&D programs, while effectiveness does not. Most of the efficiency scores are low, whereas the effectiveness scores are high. The results explain that the R&D programs are managed inefficiently. However, most SMEs predict a positive impact of government R&D supports on effectiveness in the long term. Government needs to try to improve the efficiency of R&D supports because SMEs cannot expect sustainable performance with no improvement in efficiency.
Science and technology (S&T) is one of the most important elements in a nation's competitiveness. In an effort to strengthen their national competitiveness, all countries are focusing on upgrading the level of eir S&T. With these factors in mind, Korea has increased its support of national research and development (R&D). In recent years, this added support has resulted in an increased interest in the effectiveness of R&D. We have made continuous efforts to enhance the accountability and effectiveness of R&D by strengthening performance evaluation and considering R&D evaluation results during the budget review (appropriation) process. In order to change to a performance based system, we need to develop objective and scientific indicators to measure and evaluate the quality of the research performance of R&D programs. One of the primary research outcomes is publications. The impact factor of publications is widely used to evaluate overall journal quality and the quality of the papers published therein. However, the use of impact factors has been criticised because they can vary greatly when works from different subject areas are compared. In order to overcome this limitation, we have developed three kinds of qualitative indicators, which are functions of the impact factor. Two of these qualitative indicators, Modified Rank Normalized Impact Factor and Ordinal Rank Normalized Impact Factor, are based on order statistics (rank) for all journals from a specific specialty. The third qualitative indicator, Relative Field Impact Factor, uses the average impact factor of all journals within a subject category. We also suggest a quantitative indicator, Percentage of Contribution. In this study, we suggest 4 indicators and use them to evaluate the performance of outcomes from three R&D programs supported by the Ministry of Education, Science & Technology. We also perform a simulation study to verify the effectiveness of the proposed indicators. It can be shown that the proposed Ordinal Rank Normalized Impact Factor is the most reliable and effective indicator for comparing research performance across subject categories. However, we recommend using previous indicators in combination with the proposed indicators in this study for the research evaluation of R&D programs.
This study analyzes the current status of how to manage the national R&D program and the systematic problems of R&D planning, evaluation, and management, and then shows the strategy to support special agency of national R&D management for effective operation. Additionally, this study seeks to search for the macro methods to coordinate and to develop the roles and functions of special agency of national R&D management, and to promote efficiency and productivity of the National R&D investment. First of all, this study generally introduces the national R&D and surveys each special agency of national R&D management by analyzing the status of each agency charged by Ministry. Also, this study defines special agency of national R&D management by investigating each agency's status based on law and finds out the strategy to support special agency of national R&D management for effective operation. Each special agency of national R&D management is based on acts, administrative orders, or blanket contracts and takes whole charge of each National R&D program. The organization forms of special agency of national R&D management can be classified into two forms: One is a form to plan, to evaluate, and to manage the National R&D program and other is a form to research program together with the functions of planning, evaluation, and management. Therefore, this study defines special agency of national R&D management as "an organization, having a legal basis(acts, administrative orders), funded and charged by government for executing R&D planning, evaluation and management of R&D program." This study shows the strategy to operate special agency of national R&D management efficiently by analyzing each agency's current status and comparing each agency with each other. Moreover, every agency has a committee member pool, and the pool is classified well according to the fields of work and technology. Also, the special agency of national R&D management has its own organization to manage performances of program.
