This paper investigated the effects of a government production and shipment stabilization policy and the improvement plan for vegetables in Korea. In this study, a simulation focused on the changes in farm income for Chinese cabbages & radishes using scenarios. The result shows an increase in farm income according to the government policy. In the short-term, demand and supply are fixed, and the policy effect is positive due to the price support effect of the project. However, for mid- to long-term, the price decreases due to the expansion of supply by business beneficiaries, which is likely to be adversely affected by an unstable supply and demand. This increases the burden of government and local government subsidies. This phenomenon is expected to be amplified as the ratio of production and shipbuilding stabilization programs and items expand. When expanding items and adjusting and setting the percentage of participation in the project, it is desirable to set and operate the appropriate business ratio taking into consideration the demand. To improve the effectiveness of the policy, the following remedies were suggested. First, national supply and demand guidelines should be set up, and the autonomous supply and demand control of the producers should be guided by the different preservation according to the implementation of the supply and demand control obligation. As for detailed equipment, it is necessary to establish the reproduction price for each item, set the base price for each wholesale market, increase the incentive for the producers to participate, and fund a business budget to secure business stability.

1963년 우수 기술인력의 확보를 위해 기술사제도를 도입한 후, 주택건설 200만호 건설 등 건설경기의 활성화로 인한 건설기술자의 수급불균형 등을 해결하기 위하여 학력 및 경력기술자를 건설기술자로 인정하는 제도를 1995년에 도입하였다. 이러한 인정기술자제도의 도입으로 건설기술자는 양적으로 크게 증가하여 2000년 이후 건설기술자의 심각한 공급초과가 발생하였고, 이에 따라 최고 기술자격인 기술사의 활용에 있어 심각한 폐해가 일어나고 있다. 정부는 최근 WTO협약에 의한 기술개방, 국가간 상호인증 등과 관련한 기술사의 전문성을 확보할 수 있는 법 ${\cdot}$ 제도적 기반을 마련하고 있다. 이러한 제도적 측면을 반영한, 정확한 기술사의 인력수급예측을 통하여 기술사 인력 수급의 문제점을 분석하고, 향후 기술사 인력의 수급을 조정하기 위해 제도적인 측면의 개선방안을 제시하고자 한다. 본 연구의 결과는 향후 선진수준의 기술사 인력수급체계 구축은 물론 효율적이고 일관된 기술사 양성 및 활용 체제 구축에 이용될 수 있을 것이다.

최근 한전에서는 배전부문을 분리하여 발전부문과 배전부문이 입찰시장에 참여하여 수요와 공급에 따라 시장가격이 결정되고 송전망을 개방 배전회사의 자유로운 사용을 보장하고 있다. 본 논문에서는 전력 수요 요인(기온, 경제성장)에 따른 패턴을 추출하여 전력 수요를 예측 한다. 예측된 데이터들을 Database화하여 Web으로 보여주며 발전 최적 시장가를 제안한다. 제안 시스템은 앞으로 개방될 전력 수급 시장에서 정확한 수요 예측을 통하여 경쟁력을 향상 시키고 전력 수급의 원활을 통해 소비자의 만족도를 증가시킨다. 또한 전년, 전월, 전주, 전일의 시간대별 전력 사용량을 미리 예측하고, 분석하기 때문에 공급자가 전력을 생산하는데 필요한 기본요금 절감효과와 하한가를 정함으로써, 사용자의 기본요금 지출을 절감할 수 있다.

본 연구는 경호경비 관련인력 수급현황에 대한 연구의 필요성을 인식하고 경호경비 관련인력 수급 실태 및 추이, 경호경비 관련인력의 직능별 미충원 실태 및 추이를 분석하는데 그 목적이 있다. 이와 같은 목적을 달성하기 위하여 MS-EXCEL 2010을 활용하여 그래프 및 추세선(3차 다항식)으로 추이를 분석하였다. 이를 통하여 도출한 연구결과는 다음과 같다. 첫째, 2009년 상반기부터 2015년 상반기까지 경호경비 관련인력 수급 현황 및 추이를 분석한 결과, 전체 경호경비 관련인력 부족률은 1.2% ~ 1.6%로 나타났다. 둘째, 2009년 상반기부터 2013년 하반기까지 경호경비 관련인력의 직능별 미충원 현황 및 추이를 분석한 결과, 전체 경호경비 관련인력의 직능별 미충원 현황은 직능1수준 785명 ~ 2,557명 범위에서 가장 높은 것으로 나타났다. 따라서 경호경비 관련인력의 수급을 위해서는 (1) 인력수급 추이 및 전망에 따른 경호경비 관련인력 양성, (2) 직능별 수준을 고려한 경호경비 관련인력의 전문성 확보, (3) 국가직무능력표준(NCS)을 활용한 경호경비 전문인력 육성 등에 대한 관심을 제고하여야 할 것이다.

본 연구는 디지털미디어 서비스를 제공하는 플랫폼 사업자들의 콘텐츠 공급과 이용의 다양성을 장기간에 걸친 종단적 데이터로 측정하고 그 함의를 논의하기 위한 연구이다. 유료방송 사업자의 승인 및 재허가에 있어 방송의 공공성, 공익성을 평가하는 항목으로 다양성 지표에 대한 측정시도가 있었으나 주로 횡단적인 공급측면의 다양성 측정 방법론에 그치고 있다. 따라서 연구자는 본 연구를 통해 두가지 측면의 평가 가능성을 확인하고자 한다. 첫째, 공급측면 이외에 이용자의 실제 시청 데이터를 활용한 수요측면의 측정방법론, 둘째, 장기적인 다양성 추구의 변화 과정을 평가하는 종단평가 방법론을 제안하고자 한다. 본 연구에서는 특정 플랫폼 사업자의 실제 공급, 수요 데이터를 확보하여 2012년에서 2017년에 이르는 50여개월간의 종단적 다양성 추구 지표의 추세를 확인하였다. 이 연구를 통해 횡단적 평가와 공급중심의 평가의 한계를 넘어 보다 균형 잡힌 방송의 공공성, 공익성 평가 방법으로 공급과 수요측면 및 종단적 다양성 평가가 새롭게 활용될 것으로 기대하는 바이다.

외항 상선 선박 척수가 증가하고 있지만, 한국인 해기사가 감소하여 인력 부족 문제가 심각하게 대두되고 있는 상황에서 본 연구는 외항 상선 해기사 인력 수요와 공급을 결정하는 요인들을 객관적으로 측정하여 정확한 인력 수요와 공급을 예측하고자 하였다. 인력 수요는 선박 규모별 필요 해기사 수의 차이를 반영하여 선박 증가 예측치에 이를 적용하여 직급별로 예측하였다. 인력 공급은 Markov모형을 활용하여 연도별 승진, 이직, 퇴직, 신규 진입 등의 증감요인을 반영하여 직급별 연령별로 세분화하여 예측하였다. 외항 상선 해기사 인력 수요는 2023년 11,638명에서 2030년 13,879명으로 증가하고, 공급은 2023년 7,006명에서 2030년 6,426명으로 감소하여 2040년에는 부족인원이 1만명을 넘는 것으로 예측되었다. 본 연구는 객관적인 데이터와 과학적 분석방법 및 논리적 추론을 통해 예측의 정확도를 제고하여 외항 상선해기사 인력 부족 문제를 해결하는데 유용한 자료로 활용될 수 있을 것이다.

지식경제부(MKE)는 매2년마다 전력수급기본계획을 수립한다. 본 논문에서는 전력수급기본계획 수립시 전력수요를 과대 또는 과소로 예측한 것이 차기 전력수급기본계획 수립시 전원혼합(Energy Mix)에 미치는 영향을 정량적으로 평가하였다. 전력수요 자료는 2005년도에 예측한 제3차 전력수급기본계획의 전망치를 이용하였고 전원혼합을 도출하기 위하여 전력거래소(KPX)에서 활용하고 있는 WASP 전산모형을 단순화한 시뮬레이션 모형을 구축하였다. 2005년도 전력수요를 적정, 5% 과대 그리고 5% 과소 예측한 경우에 대하여 각각 단순화한 시뮬레이션 모형을 이용하여 2005년도 전력수급기본계획의 전원혼합을 도출하였다. 이 3가지 전원혼합을 초기조건으로 하여 2005년도의 적정 전력수요가 2007년 이후에 적용된다고 보고 2007년도에 차기 전력수급기본계획의 전원혼합을 도출하였다. 전력수요가 적정일 경우, 2005년도와 2007년도 전력수급 기본계획의 전력수요는 동일하므로 전원혼합에 변화가 없다. 전력수요를 5% 과대 또는 5% 과소 예측한 경우, 계획된 발전소 건설을 차기 전력수급기본계획 수립시 줄이거나 늘려야 하는데 건설기간이 짧은 LNG 발전소가 그 영향을 받는 것으로 나타났다.

Although Jeju is an island, its electricity demand is 430MW. It indicates electricity demand and its growth rate in Jeju are higher than mainland average. The supply of electricity in Jeju consists of power plants within the island and connection of main system using cable line. The cost of supply is higher than mainland system. However the electricity rate and DSM incentives were treated equally with mainland. Therefore, Effective DSM promotion has not been carried out. This paper analyzes the policy alternatives of supply in Jeju and presents effective DSM countermeasures. Also it presents long-term policy on stabilization of supply and demand in Jeju.

This study focuses on affording a material basis for rearranging the manpower supply system in port and logistics industry for Busan's international competitiveness strategies. First of all, the current state and future plan of port and logistics industry, as Busan's main strategic industry, are reviewed. Then theoretical background are introduced for the estimate of demand. As a methodology of this research, Cubic model is applied to estimate the demand of manpower by using 10 year time series data from 1993 to 2002. This paper also surveyed the supply side of port and logistics industry manpower in Busan area. The amounts of mismatched equilibrium between the demand and the supply are measured in this study. The concluding remarks shows some suggestions for the problem of mismatch and the relating policy planning.

The purpose of this study was to estimate the future demand for certified teachers at childcare centers. This is an essential step to secure the supply of childcare teachers in the future. To achieve this purpose, the demand for childcare teachers from 2006 to 2020 were estimated using time series techniques with data on the number of childcare teachers from 2002 to 2005. According to time series estimates, the demand for childcare teachers is expected to increase steadily from 1,224 to 1,956 annually. This illustrates the need for mid-term and long-term planing in order to guarantee an adequate supply of childcare teachers.
