  • The electric power industry have recently been building out Smart Grids, a two-way electricity grid that connects power consumers and producers to a network that enables one to respond quickly to any eventuality. The construction of a two-way electricity grid means that the power control process becomes unified, from what used to be separate processes that originate individually from the consumption phase and the production and supply phases. The role of power control that takes place within each section of the power system may be independent. However, this does not mean the independent control sections are operated individually, but are configured to meet a single target and purpose. Each control section possesses enough degree of independency to respond to eventualities that may occur within different stages of the power system, but at the same time, possesses unified system elements for the stability of the entire power system. From this perspective, Smart Grids are widely regarded as the most rational power industry operation plan. A variety of different control and communication systems can be applied for an effective deployment of Smart Grids. Recently, we have seen systems such as PMS(Power Management System) and PAS(Process Automation System) applied in the deployment of Smart Grids, which are developed from the techniques utilized in the industry. The PMS is attracting particular attention for its power operations management ability. In this study, we propose plans for improvement in the rational development of power system controls through case studies of live PMS operations.

Real-time Natural Disaster Failure Analysis Information System Development using GIS Environment (GIS환경의 실시간 자연재해정보를 연계한 재해고장분석시스템 개발)

  • Earth's environment issues are introduced recently and every year the social loss have been occurred by the impact of various disaster. This kind of disaster and weather problems are the increasing reason of electricity transmission network equipment's failures because of exposing by the natural environment. The emergency and abnormal status of electricity equipment make the power outage of manufacturing plant and discomfort of people's lives. So, to protect the electricity equipment from the natural disasters and to supply the power to customer as stable, the supporting systems are required. In this paper, the research results are described the development process and the outcomes of the real-time natural disaster failure analysis information system including the describing about the impact of disaster and weather change, making the natural weather information, and linking the realtime monitoring system. As of development process, according to application development methodology, techniques are enumerated including the real time interface with related systems, the analysing the geographic information on the digital map using GIS application technology to extract the malfunction equipment potentially and to manage the equipments efficiently. Through this system makes remarkable performance it minimize the failures of the equipments, the increasing the efficiency of the equipment operation, the support of scientific information related on the mid-term enhancement plan, the savings on equipment investment, the quality upgrading of electricity supply, and the various supports in the field.

A Theoretical Study for the Construction of Eco-Pond and Evaluation of some Existing Ponds (생태연못 조성을 위한 이론적 고찰 및 사례연못 평가)

  • The purpose of this research was to investigate water spaces such as marshes and watercourses, especially focusing on methods to establish eco-ponds. Many aqua-ecosystems have been filled up or destroyed in the process of rapid industrialization and urbanization in the cities. This inquiry was done by comparing, studying and analyzing existing ponds and studying documents on the introduction and methods of making eco-ponds. Existing ponds were put into three categories as the either eco-pond, man-made/natural ponds, or man-made ponds. Three instances were selected for each category, totaling nine. Data on the size and shape, depth, waterproofing techniques, water supply, plants and planting plan, and the maintenance of the ponds was collected and compared. The following are conclusions based on comparing, studying and analyzing these existing ponds, and studying documents on the introduction and methods of making eco-ponds. ${\cdot}$ It is noteworthy that different environments and depths must be provided because these are main variants contributing to attracting plants in the ponds. ${\cdot}$ In these places plants emerged, such as, floating-leaved plants, free-floating planktonic plants, submerged plant etc, in the different water level zones, once these various conditions were provided. ${\cdot}$ Various spaces can be used for shelter, places for relaxation and habitation. ${\cdot}$ After establishing a pond, routine maintenance is necessary for preventing eutrophication. However the minimal possible management should be done to maintain a natural status.

Development of evaluation indicators for riparian restoration with biodiversity consideration (생물다양성 확보를 위한 하안 복원 평가지표 개발에 관한 연구)

  • In order to revive the ecological function of degraded rivers, a total restoration plan for riverbeds and riparians needs to be developed. Previous evaluations for rivers were mainly focused on the river's physical structures. Therefore, this research has developed indicators to evaluate a riparian restoration considering biodiversity. Through literature and previous cases review, 4 fields and 13 indicators are selected for the evaluation. Four fields are biodiversity, habitat diversity, connectivity and habitat functionality. In the biodiversity field, 4 indicators of the exuberant extent of herbaceous vegetation and their diversity, the exuberant extent of shrub and woody plants and their diversity, the number of plant communities and naturalized plants are included. Habitat diversity are comprised of 4 indicators of the longitudinal continuity of vegetation, the mixture of plant communities, the extent of plant type color fruit abundance and the distribution of vegetation. Connectivity includes 3 indicators of target distribution, the shore slope of low water channels and the extent of artificial embankment materials. Habitat functionality has 2 indicators of the status of food supply plants and the habitat functionality. The value weighting for the fields and indicators has been calculated based on the AHP(Analytic Hierarchy Process) method. 50 experts were surveyed with quantifiable questionnaire, among them 43 experts have more than 10 yesrs experiences in the nature restoration field. The selected and weighted indicators have been tested to the 12 sections in Gap stream located in Daejeon. In conclusion, the indicators are feasible and the selected indicators could be used to establish the direction and objectives of riparian restoration.

A Strategic Study on National Disaster Medical System (국가재난의료체계에 대한 정책적 고찰)

  • Due to major disasters Korea has been damaged, and they caused lots of casualties: for last ten years natural disasters caused 1288 deaths including missing people; human disasters including industrial disasters brought as many as 4,512.148 casual ties (126,372 deaths with 4,385,400 injuries); and they cost 44.1 trillion property damage. However, even though major disasters have brought about tremendous human loss and property damage, Koreas National Disaster Medical System to rescue casualties is insufficient, and it has not been activated. Fortunately, through major disaster management process, the National Disaster Management System has been developed, increasing its own efficiency, and resulting in to organize an Office of Firefighting and Prevention of Disasters under the central government. Considering the value of human lives, the disaster medical part, in the U.S.A. as well as in Korea, must have an independent organization in the government, not as one sector of the government department. It will have its own organizational structure, such as disaster planning, operation, and logistics, and interact with central and local government or between local government agencies. So each agency will cooperate and supply resources interchangeably. Also, with the system of disaster management and restoration, the disaster medical system must be advanced in keeping step. Its role must be extended due to the possibility of biological terror or SARS around the world, resulting in severe casualties. Korea has the Emergency Medical Service System based on the regulation of emergency medical care, yet it is a part of the National Disaster Management System. It must be managed independently apart from it. As we see the emergency medical technicians playing as the backbone in disaster medical care in the US, we should have legal foundations for Koreas emergency medical technicians, emergency medical providers, to participate in rescue operation actively. At the same time, we need to have a national register system to classify disaster medical resources, and a total plan to place resources according to the impact of disaster, and how to organize teams. We also need to draw up a scheme to activate civil disaster medical resources, as integrating public and private or voluntary organizations.

Application of Pulsed Chemical Vapor Deposited Tungsten Thin Film as a Nucleation Layer for Ultrahigh Aspect Ratio Tungsten-Plug Fill Process

  • Tungsten (W) thin film was deposited at $400^{\circ}C$ using pulsed chemical vapor deposition (pulsed CVD); film was then evaluated as a nucleation layer for W-plug deposition at the contact, with an ultrahigh aspect ratio of about 14~15 (top opening diameter: 240~250 nm, bottom diameter: 98~100 nm) for dynamic random access memory. The deposition stage of pulsed CVD has four steps resulting in one deposition cycle: (1) Reaction of $WF_6$ with $SiH_4$. (2) Inert gas purge. (3) $SiH_4$ exposure without $WF_6$ supply. (4) Inert gas purge while conventional CVD consists of the continuous reaction of $WF_6$ and $SiH_4$. The pulsed CVD-W film showed better conformality at contacts compared to that of conventional CVD-W nucleation layer. It was found that resistivities of films deposited by pulsed CVD were closely related with the phases formed and with the microstructure, as characterized by the grain size. A lower contact resistance was obtained by using pulsed CVD-W film as a nucleation layer compared to that of the conventional CVD-W nucleation layer, even though the former has a higher resistivity (${\sim}100{\mu}{\Omega}-cm$) than that of the latter (${\sim}25{\mu}{\Omega}-cm$). The plan-view scanning electron microscopy images after focused ion beam milling showed that the lower contact resistance of the pulsed CVD-W based W-plug fill scheme was mainly due to its better plug filling capability.

  • Emerging global economic growth and increasing demand for energy supply and demand imbalance and the excessive use of fossil fuels existing the rapidly increasing greenhouse gas emissions and resource depletion of global energy crisis is deepening. Accordingly, improvement of living conditions around and through the natural ecological preservation and the need for a comfortable life for the meeting the importance of energy management and consumption are emerging. Many in the field of architecture for energy-saving measures, and conducting research and verify green building energy ratings and low energy for the initial steps that can be verified from the Energy Performance of BIM(Building Information Model) technology development and commercialization of the building energy to predict the performance objectively, leverages technology in an existing building energy performance analysis and possibilities of BIM-based green building process presented. In this study, using BIM for existing building energy performance analysis of data collected through the objective and efficient management of the energy it consumes Mapping and Management Plan is to research on.

  • Purpose: A study of the family planning and Maternal-Child Health Services that disciplined itself in primary health care post form 1980 to 2009. Method: Investigation studies family planning in primary health care post and a change process of a Maternal-Child Health Services into case by case until 2009 from 1980. Results: Our country family planning business began at economic development dimensions in order to solve a poverty issue. This business goal were childbirth decrease of pregnancy possibility couple aged 19~49 and improve to mother and child health. For this goal, all kinds of health education included sex education and contraception education, contraception service, comprehensive maternal and child health service that management of front and back of childbirth etc. are provided. According to fail down a birthrate from 6.0(1962) to 1.25(2009), the nation reached to a dilemma called childbirth encouragement policy. Conclusions: Decrease of labor supply by low birthrate, decrease numerical an employed person by aging was brought a labor shortage and decrease of productivity of labor of industrial manpower. Deterioration phenomenon of financial income and expenditure by consumption and investment contraction caused decrease of slowdown of economic growth and potential growth rate, and a social cost burden is increased by deterioration financial old man support burden increase by this and pensions and health insurance, a sharp increase of social welfare cost etc. Now, in order to solve a low birth issue, the government establishes a whole nation forwarding system and establishes basic plan social low birth and advanced age, and to prepare for childbirth fault factors removal and advanced age society shall endeavor.

A Comparative Study on the Block Housing of Korea and Japan by Post Occupancy Evaluation (한국과 일본의 가구형 집합주택의 거주후평가 비교연구)

  • In modern Asia major cities had same problem with lack of affordable housing for families. So they had to concentrate to the mass supply of housing and made some physical counter effects like high density of cities, limitation of parking space. Also people who lived in those cities could suffer from broken traditional community culture. To rebuild traditional community and increase land usage, Block housing is suggested as a new kind of multi-family housing for old town redevelopment. Now some governments are trying to make urban code to give some initiative for new block housing development in old city blocks. They expect this new housing type can help to solve serious problems like lack of parking area, green space and context of block. Also they hope that block housing development can help to increase safety of town and reduce cost of development. The purpose of this study is to review the establishment and development process of Block Housing and to confirm the aspect which has been changed with urban organization together. Also this study tried to find out the intentional characteristics of similarities and differences with comparison of Korea and Japan. And as a result we could find critical physical viewpoint, and provide considerations for future study and plan. Several cases of block housing in Korea and Japan were reviewed for comparative study and Post Occupancy Evaluation (POE) survey was examined to find satisfaction factors and problems which were expected to improved.

A Study on the Impact Analysis of Introducing Emission Trading System on CBP Market and Policy Implications (배출권거래제도 실시가 CBP 시장에 미치는 영향분석 및 대응방안 수립연구)

  • The bearer of the power sector's ETS compliance cost is power consumer for the following reasons. Firstly, power companies are constrained in establishing appropriate strategies to comply with ETS regulations due to the structural differences between the domestic power market and emission trading system. In other words, because power companies do not have a right to determine price and production of electricity, they have to compete with other companies under disadvantaged conditions in the emission trading market. Secondly, because ETS compliance cost is part of power production costs as it is also clearly written in the national greenhouse gas reduction road-map and the second energy supply plan, the cost should be included in power price following the power market operation rule. Thirdly, the most effective method to reduce carbon emissions in power sector is to reduce power demand, which is efficiently achieved through raising power price to a realistic level. Low power price in Korea is the major cause of rising power demand which is also the major cause of rising GHG emission. Therefore, power sector's ETS compliance cost should be included in power price to encourage power consumers' actions on reducing power consumption. Fourthly, when externality cost occurs in the process of delivering public services, usually beneficiary pay principle is applied to identify the cost bearer. Since electricity is one representative public good, the bearer of power sector's ETS compliance cost is power consumer.
