Supply Chain Analysis in Public Works: The Role of Work Climate, Supervision and Organizational Learning

  • The study aims to analyze the supply chain role of supervision, discipline, work climate, and organizational learning on the performance of community services at the public works. This study took a sample of employees through purposive sampling technique at the Public Works Office and Bina Marga in a regency in East Java. Data through questionnaire was collected through a 5-point Likert scale model. The results show that the application of employee discipline affects the performance of public services, with a contribution of 39.7%, meaning that discipline and organizational learning are implementation factors that have an effect on public service performance. In stepwise regression analysis, the supervisory factor has a correlation with service performance, but it is less relevant, while the work climate is not relevant as a predictor variable to improve public service performance. The study revealed the importance of the supply chain policy of implementing good and clean governance and the enactment of the performance appraisal of the government apparatus established through Good Corporate Governance of the state apparatus. The findings provide a basis to encourage the public sector performance to smooth every step of supply chain management of every government project work, especially in the field of public services.

Causal Relationship of Infra, Process and Firm Performance on Supply Chain Quality Management (모기업과 협력기업의 공급망 품질경영 인프라(Infra), 프로세스(Process), 성과(Performance)간 인과관계 연구)

  • The purpose of this study is that analyzing the causal relationship between Infra, Process and Performance of companies which are executing the Supply Chain Quality Management(SCQM) with their subcontractors and partners. Korean Standards Association(KSA) provides the Supply Chain Quality Management Model and Quality Collaboration Index for 4 years, but a few study has investigated the critical variables and their causal relationship to organizational performance. Therefore we examine the SCQM model and related index and choose the quality, human resource and risk management processes for identifying the path to organizational performance. In addition, exploratory factor analysis is conducted for figuring out the major factors among the 3 processes. Structural Equation Model are successively used for determining which characteristics of the infra and processes are the most critical variables to performance. The data was collected from KSA and composed of 52 companies and 346 their partners. The result shows that risk management process has no significant effect on the organizational performance and pre-production process collaboration.

Optimal Inventory Policy in Beer Distribution Game (Beer Distribution Game에서의 최적 재고정책)

  • Recently, many studies on the supply chain management have been published due to increasing attention placed on the design and performance analysis of the supply chain as a whole. Using the Beer distribution game introduced in Sterman[1995], we develop a simple order-up-to-R inventory model to minimize sum of the inventory holding cost and shortage cost under probabilistic demand. We show that performance of the model is robust through extensive simulation experiment. Applying the model to serially connected supply chain, we observe that, if the unit shortage cost is relatively high, R value computed independently is an optimal solution.

  • A empirical study investigating firms' attitudes and behaviors regarding of RFID technology within supply chain is very limited. Thus, this study examines the determinants influencing firms' adoption and performance of RFID within the supply chain. Particularly, this study focus on the impacts of the companies' relationship characteristics, including strategic fit, interdependence, compatibility, and long-term orientation affection RFID adoption and performance within the supply chain. Furthermore, the study includes environment uncertainty as a moderating effect between relationship characteristics and RFID adoption. The proposed research model was tested using structural equation modeling from 227 employees. Results of this study support the proposed hypotheses. The implication of this study suggest a new theoretical framework explaining RFID adoption and performance with the supply chain.

  • As global competition is more intensive, SCM is becoming more and more important in order to achieve competitiveness. It is necessary for firms to understand weak points among the integrated supply chain through supply chain assessment in order to implement SCM successfully and cost-effectively. In this paper, we review previous studies of SCM performance measurements and propose a supply chain assessment framework for shipbuilding industry, which is one of the major ETO industry. Based on 3 supply chain domains which are demand, supply, and product management, we decompose the whole supply chain process into 3 level lower processes and propose capability measurement matric for shipbuilding firms. A case study has been conducted to validate the proposed framework and results are presented at the end.

A Dynamic Simulation on the Effectiveness of Return Policy in a Capacitated Two-echelon Supply Chain (공급능력제약이 존재하는 2단계 공급체인에서 반품정책의 효과성에 대한 동적 시뮬레이션)

  • This paper analysed the impact of return policy as a coordination mechanism for decentralized supply chain with one capacitated supplier and two competing retailers under random demand distribution. In this study, Shortage gaming also considered to reflect a competing environment of two retailers. System dynamics approach was used to model the baseline two echelon supply chain and return policy on it. Given each of 4 experiment settings being used for 100 simulations with different random seeds, 400 random samples were used in a t-test. The result show that return policy significantly enhance the supply chain profits and fillrates. The analysis suggest that the supply chain performance can be build up by implementing a return policy even though under consideration of a capacitated supplier and competing retailers.

  • The primary objective of Supply Chain Management (SCM) is to optimize the cash, material and information flow considering all components of Supply Chain (SC) . The plan, established for achieving such objective, is called Supply Chain Planning (SCP) . This SCP gives each SC component specific volume or operation task, should be done in specific due date, for optimizing SC. In detail, the degree of accomplishment for SCP, depends on the SCP achievement of each SC components, is very close to successful SCM. However, this achievement is affected by uncertainties about time and volume. In general, reliability concepts means the probability that a product or system will perform its specified function under prescribed conditions without failure for a specified period of time. Therefore, the concept of Supply Chain Reliability (SCR) and an analytic methodology to calculate the degree of achievement SCP using reliability concept are proposed in this paper. SCR means that the degree of achievement for SCP considering all SC components in due date. SCR can be used to measure the performance of whole supply chain and indicate the direction of SCP.

  • Supply chain management(SCM) has been recognized as a major strategy in today's market place. A growing number of researchers have begun to realize the strategic importance of model construction, planning, controlling and operation for SCM. Also various researches of supply chain model building are going on. In this paper, we synthesis key elements of supply chain model such as performance factors, decision variables and constraints. We have reviewed past and present supply chain models and then analyzed those in view of environment factors, operations, solution approaches.

  • The aim of this study is to establish an efficient distribution planning for a capacitated multi-stage supply chain. We assume that the demand information during planning horizon is given a deterministic form using a certain forecasting method. Under such a condition, we present a cost effective heuristic method for minimizing chain-wide supply chain inventory cost that is the sum of holding and backorder costs by using look-ahead technique. We cope with the capacity restriction constraints through look-ahead technique that considers not only the current demand information but also future demand information. To evaluate performance of the proposed heuristic method, we compared it with the extant research that utilizes echelon stock concept, under various supply chain settings.
