Developing a Convergence Research Support Framework to Promote Creative and Transformative Basic Research (창의적·도전적 융합연구 생태계 구축을 위한 기초융합연구 지원체계 수립에 관한 연구)

  • National Research Foundation of Korea (NRF) provides underpinning to boost international competitiveness in convergence research including research amalgamating Science and Engineering with Humanities and Social Sciences. Division of Electrical Engineering, Information Sciences and Convergence Research recategorized a scientific and engineering array of convergence research in basic sciences and reformed a Convergence Research Support Framework in 2012. The test case was thoroughly analyzed and reviewed for successful application in the 2013 mid-career researcher program. The core of convergence research-specific review process is 'Suitability Review' that is performed by the 'Suitability Review Committee for Convergence Research' and 'Merit Review' that is conducted as a conventional peer review. As a good result of the pilot program, prior allocation of budget for convergence research was decided to the 2013 Core Research Program and the modified convergence Research Support Framework was extensively applied in the '2013 Implementation Plan for Basic Research Program in Science and Engineering.'

A Study on Land Suitability Factors and Their Weights (토지적성평가의 지표추출 및 지표별 가중치 분석방법 고찰)

  • The National Land Planning and Use Law Act at the beginning of 2002, introduced Land Suitability Assessment System(LSAS) in order to mitigate conflicts between development and conservation needs for land. LSAS is to assess land characteristics according to its physical, locational, and environmental characteristics, and then to classify it into several categories based on its usability. This study aims to review the factors to determine the suitability of the land and their weights. Land suitability is determined by a variety of factors, such as land-surface slope and altitude, the type of land use in neighboring areas, accessibility to public facilities and existing developed areas, and ecological characteristics of the land. This article analyzed these factors and their influences by using the Delphi survey and Analytic Hierarchical Process. One of the most influential factors on the development suitability of land is the distance to developed areas and public facilities. On the other hand, the slope and altitude of the land have comparatively low influences on the land development. The coverage of prime cultivating land of the neighbouring region and slope of the land are analyzed as important factors on the agricultural suitability of the land. The ecological features and the ratio of conservation area in the neighbourhood are counted as the most important factors in determining the land for conservation. This article tested these factors and their weights in assessing land suitability of land as a case study.

Theoretical Review of Environment-Oriented Land Suitability Analysis and Setting of EOLSA Criteria and Classification System (토지환경성평가의 이론 및 기준·지도작성에 관한 연구)

  • The objectives of this study are to build up the concept of Environment-Oriented Land Suitability Assessment(EOLSA) and to develop the EOLSA mapping system by applying the EOLSA criteria to the case study area. In order to draw out the EOLSA critera, this study adopted the Delphi method including the experts' awareness survey to urban planners as well as environmental researchers in May and June 2001. As a result, the concept of EPLSA was defined as a process of land use planning to scientifically assess the physical and environmental value of land and to classify conservation aptitude into several grades for the sustainable management of environmental resources. With an outcome of applying the EOLSA criteria with five degrees to the Seoul Metropolitan Area (SMA), Grade I, indicating the highest conservation value, accounted for 57.76% of the SMA. Then, Grade II reached up to 15.06%, Grade III 3.12%, Grade IV 15.92%, and Grade V, the lowest conservation value, 7.99% respectively. And also, the case analysis showed that the share of Grade I area was the highest in Gapyong county and Yangpyong county, Pochon county, Yeonchon county, Yongin city in the order and the lowest in Kwangmyong city, Osan city, Kunpo city, Kuri city, and Buchon city.

The Suitability of European Designed Wind Turbines for the East Asian Market

  • A first step review is completed on the suitability of European designed wind turbines in an East Asia climate. Six parameters are chosen for detailed analysis of proper meteorological measures from flat, hilly, forested, coastal and offshore sites in West Europe and East Asia: mean wind speed, 10 minute mean wind speed distribution, turbulence intensity, wind shear, 3 second extreme wind speed and 10 minute direction change. All six parameters are assessed with a view for contrast with the wind turbine design standard IEC61400. The diurnal and seasonal variation, average and extreme values of each parameter are calculated where appropriate. Industry standard software and analysis techniques have been employed to assess the applicability of existing wind turbine design standards and design guidelines for the East Asian market.

  • Analysis of carrying capacity and site suitability by the systematic application of environmental information an provide a basis for implementing environmentally sensitive and sustainable resource development policies. Based on the availability of public services and environmental and site-specific constraints, a Rural Residential Density Matrix was applied in Santa Cruz County, California, USA to assess the development potential of rural land parcels since 1980. In one case, the Matrix was applied to calculate the allowable development density on a site in Lompico planned for use as a Buddhist retreat center. These calculations revealed higher environmental sensitivity and lower carrying capacity than projected in the proposed plan. Under the constraints of the county's minimum acreage policies and insufficient developable land, the developer cancelled the proposed plan. This example suggests that application of the Matrix at the concept development stage would increase the effectiveness of the prior environmental review and environmental impact assessment (EIA) system in Korea.

  • When we design the grounding grid, dangerous voltage ANSI/IEEE Std. 80 method has been commonly used in the domestic area. However, the suitability of the ground rules for the design environment available. However, the suitability of the ground rules for the design environment available. In this paper, sticks according to the electrode conductor in combination with the mesh in order to design the ground by the IEEE Std.80 was designed. So in this paper, we examined of IEEE Std. 80 touch voltage method marginal utility and we induced for those problems by comparison between IEEE Std. 80 touch voltage value and simulation experimentation value. Furthermore, this paper presents a new design grounding system method that complements the IEEE Std. 80 method.

  • The proposed offshore wind farm projects, i.e., Mooudo offshore, Yeonggwang-Gochang offshore, Saemangeum offshore, Imjado offshore and Gadeokdo-Dadeapo offshore, were compared and analyzed using the Korea National Wind Mapand Wind Farm Suitability Assessment System developed by the Korea Institute of Energy Research. The suitability of the proposed areas was comprehensively assessed using geographic, economic constraints, wave condition and wind resource factors, but the focus of this paper was on the geographic constraints and wave conditions. Imjado had several geographical constraints, despite having a good wind power density, while Saemangeum had a relatively low wave height, shallow water depth, close substation and slow tidal current. It is anticipating that the present comparison and analysis could be used as reference guidelines when selecting and preparing the design of large-scale offshore wind farm in the near future.

  • The purpose of constructing university information system is for improvement in diversification and throughput of information, streamlines business processes, rapid exchange of information, sharing of information, decision-making information, and securing educational facilities. Similar to business information technology system, university information system does not have a review system for sharing and overlapping investment of information. Due to the lack of project management for outsourcing and vulnerability of system suitability, system audit is absolutely needed for the university information system. This paper especially focuses on an operational phase in the audit of university information system. Additionally, we proposed operating model and checklists of the university information system based on Management Guidelines of ITIL V3 Operational and Information System. We derived the checklists of operation audit by each domain of service strategy, service design, service transition, service operation, and continual service improvement. As the result, this study appear to have more than average satisfaction the suitability results were.

  • The purpose of this case study is to reduce the flaw and reconstruction occur at the level of construction by determining the propriety of estimate and error on a drawing and specification at working design level through case studies of BIM application at the level of design review. As a preliminary to apply BIM technology, it is needed to review the drawing, and then it is required to define BIM range by selecting the section in which construction error occurs frequently except for the type of part that is constructed repeatedly. At the execution level, the drawing is reviewed vertically, horizontally and spatially by proceeding structure and finish modeling on the defined BIM range, and also the propriety of estimate and error on the drawing and specification are examined. We aim to raise the completion rate, improve quality of construction, reduce the cost for construction and shorten period of construction by preparing for the error on the drawing and specification in advance through this review procedures.

A Review on Air Quality Indexing System

  • Air quality index (AQI) or air pollution index (API) is commonly used to report the level of severity of air pollution to public. A number of methods were developed in the past by various researchers/environmental agencies for determination of AQI or API but there is no universally accepted method exists, which is appropriate for all situations. Different method uses different aggregation function in calculating AQI or API and also considers different types and numbers of pollutants. The intended uses of AQI or API are to identify the poor air quality zones and public reporting for severity of exposure of poor air quality. Most of the AQI or API indices can be broadly classify as single pollutant index or multi-pollutant index with different aggregation method. Every indexing method has its own characteristic strengths and weaknesses that affect its suitability for particular applications. This paper attempt to present a review of all the major air quality indices developed worldwide.
