  • Gardens are known to provide relaxation, including psychological stability and mental rest. Recently, social interest in gardens has been growing in various ways, including the increase of groups sensitive to environmental pollution and a rising interest in the overall management of natural resources. In reality, however, the owners of housing gardens lack fundamental knowledge for creating and maintaining the gardens, directly and indirectly. This limitation presents a number of problems and challenges. Therefore, this study conducted an analysis of various aspects relating to the creation and maintenance of housing gardens, reflecting the sense of ownership. The study aimed to examine the current status, and based on this, it was intended to present improvement measures for practical and efficient creation of housing gardens and their maintenance in the future.

Case Study of Usability Evaluation and Improvement Plan for Open Access Academic Publishing Support Interface (오픈액세스 학술출판 지원 인터페이스 사용성 평가 및 개선안 사례 연구)

  • The goal of this study is to find ways to improve the open access publication support service platform through the usability evaluation of the publishing manager interface among the AccessON journal repository interfaces, which is an open access publication support service platform. Various documents and cases related to open access publishing and usability evaluation in order to answer three research questions: collection of user experience responses of interface, extraction of issues and improvement points, and analysis and derivation of suggestions for other open access publication support service platforms. Responses to the experience of using the publishing manager interface were collected through surveys and focus group interviews. Combining this, it was possible to present the results of the usability evaluation of the AccessON journal repository interface through various numerical information. The results of the usability evaluation made it possible to propose issues and improvements to the AccessON journal repository manager interface, and finally, it was possible to derive suggestions for the open access academic publishing support service platform to be developed later.

  • In the field of domestic construction demolition works, work process management system is left behind compared with that of several advanced countries such as US, Japan and UK. Especially, the problems regarding safety management are more serious in terms of the availability of safety manuals and law system. The analysis results fiom the questionnaire survey and interviews with demolition engineers indicated that current safety management practices in demolition works lack systematic approach and inappropriate in securing labors' safe working environment. In addition, field labors and managers strongly requested the improvement of safety educational system. Grounded upon the analyses results and investigations, suggestions were drawn for the establishment of advanced safety educational system.

  • In order to improve water quality in drinking water sources, Ministry of Environment (MOE) was implemented total water pollution load management (TWPLM) in all the major river basins. From the experience of the application of TWPLM, we could find some problems relating the target watershed, standard operating procedure (SOP) of establishment and implementation plan, water quality and flow rate, design flow, water quality model, margin of safety (MOS), and estimation of wasteload were found. The authors were reviewed ongoing TWPLM and presented the improvement schemes for a successful TWPLM. For the application of these suggestions, further detailed studies should be done to implement TWPLM in the future.

Teachers Perception and Improvement on the Elementary Science Teacher s Guide (과학과 교사용 지도서에 대한 교사의 인식과 개선 방향)

  • The purpose of this study is to get the more qualified elementary science teacher's guide as a major curriculum material for teachers and to find more improvement suggestions by analyzing of the teachers' perception and using status of it. To examine the problems of this study, 183 teachers from the elementary schools were surveyed by the questionnaire that was developed by researcher, and statistical technique for data analysis was frequency, using SPSS win(version 7.5). Teachers generally thought that the general remarks of the elementary science teacher's guide were helpful to understand elementary science education and the detailed subjects were useful, but teachers less satisfied about 'practice of teaching' of the detailed subjects. The most interested sector of the teachers' was the sector of the teaching methods. The results of this study were that the sector' the methods and evaluation of the elementary science education' of the general remarks and the sector' practice of teaching' of the detailed subjects were mostly interested. So it is necessary to be more detailedly guided when the development of the elementary science teacher's guide are considered.

  • As structure and the waterproofing material are compressed through the backfilling process after the waterproofing material is installed on the underground structure at the actual site, there is a difference between the behavioral response force of the waterproofing material in the compressed state and the behavioral response force in the non-constrained state. In this regard, we will analyze the limitations of the current structural behavioral response evaluation and suggest an improvement plan so that the future test and evaluation environment can be evaluated under conditions similar to the field.

Challenges in Korea Hospital Accreditation: Focused on Post-Accreditation Management System (국내 의료기관 인증제의 과제: 사후관리 중심으로)

  • Objectives: The post-accreditation management system should be systematic in order to ensure that the accredited hospital continues to strive for patient safety and quality improvement during the accreditation period. In this study, we compare the post-accreditation management system in four countries (the U.S., Australia, Japan, and Korea) and provide suggestions for improving the post-accreditation management system in Korea. Results: All four countries had the post-accreditation management system, and the basic structure of the system in Korea was similar to that of others. However, there were differences in the practical operation processes and the use of the results. In the operation process, Korea's monitoring relies on voluntary reporting by accredited hospitals. In terms of results utilization, analytical feedback to data submitted by the acrredited hospital is not provided in Korea. Conclusions: It is necessary to establish a continuous monitoring system for post-accreditation changes and provide feedback to accredited hospitals. It is also necessary to perform a survey without advance notice and establish a firm legal basis for monitoring.

  • Turnkey project in construction which accounts for about $10\%$ of the total annual construction orders in the nation is expected to grow in size as an effort to strengthen international competitiveness and improve quality of construction work. However, problems of turnkey project in construction raise concern for many possible cases of possible claims. Based on the understanding that bidding guidelines which plays a critical role in turnkey project in construction actually contain some unequal clauses and causes for problems which undermine development of turnkey construction and further create possible cases of claims, the paper aims to identify and analyze the unequal clauses and problems contained in the guidelines in order to make suggestions for improvement. Among all the turnkey construction orders that has been placed since 2000 when domestic turnkey project in construction became relatively formulated, 13 constructions costing more than 50 billion won were selected for this study since their construction scale were large enough that the bidding guidelines for them were regarded as containing little difference among one another. In order to enhance construction technology and to prevent claims while trying to achieve the original purpose of Turnkey system, the parties involved in or schedule to take part in Turnkey project including ordering institution, Construction Company and Design Company should make an effort to have more reasonable bidding guidelines drawn up.

  • On January 1, 2005, the Korean Ministry of Environment put into operation a comprehensive program, so called 'Blue Sky 21' project, for the improvement of air quality in greater Seoul metropolitan area. This program was legally based on the 'Special Act on Metropolitan Air Quality Improvement' for Greater Seoul area, which was established in 2003, and should be updated every 10 years. The principal objective of this program is to improve the air quality in Seoul and surrounding area by 2014 to the levels of air quality in Tokyo and Paris, with particular emphases on reducing the concentrations of nitrogen dioxide and $PM_{10}$. Any regulation of the emission of toxic air pollutants in general, and $NO_2$ and $PM_{10}$ in particular, should be based on human exposure levels and consequential health effects. In this article, the contents and feasibility of the special program were critically evaluated with respect to the reduction of health risks. Important issues for improving not only air quality but public health are discussed, and future requirements for the success of the special program are suggested.

A Study on the Problems and Improvement Plan of Korean defense market (방산시장의 문제점과 개선방안에 대한 고찰)

  • In this study, the methodology for measuring the structure of the Korean defense market and the competition status, and the characteristics of the Korean defense industry and the market are examined. To analyze the structure of the Korean defense market and the competition status, the market share, concentration ratio, and the Herfindal-Hirschman index are employed based on the annual sales of major Korean defense companies. On a basis of the result of the analysis, the suggestions for the Korean defense market to escape from the monopolistic market to be a competitive geographical market are presented. To present the suggestions, markets that have a similarity with the dense market are analyzed. The government's support policy, the selection of the companies led by the government, and the cost of the military are suggested for the defense market on a basis of analyzing similar markets. With the suggestions, when the government pursues the policies, the defense market sticking to principles and fairness is created and the efficiency of the companies operation is achieved, by enhancing the structure of the market fundamentally and the development of the policies in the industry's perspective.
