철도안전의 6시그마 기법 적용방안 연구 (A Study on the Application of the Six Sigma Techniques to Railway Safety)

  • Using transportations like railway, aviations and roads has been increasing continuously. Traffic accidents have been increasing as well. To prevent or lessen these accidents become a big issue to solve. Therefore, more enforced safety levels are being required to meet. In railway field, continuous efforts of railway safety are being executed to prevent traffic accidents. In present, a railway accident has been decreasing since subway accident happened in Daegu Subway in 2003. However, safety levels in railway field have not yet achieved as much as in advanced countries. Basic concept for enforced safety level in railway system is to prevent or minimize accidents by managing systems like related facilities, management method, organization, education. This is the same concept to minimize error rate in six sigma theory. In this paper, we are to apply six sigma techniques used in manufacturing industry to railway safety and go through ways to make more efficient railway safety system.

서울 도시철도 9호선의 운영분야 혁신방안 (Renovation plans of operation field of Seoul Metro Line 9)

  • Seoul Metro Line 9 (SML9) is the first subway line that private capital invests in Korea. SML9 will cross Seoul, linking the Gimpo Airport to the Gangnam district (25.5km) opening in the first half of 2009. SML9 has a new model in Korea constructed by metropolitan government and private company and operated by specialized public transportation service provider. SML9 is confronted with tough environment of stagnated public transportation and strong competitor, Olympic city expressway. And SML9 is under pressure for showing high efficiency as non-governmental organization from both customers and government. Consequently SML9 must lead the maximum efficiency by using its material and human resource. It is necessary that SML9 raise a competitive power and display its ability in active collaboration with relative organization and company. Hereupon, I propose renovation plans from viewpoint of operation field of SML9, (1) efficient train scheduling regime focusing on the combination of express and local train (2) close connection of other mean of transportation and (3) effective connection convention with Airport Railroad (AREX) as the line connected directly.

도시철도 기관사조직의 안전리더십과 관련요인 간의 인과관계 구조분석 (A Structural Analysis of Causality between Safety Leadership and Related Factors in the Metro Driver Organization)

  • This study highlights the theme of safety leadership in railway organization, conducting empirical analysis on the relationship between safety climates, safety leadership, safety behavior, and accident. The empirical test results based on questionnaires received from 223 train drivers working at A subway firm indicated that relationship between CEO's safety philosophy, and safety communication showed a significant positive effect on boss's safety leadership. And boss's safety leadership showed a positive influence on observation belonging to safety behavior, which in turn showed a significant negative relationship with mistake. However, mistake, observation and violation were shown that there are no relationship with accidents.

  • Greater expansion and more frequent operation of the railroad transportation system anticipated due to its characteristics including low cost, safety and mass transportation. Recently, effects on the railway structures due to expansion of newly constructed road, construction of subway, city gas pipeline, communication network, electric power network and construction of other railway underground crossing in accordance with urban planning and organization has influenced safe operation of trains. Accordingly, standard for selection of construction method that will enable construction of more economical and rational subway underground crossing structures by preventing problems occurring at the time of above construction works and accidents in safe operation of trains due to construction in advance is definitively necessary. Although there are numerous construction methods that can be applied at the time of construction of railway underground crossing, there are much difficulties in selection of appropriate construction method that considers characteristics of each construction method on non-excavation type construction method, train operation plan of number of operational routes and on-site circumstances. Therefore, this research aims to present rational standard for selection of construction method for such, and standard for slowdown speed and interception of train when passing the areas of slowdown in sectors under construction.

  • 지하철은 대중교통 수단으로서 서울을 비롯한 도시에서는 없어서 안 되는 교통수단으로 자리 잡고 있어 이용하는 계층이 다양하게 구성되어 있다. 이러한 고객의 정보 제공 요구에 부응하기 위하여 다양한 정보표출과 정보통신 서비스 제공을 할 수 있도록 종합관제센터 및 역사에 광통신망이 설치 운용되고 있으며, 통신망 서비스 의존도가 약 95%를 차지함에 따라 안정적 운용은 필수적이다. 본 논문은 광통신망 구축 후 실질적 시스템 운영의 초기단계에서 유지보수 업무를 수행하면서 도출된 기술사항과 경보메시지 분석에 의한 효율적 운용방안을 기술한 것으로서, 현장에서 필요한 실질적 전문기술과 효율적 시스템 운영방식 공유와 동종 기관간의 운영노하우 상호 정보교류를 촉진 시키고자 한다. 도시철도에서의 광통신망은 열차운행을 위한 각종 제어망과 Data망을 수용하고 있어 전문적이고 효율적인 운영방안 정립이 필요함에 따라, 본 논문은 광통신시스템 효율적 운용과 전문조직 구성에 대하여 제시하였다.

  • 전 국토가 골고루 발전할 수 있는 세종시가 조기에 정착할 수 있는 방법 중 교통 인프라 구축이 가장 선행되어야 한다. 여러 가지 교통수단이 있지만, 본 연구에서는 BRT(Bus Rapid Transit)와 철도를 중심으로 연구하였다. 건설비가 지하철보다 10분의 1에 불과하지만, 지하철의 시스템을 갖추어 수송능력을 크게 높이는 신개념 대중교통수단 BRT, 기존선을 활용하여 건설하는 충청권 광역철도가 있다. 또한, 대전지하철 1호선을 정부세종청사까지 연장 운행하여 중앙행정기관 이전과 세종시 인구유입에 따른 교통수요의 급격한 증가에 대비하여 교통편익을 제공하고 세종시에 새로운 교통수단이 추가로 건설하여 인근 지역과 상생 발전을 기대할 수 있다.

지하철 역무직 근로자의 주간수면과다증 영향 요인 (The influential Factors of excessive daytime sleepiness for public Service Workers at Subway Stations)

  • 본 연구는 서울시내 소재 지하철 역무직 근로자 927명을 대상으로 주간수면과다증에 영향을 미치는 요인을 파악하고자 실시하였다. 자료수집은 구조화된 설문지로 웹사이트에서 하였고, 자료분석은 SPSS 20.0 통계프로그램을 이용하였다. 연구결과는 일반적 특성에서 결혼여부가 통계적으로 유의한 차이가 있었고, 건강관련특성에서 취미/여가 활동 여부가 통계적으로 유의한 차이가 있었다. 직무관련특성에서 근무장소, 소속만족도가 유의한 차이가 있었고, 직무스트레스 요인으로 물리적 환경, 직무요구, 직무자율, 관계갈등, 조직체계, 보상부적절, 조직문화에서 통계적으로 유의한 차이가 있었다. 주간수면과다증에 영향을 미치는 요인으로는 취미여가활동, 소속만족도, 물리적 환경, 직무요구, 직무자율, 조직체계, 조직문화 이었으며 20.5%의 설명력을 나타냈다. 향후 역무직 근로자들에게 주간수면과다증을 예방할 수 있는 취미/여가활동의 권장과 직무스트레스 해소를 위한 물리적 환경개선, 조직체계의 변화 및 조직문화의 만족을 위한 중재 프로그램의 개발 및 운영을 제안한다.

  • Our country is promoting the introduction of new means of transportation due to insufficient supply according to the existing demand of road traffic. Among them, manless light railroad transit is settled down as the most definite alternative. However, new traffic systems such as manless light railroad have certain difference between characteristics of hardware and software and subway system. Therefore, there will be many differences compared to the existing contingency system when accidents occur. Railway management organization has to establish railway contingency plan and acquire permission from the minister of the Ministry of Land, Transport, and Maritime Affairs. However, as commercial transportation is available, a new traffic system also should establish contingency plan. Therefore, the establishment of systematic contingency plan is suggested in order to analyze characteristics of manless light railroad in the beginning of introduction and to make contingency response available.

  • 안전관리를 위해 정량화된 데이터를 바탕으로 통계기법을 통해 분석, 해석, 관리하는 기법은 제조업에서 수행하고 있는 6시그마 혁신운동과 거의 유사한 절차를 통해 수행되므로 철도안전관리에 있어서도 이러한 기법을 도입 하여 정량화된 관리기법이 도입되어야 한다. 본 연구에서는 경영혁신운동인 6시그마와 철도안전관리의 차이점에도 불구하고 제조업에서 성공적으로 활용하고 있는 6시그마 기법들을 철도안전에 적용할 수 있는 방안을 모색함으로써 일부 안전관리 과정에서 해결하지 못하거나 많은 어려움이 존재하고 있는 부분에 대한 해결책을 찾아 효율적이고 체계적인 철도안전관리에 일조하고자 한다.

  • As technologies are developed and systems are complicated, hazards embedded in the system are also increasing. proving safety and managing the safetyis more scientific and organizational domain so that safety management system is pursuing to be activeformation detecting the factors of hazard and managing them beyond passiveway. In the future, in order to establish and manage national safety management system, it is important to have effective system and manage it and also more important that all the people related to target system has to change their recognition and to playroles in it. Many railway safety measures reduce railway fatalities into half for last 10 years. But more improvement in railway safety is required to meet the social need after railway fire accident in Daegue. After the Daegue subway train fire accident, the Korean government has been trying to prepare a nation-wide railway safety program, a safety organization, and a Safety Act. To construct a nation-wide railway safety management program, system architecture was established.
