베트남 살쾡이 파업의 양상과 원인: 남부 빈즈엉(Binh Duong)을 중심으로 (The Phases and Causes of the Wildcat Strikes in Vietnam: The Case of Binh Duong Province)

  • Taking the cases of Korean garment factories in Binh Duong area, this study aims to explain the phases and causes of the wildcat strikes that have rapidly expanded recently in Vietnam. For the purpose, this study raises several questions as follows. Why the strikes sometimes increase and decrease other times? Why the factory workers prefer a wildcat strike even though it is politically risky, unproductive, and complicated? By the same token, why the foreign management cannot or will not preemptively preclude the wildcat strikes that are usually predictable and the workers are mostly able to accomplish their demands? While answering these questions, this study explores the economic, political, and socio-cultural conditions of the wildcat strikes respectively. Based on the fieldwork in around 30 Korean owned garment factories and the interview with around 100 Vietnamese factory workers in Binh Duong, this study confirms several findings on the phases and causes of the strikes in the area in specific and in Vietnam in general. First, the annual trends of the wildcat strikes reflect the macroeconomic conditions in which the consumer prices and the labor market in Vietnamese economy and business conditions in the world economy are pivotal. Second, however, the influence of macroeconomic conditions on both the management and the workers in the garment factories are differential, depending on the financial situations of the multinational corporations and the workers' capability of reproducing their household economies. Thirdly, the possibility of the wildcat strike in each factory is relatively independent on the financial conditions of a factory and rather associated with the stable political structure and active political processes within the factory that enable the management and the workers to efficiently communicate each other. Lastly, the necessity of establishing political stability in a factory arises from the distinctive social and cultural characteristics of the multinational corporation in which foreign managers and native workers inevitably live in separate and different socio-cultural worlds.

  • In this paper, the safety for passengers of composite car-body against lightning strikes was analyzed by the application of an impulse generator which can produce impulse current up to 50 kA with 8/$20{\mu}s$ waveform. Potential difference on inside surface of the car-body was measured as a safety parameter for the passengers against lightning strikes. The potential difference between 20 em distant was 175 V at 37.67 kA, and it corresponds to 875 V between 1 m distant. The amount of charge flowing a passenger at 100 kA impulse current can be estimated to $0.31\;mA{\cdot}s$. This is much less than the limit amount of charge for human body, $30\;mA{\cdot}s$ which is presented by Koeppen and Osypka.

  • 본 논문은 노사 당사자들의 이념이 노사관계에 중요한 영향을 미친다는 전제로 한국과 영국의 노사관계의 이념적 특성을 비교 연구하고자 하였다. 영국은 오랫동안 형성된 자율적이고 다원적인 이념적 전통으로 인하여 노사간 갈등을 조정하고 통합해가는 과정이 매우 합리적인 반면, 한국의 경우에는 노동조합 이념의 비현실성과 경직적이고 배타적인 이념으로 인하여 노사갈등이 심화되었다는 것을 살펴보았다. 이의 결과로 한국은 영국에 비해 파업 건수와 분규 참가자수는 상대적으로 작지만 지속기간이 길어서 노동손실일수가 매우 크기 때문에 국민경제적 손실이 심화되는 것을 분석하였다. 한국의 노조 이념은 다양함과 빈곤이 동시에 존재하며, 이념 간 소통이 부재하다는 특징을 가지고 있다. 따라서 영국의 노사관계의 강점이 상이한 이념적 갈등을 합리적으로 조정해 나가는 힘이라는 점에서, 우리가 배워야 할 점은 노사관계 이념에 대한 공론화를 통해 이념과 현실의 괴리를 없애는 것이다.

A rapid assessment methodology for bridges damaged by truck strikes

  • The present research aims to develop a methodology to rapidly assess bridges with damage to the superstructure, caused by overheight trucks or lower-than-average overhead clearance. Terrestrial laser scanning and image processing techniques are combined with the finite element method to arrive at an analytical model which is more accurate, with respect to the complex geometrical aspects of the bridge in its damaged configuration. ""Virtual load testing"" may subsequently be carried out on this analytical model to determine the reserve capacity of the structure in an objective manner.

나로우주센터 상공의 낙뢰 발생 특성 연구 (A Study on the Characteristics of Lightning Detection over the Naro Space Center)

  • The latest aerospace technology is important for the stable flight of a launch vehicle, but weather conditions on the day of launch are also one of the essential factors for successful launch campaign. If a launch vehicle is directly struck while preparing to take off from the launch pad on the day of launch or the electronic device are damaged by induced current during flight of the launch vehicle, this means launch failure and can lead to enormous national loss. Therefore, for a successful launch campaign, it is necessary to analyze the lightning detection characteristics of the Naro Space Center. In this study, the seasonal factors of the lightning that occurred over the Naro Space Center from 2003 to 2017, the influence of the polarity, and the correlation with the lightning intensity was confirmed. As a result, there was a high probability of intensive occurrence of multiple lightning strikes in summer, and a high proportion of positive (+) lightning strikes in winter. Lastly, in the distribution of the number of lightning strikes, an average of 2.0 to 2.5 negative (-) lightning strikes occurs in the coastal regions of the South and West Seas when one flash happens.

Acoustic Emission Monitoring of Lightning-Damaged CFRP Laminates during Compression-after-Impact Test

  • Carbon-fiber reinforced plastic(CFRP) laminates made of nano-particle-coated carbon fibers and damaged by a simulated lightning strike were tested under compression-after-impact(CAI) mode, during which the damage progress due to compressive loading has been monitored by acoustic emission(AE). The impact damage was induced not by mechanical loading but by a simulated lightning strike. Conductive nano-particles were coated directly on the fibers, from which CFRP coupons were made. The coupon were subjected to the strikes with a high voltage/current impulse of 10~40 kA within a few ${\mu}s$. The effects of nano-particle coating and the degree of damage induced by the simulated lightning strikes on AE activities were examined, and the relationship between the compressive residual strength and AE behavior has been evaluated in terms of AE event counts and the onset of AE activity with the compressive loading. The degree of impact damage was also measured in terms of damage area by using ultrasonic C-scan images. The assessment during the CAI tests of damaged CFRP showed that AE monitoring appeared to be useful to differentiate the degree of damage hence the mechanical integrity of composite structures damaged by lightning strikes.

B737NG 항공기 이륙 중 미부지면접촉에 관한 연구 (A Study on B737NG Aircraft Tail Strike during Takeoff)

  • According to the aviation statistics, tail strike incidents and accidents are cyclic. Although many tail strikes occurred during takeoff, these are less than during landing cases. Many cases are related on human factors. In my opinion it is possible to analyze the causes of takeoff tail strikes to some extent. There are major casual factors of tail strike during takeoff such as; (1) Mis-trimmed horizontal stabilizer (2) premature rotation prior to $V_R$ (3) Excessive pitch up rate during rotation (4) Improper use of the flight director. Among these causes improper use of flight director is excluded in this paper because it is recommended that pilot should use flight director after airborne. So I analyzed the other three causes as following. Firstly, because mis-trimmed stabilizer is related to center of gravity(CG), the relationship between stabilizer and CG is reviewed. Secondly, concerned premature rotation prior to $V_R$ I reviewed the background of rotation speed($V_R$) establishment and analyzed theoretically what speed leads to tail strikes. Thirdly, concerning excessive pitch up rate during rotation I analyzed what excessive pitch up rate can decrease ground clearance while using FDR data.

  • The demand of the power and gas energy have been rapidly increasing with the industralization, therefore, the area where buried pipelines run parallel with the adjacent power lines and cross them increases in Seoul as well as other cities. These situation cause AC interference from the power lines. However, there aren't any standards to preserve the pipelines from AC interference in Korea. This study introduces the separation distance to protection of buried pipeline from arc strikes caused by power line ground fault current. And this study examines and compares the arc distance through case study.

Statistics of Casualties and Damage Caused by Lightning Strikes in Korea from 2000 to 2007

  • This paper presents statistics on lightning-caused damage to humans, structures, and electrical and electronic equipment. To reduce the number and amount of casualties and damage caused by lightning strikes, the statistical analysis of lightning-related damage reports is important in establishing lightning protection measures. The statistics of lightning death, injury and damage in Korea from 2000 to 2007 were primarily derived from mass media As a result, the annual average of lightning-caused deaths in Korea is about 5. Most lightning casualties involve people who work outdoors such as farmers and recreationists. Data on lightning-caused injuries to humans and damage to structures in this paper may be underestimated since the available data from mass media are incomplete. The actual lightning-caused casualties and damage in Korea may be greater than those presented in this paper.
