Emerging as a strategic domain of the service industry, the drone logistics industry is evolving into a zero effort industry, which realizes smart device service ranging from corporate services to daily customer services. The role of the drone industry is becoming increasingly important in strengthening national competitiveness, as well as corporate competitiveness, beyond the strengthening of product competitiveness. Although drones have various strengths and weaknesses for industries, there are plenty of possibilities for diverse disputes and conflicts due to lack of related laws, regulations, and institutional norms, as well as unsolved problems related to technologies and operations; that is, there are still policy tasks and problems to be solved such as unauthorized seizure of drones, hacking, protection of personal privacy, safety concerns, regulation and limitation of flying areas, damage relief, and dispute settlements. Thus, in order to vitalize the drone industry as a future growth engine while responding to the changes in the environment of the drone industry in Korea and overseas and to strengthen national and corporate competitiveness by harmonizing with advanced management innovations, it is necessary to conduct in-depth discussions and review policy issues related to the vitalization of the drone industry. Therefore, the purpose of this study is to review the domestic and overseas realities and statuses of the drone logistics industry and application cases, analyze policies regarding the drone logistics industry of each country, review general theories on the solution of disputes arising out of the transactions in the drone logistics industry, and, as a conclusion, suggest desirable policy issues for the vitalization of the drone logistics industry in Korea.

One of the main issues of government is the development of local areas which have been neglected while major capital was invested on Seoul and its satellite cities. Korean Ministry of Construction and Highway and other government departments are currently working together (or the balanced development of the local areas. Localization which is the balanced development of the Capital and local areas, can be achieved through the balanced development of local industry and technology. It is required to have a strategic approach to the construction technology improvement that is localized and eventually contributes the localization efforts. Construction technology that is associated with the local characteristics is the key factor of the balanced national development. This study includes defining the 'localization' through the investigation of national and international localization examples. Construction technology that reflects the local characteristics is studied in this paper. Local characteristics are identified by (1) surveying 'construction technology demand'; (2) measuring construction technology capability, and (3) studying on government regulation changes. 1'he results provide the fundamental Information for the development of the local construction technology.

In this paper, we propose a new AC-DC converter control method to comply with harmonics regulation(IEC 61000-3) effective for the inverter system of an air conditioner whose power consumption is less than 2,500W. There are many different ways of AC-DC converter control, but this paper focuses on the converter control method that is adopting an input reactor with low cost silicon steel core to strengthen cost competitiveness of the manufacturer. The proposed control method controls input current every half cycle of the line frequency to get unit power factor and at the same time to reduce switching loss of devices and acoustic noise from reactor. This kind of converter is known as a Partial Switching Converter(PSC). In this study, theoretical analysis of the PSC has been performed using Matlab/Simulink while a 16-bit micro-processor based converter has been used to perform the experimental analysis. In the theoretical analysis, electrical circuit models and equations of the PSC are derived and simulated. In the experiments, micro-processor controls input current to keep the power factor above 0.95 by reducing the phase difference between input voltage and current and at the same time to maintain a reference DC-link voltage against voltage drop which depends on DC-link load. Therefore it becomes possible to comply with harmonic regulations while the power factor is maximized by optimizing the time of current flow through the input reactor for every half cycle of line frequency.

Illegal fishing is often cited as a principal cause of the failure of fisheries management, expecially fishing efforts regulations in traditional fisheries management. Usually, illegal fishing problems are perceived to be equivalent to inadequate enforcement, and policy prescription then follow to strengthen enforcement programs. The purpose of this paper is to analyze the illegal fishing behavior relatively recent emphasis on fishing efforts regulations in traditional fisheries management. The analysis focuses on measuring, explaining and developing the effectiveness way of enforcement strategies responding to imperfectly managed fishing efforts regulations through illegal fishing behavior and avoid enforcement fishing efforts measures. A model of fishermen fishing behavior and profit-maximizing decision making is analyzed to determine optimal fishing at individual fisherman level in response to fishing efforts regulation. The results of economic analysis of the enforcement of illegal fishing in traditional fisheries management results are as follows: First, illegal fishing will occur only if enforcement effort is not so high as to remove the incentive to do so, and if the effectiveness of avoidance is not too great, nor its cost too low. Second, avoidance effort will occur at a level jointly proportional to the extent of illegal activity and of enforcement; for given levels of the latter, the desired avoidance effort increase with its effectiveness and decrease with its cost Third, to improve the effectiveness of enforcement, understanding avoidance behavior appears to be crucial to any efforts. Forth, enforcement and fishermen behavior interact depends strongly on characteristics of avoidance, specifically its cost and effectiveness. When avoidance is neither too cheap nor too effective, the interaction is regular. Fifth, in this case, at low levels of enforcement, fishers respond to increases in enforcement by increasing avoidance, but at higher enforcement levels, it becomes uneconomical to continue to do so, and avoidance decreases with enforcement. Sixth, illegal fishing activity decreases steadily with enforcement, so the fishery manager is able, in theory, to reduce illegal fishing toward zero by increasing enforcement. If, however, avoidance is very inexpensive and/or very efficient/ then the optimal level of avoidance will increase indefinitely with increasing enforcement. Finally, less fishery enforcement is required if fishermen have less incentive to overfish, and fishermen have less incentive to avoid fishery enforcement measures.
Purpose: The purpose of this study is analyzing how much students of dental technology possess core competencies and cognition between dental technicians and students. Methods: The subjects of this study were dental technicians, dental technology students and a self-administered structured questionnaire survey wax conducted for 428 selected people. Collected data were analyzed using SPSS Win 20.0 statistics program and analysis techniques include the frequency, t-test, One-way ANOVA. Results: The results of the survey are as follows. The cognition of key competency according to the gender in the students showed differences in interpersonal ability, information ability and the requirement of key competency according to the gender in the students showed differences in speaking ability, listening ability, problem solving ability. The cognition of key competency according to the grade in the students showed difference in speaking ability, listening ability and the requirement of key competency according to the grade in the students showed difference in comprehension of organization ability. The speaking ability is the lowest in the cognition of key competency according to the gender, grade, experience of clinical training in the students and the skill ability is the highest in the requirement of key competency according to the gender, experience of clinical training in the students. The cognition of key competency according to the career in the dental technicians showed difference in problem solving ability, self-regulation and self-development ability, skill ability and the requirement of key competency according to the career in the dental technicians showed difference in writing ability. The cognition of key competency according to the educational background in the dental technicians showed difference in comprehension of organization ability. The foreign language ability is the lowest in the cognition of key competency according to the career, job in the dental technicians and the skill ability is the highest and the math ability is th lowest in the requirement of key competency according to the career, place of employment in the dental technician. Conclusion: This study can be used as basic data for dental technology that are available not only to field-oriented disciplines but also to overall higher education fields which aim to strengthen key competency.

The performance assessment in radiosonde observation on the special observation program (ProbeX-2009) is performed and the characteristics of precipitation using Auto Weather System (AWS) and radiosonde data in 2009 at the Ulleungdo are investigated. The launching time, observation time, and maximum altitude of radiosonde are satisfied with the regulation from Korea Meteorological Administration (KMA) and World Meteorological Organization (WMO) but the duration of observational time of radiosonde is much shorter than that of the ProbeX-2007 because the altitude of launching site is higher than others in 2007. From the analysis of trajectories of radiosonde, most radiosondes at the Ulleungdo tend to move into the east because the westerly prevail at the middle latitude. However, when the Okhotsk high is expanded to the Korean peninsula and the north-westerly winds strengthen over the East Sea as the subtropical high is retreated, radiosonde tends to move into the south-west and south-east, respectively. Maximum distance appears at the end of observation level before May but the level of maximum distance is changed into 100 hPa after June because the prevailing wind direction is reversed from westerly to easterly at the stratosphere during summer time. The condition of precipitation was more correlated with the dynamic instability except Changma season. Precipitation in 2009 at the Ulleungdo occurred under the marine climate so that total precipitation amounts and precipitation intensity were increased and intensified during nighttime. The local environment favorable for the precipitation during nighttime was while the wind speed at the surface and the inflow from the shoreline were strengthened. Precipitation events also affected by synoptic condition but the localized effect induced by topography was more strengthened at the northern part of Ulleungdo.

Depletion of fossil fuels and sharp rise of international oil price as well as climate worming and frequent environmental disasters have required to strengthen resource(esp. energy) and environmental policy and discourse. And hence highly influential discourses and policies such as the concept of sustainable development and strategy for carbon regulation have been developed and pursued world-widely. But these concept and strategy have seemed to be subsumed in the process of neoliberalism, so as to have little effective results. This leads us to energy transition and energy autonomy or autarky as alternative strategic and normative concepts. Daegu has shown strong interests in urban energy problems relatively earlier than other cities, and developed the so-call 'Solar City' project. But it could not properly tackled with the problems, while tending to meet with the global imperatives. This paper considers urban energy problems and energy policy of Daegu with its significance and limitations, and suggests 4 principles for urban energy transition and autonomy with some concrete alternative measures; that is, the transition from fossil and nuclear energy to renewable energy, the transition from supply-led policy to demand side focusing policy, the transition from central governing energy system to locally distributed one, and the transition from market-dependent management to citizen-participatory energy governance.

In preparation of the increase in the domestic debts and the rise in the US interest rate, the Korean government has started to strengthen the regulation on the property market since 2017. So, it is likely that the sales in the domestic construction market would be decreased. Even in the overseas plant projects market, as there has been the continuous increase in the cost and the resulting increase in the losses, it looks hard for the large construction companies to keep their credit ratings as they are now. This study is designed to check Korean government's property policy and any possible problems caused by the overseas and domestic economic environment, which include the property market policy, interest rate, rise in the property price and lackluster sales in housing market. It showed the change in the credit ratings by finding out the sales, work capability, sales in non-governmental projects, operating profits and PF contingency liabilities. For this study, the questionnaires were sent to 30 practical experts to analyze the effect of the risk factor on the outside credit rating of large construction companies.

With the rapid increase in mobile device users, there are many cyber attacks using SMS messages to infect the mobile device. The monetary demage from those attacks are also increasing. Since those demage are generally related to mobile micropayement systems, we study the details of the incidents on smishing and mobile micropayment. We have identified several limitations of current regulations and laws of them. Thus, we propose new regulations and laws to reduce the financial demage from simishing and to strengthen the security and responsibility of the mobile network operator, payment gateway, and content providers who are participating in the structure of a mobile micropayment systems, such as a regulation for information security evaluation system, several laws for compensation of financial demage within mobile micropayement system.
