Block system has been used to protect trains from occupying the same section of track at the same time so that only one train is permitted in each block at a time. Domestic driving regulations on the block system is divided into two classifications, such as regular block and substitute block. If it is impossible to use this regulation, the block applied method can be applied. However, domestic urban railway administrator has established his own operation rule within the regulation. Therefore, in order to assure continuous safety of train in operation, it is necessary to strengthen the regulation as can cope with the various block systems. In this study, domestic urban railway administration's own rules are examined and the appropriate driving regulation on the block system is proposed.

Looming global environmental pollution problems around the world movement to minimize the environmental pollution is actively taking place. International Maritime Organization (IMO) a significant portion of the marine pollution by exhaust gases emitted from vessel considered, and accordingly developed around the ship and ship-related environmental regulations, emission standards are going to strengthen gradually, the development of environmentally friendly vessels and equipment is proceeding actively.

몽골에서 민간경비와 관련된 법제정은 비교적 최근의 일로, 2000년에 몽골국회가 계약경비서비스에 관한 법을 통과시킴으로써 몽골에서 민간경비가 법적으로 탄생하게 되었다. 그러나 아직까지 몽골의 계약경비서비스에 관한 법은 국제기준에 미치지 못하며 따라서 이를 개정해야 할 필요성이 존재한다. 본 연구에서는 한국의 경비업법과 몽골의 계약경비서비스에 관한 법을 비교 분석하여 몽골 관련법의 문제점을 파악하고, 그에 따른 개선방안을 제시하고자 하였다. 분석결과, 몽골의 계약경비서비스에 관한 법은 법령의 명칭과 용어, 경비업체의 등록과 영업행위에 관한 절차규정, 경비업체의 대표 및 경비원의 자격요건과 책임성 확보, 경비업무의 범위 등에 문제점이 있다는 사실이 파악되었다. 이러한 문제점들을 개선하고 또 앞으로 몽골의 민간경비산업의 발전을 촉진하기 위하여 본 연구에서는 계약경비서비스에 관한 법의 개선방안을 제시하였다.

The Comprehensive Measures for a soft landing of Household Debts affecting the credit service of Fisheries Cooperative (FC) have been known to the public in June 2011. Its essential points are as follows: 1) Abolition of Tax-free Regulation, 2) Set limit of loans, etc. per person, 3) Introduce leverage regulations for credit-specialized financial sector i. e. FC, 4) Gradually strengthen loan-loss reserve requirements for card-loan and other credit loans. However, the Financial Policy Measures seem to pay no attention to the Cooperative's Values, Principles and Identity. In this paper, emphasis is be placed on the task of the regulators i. e. Financial Services Commission and Financial Supervice Service to lift the Financial Measures negatively affecting the operation of fund of FCs, and on the establishment of Cooperative identity in order to further develop FCs.

This study discusses the direction of legislation to strengthen the legal protection of medical records privacy in information age. The legislation trends on privacy protection of medical records in European Union and United States are analysed and the current law and regulation of Korea on medical records are compared. The issues discussed include the ownership of medical records, the patient's right of access to medical records, medical information publication for other than treatment or insurance processing use, confidentiality responsibility of provider organizations, medical information management in provider organizations, penalty for the unlawful use of patient information. This study concludes that the patients' right on medical record and provider organization's responsibility in processing patient information should be strengthened in order to protect patients' privacy and to conform to the international standard on medical record protection in the information age.

Recently Korea and many countries are legislated for pedestrian protection as following the GTR(Global Technical Regulation). Most NCAP organization have been applying pedestrian protection results in their own rating system in individual or overall rating. Euro NCAP agency has been introduced it first. From the beginning, Euro NCAP had assessed occupant and pedestrian protection. It has become to strengthen a pedestrian protection protocol every time published. Korea NCAP also has been rating pedestrian protection with overall rating system. This paper proposed to study new pedestrian protection protocol especially upper leg in order to find injury response based on physical test. On Euro NCAP, the upper leg injury are assessed two kind of value which are bending moment and force.

본 연구는 부정적 평가의 두려움, 인지적 정서조절이 신규간호사의 현장적응에 미치는 영향을 조사하고, 인지적 정서조절이 조절효과로 작용하는지를 알아보고자 시도하였다. 연구대상은 1년 미만의 신규간호사 181명을 대상으로 자가보고 설문지를 실시하여 자료를 수집하였다. 부정적 평가에 대한 두려움 점수 3.25점, 인지적 정서조절 점수 3.18점, 현장적응 점수는 2.92점이었다. 부정적 평가에 대한 두려움이 클수록 부적응적 인지조절의 사용이 많았고 현장적응은 낮았다. 또한 부정적평가에 대한 두려움과 현장적응 사이에 인지적 정서조절효과는 나타나지 않았다. 이 결과로, 신규간호사들이 새로운 환경에 적응하도록 돕기 위해 자신감 증진 프로그램과 적응적 인지적 정서조절 사용을 위한 중재 프로그램이 필요하다.

Online-ADR (Alternative Dispute Resolution) has been receiving attention from the international community as a means of alternative dispute resolution for consumer disputes in both small and mass international e-commerce. The EU Parliament and the Council proposed the Online Dispute Resolution Regulation for Consumer Disputes (hereafter, "EU Consumer ODR Regulation") and the Directive on Alternative Dispute Resolution of Consumer Disputes (hereafter, "EU Consumer ADR Directive") as a legislative package, now scheduled to be adopted. Those efforts strengthen consumer protection by enhancing ODR in international e-commerce and improving of the functions of the e-commerce market. The EU Consumer ADR and ODR regulation package will operate in conjunction with the ODR platform as a single point across Europe, abandoning the ADR system of each member. Consumers and traders who need dispute resolution apply on the EU ODR platform linked website, and the applications are distributed to individual ADR institutions in accordance with the Rules and Procedure of ADR institutions in the respective country. Although there has been partial progress in Korea for ODR programs such as the establishment of the Online Administrative Trial and the procedures of individual ADR agencies operating through the website, existing norms do not fully support the system. At this point, we see many implications of the EU Consumer ADR and ODR regulation package on the direction chosen for domestic ADR and ODR policy and legislation. This study introduces the main features and content of the EU Consumer ADR Directive (draft) and ODR Regulation provisions, and describes the direction of domestic policy and legislation regarding Online-ADR.

Purposes : The Purpose of this study was to review a current status on acupuncture and traditional Chinese medicine in Canada focusing on the rules of regulatory bodies of 5 states including legislation history, development in professional self-regulation, education and evaluation system. Methods : Based on literature review, we studied on 5 legislated states cases, educational accreditation status and licensure system. We also interviewed on a person who is a chair of CTCMA & CARB-TCMPA and more TCM practitioners in British Columbia within educational topics. Results & Conclusions : Acupuncture legislations have been approved by the governments in Canada between 1988 and 2014 within the acceptance of self-regulation. Since then, regulatory bodies in each states have tried to strengthen their duties and rights as a healthcare professionals. Based on firm laws and regulations, occupational competency-based education in acupuncture and TCM has been gradually improved and established quite well in parallel with a development of higher educational system in Canada.

유해화학물질 취급작업장은 전국적으로 산재되어 있고, 가동된 지 20년 이상 경과된 시설의 노후화로 사고의 위험이 상존하고 있다. UN을 비롯 선진국의 화학물질 규제는 강화되고 있지만, 누출사고는 빈번하게 발생되어 사회적 큰 이슈가 되고 있다. 최근 국내의 경우 잇따른 누출사고로 정부와 관련부처는 화학사고에 대한 전반적인 예방, 대비, 대응체계를 점검 및 개선하고 있다. 본 연구는 유해화학물질 취급작업장에서 발생되는 누출 및 화학사고의 주요 원인에 대한 안전관리 실태와 관련제도의 기준 등 취급, 관리상의 문제점을 분석하여 사고예방과 초기 대응을 위한 제도 및 안전관리 개선방안을 제시하였다.
