Recently it is required to present a new goal and direction regarding a railroad industrial informatization in order to respond to external change of environment along sharp development technical information communication (ICT), establish a strategic plan for o establish a strategic plan for harmonious developments of private and public sector through harmonious developments of private and public sector and efficient investments on an railroad industrial informatization. Forwarding plans for informatization industrial the existing railroad have been proceeded mainly around informatization of related organization regarding railroads. E-business including e-commerce boosts the competitiveness of corporations remarkably through the creation of new value added, positioning itself as the key to national competitive edge. Thus, advanced nations and international organizations such as WTO and OECD are structuring a positive support system for e-transformation. Korea also has been pushing for activating e-business at the government level since 2000. ECRC(Electronic Commerce Resource Centers) project is an efficient government initiative and inter-agency coordination in implementing e-Business policy for industry. This project has been sponsored by the MOCIE and operated through prime contracts with KIEC. ECRCs provide such services as educational training, technology transfer, consulting and information service related to e-Business for industry. They had given the digital opportunity demanded by industry from 1997 but in these days there are many other new e-business activating projects in Korea. This paper sought to study a strategic reform plan of ECRC.

경영환경의 변화를 예측하고, 변화를 창조하며 적극적으로 대응하고자 하는 오늘날 기업 활동의 노력은 전통적인 경영관리시스템(MIS, Management Information System)의 한계를 인식하고 있다. 테일러의 과학적 경영관리 기법을 근간으로 발전해온 MIS분야는 종래의 경영환경, 즉 변화 정도가 미약하거나 또는 예측 가능한 변화의 환경 속에서 기업관리 활동이 가능한 경우에 그 효과를 볼 수 있었다. 전략적 기업관리(SEM, Strategic Enterprise Management)는 기업의 가치창출을 위한 근본적인 프로세스에 관심을 가지고 있다. 이 연구에서는 기업의 가치중심 경영 기법과 연계되는 성과관리시스템의 새로운 설계 방안을 제시하고자 한다. 기업의 전략적 가치동인(value driver)을 도출하여 전략방향의 대안을 제시하고 그러한 전략대안을 달성하기 위한 균형성과지표를 개발한다. 향후 이 지표들은 다시 가치동인도에 반영되어 기업의 전략적 가치향상을 위한 지표 선정의 적정성을 검증하게 된다. 결국, 기업의 가치창출이라는 대명제 안에서 가치평가모델링(VBM, Value Based Management)과 균형성과 지표의 연계성을 강조하는 틀을 제시하게 될 것이다.

This case study covers the Knowledge Management research paper that explores the clear idea about the knowledge practicesthat are used in the corporate sector to achieve the strategic advantage over the competitors. The quoted example of the three manufacturing firms TATA MOTORS, BHEL, and M&M have tried to compare the Knowledge practices in these firms, which explores the concept clearer that the competitors can use the same or the different type of knowledge practices to achieve the competitor advantages. In order to help knowledge management goals, an integrated knowledge management system consisting of the knowledge management techniques and technologies are used. The knowledge Management is supported by different techniques and practices whichare knowledge content, people skills, technology and strategy based. The technology and techniques supports these factors of knowledge management. The paper discuss different techniques and processes adapted by three Indian organizations and a comparison is made to suggest the guidelines of KM practices to manufacturing Industries.

Sustainability assessments tend to integrate ecological, social, and economic concerns. Sustainability assessment could be considered the highest rung in the assessment ladder. Broad strategies that seek to integrate individual SEA(Strategic Environmental Assessment) could be subjected to a sustainability assessment. Sustainability assessment could incorporate global and transboundary effects and priorities into SEA and project-level EIA(Environmental Impact Assessment). SEA could provide an environmental context and direction for project-level EIA. Procedural and substantive EIA requirements can be addressed through tiering such as sustainability assessment, SEA, project-level EIA. In Korea, PERS(Prior Environmental Review System) that has been utilized to evaluate administrative plans related with various kinds of development projects should be evolved not only to incorporate environmental impacts into early stage decision-making, but also to implicate sustainability assessments that include social equity and economic efficiency. Integration of SEA and sustainability assessment can be initiated through the application of DPSIR (Driving Force - Pressure - State - Impact - Response ) framework that was developed by European Environmental Agency.

This study purposes to present strategic forest planning that can support the identification of forest resources and the maximum uses of forest functions through FMIS combining GIS, RS and LP. Forest information such as compartment structure and forest road was entered into GIS to construct FMIS. Remotely sensed data were used to land cover classification, and then geographical attributes were identified. New grouping unit, so called 'arvest unit' was introduced as the forest management unit. Strategic forest planning based on the 'arvest unit' was proposed that considered together the economic, environmental aspect of forest.

본 연구는 기업의 전략 의사결정(Strategic Decision-Making) 실무에 빅데이터를 활용하기 위한 방안으로 하둡-맵 리듀스(Map Reduce)를 통해 처리한 데이터를 이용해 퍼지 인식도(Fuzzy Cognitive Map)의 인과 행렬을 작성하고, 작성된 퍼지 인식도를 활용하는 경영 의사결정 방법과 의사 결정 지원 시스템(DSS: Decision Support System)을 제안한다. 제안을 위해 관련 연구 및 개념, 퍼지 인식도를 기반으로 하는 의사결정 지원 시스템과 제안한 시스템이 갖는 장점, 그리고 퍼지 인식도 기반 의사결정 지원 시스템의 실제 활용 가능성에 대해서 실험을 통해 검증한 내용을 담고 있다.

It is difficult to transform a blockchain initiative from the feasibility stage to the fully commercialized the technology's products or services, especially considering the significant investment required and the lack of studies on the benefits and barriers from deployment perspective. Whereas some organizations have come up with their own solutions to moving beyond the feasibility stage, commercial applications do not yet exist and few organizations are willing to invest beyond the prototype phase and fill in the gap between the expected and actual business value of these types of projects. This study aims to develop a blockchain model using a survey to gather qualitative data on experts' opinions on the deployment of blockchain technology. Our model will measure how business professionals could take advantage of blockchain's disruptive technology to develop business opportunities. This study's contribution is to show blockchain technology's potential strategic business value. The findings from this exploration include the prospective for delivering comprehensions to businesses for different creating investment choices on the embracing of the blockchain technology.

It is tried that evaluation areas and items of information system in public sector are derived ration-ally and its weight value call be applied differently to type of information system to enhance validity and objectiveness of measurement in evaluating IS in this research. To obtain the goal of this research, firstly, five sectors - system sector, user sector, organization and management sector, the degree of strategic contribution to IS, and the degree of optimizing re-source in IS - are categorized based on broadly reviewing previous theoretical and practical research. Secondly, IS type in public sector is divided into internal operation one and customer oriented one that is object of the IS, and divided into application oriented and IT infrastructure oriented which are influence by IS. Thirdly, evaluation areas and its items are measured by 5 point scales (Likert summated scales) in addition to analysis of validity and reliability to improve objectiveness of establishing evaluation areas and its items. Fourthly, the weight values in the evaluation areas and its items are derived by using analytic hierarchy process. According to the results of analysis of weight value through AHP, it were found to be 30.4% to organization and management sector. 25.5% to degree of strategic contribution, 21.0% to user sector, 13.5% to degree of optimization of resource management, and 9.6% to system sector. and. different weight values each of the four IS type are proposed which establishing in this research. The main implications of this study is that the criteria by which IS in public sector can be categorized 4 ones is suggested and The weighted evaluation for four types of IS based on the AHP analysis enables proposing an objective evaluation method of IS in public sector for considering individual IS characterics.

The information technology(IT) development of telecommunication, along with the information analyzation over the world, enables the firms to process their inner and outer operations through Electronic Data Interchange (EDI) system. And the concept of logistics has become more important to the enterprises in strategic sense because it had aggrandized itself to more comprehensive and integrative concept. Also the world shipping market is more competitive than any other market. In these environment, to maintain competitive power, shipping firms process operations by Logistics Information system(LIS), And then, reduce the working processes, working time and its costs. So the LIS has become more important in developing our national logistics system and industry. Therefore, this study purposes on empirically analyzing the activation factors of shipping LIS and the relationship these, factors with logistic performances in the shipping industry. Considering environments of Shipping logistics information system, this study sets up the research model and hypothesis to examine the activation factors of shipping LIS and the relationship these factors with logistic performances. We used the field data on the 163 numbers of firms(29 overseas shipping companies and 133 forwarding Agency) to get the empirical evidence. According to the study results, The shipping LIS activation factors which the sample firms recognized as important: were top managers support, well structured communication channel, strategic plans connection and inner information analyzation level. And IS organization & human resources, IS discipline & training, software development, IS organizational alignment, database management system, information standardization, competitive advantage, financial support and government support represent partially significant. Also, the current shipping LISs main problems are expensive system cost, standardization of working processs, institutions imperfection and systems interaction defect. So these problems must be improved to activate shipping LIS.
