6·25전쟁 초기 춘천지구 전투의 재분석과 평가 (A Reanalysis and Evaluation of the Chuncheon District Battle In the Early Part of the Korean War)

  • 6.25전쟁 초기 방어전투 중 유일하게 성공한 춘천지구 전투를 재분석 하여 전투 성공요인과 의의를 재평가하는데 연구 목적이 있다. 그동안의 연구결과는 한국군의 입장에서 분석된 사항으로 북한군의 기습남침에 맞서 초기 방어전투의 성공적인 면과 북한군의 단기속결 의도를 좌절시킨 전투로 집중 조명되어졌다. 이번 연구는 북한군 남침 작전계획을 고려하여 김일성의 전략적 방침과 연계하여 춘천지구 전투를 재분석해 보고자 한다. 즉 북한군의 남침계획과 연계하여 적전술의 입장에서 재분석하였다. 이를 통하여 춘천지구 전투가 6.25전쟁에 어떠한 영향을 미쳤는지 알아보고자 한 것이다. 김일성의 전략적 방침에 의거한 북한군의 작전계획을 초기전투에서 한국군 제6사단이 분쇄하였다는 점에서 전술적 승리 이상의 의미가 있다. 춘천지구 전투는 춘천이라는 일개 지역에서 진행된 성공적인 초기 방어전투를 떠나 김일성의 전략적 방침을 좌절시켜 북한군의 전쟁계획 자체를 무력화시킨 '결정적 전투'로 재평가 받아야 될 것이다.

대학도서관의 BSC 적용에 관한 연구 (A Study on Applying the BSC for University Libraries)

  • 오늘날과 같이 급변하는 환경 하에서 대학도서관이 유기적 조직으로써 다양한 변화에 신축적으로 적응하면서 조직의 총체적인 성과를 측정하기 위해서는 자원을 중심으로 한 양적평가와 서비스를 중심으로 한 질적평가 이외에도 자원 활용의 효율성이나 효과성, 서비스의 제공 능력이나 조직구성원의 잠재능력 등 경영전반에 걸친 균형적인 성과측정표의 개발이 필요하다. 본 연구는 Kaplan과 Norton이 개발한 BSC 모형을 비영리조직인 대학도서관에 적합하게 수정하여 고객, 자원, 내부 프로세스, 학습 성장의 네 관점으로 그 모형을 개발하고, 각 관점별 전략에 대한 전략지도와 측정지표를 개발하였다. 궁극적으로 본 연구는 대학도서관에 전략적 계획과 균형성과표를 연계하여 적용함으로써 대학도서관 조직의 전략적 계획에서 성과까지의 전체적이고 포괄적인 그림을 제시하는 전략적 통합 경영지표를 제시하고자 하였다.

  • In this paper we present an integrated methodology for strategic planning in telecommunications standardization. Especially this paper focuses on the method of setting priorities for telecommunications SWAs(Standardization Work Areas) and related SWls(Standardization Work Items). To make a strategic plan for telecommunications standardization in which usually includes prioritization, resource allocation, standardization schedule for each SWA is based on prioritization of SWAs. Our methodology integrated various existing methods including the Analytic Hierarchy Process(AHP) and a modified Delphi technique. Recently, rapid technology evolution in telecommunications fields increases the necessity of developing more and more new standards. Also increased complexity of those technologies makes standards more complicated, more specified and more thick than the past ones. As a result, the number of SWAs and SWIs are being increased constantly. Furthermore, rapid telecommunication environment changes such as deregulation, liberalization, privatization, regionalization, and globalization surrounding standardization bring about new challenges and opportunities. Due to all these trends, strategic planning for telecommunications standardization grows more and more important. To cope with these challenges and also to make the more efficient use of the limited standardization resources including time, financial, human resources, we suggest more logical and rational approach that will be a backbone of strategic plan for telecommunications standardization. The telecommunications standardization planning process involves a MCDM(Multi-Criteria Decision Making) process. The Analytic Hierarchy Process(AHP) is a kind of MCDM approaches. Our method is based on a combination of a modified Delphi technique and an application of AHP(Liberator's spreadsheet model). Analyzed data from Delphi technique is used as inputs to ABP. In addition, we also focus on the technique how to combine group judgments and to handle a large number of comparisons. We present analyzed results including Pilot and Full Scale Survey according to the proposed process. The result of this study will be useful input for telecommunications standardization policy making and practical implementation.

  • To control the sphere, it required a strategic understanding to sphere and a power for overcome to it. In the early 20th century, the Pacific-War is a confrontation between the U.S. and the Japan for holding supremacy a pacific ocean sphere, building on maritime geopolitical perception. The Pacific ocean is a large of sphere, so if a country pursues a Pacific region supremacy, it needs a strategic perception and capability to control the sphere. After the U.S. has unified the continental, it has formed geopolitical perception in the Pacific ocean and by the way to control the Pacific ocean selected a naval power. The U.S. must have overcome a Pacific sphere for getting through to the Pacific region, this concept has developed the War Plan Orange(war plan relations with the Japan). Meanwhile, at this point of time, the Japan has recognized to a geopolitical point of view about security environment in the Pacific ocean. like as the U.S. has the War Plan Orange in mind for building on geopolitical perception of the Pacific ocean, the Japan also has learned geopolitical perception from the U.S. Because of this, the Japan has established the Interception-Attrition strategy(war plan relations with the U.S.). If we don't have overcome a sphere of the Pacific ocean, we don't hold hegemony of the Asia-Pacific region. So the analysis of perspective maritime geopolitics about the Pacific war is a meaningful study.

  • 최근 전국적으로 많은 지자체들이 '도시재생특별법' 개정과 '도시재생 선도지역', '도시재생 뉴딜정책'의 추진으로 도시재생 사업을 추진하고 있지만, 공모사업 중심의 도시재생사업은 '도시재생특별법'에 의한 도시재생 계획체계에 맞게 추진하기에는 한계가 있다. 이처럼 공모사업 중심의 획일적인 계획과 비 계획체계에 의한 도시재생사업 추진되고 있어 많은 전략계획과 활성화계획 등 계획수립 소요시간 증가와 이에 따른 사회적 비용증가 등 많은 문제점을 야기하였다. 이에 본 연구에서는 도시재생 계획체계 정립 및 유연화 등의 방법론을 모색하고자 함을 목적으로 도시재생 계획체계의 운영 실태를 분석하여 문제점을 분석하고 개선 방안을 제시하여 우리나라의 도시재생 계획체계 재정립 등의 방안을 연구하고자 한다.

A Strategic Plan for Improving Customer Satisfaction in Auto Insurance

  • Customer Satisfaction (CS) in Auto insurance market is the important factor which makes customer loyalty and retention increase. Recently On-line companies are threatening the existing Off-line companies with taking advantage of the low price through cut-offing the price by internet marketing. Therefore, the CS is becoming an indispensable survival strategy to the Off-line companies. Under these circumstances, this study finds out what the CS factors are in the auto insurance market, and produces levels of CS, customer loyalty and satisfaction Index of each category. The purpose of this study is to suggest the strategic improvement factor for elevating CS level and strategic direction for CS management by CS portfolio analysis based on the survey result.

전자무역 계획수립 가설에 관한 연구 (A Study on Global e-Trade Planning Hypothesis)

  • The objective of this paper is to investigate important factors when one can consider an implementation of global e-trade. This paper in particular intends to derive which factors are significant at information strategic planning stage as well as its evaluation stage. Many works in the global e-trade area have been focusing on narrow research issues related to EDI implementation and trade process automation after trade contracts are legally made. Therefore, more complete and exclusive factors at pre-contract stage should be considered when one can make a strategic plan for global e-trade. Five factors are found to be important for global e-trade planning and those are: (1) corporate strategy, (2)trade process automation, (3)trade information technology & infrastructure, (4)organization & people, and (5)trade information technology utilization. An evaluation framework is developed in this paper and its empirical results are also provided.

  • This paper presents a competency-based system for supporting corporate strategic information system planning. This system is implemented in practice via a detailed three stage methodology. The three stages are defining current business, analyzing competency, and suggesting To-Be enablers. The business objectives are evaluated on competencies in terms of experts' preference information about degree of importance between competencies on them. This system provides an efficient, systematic and structured framework and helps dramatically reduce the time needed to plan strategic information system.

  • Though trade shows have emerged as an increasingly significant component in companies' international promotional tools, little research has examined this activity and previous findings on this theme are few and mostly foreign. With the trade show costs rising, exhibitors are forced to exert more effort to their trade show success. This research studies the effectiveness of trade show as a international promotion method and suggests strategic management program to enhance trade show performance such as image-building, sales-related, information-gathering, and relationship-improvement. Our suggestions are as follows: (1) Marketing executives should make a plan for trade show management and set their trade show objectives before trade show opens. (2) Companies should reinforce pre-show promotion and booth staff training. (3) After trade shows close, it should measure their trade show performance. These are key success factors for companies to enhance their trade show performance. By implementing these success factors effectively, exhibitors can have better performance of trade show.

  • In recent years, many electronics producing firms have looked upon total quality management (TQM) strategy as a means by which they could maintain competitive advantage. This empirical research evaluates TQM strategic factors in order to determine the critical success factors in environmental uncertainty. Fuzzy analytic hierarchy process (FAHP) is the proposed research methodology to discuss and tackle the different decision criteria like effective leadership, people management, customer focus, strategic plan and process management, being involved in identifying the TQM strategic critical success factors with uncertainty. The result shows that effective leadership is the most critical success factor in TQM strategy.
