Dominant Design Technology Strategy Based on Open Innovation : High Skewed Propeller(HSP) Design and Production System of Hyundai Heavy Industries Co. (개방형 기술혁신 기반의 지배적 디자인 기술개발 및 확보 전략 : 현대중공업의 HSP(High Skewed Propeller) 설계 및 생산 시스템)

  • This study presents a research model that demonstrates the dominant design technology strategy for developing and securing dominant design technology based on open innovation. For this purpose, this study developed a strategic model for the development and acquisition of design technology, production technology, and production system of propeller which satisfies the requirements of ship propulsion system required by ship owners and shipbuilders. By studying large propellers for ships, it is possible to embody a strategic model that can be used as a technology development strategy of dominant design that is effective in technology field of other industries. In this study, HSP (High Skewed Propeller) strategy of Hyundai Heavy Industries, which occupies the largest global market share (47.5%, 2007) for more than 30 years until now, is analyzed as a successful case to verify this strategic model. The development and acquisition strategy model of dominant design technology presented in this study consists of four stages : dominant design project strategy, dominant design engineering technology strategy, dominant design production technology strategy, and dominant design production system strategy. The strategic model summarizes the key activities at each stage. In addition, the steps and core activities of this strategic model were confirmed through the case study. As a technology development strategy of HSP products, Hyundai Heavy Industries utilized open innovation technology to cooperate with outside, that is, collaborative research and development with KAIST (Korea Advanced Institute of Science and Technology) research team, and succeeded in achieving technology development of dominant design of HSP products by linking it with HSP technology development and acquisition strategy.

  • CALS(Commerce At Light Speed)/EC(Electronic Commerce) is drawing considerable interest as strategic part of efforts for computerization of the government and companies and for industry-wide innovation, using Internet and information superhighway that is widely expanding world-wide with the development of computers and information communication technology. In the current industry infrastructure, standardization is difficult but very important among the parties that want to share the added value, as external environmental components increase since the advent of computers. However, information security technology is not permitted to be exported in light of national interest or high amount of royalty should be paid. Moreover, if we cannot fully analyze the international standard and imported technology in order to verify the safety of using them, domestic information can be exposed according to the desire of the country exporting the technology. In particular, information security technology should be developed by ourselves, considering technology Protection and export Prevention Policies of foreign countries. Therefore, this paper presents information security technology and standardization trends for several application fields regarding CALS/EC implementation in our and foreign countries. This paper also analyzes such trends and proposes strategic direction for standardization suited for domestic environment.

  • In this paper, we offer a new strategic Portfolio Model for national IT R&D project selection in Korea. A risk and return (R-R) Portfolio Model was developed using an objectively quantified index on the two axes of risk and return, in order to select a strategic project and allocate resources in compliance with a national IT R&D strategy. We strategize using the R-R Portfolio Model to solve the non-strategy and subjectivity problems of the existing national R&D project selection Model. We also use the quantified evaluation index of the IT technology road map (TRM) and the technology level Survey (TLS) for the subjectivity of project selection, and try to discover the weights using the analytic hierarchy process (AHP). In addition, we intend to maximize the chance for a successful national IT R&D project, by selecting a strategic Portfolio project and balancing the allocation of resources effectively and objectively.

  • The telecommunications-based information technology and the provision of electronic commerce are broadening possibility of the virtual enterprise. The purpose of this paper is to enhance academic and practical understanding virtual enterprise as one of the most promising new concepts in electronic commerce area. I strive to establish the concept of virtual enterprise as a strategic source of competitive advantage in small & medium business. I analyze several new trends and concepts in strategic business area which will eventually lead small & medium business to the virtual enterprise. It has great potential benefits for small & medium businesses which are placed in difficult circumstances. They must build IT infrastructure and make use of co-sourcing for the utilization of virtual enterprise. This paper also suggests the strategic methods which enable the conventional enterprise to introduce the virtual enterprise.

  • Typical highway infrastructure systems include roadway pavement, drainage systems, tunneling, and other hardware components such as guardrails, traffic signs, and lighting. Tunnels in a highway system have provided significant advantages to overcoming various natural challenges including crossing underneath bodies of water or through mountainous areas. While only a few tunnel failure cases have been reported, the failure rate is likely to increase as these assets age and because agencies have not emphasized tunneling asset management. A tunnel system undergoes a deterioration life cycle pattern that is similar to other infrastructure systems. There are very few agencies in the United States implementing comprehensive tunnel asset management programs. While current tunnel asset management programs focus on inspection, maintenance, and operation safety, there is an increasing need for the development of a comprehensive life cycle tunnel asset management program. This paper describes a conceptual framework for a comprehensive tunnel asset management program. The framework consists of three basic phases including a strategic plan, a tactical plan, and an operational plan to provide better information to the decision makers. The strategic plan is a basic long term approach of tunnel asset management. The tactical plan determines specific objectives and the operational plan actually applies asset management objectives in practice. The information includes operational condition, structural condition, efficiency of the system, emergency response, and life cycle cost analysis for tunnel capital improvement project planning.

  • The strategic UAV for theater level ISR(Intelligence, Surveillance and Reconnaissance) mission typically has numerous ground targets over area of responsibility(AOR) or area of operation(AO). It is necessary to automatically incorporate these multitude of ground targets into mission planning process in order to collect ISR images before actual flight mission. In addition, weather information such as wind direction and/or velocity may have significant impacts on the qualities of collected sensor images, especially in SAR(Synthetic Aperture Radar) images. Thus weather factors in the operation altitude should also be considered in the mission planning stage. In this study, we propose a novel mission planning scheme based on target scheduling and deviation correction method incorporating weather factors.

  • It has been asserted that information technology (IT) is being exploited by a number of corporations for strategic advantage. The successful implementation of an organization-wide IT, however, not only depends on its strategic and technological feasibility, but also on the effectiveness of organizational transformation strategies. In this case, the organizational transformation strategy and its success for the adoption of computerized typesetting systems (CTS) by one of the largest Korean newspaper companies, are described With an analysis on the Korean newspaper industry, the case explains the internal and external pressure towards the introduction of the new information technology and its development process. It also provides the architecture and operational mechanism of the CTS. Finally, the case analyzes the impact of the system on the competitive behaviors of the rivals in the industry.

Using Standard Deviation with Analogy-Based Estimation for Improved Software Effort Prediction

  • Software effort estimation is one of the most difficult tasks in software development whereas predictability is also of equal importance for strategic management. Accurate prediction of the actual cost that will be incurred in software development can be very beneficial for the strategic management. This study discusses the latest trends in software estimation focusing on analogy-based techniques to show how they have improved the accuracy for software effort estimation. It applies the standard deviation technique to the expected value of analogy-based estimates to improve accuracy. In more than 60 percent cases the applied technique of this study helped in improving the accuracy of software estimation by reducing the Magnitude of Relative Error (MRE). The technique is simple and it calculates the expected value of cost or time and then uses different confidence levels which help in making more accurate commitments to the customers.

Strategic actions to enhance environmental regulation and management of a coastal community to mitigate climate effects

  • Bearing in mind that global climate change is a rising issue, the coastal community of Prek Thnaot, Cambodia has been put on severe effects about natural disasters caused from poor infrastructure and agriculture dependence. This paper proposes to provide and guide a strategic action for the sustainable development path of coastal community in a more continuous manner including a robust resilience to impacts of climate change, natural disasters, and other risks. In doing so, this paper will help environmentally sound management and coastal resources sustainability being sound for socially and economically inclusive development. Proposed fourteen strategic actions for the research should be accompanying with the participation of and cooperation from the local coastal community. Based on the proposed strategic actions, it is critical that the local authorities and other key stakeholders need to accomplish. Providing a good insight for the central government, the strategic action is expected to integrate and prepare a management strategy plan for the local coastal community level. Therefore, this information can be applied to other coastal areas to promote and ensure sustainable protection and management of coastal resources.
