Information technology leadership roles have undergone fundamental change over the past decade. Despite increase interest in recent years, little empirical research on Information Technology has been done. This paper suggests results from a survey in Korea on Information Technology. The survey collected data on general leadership roles such as information roles, decisional role and interpersonal role, as well as on specific Information Technology leadership roles such as planning leader, R&D manager, general manager, chief operating strategist. The role of a change leader is positively influenced by the number of years, the extent of strategic responsibility and the organization's revenue while it is negatively influenced by the number of years in the current position. R&D manager can be predicted by strategic responsibility and chief executive's IT use, Manager can be predicted by the extent of strategic responsibility. Although several significant predictors of Information Technology leadership roles were identified, the more signigicant study should continue in the future.

The governments investment in R&D has rapidly increased so that a comprehensive and coherent approach to resource allocation has necessitated. Therefore the need for priorities in science and technology has been increased according to growing resources to science and technology. This study presents the methodology, process and results of priority-setting of national strategic technologies(IT, BT, NT, ST, ET, CT) through which 77 national key technologies are selected based on the criteria. Specifically it is intended to identify strategically necessary areas of focus for R&D, help leverage limited resources most effectively, and help coordinate government R&D activities by supplying ministries with a common set of priorities.

This study discovered the effects of strategic learning and network building on a company's environmental management performance. According to the results, the environmental awareness of the company and competition threats within the industry did not significantly affect the establishment of environmental strategy, whereas the consumer's sensitivity to the environment and the environmental regulation of the government did. The environmental awareness of the company and the consumer's sensitivity to the environment were found to greatly impact a company's network building. which is closely related with the utilization of multimedia system and technology. In addition, it was found that the establishment of corporate environmental strategy had a significant effect on network building and strategic learning, but network building did not significantly affect strategic learning, indicating a difference. Finally, corporate strategic learning affected environmental management performance, suggesting an importance in accumulating strategic learning capabilities to increase environmental management performance.

With the rapid development of cloud computing, it raises real questions on privacy protection, which greatly limits the use of cloud computing. However, fully homomorphic encryption (FHE) can make cloud computing consistent with privacy. In this paper, we propose a simpler FHE scheme based on ring LWE problem, with a smaller size of ciphertext and a lower noise-expansion factor for homomorphic multiplication. Then based on our optimized RLWE-based FHE scheme, we propose a fast single-database private information retrieval protocol, combining with batching and number theoretic transform technology.

Nowadays, SCM(supply chain management) is recognized as a efficient way to overcome the limits of asset and capability of one fun through the synergy effects comes from strategic alliance. Traditionally material management and logistics are recognized as a simple functional activity. But as the importance and needs of customer service are increased, gradually these activities are given to strategic role of cutting off the cost and increasing the sales. But unlike traditional alliance, for example technology alliance or holding facility in common, SCM has many difficulties in action because of differences in organization structure and management system between two firms. So in this paper, I will review literatures about the concept and constructing factor of SCM, the conditions for effective doing and strategic implications.

This study is focused on measuring levels of science and technology aspect of ten strategic items in korea to serve as a guidance for the government R&D policy-making, and provide appropriate information for promoting the national R&D programs. The survey of the precise technology level for study applies functional and technical parameters. Functional parameters are used for measuring technology level of the specification and performance of emerging items such as 256M DRAM, TFT-LCD ect. in the present and / or near future; technical parameters, the element / core technologies on emerging items. The study suggests that the result of the survey should be applied for strategic technology planning to narrow the technology gap and draw the criteria for resource allocation in national R&D programs.

As the implementation of export controls is spreading, the importance of classifying strategic items is increasing, but Korean export companies that are new to export controls are not able to understand the concept of strategic items, and it is difficult to classifying strategic items due to various criteria for controlling strategic items. In this paper, we propose a method that can easily approach the process of classification by lowering the barrier to entry for users who are new to export controls or users who are using classification of strategic items. If the user can confirm the decision result by providing a manual or a catalog for the procedure of classifying strategic items, it will be more convenient and easy to approach the method and procedure for classfying strategic items. In order to achieve the purpose of this study, it utilizes deep learning, which are being studied in image recognition and classification, and OCR(optical character reader) technology. And through the research and development of the support tool, we provide information that is helpful for the classification of strategic items to our companies.

Today, many universities are confronted with the changing education paradigm such as e-Learning, CBT(Computer-based Training), Virtual University. Particularly, the Virtual University is now in the countrys educational mainstream as a legitimate, potentially standards-setting educational environment. These streams are certainly a new opportunity or threat to our universities. To overcome this problem, we should think this as strategic, and should implement IT-based Virtual University System to which computer and network technology is main edge. So, we think that the Virtual University System is SIS(Strategic Information System) which support universitys future education strategies. We proposed a planning framework for the Virtual University System. The framework which is based on the IS planning methodology is composed of such as environment analysis, requirement analysis of the system, strategic roles and objectives setting, scenario analysis of budget and revenue. To define the strategic roles and objectives of the system, we surveyed it on the side of instructors. We proposed five factors, which are to (1) improve competitiveness (2) reduce cost and secure profit (3) enhance education services (4) change the future education model (5) decrease dysfunctions of virtual education model.

This study is to propose the strategic plans and the methods of status establishment for developing the specialized information centers in science & technology towards the knowledge information society in 21st century. The major objectives of this study are to analyze present management status and problems, to suggest the standards of designation and effective management methods, and to reestablish the status of specialized information centers in science & technology.
