기업은 자사의 제품과 기술의 상호운용성을 확보하기 위하여 연구개발과정에서 표준기술을 적용하게 되는데, 이 과정에서 다양한 종류의 장애요인이 발생하게 되며, 활발한 표준화 활동을 통해 이를 극복하려고 한다. 연구개발과정에서 기업의 장애요인과 장애 극복전략 간의 연구는 다양하게 진행되어 왔으나 표준화 과정에서의 장애요인과 장애 극복전략에 관한 연구는 미흡한 상태이며, 표준화와 관련된 장애요인의 유형과 기업의 장애 극복활동에 대한 유형에 대해서도 부족한 상황이다. 이에 본 연구에서는 기업이 표준화 관련 장애요인의 유형을 도출하고, 이러한 장애요인들이 기업의 표준화 활동에 어떠한 영향을 미치는지에 대해 살펴보고자 하였다. 분석을 위해서 한국표준협회가 국내의 전기전자 정보통신 분야에 종사하는 기업을 대상으로 조사하였던 '국내표준실태조사'의 자료를 활용하였으며, 표준관련 장애사항과 필요성 그리고 표준화활동간 관계는 구조방정식 모형을 통하여 검증하였다. 분석결과에 의하면, 표준관련 장애사항은 표준화 활동에 일정한 영향을 미치고, 표준의 필요성에 의한 매개효과가 있는 것으로 조사됨에 따라 많은 기업들이 표준활동에 의한 장애사항이 발생하게 되면 이를 극복하기 위해 다양한 노력들을 수행하고 있다는 것을 알 수 있었다. 따라서 기업은 장애사항을 극복하기 위한 전략적 행동을 스스로 수행함으로써 표준화 활동은 활발해지고 표준관련 연구개발로 인해 발생하는 장애요인들은 감소되는 선순환 구조를 구축하게 될 것으로 판단된다.

Recently, one of the reason of noise problems is urban planning has little concern about noise. For solving noise problems, strategic action is needed during urban planning. The noise map is one of the solution for concerning about noise in urban planning and EC has been studied the noise map for the strategic purpose since 1970s. The noise map is powerful tool for predicting sound level, calculating exposure population and evaluating the efficiency of the noise reduction plan. In Korea, The noise map is a unfamiliar field. The experience is few for noise-mapping and the noise mapping procedure has not been standardization yet. For activation of noise map, the study about fundamental problems of collecting data md noise-mapping procedure must be need. This paper is for studying on the noise-mapping procedure in Korea and application of noise map.

This paper is designed to make a national strategic concept for the ROK's maritime security and to explore cooperation directions for the ROK Navy and Coast Guard in order to implement the newly-made maritime security strategic concept. As strategy is composed of three main categories(goals, ways, means), the goal of the ROK's maritime security strategy is 'Safe and Affluent Sea' and the way to realize the goal is the principle of cooperative leverage, and the means as tasks to implement the strategic concept are maritime safety, maritime security, and maritime stewardship. The concept of national fleet as used in the US is applied to promoting the cooperation between the ROK Navy and Coast Guard. Thus, under the newly-established maritime security strategic concept along with the national fleet model, followings are suggested as policy proposals for facilitating mutual cooperation between the ROK Navy and Coast Guard in dealing with not only traditional threats but also non-traditional treats at sea and from the sea as well. First, the ROK Navy and Coast Guard has been making efforts to enhance interoperability between the two sea services. However, the mutual cooperations have been focused mainly on areas on operational level rather than policy level. Therefore, the two sea services are recommended to enlarge exchanges and cooperation in policy areas. Second, there are still demands for further cooperation areas between the two sea services in command and communications. The interoperability in C2 between the two needs to be upgraded even to the areas of anti-terrorist activities ar sea, ASUW, ASW, maritime interdiction, etc. Third, mutual comparability between the two needs to be reflected in the maritime forces development to ensure the comparability in UNREP and other logistics areas. Fourth, the standardization of logistical materials and equipments is needed as a way of sustaining operational capability and logistical capacity for the ROK Navy and Coast Guard as well. Fifth, the ROK Navy and Coast Guard are recommended to participate more actively in international maritime cooperation activities such as PASSEX. Sixth, Complementary laws and regulations need further to be revised and to be newly made for collectively managing swiftly maritime accidents and natural disasters at sea.

The information technology(IT) development of telecommunication, along with the informationalization over the world, enables the firms to process their inner and outer operations through Electronic Data Interchange (EDI) system. And the concept of logistics has become more important to the enterprises in strategic sense because it had aggrandized itself to more comprehensive and integrative concept. Also the world shipping market is more competitive than any other market. In these environment, to maintain competitve power, shipping firms process operations by Logistics Information system(LIS), And then, reduce the working processes, working time and its costs. So the LIS has become more important in developing our national logistics system and industry. Therefore, this study purposes on empirically analyzing the activation factors of shipping LIS and the relationship these factors with logistic performances in the shipping industry. Considering environments of Shipping logistics information system, this study sets up the research model and hypothesis to examine the activation factors of shipping LIS and the relationship these factors with logistic performances. We used the field data on the 163 numbers of firms(29 overseas shipping companies and 133 forwarding Agency) to get the empirical evidence. According to the study results, The shipping LIS activation factors which the sample firms recognized as important: were top manager's support, well structured communication channel, strategic plan's connection and inner informationalization level. And IS organization ＆ human resources, IS discipline ＆ training, software development, IS organizational alignment, database management system, information standardization, competitive advantage, financial support and government support represent partially significant. Also, the current shipping LIS's main problems are expensive system cost, standardization of working process's, institution's imperfection and system's interaction defect. So these problems must be improved to activate shipping LIS.

사회경제의 성장에 따른 수요 증가 및 서비스 다양화추세에 따라 음성통신, 데이터통신 밑 간단한 영상통신 등을 서비스하기 위한 통신망이 구축, 발전되어 왔다 다양한 종류의 멀티미디어 서비스가 하나의 통신매체를 통하여 송 수신될 것으로 예측되며, 이를 실현하기 위해서는 무엇보다도 가입자 댁내에 설치되는 구내통신선로설비의 괴도화가 필수적이다. 특히 보다 빠른 속도의 다양한 정보통신서비스를 이용하고자 하는 가입자의 욕구증대와 이를 가능하게 하는 혁신적인 기술발전이 결합하여 가입자 댁내 어디서나 다양한 멀티미디어 서비스를 편리하게 이용할 수 있는 구내배선시스템이 초고속 정보통신망시대의 고부가가치를 창출하는 주력산업으로 부상하고 있다. 따라서, 이에 대한 연구개발이 선진국간에 경쟁적으로 진행 중에 있다. 본 논문에서는 선진국의 기술개발과 표준화 동향에 대하여 간략히 고찰한 후, 21세기 정보사회에 대비하기 위하여 현재 정부가 추진중인 구내 통신선로설비 기술개발 및 표준화 계획을 간략히 소개하고 향후 기술개발일정과 국제표준과 연계한 표준화 계획을 제시하고자 한다.

본 연구는 문화산업의 핵심 기술로서 점차 그 중요성과 비중이 커지고 있는 문화기술(CT)의 표준화와 CT 분류체계의 정립을 위한 정책적 방향과 그 우선순위를 업계에 대한 설문조사에 근거하여 설정하는 것을 목적으로 한다. 연구결과, 우선 기존 연구 및 과학기술분류체계를 포함한 관련 체계에 대한 연구를 통하여 CT와 문화산업에 대한 산업적 정의에서의 관점인 콘텐츠 가치사슬 분석에 입각한 창작/기획$\{rightarrow}$제작/표현${\rightarrow}$유통/서비스${\rightarrow}$보존/관리의 중분류와 이에 따른 세부 기술들이 소분류로 편성된 형태의 'CT 분류체계'를 제안하였다. 표준화 수요 조사결과, '제작기술' 부문이 가장 중점적으로 추진해야 할 우선순위로 파악되었다. 고안된 CT 분류체계를 반영하여 진행된 조사에서는 '제작/표현' 및 '창작/기획' 뿐 아니라 콘텐츠의 관리 측면에서의 '유통/서비스' 부문에서도 높은 응답률을 보였다. 이를 통하여 CT 분류체계 내의 세부 기술의 구체화 및 관련 효과의 계량화 그리고 정부 및 학계의 위원회 운영을 통한 산업 환경과 앞으로의 기술 체계에 대한 체계적 연구가 필요하다.

최근 주요 선진국 및 표준화 기구들은 급변하는 시장의 요구 및 기술변화를 수용하기 위해 더 많은 새롭고 복잡한 표준들을 보다 짧은 시간 내에 개발하여, 표준화를 통한 동 분야의 경쟁력강화는 물론 이를 시장선점용 전략수단으로 활용하고 있으며, 이를 효과적으로 실현하기 위해 전자적 (표준) 문서 처리시스템(EDH: Electronic Document Handling) 혹은 표준정보유통시스템 개발에 박차를 가하고 있다. 본 논문에서는 이러한 정보통신분야의 환경변화에 효율적으로 대처하기 위해 국내 환경을 고려한 전자적 표준개발환경의 기본 시스템 구성과 이를 지원하기 위한 XML기반 표준 정보 공유 및 교환을 가능하게 하는 차세대 표준 정보 유통망의 구조, 그리고 표준화관련 종합정보의 One-stop Service 통한 표준화 로드맵 역할을 포함하는 차세대 표준정보유통망기능 중 정보서버역할을 하는 표준화전용 보털 사이트(Standardization Vortal Site) 구축 프레임워크를 제시한다.

The aim of this article is to propose a framework for standardization of knowledge based on a case study of clinical operation to guide initial hospital knowledge management projects. Both quantitative and qualitative data for the project from 2009 through 2012 were collected for analysis. In a study of knowledge management project of a lab in S Hospital's Eye Center, this research examines the standardization of operational knowledge for competence enhancement of the lab. The lab defined and standardized the knowledge concern of the lab operation and the in-group from 2008. Organizations are often unaware of the potential value of tacit knowledge in both clinical and administrative area. The main finding from the case study is that analysis of such tacit knowledge of a lab in a hospital can be transformed into explicit knowledge for organizational capabilities such as improved quality, responsiveness and competitive advantage. Concepts from Nonaka's theory are used to investigate processes of knowledge standardization, examining the strategic value of tacit knowledge and the need to rely primarily on internal documentation processes. Since there has been limited research on hospital knowledge management. it may also be useful to researchers in generating propositions for further study.

Apple is most favorable fruit in Korea, and apple farmland has been increased before and after the agreements of Uruguay Round and apple is considered as one of strategic agricultural products. Especially expansion of apple farmland is concentrated in Kyungpook region because of the suitable climate and its market share is about 70 percents in 1992. The marketing channels of apples of Kyungpook region are widely classified by merchant, agricultural or horticultural co-op and large scale farmer's. Among them market share of merchant's occupy over 65 percent. In marketing margins, commercial profit is higher than cost in total marketing margins and, assembler and retailer's margin is not less than wholesaler's. The fluctuation of the price of apple is high in year. The marketing problems of apples are several, first, complex marketing channels, secondly, the high percentage of market share by growing district assembler, thirdly, low rate of package and quality standardization, finally, concentration of shipment of apple because of the shortage of apple processing, storage and marketing facilities, of newly produced apples. In conclusion, to increase apple grower's income with the stabilization of supply and quality upgrade, the improvement measures of marketing system are as follows, first, government level's support in marketing facilities and mechanism, secondly, the increment of supply by grower's cooperatives, thirdly, the establishment of a serious of marketing system to increase the efficiency, fourthly, the establishment of cold-chain system and quality standardization of apple, finally, production of various kinds of apple processing goods.
