조직구성원의 셀프리더십이 직무만족과 조직시민행동에 미치는 영향 : 심리적 자본의 매개효과 (Impact of Self-Ledership of Organizational Members on Job Satisfaction and Organizational Citizenship Behavior: Mediating effect of psychological capital)

  • Purposes: This research is an empirical research to analyze the effect of self-leadership on the job satisfaction and organizational citizenship behavior and the mediating effect of psychological capital. Methods: This research investigates the effect of self-leadership and psychological capital on job satisfaction and organizational citizenship behavior of public health workers. The analysis was carried out to 4 local medical staffs in Chungcheongnam-do province, which distributed 330 copies and recovered 313 copies (94.8% recovery) and analyzed 304 copies (effective response rate 92.1%). Findings: First, causality was found in self-leadership and psychological capital. Second, it was found to have a significant effect on psychological capital and job satisfaction. Third, psychological capital was found to have a significant effect on organizational citizenship behavior. Fourth, psychological capital has a positive effect on both Self-leadership's behavior-oriented strategy, natural reward strategy, and strategic thinking pattern strategy. In the job satisfaction relationship, there was a partial mediating effect. Fifth, psychological capital has a positive effect on both self-leadership and organizational citizenship behavioral behavior-oriented strategy, natural reward strategy, and strategic thinking pattern strategy. The organizational citizenship behavioral relationship was found to have a partial mediating effect. Practical Implications: Taken together, the results indicate that the members of the four public health care organizations run by Chungcheongnam-do have a high weight on the natural reward strategy of achieving job satisfaction through the pleasures of doing their favorite activities or jobs.

쌍대비교를 활용한 기업 유형 분류에 따른 보안 전략 우선순위 결정 (Prioritize Security Strategy based on Enterprise Type Classification Using Pair Comparison)

  • As information system is getting higher and amount of information assets is increasing, skills of threatening subjects are more advanced, so that it threatens precious information assets of ours. The purpose of this study is to present a strategic direction for the types of companies seeking access to information security. The framework classifies companies into eight types so company can receive help in making decisions for the development of information security strategy depending on the type of company it belongs to. Paired comparison method survey conducted by a group of information security experts to determine the priority and the relative importance of information security management elements. The factors used in the security response strategy are the combination of the information security international certification standard ISO 27001, domestic information protection management system certification K-ISMS, and personal information security management system certification PIMS. Paired comparison method was then used to determine strategy alternative priorities for each type. Paired comparisons were conducted to select the most applicable factors among the 12 strategic factors. Paired comparison method questionnaire was conducted through e-mail and direct questionnaire survey of 18 experts who were engaged in security related tasks such as security control, architect, security consulting. This study is based on the idea that it is important not to use a consistent approach for effective implementation of information security but to change security strategy alternatives according to the type of company. The results of this study are expected to help the decision makers to produce results that will serve as the basis for companies seeking access to information security first or companies seeking to establish new information security strategies.

  • To control the sphere, it required a strategic understanding to sphere and a power for overcome to it. In the early 20th century, the Pacific-War is a confrontation between the U.S. and the Japan for holding supremacy a pacific ocean sphere, building on maritime geopolitical perception. The Pacific ocean is a large of sphere, so if a country pursues a Pacific region supremacy, it needs a strategic perception and capability to control the sphere. After the U.S. has unified the continental, it has formed geopolitical perception in the Pacific ocean and by the way to control the Pacific ocean selected a naval power. The U.S. must have overcome a Pacific sphere for getting through to the Pacific region, this concept has developed the War Plan Orange(war plan relations with the Japan). Meanwhile, at this point of time, the Japan has recognized to a geopolitical point of view about security environment in the Pacific ocean. like as the U.S. has the War Plan Orange in mind for building on geopolitical perception of the Pacific ocean, the Japan also has learned geopolitical perception from the U.S. Because of this, the Japan has established the Interception-Attrition strategy(war plan relations with the U.S.). If we don't have overcome a sphere of the Pacific ocean, we don't hold hegemony of the Asia-Pacific region. So the analysis of perspective maritime geopolitics about the Pacific war is a meaningful study.

계층 분석법을 적용한 부산시 건강도시 사업의 우선순위 설정 (Priority Setting for the Healthy City Program in Busan Using the Analytic Hierarchy Process)

  • Objectives: Busan had the highest mortality and the shortest life expectancy at birth among 16 provinces in Korea in 2008 and there were considerable health inequalities within the region. This study was performed to build up a priority setting framework in Healthy City Busan project. Methods: Analytic hierarchy process was used to determine the relative priority weight for different strategic and program dimensions along with the consistency of response. An on-site workshop-based meeting (calculating importance) and online survey (calculating risk) were conducted to obtain data from 8 experts. Results: The results showed that in strategic criteria "active health promotion & diseases prevention" and "building infrastructure for the Health City project" were two most important factors. In program criteria, considering both importance and risk scores, "making a healthy community" and "building community health centers" in disadvantaged areas were a top priority group. In addition, "enacting an ordinance for the Healthy City", "building the infrastructure for health impact assessment" and "making health care safety net for vulnerable population" were also higher priorities group. Conclusions: Our findings suggest that the Healthy City project in Busan should be focused on strengthening health equity and building infrastructure for sustainability of the project.

보건소 건강증진사업 성과평가지표 개발 -금연, 운동, 영양, 절주, 고혈압사업을 중심으로- (The Development of a Performance Evaluation Tool for Health Promotion Programs of Public Health Center)

  • The ultimate goal of health promotion programs is to improve the quality of life through promoting community health. Since the performance of health promotion programs are greatly affected by the quality of the planning and implementation process of the programs, the proper quality assessment of the program process is very important. According to existing literature, the tool for assessing the quality of the process and implementation as well as the outcome. However, no assessment tool for the quality of the process of health promotion programs has been developed in Korea. The purpose of the study is to develop a quality assessment tool for the process of health promotion programs being conducted at public health centers in Korea. The quality assessment tool developed in the study consists of the following four domains: strategic planning (14 items), program management (11 items), monitoring and evaluation (13 items), and resources and information (15 items). The strategic planning deals with the function of the planning staff and committees, community data analysis, the feasibility of the program, and the approach methods for attaining the goal of the program. The program management includes items on the qualification and power of the program staff. Monitoring and evaluation deals with the planning and education for monitoring, reporting and communication among program units, and feedback after monitoring. Finally, the resource and information covers the planning and activities for obtaining resources and information, community networking, beneficiaries' response, and consulting activity of the staff.

국내 중소기업 정보보호 지원 정책 개선 방안에 관한 연구 (A Study on Improvement Plans of SMEs Support Policy for Information Security in Korea)

  • 본 연구는 4차산업 혁명을 뒷받침하고 국가 경제의 중추적 역할을 하는 중소기업들이 해킹이나 기술유출 등으로 경제 활동을 할 수 없다면, 이는 국가 사회적, 경제적으로 엄청난 손실을 초래할 수 있다. 이러한 국내 중소기업에 대한 정부의 정보보호 지원 정책에 대해 형황 및 문제점 분석과 개선 방안을 도출하여 제시하는데 목적이 있다. 이를 위해 선행연구 검토 분석, 중소기업의 정보보호 실태 현황과 주요국의 중소기업 정보보호 지원 정책에 현황과 문제점을 분석해보고 분석결과를 토대로 실수요자인 중소기업들의 정보보호 지원 정책의 우선순위 등을 실태조사를 통해 검증하고자 한다. 연구결과 향상된 지원 정책으로 정보보호 인식제고 강화, 법적 근거 마련, 자발적 역량강화, 공동 대응체계 구축, 전문인력 및 예산 지원 강화, 지역 안전망 구축, 언택트 시대 지원 강화, 지역 전략산업 보안 내재화 등이 도출되었다. 이는 향후 포스트 코로나19 대비 중소기업의 정보보호 수준 제고를 위한 정부의 중소기업에 대한 정보보호 지원 정책으로 활용이 가능하다.

QFD 기법을 이용한 병원 위탁급식 운영전략 수립 (Strategic Planning for the Contract-Managed Hospital Foodservice Through QFD Methodology)

  • At present, health care industries throughout the world are struggling with the challenges to set up financial structures as cost-effective ways and means of satisfying customer needs for health care services. Many hospitals consign foodservice management to foodservice companies for the purpose of efficiency. The companies taking charge of hospital foodservice are also striving to gain an advantage over keen competitions. This study applied Quality Function Deployment(QFD) to one hospital (which will be shown as $\ulcorner$A hospital$\lrcorner$ below) managed by a contract foodservice company for the purpose of strategy planning to provide sustainable competitive advantage. First of all, this study scanned internal and external environment of $\ulcorner$A hospital$\lrcorner$ by means of a Quality Measurement Tool and a fieldwork study. With the result of environment scanning, this study elicited 20 strategies through SWOT analysis, which were categorized by 4 perspectives such as financial, customer, internal process, learning and growth perspectives. Finally, the priorities of 20 strategies were extracted from QFD methodology. According to the results obtained by applying QFD to $\ulcorner$A hospital$\lrcorner$'s foodservice, the strategies which $\ulcorner$A hospital$\lrcorner$ foodservice was obliged to introduce and implement were : the specialization of Children's hospital foodservice, scientific foodservice management through the standardization of foodservice operations, the maintenance of sanitary quality through sanitary system, the remodeling of facilities, the introduction of new equipment, the prompt and accurate response to customer needs, the development of appropriate patient menus, the provision of competitively priced meals for patient selection, the development of a demand forecast model by considering the characteristics of a children's hospital, improvement of productivity and the reduction of labor costs through the employment of experienced employees based on their seniority.

국내 의료기관의 질 향상 사업의 활성화에 영향을 미치는 요인 - 조직동인적 관점에서 (Factors Associated with the Degree of Quality Improvement Implementation)

  • Objectives : To assess the degree of quality improvement (QI) implementation and to identify its associated factors. Methods : A mailed questionnaire survey of the QI staffs at hospitals with 400 beds or more was conducted between September 15 and October 30, 2000. Of the 108 hospitals eligible for inclusion in our study, 79 participated, yielding a response rate of 73.1%. After excluding 12 hospitals that did not perform any QI activities, 117 responses from 67 hospitals were used in our analysis. The degree of QI implementation was measured using the Malcolm Baldrige National Quality Award Criteria (MBNQAC). Factors evaluated for association with the degree of QI implementation were cultural, technical, strategic, and structural factors of the hospitals. Results : The average 01 implementation score across the 7 dimensions of MBNQAC was 3.34 on a 5-point scale, with the highest score for the area of customer satisfaction (3.88) followed by information and analysis (3.59) and quality management (3.35). The results of regression analysis showed that hospitals with a ofter information system (p<0.05) and using scientific and systematic problem solving approach (p<0.01) tended to perform a higher degree of QI implementation. While statistically insignificant, positive associations were observed for the factors of group or developmental culture, the degree of employee empowerment, and the use of prospective strategy. Conclusions : It appears that the most important factors contributing to active implementation of QI in Korean hospitals were the use of scientific skills in decision making, and having a quality information system to produce precise and valid information.

비대면 시대의 온·오프라인 통합매장의 서비스 활성화 전략에 관한 사례 연구 (A case study on service activation strategy of online and offline integration stores in the non-face-to-face era)

  • 본 연구는 비대면 시대의 온·오프라인 통합매장의 서비스 활성화를 위한 사례 연구이다. COVID-19로 인해 리테일 아포칼립스 위기가 심화되었고, 이를 극복하기 위해 오프라인 매장에 온라인 경험을 제공하는 피지털 전략이 주목을 받고 있다. 하지만 국내 유통업체의 대응은 초기단계이며 소비자의 접근성을 향상시키고 오프라인 매장을 활성화하기 위한 전략적 연구가 필요한 실정이다. 기술 발전에 따른 이론적 고찰을 통해 3가지 전략을 확인하였고, 국내외 선행 사례를 조사, 분석하여 4가지 전략으로 정리하였다. 도출된 전략을 유형화하여 결론적으로 3가지 핵심 전략을 제시하였다. 이 연구는 문헌 조사와 사례조사를 토대로 한 연구로서 향후 온·오프라인 통합매장을 활성화하기 위한 전략적 기초자료를 구축하는 데 도움이 될 것으로 기대한다.

시진핑(習近平) 시기 중국의 해군전략 특징 및 전략적 함의 (Characteristics and Strategic Implications of China's Naval Strategy during the Xi Jinping Era)

  • 본 논문은 중국의 시기별 해군전략의 전략운용 목표, 범위, 방식을 살펴보고, 시진핑 시기 해군전략의 목표와 특징, 전략적 함의를 분석해 보는 데 그 목적이 있다. 신(新)중국 성립 이후 해군은 현재까지 총 네 번에 걸쳐 전략변화를 구사하였다. 현재 시진핑 시기 중국의 해군전략은 근해적극방어전략이 결합된 원해호위전략이다. 현재 중국의 해군전략은 공격성 무기체계로 인해 공격적 전략으로 전환되고 있고, 최신식 함정의 비중이 높아지고 있으며, 운용범위는 연안과 근해를 벗어나 전 세계 해양이 대상이 되었다. 중국의 해군전략이 전환됨에 따라 중국 해군은 해양주도권 확보를 전략적 목표로 설정하고 외부 세력의 개입과 침입에 적극 대응하기 위한 공세적 전략을 실행할 것이다. 이에 중국 해군은 원거리 지역 해상 분쟁지역에서 분쟁당사국들을 더욱 압박하기 위해 억제전력과 기동전력을 향상시킬 것이다. 또한 중국의 해군전략은 '차단'에서 '신속대응'이라는 운용 방식으로 점차 전환될 것으로 전망한다.
