Priority Analysis of Supply Chain Risk Management for Business Using AHP (공급사슬 리스크 관리에 관한 우선순위 분석)

  • The Pandemic crisis caused by COVID-19 has raised awareness of the importance of supply chain risk management, such as the control of movement between countries and the simultaneous manufacturing paralysis in the world. Effective risk management within the supply chain of the company is a core competency in the global environment. Therefore, this study quantitatively analyzed the perspective of domestic large corporations and small and medium enterprises (SMEs) by using the hierarchical analysis method (AHP) to identify the factors that should be considered as the priority when establishing supply chain risk management plans for large and small business employees. In order to conduct the study, a survey was conducted on large corporations and small and medium enterprises in Gyeongnam and Busan, and AHP analysis was conducted using Microsoft 365 excel program. In addition, Mann-Whitney U test (independent sample-nonparametric test) was conducted using SPSS/18 version of statistical package program for comparative analysis between groups. As a result, the priority was highly evaluated in the order of financial ability, competitiveness, disaster in the overall priority evaluation. There were statistically significant differences in internal risk and strategic decision making of supply chain between groups. This suggests that fandemics such as COVID-19 can not be predicted, but strategic responses are needed to utilize opportunities expressed in the crisis through supply chain risk management and to increase the competitive advantage of domestic companies even in the crisis.

A Study on Deriving Strategic Tasks of Continuing Education Institutions for Librarians Applying PEST-3Cs-SWOT (PEST-3Cs-SWOT 방법론을 적용한 사서 계속교육 기관의 전략과제 도출에 관한 연구)

  • Continuing education for professionals is the most basic requirement for continuous professional development. The enhancement of the professionalism of librarians will also be possible through the establishment of a systematic continuing education strategy of the national level. In this study, we tried to derive a strategy for continuing education for librarians in Korea by analyzing the internal and external environment of national institutions that are the center of continuing education for librarians. To this end, we proposed a complex framework of PEST-3Cs-SWOT as a systematic environmental analysis methodology and tried to apply it. For PEST analysis, literature related to library, librarian, and librarian education was extensively reviewed, and for 3Cs analysis, in-depth interviews with internal employees, questionnaire data analysis on the demand survey of training subjects, and case studies of similar institutions in Korea and abroad were conducted. Based on this, SWOT analysis was conducted, and finally, 4 strengths-opportunity strategic tasks, 5 weaknesses-opportunity strategic tasks, 5 strength-threat strategic tasks, and 3 weaknesses-threat strategic tasks were derived. This study will be meaningful in that it presents strategic tasks for continuing education institutions in Korea, and at the same time suggests and applies a complex analysis methodology that can be applied to tasks similar to development plans and strategy establishment.

A Study on Strategic Approaches Plans for Industrial Revitalization and Overseas Export of Smart City Technology (스마트도시 기술의 산업 활성화와 해외수출을 위한 전략적 접근 방안에 관한 연구)

  • Smart City Technology, which is significant in the era of the 4th industrial revolution, greatly increases the efficiency and productivity of cities nowadays. The purpose of this study is to present a strategic approach for industrial revitalization and overseas export by analyzing the current status of smart city-related companies and discovering high-priority smart city technologies. To this end, the smart city theory and ASEAN smart city were reviewed through prior research, and a survey of companies with domestic smart city technology was conducted. As a result of the survey, it is revealed that companies with smart city technology in Korea are highly willing to export to ASEAN countries. There is a strong desire to export the following technologies: construction, traffic, green·energy, etc. And there was a high willingness to export the following services: IoT, platform, AI, etc. The following solutions have been proposed as solutions to Strategic Plans to Promote the Export: 1) Deregulation and incentives, 2) Global human resource development, 3) Information provision and strengthening of local networks, 4) Financial and public relations support.

Spatial Environment Planning for Ecological Environment Conservation - Centering on an Area in the Gyeonggi Province - (생태환경 보전을 위한 공간환경계획 수립방안 - 경기도 일원에의 사례 적용 -)

  • In recent years, there has been an active movement toward databasing, systematizing, and unifying environmental information. Such efforts facilitate the utilization of spatial environment planning in environment conservation officially planned at the metropolitan and provincial levels. This in turn clarifies the management direction of space, thereby serving as an effective tool with which to not only conserve land, but also provide a reasonable compromise to all the related solutions at odds with one another. As such, this study forwards a method for inclusion of spatial environment planning in environment conservation plans, paying particular attention to the place, with in such a planning method, of the natural ecosystem, arguably the most sensitive arena among environmental factors. Spatial environment planning can be broadly divided as follows: first, basic direction; second, collection of spatial information; third, compilation of status of spatial environment; and fourth, management strategy for spatial environment. In particular, the second phase, namely the collection of spatial information, delineates clearly spatial information hitherto amassed by government agencies at both the national and local levels; the ensuing lists facilitate maximum utilization of the previously accumulated data. Used during the planning phase, status maps should include not only the status of land use(land cover), but also systematic data on the superior resources of the natural ecosystem as well as the status of the given spatial environment. Establishing plans for ecological networks, their conservation, and restoration areas based on the aforementioned aspects, this study sought to formulate ways in which to spatialize environment conservation plans that encompass consideration for the natural ecosystem. Devised based previous studies and examples, the compilation of status and plans as stated, applied to Gyeonggi Province, afforded an examination of the potential applicability and usability of the proposed plans. Ultimately, these will contribute not only to the establishment of plans encompassing consideration for the value and level of significance of the given natural ecosystem in spatial development planning, but also provide fundamental data for investigating appropriateness of plans and validity of location in any regional development plan.

  • Korea has made the rapid economical development under the condition with the high population density and low available land. In this context, conservation of land environment, connected directly with living quality of human, has mostly ignored. Prior Environment Review System(PERS) is the one to investigate the locational validity, environmental impacts, harmony with surrounding environment, from the early stage of administrative plan or development project. PERS was amended to include SEA(Strategic Environment Assessment) system on June 1, 2006. But, several problems, including the loss of administrative ability, cost, and time, have been appeared, since the system is applied to all administrative plans without any distinction and plans or projects are delayed generally. In this study, the weaknesses of PERS were indicated through the comprehensive analysis including literature survey, study of legal and internet database, and the recently published PERS reports. Based on that, the improvement schemes were suggested to be harmonized with the nature of SEA. This study was mainly focused on a PERS for the designation of conservational area of hot-spring wells, conducted by authors.

  • In a daily life these days, the safety and the comfort are considered very important. As the same as other areas, the good maintenance of fire protection systems and the fire drill plans in buildings can minimize the loss of human life and the property in case of fires. In this paper, a survey has been conducted to investigate the maintenance status of the fire protection systems of apartment buildings, shopping center and office buildings. Both practical procedures for checking the systems and for fire drills and strategic plans to minimize the losses in case of fires are suggested by analyzing how well the occupants in the buildings acknowledge the evacuation drills when the fire occurs.

CALS Implementation Policy for Information-based Management of Small and Medium Companies (중소기업의 정보화를 위한 CALS 도입 정책 방안)

  • This study aims to suggest CALS implementation strategies and policies for information-based management of small and medium companies in Korea. At the turning point from traditional document-based management to recent digital-based one, it is well known that implementation of CALS concept is crucial for advancing business management of small and medium enterprises In order to attack the aim, this paper critically analyzes the empirical difficulties and obstacles of the current information-based management of small and medium companies in Korea. On the basis of the above analysis, this paper suggests the strategic plans and policies of CALS implementation for small and medium enterprises in Korea as follows. First, government should provide the supporting policies and proper system so that the large enterprise can be linked with small and medium companies for sharing necessary information. Second, similar enterprises should be integrated on the basis of information and automation evaluation. Third, implementation strategies and plans should be advanced on the basis of the informationalized phases with respect to the technology level of small and medium enterprises. For more efficient CALS implementation, this paper also proposes the following subsidiary policies. First, it is substantially important to publicize the nation-wide spreading of CALS mind. Second, it is strongly recommended to educate and train CALS specialist on a consistant basis. Third, government should support the enterprises by providing sufficient fund for CALS implementation. Fourth, the ideal CALS implementation models for small and medium enterprises should be developed. Fifth, the consulting and training program for CALS implementation should be established through ECRC (Electronic Commerce Resource Center).   • The Republic of Korea developed a national project to construct a new administrative capital, Sejong city and to relocate administrative organizations of the central government for improvement of overpopulated capital, Seoul and regional balanced development. By the way, to relocate the central administrative organizations was not a sufficient condition for the sustainable development of the city. An industrial infrastructure development has been tried to attract universities, enterprises and research institutions in the region as a demand for internal growth power of the city was increased. In addtion, a basis for regional endogenous growth through projects to establish innovation system based on industry-academia cooperation was prepared as well. This paper reviews the major contents of the development plans for Tech-Valley project and looks into major introductory functions, characterization plans, strategies for fostering strategic industry, cooperation system of the inside and outside the region, and a strategy for building innovation platform. This case can be regarded as a significance of constructing technology infrastructure for the sustainable growth by preparing foundation for establishing innovation system and a cluster based on this system in the process of building and developing new city which did not have any industrial platform in the region.

Development of Population-based Prevention Strategies for Childhood Obesity: Applied WHO Model (아동.청소년 비만 예방을 위한 인구기반 예방 전략 개발:WHO 모형의 적용)

  • Objectives: The objectives of this study were to describe population-based prevention strategies for childhood obesity and to discuss its application in a city in Korea. Methods: Literature review and empirical findings for ongoing programs were performed to develop population-based prevention strategies for childhood obesity with the framework and principles of WHO population-based prevention strategies for childhood obesity. Results: The developed framework had five key strategies (supportive policies, supportive environment, supportive program, strategic development & leadership, and monitoring & evaluation) under hierarchic objectives (long-term, middle-term and short-term) with the vision of healthy growth and development of all children and youth. Each strategy included evidence-based action plans with WHO principles. Conclusions: The developed strategies have advanced the existing strategies for childhood obesity prevention by providing the sustainable and systematic framework and action plans based on ecological approach. Further, the feasibility for operating the strategies needs to be verified.

  • Over the past three decades, Korea has undertaken a series of reforms to improve development policy, plans and programs, including measures to mainstream the environment across all major sectors. Despite of these efforts, there has been still the lack of capacity to fully assess the environmental impacts as well as sustainable implications of development projects and strategies. At the level of regional and sectoral development plans, the development of strategic environmental assessment SEA systems continues to remain at a relatively early stage in the region with fewer examples of fully operational processes or effective practice. This study shows a further information to our understanding of the EIA and SEA systems and their implementation in Korea. It affords a number of insights into strengths and weaknesses of the current action in different countries, and identifies an agenda of needs and options for capacity building for implementing the EIA enactment.
