An Empirical Assessment of the Strategic Roles of e-Learning Center in the Community of Local Universities (지역 대학 e-Learning 센터의 전략적 역할분석에 관한 연구)

  • Today, many universities are confronted with the changing education paradigm such as e-Learning, Distance Education, Virtual University. This IT-based learning paradigm shift is certainly a new opportunity or a threat to our universities. The Local University Community e-Learning Centers that support the demand of e-Learning for their community are recommended. Tn order to operate these centers efficiently, the strategic roles of the e-Learning center should first be defined. To define the strategic roles, We classified the strategic roles of the e-Learning center into four dimensions, (1) to improve management efficiency, (2) to enhance educational service, (3) to acquire competitive advantages, (4) to build new education infrastructure, and each dimension has S or 6 measurement items. As result, to enhance the educational service was considered as the most significant factor among the four dimensions of strategic roles, and the infrastructure building was the next. Through the strategic roles definition and analysis of expected role ratings, we could have recommended the direction and operation policies of the e-Learning centers.

  • This study analysed the long-term plans of academic libraries to raise their usefulness at universities in Korea. Especially, this study focused the evaluation of strategic plans, and drew an evaluation guideline based on the evaluation methods of strategic plan of academic library in foreign countries. This study checked the long-term development plans of academic libraries in Korea, and evaluated how much the core elements of strategic plan are reflected in the long-term plans. As the result, it has come out that there are more characteristics of operation plans as routine services than those of strategic plan as long-term view which contributes to the development of libraries in the long-term plans of academic libraries in Korea.

  • This study examined the relationship among constructs that impact on strategic use of IS(Information Systems). Independent variables were OIQ(Organizational Intelligence Quotient) and role of CIO(Chief of Information Officer) as a top manager, and dependent variable are strategic use of IS. The dependent variable has three-sub constructs: 1) IT infrastructure flexibility; 2) operation-orientation; and 3) market-orientation. Seven research hypotheses derived from the research model, and were empirically tested using the PLS (Partial Least Squares) method. The research results confirmed that both OIQ and CIO's roles have strong impact on organizations' strategic use of IS. Communication and business network among the sub-constructs of OIQ have effect on strategic use of IS. CIO's role as a top manager was found to be significant. CIO's role as a resource allocator and innovator among the CIO's roles showed significant influence on strategic use of IS. OIQ was also significantly related to CIO's role as a top manager. This study suggests practical implications and insights to the enterprises which aim to apply IT strategically.

To overcome this problem the universities should think e-Learning as strategic weapon, such as many firms created competitive weapons from the information systems at the 1980s. So, e-Learning system can be a SIS(Strategic Information System) which supports university's future education strategies. To build a e-Learning system, not only many H/W and S/W resources but also expert personnels are required. An organization such as local university who is week at financial status can't himself plan the system. The Local University Community e-Learning Centers that support the demand of e-learning for their community are recommended. In order to operate these centers efficiently, the strategic roles of the e-Learning center should first be defined. To define the strategic roles, We classified the strategic roles of the e-Learning center into four dimensions, (1) to improve management efficiency, (2) to enhance educational service, (3) to acquire competitive advantages, (4) to build new education infrastructure, and each dimension has 5 or 6 measurement items. As result, to enhance the educational service was considered as the most significant factor among the four dimensions of strategic roles, and the infrastructure building was the next. We also tried to find the difference for each factor by the characteristics of responsor. The data showed that there was litter difference between the groups in evaluating the significance of strategic roles of e-learning centers. Through the strategic roles definition and analysis of expected role ratings, we could have recommended the direction and operation policies of the e-Loaming centers.

  • Time synchronization is crucial for ensuring the reliable operation of modern economic and social infrastructures. Techniques such as Global Navigation Satellite System (GNSS)-based methods and Two-Way Satellite Time and Frequency Transfer (TWSTFT) play key roles in precise time comparison and synchronization. TWSTFT, in particular, is recognized for its ability to achieve sub-nanosecond accuracy in time transfer, making it indispensable in fields such as satellite navigation. This paper proposes a comprehensive performance evaluation method for TWSTFT modems, emphasizing pre-validation in controlled environments to mitigate operational challenges. Using the proposed evaluation method, the study presents the standard deviation of RTT according to C/N0 and compares it with the datasheet of a commercial TWSTFT modem. Through this approach, the aim of this study is to enhance the reliability and accuracy of TWSTFT-based time synchronization across diverse applications.

Development of kW Class SOFC Systems for Combined Heat and Power Units at KEPRI

  • The Korea Electric Power Research Institute (KEPRI) has been developing planar solid oxide fuel cells (SOFCs) and power systems for combined heat and power (CHP) units. The R&D work includes solid oxide fuel cell (SOFC) materials investigation, design and fabrication of single cells and stacks, and kW class SOFC CHP system development. Anode supported cells composed of Ni-YSZ/FL/YSZ/LSCF were enlarged up to $15{\times}15\;cm^2$ and stacks were manufactured using $10{\times}10\;cm^2$ cells and metallic interconnects such as ferritic stainless steel. The first-generation system had a 37-cell stack and an autothermal reformer for use with city gas. The system showed maximum stack power of about $1.3\;kW_{e,DC}$ and was able to recover heat of $0.57{\sim}1.2\;kW_{th}$ depending on loaded current by making hot water. The second-generation system was composed of an improved 48-cell stack and a prereformer (or steam reformer). The thermal management subsystem design including heat exchangers and insulators was also improved. The second-generation system was successfully operated without any external heat source. Under self-sustainable operation conditions, the stack power was about $1.3\;kW_{e,DC}$ with hydrogen and $1.2\;kW_{e,DC}$ with city. The system also recuperated heat of about $1.1\;kW_{th}$ by making hot water. Recently KEPRI manufactured a 2kW class SOFC stack and a system by scaling up the second-generation 1kW system and will develop a 5kW class CHP system by 2010.

  • The strategic UAV for theater level ISR(Intelligence, Surveillance and Reconnaissance) mission typically has numerous ground targets over area of responsibility(AOR) or area of operation(AO). It is necessary to automatically incorporate these multitude of ground targets into mission planning process in order to collect ISR images before actual flight mission. In addition, weather information such as wind direction and/or velocity may have significant impacts on the qualities of collected sensor images, especially in SAR(Synthetic Aperture Radar) images. Thus weather factors in the operation altitude should also be considered in the mission planning stage. In this study, we propose a novel mission planning scheme based on target scheduling and deviation correction method incorporating weather factors.

  • The Korean government has made efforts to establish ITS (Intelligent Transport System) strategic plans and to implement ITS. Commercial Vehicle Operation (CVO) has been developed in Korea as one of five subsystems in ITS and also in the context of Integrated Logistics Information Systems (ILIS). A low-level strategic plan of CVO is fixed on October, 1997, which has two subsystems and six major services. In this paper, services, requirements and information technologies for CVO are introduced as well as operational tests, deployment cases and cost-effectiveness.
