A Study On The Exploring Alternatives In After-School Program According To The Application Of Contract Law (방과후학교에서 계약법 적용에 따른 대안 모색)

  • This research aimed at investigating policy change process of after school contracting out and suggesting future alternative. Also, this research conducted a literature search for the research data related to policy and related regulations. As the result of investigation, the Ministry of Education established management plan for after school, however there have been changes in policy, e.g. contracting out was executed from 2004 to 2008 upon autonomy of unit school through school steering committee deliberation(consultation), while standardized procedure was conducted, which was suggested in 'After school operation guideline', produced in cooperation between the Ministry of Education and municipal ministry of education from 2008 to 2015, while since 2016, contract law should be applied when after school contracting out is adopted. Policy change since 2016 is based on the legal necessity that contract law should be followed as the contract size of after school contracting out has become larger along with necessity of clarity of after school contracting out. Nevertheless, there's a worry that quality of after school education could be degraded due to lowest price bidding. The government suggested an alternative to prevent excessive price competition by paying a regular rate of basic price as personnel expenses, however this research suggested a plan to enact an ordinance in regard of specialty of after school educational activities and cities and provinces as the fundamental solution plan.

Lateral Vehicle Control Based on Active Flight Control Technology

  • In this paper, a lateral vehicle control using the concept of control configured vehicle (CCV) is presented. The control objectives for the lateral dynamics of a vehicle include the ability to follow a chosen variable without significant motion change in other specified variables. The analysis techniques for decoupling of the aircraft motions are utilized to develop vehicle lateral control with advanced mode. Vehicle lateral dynamic is determined to have the steering input and control torque input. The additional vehicle modes are also defined to using CCV concept. We use right eigenstructure assignment techniques and command generator tracker to design a control law for an lateral vehicle dynamics. The desired eigenvectors are chosen to achieve the desired decoupling (i.e., lateral direction speed and yaw rate). The command generator tracker is used to ensure steady-state tracking of the driver's command. Finally, the developed design is utilized by using the lateral vehicle dynamic with four wheel.

Autonomous Aerobatic Flight for Fixed Wing Aircraft (고정익 항공기의 자율 곡예비행)

  • A simple and effective guidance and control scheme that enables autonomous three-dimensional path-following for a fixed wing aircraft is presented. The method utilizes the nonlinear path-following guidance law for the outer loop that creates steering acceleration command based on the desired flight path and the current position and velocity of the vehicle. The scheme considers the gravity in the guidance level, where it is subtracted from the acceleration command to form the specific force acceleration command which the aircraft is better suited to follow than the total acceleration command in the inner-loop. A roll attitude control scheme is also presented that enables inverted flight or sideslip maneuvers such as slow roll and knife-edge. A series of aerobatic maneuvers are demonstrated through simulations to show the potential of the proposed scheme.

  • In this paper, we propose an optimal posture control law for an unmanned bicycle by deriving linear bicycle model from fully nonlinear differential equations. We calculate each equilibrium point of a bicycle under any given turning radius and angular speed of rear wheel. There is only one equilibrium point when a bicycle goes straight, while there are a lot of equilibrium points in case of turning. We present an optimal equilibrium point which makes the leaning input minimum when a bicycle is turning. As human riders give rolling torque by moving center of gravity of a body, many previous studies use a movable mass to move center of gravity like humans do. Instead we propose a propeller as a new leaning input which generates rolling torque. The propeller thrust input makes bicycle model simpler and removes input magnitude constraint unlike a movable mass. The proposed controller can hold optimal equilibrium points using both steering input and leaning input. The simulation results on linear control for circular motion are demonstrated to show the validity of the proposed approach.

  • Cellular Phone use while driving is one of the critical causes of traffic accident by falling the driver into the improper lookout and inattention situations by disturbing the driving behaviors and by increasing the driver's mental workloads. These days, therefore, governments in many countries are trying to Prohibit the cellular Phone use while driving by the law focused on the hand-held type of cellular phone. This Paper investigated the impacts on the hands-free cellular Phone use while driving to the drivers Performance among normal and two different level of secondary task driving conditions in the urban of Japan. As the results, quantitative differences of drivers eye movement, subjective mental workload, steering wheel angle entropy, and cognitive Performance of secondary tasks were compared between straight and curve (right turn) section for each driving condition.

Analytical Study on the Ordinance for Establishment and Support of Small Libraries (작은도서관 설치와 지원을 위한 조례의 내용분석에 관한 연구)

  • This study suggests problems with analyzing the contents of ordinances which support establishment and management of small libraries. This study analyzed the provisions which comprise the ordinances, targeting 25 ordinances that a local government enacted. The analysis targets the name of the ordinances, functions of the small libraries, guidelines of establishment, the duties of the local government, manpower in management, management rules of libraries, a steering committee etc. As a result, the provisions of the ordinances were not very different, and it was difficult to find ordinances which reflect regional characteristics. Also, in the provisions, it was pointed out as a restriction that the scale of establishment and management can be altered because there are free provisions more than compulsory ones. Thus, the ordinances of small libraries have to be regarded in local libraries' infrastructure, and supporting guidelines with efforts to assure publicity.

  • Industrial insect is defined as the insect utilized in industries that creates added value. Most of the industrial insects used in Korea are exotic species that are introduced through artificial means. Despite the rapid expansion of market for industrial insects, the system for risk assessment of industrial insects is not being adequately conducted. Although Korea carries out a risk assessment for the species designated as disease and insect pest by Animal and Plant Quarantine Agency, far too little consideration is being given to overall ecosystem, as the control system is covered in the Plant Quarantine Law. To solve this problem, we analyzed the Korean risk assessment system and looked at systems in other countries. The results show that it is essential for stakeholders to reach an agreement to set up fundamental directions for the system. Unless the integration system of taxonomical and ecological information is prepared, the ecological risk assessment should be conservative to protect ecosystems and should also follow the precautionary principle. It also requires cooperation among the ministries. In addition, the results indicated that a differentiation between risk assessment and screening is urgent. Several solutions such as setting up clear objectives in both assessment and screening stages, target species, steering organization and assessment criteria assessment systems from were proposed as practical institutional strategies. Among many foreign countries the assessment system from Ireland equally considers various factors such as economical, ecological safety and management aspects, It is also based on precautionary principle to fulfil its original purpose. It was suggested that the Ireland system would be the best reference that can be modified and applied into the Korean system by considering distinct characteristics of the industrial insects.
