The records managed in special archives are core records of our society produced and managed by actual power players in the decision-making process. The Public Records Management Act stipulates that the transfer period of non-public records under its jurisdiction may be extended to 30 years after the end of the year of production only to special archives, and that the transfer period may be extended if it is necessary to continue to use them for business performance even after 30 years. In order to understand the exceptional procedures and implementation of this special records management system, an analysis of not only the meaning of special records but also the characteristics, scope, and types of special records must be preceded. In addition, the implementation method of the special records maintained by the institution must be analyzed. It also needs to be reviewed. Therefore, this paper first analyzed the transfer status of special records revealed in the National Archives' white paper and statistical data and examined the types, categories, and characteristics of special records and special archives. Second, we reviewed the establishment of special archives by 2023 and changes in operating methods according to the organizational system.
The aviation has improved safety through technological innovation and strengthened flight safety through safety regulations and supervision by aviation authorities. As the industry's safety approach has evolved into a systematic approach to the aircraft system, airlines have established a safety management system. Technical defects or abnormal data in an aircraft can be warning signs that could lead to an accident, and the risk of an accident can be reduced by identifying and responding to these signs early. Therefore, management of abnormal warning signs is an essential element in promoting data-based decision-making and enhancing the operational efficiency and safety level of airlines. In this study, we present a model to statistically analyze quick access recorder (QAR) flight data in the preliminary analysis stage to analyze the patterns and causes of crab landing events that can lead to runway departures when landing an aircraft, and provide a precursor to a landing event. We aim to identify signs and causes and contribute to increasing the efficiency of safety management.
Backgrounds/Aims: The standard treatment for acute cholecystitis, biliary pancreatitis and intractable biliary colics ("hot gallbladder") is emergency laparoscopic cholecystectomy (LC). This paper aims to identify the prognostic factors and create statistical models to predict the outcomes of emergency LC for "hot gallbladder." Methods: A prospective observational cohort study was conducted on 466 patients having an emergency LC in 17 months. Primary endpoint was "suboptimal treatment," defined as the use of escape strategies due to the impossibility to complete the LC. Secondary endpoints were postoperative morbidity and length of postoperative stay. Results: About 10% of patients had a "suboptimal treatment" predicted by age and low albumin. Postop morbidity was 17.2%, predicted by age, admission day, and male sex. Postoperative length of stay was correlated to age, low albumin, and delayed surgery. Conclusions: Several predictive prognostic factors were found to be related to poor emergency LC outcomes. These can be useful in the decision-making process and to inform patients of risks and benefits of an emergency vs. delayed LC for hot gallbladder.
The Non-Proliferation Treaty (NPT) is the basis of global efforts to prevent the spread of nuclear weapons. In Republic of Korea, safety measures are integrated with NPT approval through agreements with the International Atomic Energy Agency (IAEA) and the Safeguards Agreement. In contrast, Democratic People's Republic of Korea (DPRK), initially an NPT member, withdrew, refusing IAEA nuclear inspections. This inhibits the precise management of DPRK's nuclear facilities and limits access to related information. The Korean Peninsula, politically divided, sees DPRK in control of nuclear weapons. Although the IAEA periodically evaluates DPRK's nuclear facilities, there's a research gap in contamination and site management with nuclear activities. Recognizing the presence or absence of such activities is crucial for peaceful nuclear endeavors. This proposal suggests the number and locations for environmental sample collection using the Visual Sample Plan (VSP) software for nuclear activity analysis. VSP software is sample collection locations and quantities through statistical tests on collected data, ensuring reliability for decision-making. The proposal identifies sites and facilities for nuclear activity analysis based on IAEA safety reports, utilizing the software's embedded methods. Suggested sampling locations for undisclosed nuclear activities employ VSP's embedded techniques, including 'Show that at least some high % of the sampling area is acceptable' to confirm contamination and 'Estimate the Mean' to evaluate the average contamination level.
This study investigated the role of YouTube in providing fashion information and explored how fashion companies and individual YouTubers used this platform to communicate with consumers and disseminate fashion contents. This research identified two main types of YouTube information providers: fashion companies and fashion YouTubers. It focused on characteristics of YouTube fashion information (such as informativity, novelty, usefulness, authenticity, and enjoyment) and their impact on consumer needs satisfaction, information satisfaction, and information acceptance. An online survey was conducted with female consumers aged 20 to 39 years, analyzing responses to assess how YouTube fashion information affected consumer behavior and decision-making. Using SPSS for statistical analysis, results indicated that usefulness and enjoyment significantly influenced information acceptance, particularly with fashion companies showing a stronger impact from usefulness, while authenticity and enjoyment were more influential for fashion YouTubers. Moreover, mediating effects of consumer needs satisfaction and information satisfaction on the relationship between fashion information characteristics and information acceptance were examined. Findings revealed that various characteristics had different mediating effects based on whether the information provider was a fashion company or a fashion YouTuber. Notably, enjoyment and authenticity played crucial roles in mediating consumer needs satisfaction. Overall, this study provides insights into how YouTube serves as a vital channel for fashion information, influencing consumer satisfaction and behavior. It also offers practical implications for fashion marketers on how to leverage YouTube effectively to meet consumer needs and enhance information acceptance, thereby proposing strategic marketing recommendations for fashion companies and YouTubers.
Mongolia's diverse geographical landscape and harsh climate make it particularly susceptible to various natural disasters, including forest fires, heavy rains, dust storms, and heavy snow. This study aims to explore the relationships between key climatic variables and the frequency of these disasters. We collected monthly data from January 2022 to April 2024, encompassing average temperature, temperature variability (absolute temperature difference), average humidity, and precipitation across the capitals of Mongolia's 21 provinces and the capital city Ulaanbaatar. The data were analyzed using multiple statistical models: Linear Regression, Poisson Regression, and Negative Binomial Regression. Descriptive statistics provided initial insights into the variability and distribution of the climatic variables and disaster occurrences. The models aimed to identify significant predictors and quantify their impact on disaster frequencies. Our approach involved standardizing the predictor variables to ensure comparability and interpretability of the regression coefficients. Our findings indicate that climatic variables significantly affect the frequency of natural disasters. The Negative Binomial Regression model was particularly suitable for our data, which exhibited overdispersion common characteristic in count data such as disaster occurrences. Understanding these relationships is crucial for developing targeted disaster management strategies and policies to mitigate the adverse effects of climate change on Mongolian communities. This research provides valuable insights into how climatic changes impact disaster occurrences, offering a foundation for informed decision-making and policy development to enhance community resilience.
Objectives Low back pain (LBP) is one of the most common reason for people in Korea to visit Korean medical institutions. To assess actual amounts of use in the treatment of LBP in Korean medicine and to provide objective base line data for policy decision making, research regarding the current state of LBP patients' treatment in Korean medical institutions are in need. Methods The current study was designed as a retrospective chart review to investigate descriptive characteristics of LBP patients. The clinical records of 304 patients who were hospitalized for the treatment of LBP in Korean rehabilitation medicine inpatient clinics of five different Korean medicine hospitals were analyzed. The percentage of patient characteristics such as sex, age, average duration of admission, insurance type, diagnosed LBP related disease code, and rates of interventions applied were assessed. Results 1. The female sex was significantly predominant among patients with LBP : 105 patients (34.5%) were male and 199 patients (65.5%) were female. Percentage of the patients' age appeared as followed : 76 people (25.0%) were in their 50s, 64 people (21.1%) were in their 40s, 51 people (16.8%) were in their 30s, 37 people (12.2%) were in their 60s, and 33 people (10.9%) were in their 70s. Approximately half of the total LBP patients investigated were older than 50. 2. The average duration of admission was 16.2 days. Approximately one third (30.3%) of the patients were hospitalized for 8 to 14 days. 3. Female patients tended to stay admitted in hospitals slightly longer than male patients. Elderly (age 60~79) patients stayed in hospitals longer (17.8 days) compared to younger (age 20~39) patients (13.5 days). 4. More than half of the patients (171 cases, 56.3%) had their hospital bills covered with automobile insurance. 40.1% (122 cases) of the patients had medical insurance to cover their hospital bills. The average duration of admission of patients who had automobile insurance was 14.2 days, while that of the patients who had medical insurance was 18.4 days. 5. "Sprain and strain of the lumbar spine and pelvis" was the most commonly used (195 cases, 64.1%) disease code in patients with LBP. Patients diagnosed as "lumbar and other intervertebral disc disorders with radiculopathy" required the longest admission duration (22.1 days). 6. Herbal medication was applied to all of the patients during admission. Acupuncture was applied to all of the patients except one case diagnosed as spinal stenosis. Physical therapy, cupping therapy, moxibustion therapy, chuna therapy, and pharmacopuncture therapy were applied to 94.7, 92.8, 85.2, 83.9, and 49.7% of the patients, respectively. 7. There were certain differences among Korean medicine hospitals in terms of the LBP patients' duration of admission, type of insurance, frequency of the disease code use, type of intervention applied. Conclusions It is thought that the current study can be used as reference data in assessing the current state of LBP treatment in Korean rehabilitation medicine and a basis for future research. Provided improvements of certain limitations of the current study in future researches, such data would act as better base line data in policy decision making.
Although there are continuous demands for activating BSSs(Bicycle Sharing Systems) due to the convenience and positive health effects, it is difficult to make a decision to support the existing systems and build more systems because of the deficit resulting from the operation of BSSs. Consequently, this study estimated the economic effects(WTP; Willingness to Pay) of BSS and analyzed the impact factors of WTP to support the above decision making in Daejeon. For this, we conducted a survey and collected 668 samples from the users and non-users of TASHU that is the BSS operated in Daejeon. Also, we used CVM(Contingent Valuation Method) for the estimation of WTP. The results show that the number of bicycle uses is a determinant factor having a positive relationship with WTP and car ownership and age are also determinant factors having a negative relationship with WTP. On the other hand, income and sex have no significant statistical relationship with WTP. Also, the economic benefit of TASHU was estimated as much as 49.9 billion KRW to 63.6 billion KRW. Considering the operation cost of 2.5 billion KRW, it is quite big benefit. Based on the results, it needs to support TASHU from a user perspective for the efficient operation of the system.

Based on the announcement by the National Competitiveness Council in 2008, this study analyzed the direction of the changing policy in Seoul Metropolitan Area promoted by the current government and to inquire into such the effect, research was done to study the changes in space demand by companies which respond sensitively to changes in regulation in Seoul Metropolitan Area. In addition, the effect of Seoul Metropolitan Area policy on company location is explored while company location changes and changes in direction of space demand due to easing of regulation in Seoul Metropolitan Area by the current government are examined. Research methods utilized empirical analysis and survey analysis. Empirical analysis utilized statistical data since 1980's. For survey analysis, the effect of changing policy in Seoul Metropolitan Area, which is an exogenous shock, on decision making of the enterprise is considered to derive the direction of demand for company manufacturing lots. The results of the study showed that decision for company location or factory size has been affected greatly by Seoul Metropolitan Area policy and domain regulation and institution to restrict permission area of a manufacturing building from the law of improvement plan of the Metropolitan area were the biggest regulatory policies. Due to easing of regulation in Seoul Metropolitan Area by the current government, the demand for manufacturing lot is expected to increase. In particular, the demand for manufacturing lot is expected to increase centered around Seoul Metropolitan Area and Chungcheong province while demand is expected to decrease in Gangwon province. The reason is because company preference is high for the Seoul Metropolitan Area which has the best transportation/logistics and market conditions in Korea. But in the case of Southeast region and Daegyung region that form exclusive economic zones, changing policy in Seoul Metropolitan Area has little impact. In the case of Seoul Metropolitan Area, demand increase does not occur in the entire area but instead, demand is expected to increase in growth management zones.
Predicting a company's financial bankruptcy is traditionally one of the most crucial forecasting problems in business analytics. In previous studies, prediction models have been proposed by applying or combining statistical and machine learning-based techniques. In this paper, we propose a novel intelligent prediction model based on the simulated annealing which is one of the well-known optimization techniques. The simulated annealing is known to have comparable optimization performance to the genetic algorithms. Nevertheless, since there has been little research on the prediction and classification of business decision-making problems using the simulated annealing, it is meaningful to confirm the usefulness of the proposed model in business analytics. In this study, we use the combined model of simulated annealing and machine learning to select the input features of the bankruptcy prediction model. Typical types of combining optimization and machine learning techniques are feature selection, feature weighting, and instance selection. This study proposes a combining model for feature selection, which has been studied the most. In order to confirm the superiority of the proposed model in this study, we apply the real-world financial data of the Korean companies and analyze the results. The results show that the predictive accuracy of the proposed model is better than that of the naïve model. Notably, the performance is significantly improved as compared with the traditional decision tree, random forests, artificial neural network, SVM, and logistic regression analysis.
