According to the Article 86 of the United Nations on the Law of the Sea(UNCLOS) the provisions of high seas apply to all parts of the sea that are not included in the exclusive economic zone, in the territorial sea or in the internal waters of a State, or in the archipelagic waters of an archipelagic State. Article 87 also stipulates the freedom of the high seas. International laws on the flight over the high seas are found as follows; Firstly, as far as the nationality of the aircraft is concerned, its legal status is quite different from the ship where the flags of convenience can be applied practically. There is no flags of convenience of the aircraft. Secondly, according to the Article 95 of UNCLOS warships on the high seas have complete immunity from the jurisdiction of any State other than the flag State. We can suppose that the military(or state) aircraft over the high seas have also complete immunity from the jurisdiction of any State other than the flag State. Thirdly, according to the Article 101 of UNCLOS piracy consists of any act of voluntary participation in the operation of a ship or of an aircraft with knowledge of facts making it a pirate ship or aircraft. We can conclude that piracy can de done by a pirate aircraft as well as a pirate ship. Fourthly, according to the Article 111 (5) of UNCLOS the right of hot pursuit may be exercised only by warships or military aircraft, or other ships or aircraft clearly marked and identifiable as being on government service and authorized to that effect. We can conclude that the right of hot pursuit may be exercised only military aircraft, or aircraft clearly marked and identifiable as being on government service and authorized to that effect. Fifthly, according to the Article 110 of UNCLOS a warship which encounters on the high seas a foreign ship, is not justified in boarding it unless there is reasonable ground for suspecting that: (a) the ship is engaged in piracy, (b) the ship is engaged in the slave trade, (c) the ship is engaged in an authorized broadcasting and the flag State of the warship has jurisdiction under article 109, (d) the ship is without nationality, or (e) though flying a foreign flag or refusing to show its flag, the ship is, in reality, of the same nationality as the warship. These provisions apply mutatis mutandis to military aircraft. Sixthly, according to the Article 1 (5)(dumping), 212(pollution from or through the atmosphere), 222(enforcement with respect to pollution from or through the atmosphere) of UNCLOS aircraft as well as ship is very much related to marine pollution. Seventhly, as far as the crime on board aircraft over the high seas is concerned 1963 Convention on the Offences and Certain Other Acts Committed on Board Aircraft(Tokyo Convention) will be applied, and as for the hijacking over the high seas 1970 Convention for the Suppression of Unlawful Seizure of Aircraft(Hague Convention) and as for the sabotage over the high seas 1971 Convention for the Suppression of Unlawful Acts Against the Safety of Civil Aviation(Montreal Convention) will be applied respectively. These three conventions recognize the flag state jurisdiction over the crimes on board aircraft over the high seas. Eightly, as far as reconnaissance by foreign aircraft in the high seas toward the coastal States is concerned it is not illegal in terms of international law because its act is done in the high seas. Ninthly as for Air Defence Identification Zone(ADIZ) there are no articles dealing with it in the 1944 Chicago Convention. The legal status of the foreign aircraft over this sea zone might be restricted to the regulations of the coastal states whether this zone is legitimate or illegal. Lastly, the Arctic Sea is the frozen ocean. So the flight over that ocean is the same over the high seas. Because of the climate change the Arctic Sea is getting melted. If the coastal states of the Arctic Sea will proclaim the Exclusive Economic Zone(EEZ) as the ocean is getting melted, the freedom of flight over that ocean will also be restricted to the regulations of the coastal states.

A modular multidisciplinary analysis and optimization framework has been built with the goal of performing conceptual design of an advanced efficient supersonic air vehicle. This paper addresses the specific challenge of designing this type of aircraft for a long range, supersonic cruise mission with a payload release. The framework includes all the disciplines expected for multidisciplinary supersonic aircraft design, although it also includes disciplines specifically required by an advanced aircraft that is tailless and has embedded engines. Several disciplines have been developed at multifidelity levels. The framework can be readily adapted to the conceptual design of other supersonic aircraft. Favorable results obtained from running the analysis framework for a B-58 supersonic bomber test case are presented as a validation of the methods employed.

After the advent of B787(Boeing Co.), a civil aircraft using composite materials more than 50% of it total structural weight for weight savings, best performances and efficiencies, various endeavors to develop and apply the state of art of structural health monitoring(SHM) technologies for composite aircraft have been made for many years. Despite their plentiful advantages composite aircraft structures are susceptible to the hidden or barely visible impact damages(BVID) and excessive loads that if unchecked may lead to lower structural integrity, loss of operational performance and finally a sudden catastrophic failure of the aircraft structure. In this paper background of SHM technology and relevant technologies for application of SHM technology to the composite aircraft in the near future and requirements for certification of SHM system are shortly presented.

Investigations of large commercial aircraft impact effect on nuclear power plant (NPP) buildings have been drawing extensive attentions, particularly after the 9/11 event, and this paper aims to experimentally assess the damage and vibrations of NPP buildings subjected to aircraft crash. In present Part I, two shots of reduce-scaled model test of aircraft impacting on NPP building were carried out. Firstly, the 1:15 aircraft model (weighs 135 kg) and RC NPP model (weighs about 70 t) are designed and prepared. Then, based on the large rocket sled loading test platform, the aircraft models were accelerated to impact perpendicularly on the two sides of NPP model, i.e., containment and auxiliary buildings, with a velocity of about 170 m/s. The strain-time histories of rebars within the impact area and acceleration-time histories of each floor of NPP model are derived from the pre-arranged twenty-one strain gauges and twenty tri-axial accelerometers, and the whole impact processes were recorded by three high-speed cameras. The local penetration and perforation failure modes occurred respectively in the collision scenarios of containment and auxiliary buildings, and some suggestions for the NPP design are given. The maximum acceleration in the 1:15 scaled tests is 1785.73 g, and thus the corresponding maximum resultant acceleration in a prototype impact might be about 119 g, which poses a potential threat to the nuclear equipment. Furthermore, it was found that the nonlinear decrease of vibrations along the height was well reflected by the variations of both the maximum resultant vibrations and Cumulative Absolute Velocity (CAV). The present experimental work on the damage and dynamic responses of NPP structure under aircraft impact is firstly presented, which could provide a benchmark basis for further safety assessments of prototype NPP structure as well as inner systems and components against aircraft crash.

In recent years, questions have arisen under several forms with respect to the need for adapting present legal order established under the Chicago Convention and relevant customary rules into newly developed environment surrounding the international air transport industry. Major feature of such trends included in opinions for modification of the present legal order might be defined as more liberalistic approach to this industry. In this respect, many scholars and lawyers in this field agree with a view that a theoretical tie between an aircraft/air liners and a register - State lies in political and strategical concern of the State so that each aircraft/air liners has been attributed a single nationality. In the context of such concern, each aircraft/air liners has been related with each register-State in the form of "genuine connection". However, present and near future development of air transport industry and its world - wide market requires some modification of such single nationality regime. Taking into account such circumstances, States as creator of present legal order are in the process of establishing new legal order where air liners with multi - nationality are capable of satisfying to such needs. As adopting a series of liberalization package for air transport industry in european continent, European Union adopts a concept of "community air carrier", by which an air space of each member State is open to each other, especially through the grant of cabotage right. A serious concern may arise in such grant because the Article 7 of the Chicago Convention prohibits such grant on an exclusive basis. While many theoretical opinions have been put forward concerning the interpretation of that article, a case of European Union shall be a good test of the range of its application. It is anticipated that future development around this issue shaH furnish us a major feature of the liberalization of international air transportation and an adaptation process of present legal order.

Embedded sensors were used as an in-situcorrosion-sensing device for aircraft and vehicular structures protected by organic coatings. Results are presented changes associated with a standard Airforce aircraft coating and a standard Army vehicle coating were monitored by embedded sensors. These coatings consisted of a polyurethane topcoat and an epoxy primer, however are formulated to provide different characteristics. The ac-dc-ac testing method was used to accelerate the degradation of these coatings while being immersed in a NaCl medium. Electrochemical impedance spectroscopy and electrochemical noise measurement experiments were used to monitor the induced changes. A comparison of the results between coatings subjected to the ac-dc-ac exposure and coatings subjected to only constant immersion in the NaCl medium is presented. The results were used to demonstrate the effectiveness of the ac-dc-ac method at accelerating the degradation of an organic coating without observably changing the normal mechanism of degradation. The data highlights the different features of the coating systems and tracks them while the coating is being degraded. The aircraft coating was characterized by a high-resistant topcoat that can mask corrosion/primer degradation at the primer/substrate interface whereas the vehicle coating was characterized by a low-resistant topcoat with an effective corrosion inhibiting primer. Details of the ac-dc-ac degradation were evaluated by using an equivalent circuit to help interpret the electrochemical impedance data.

This paper proposes new methods, named Derivative Code (DerivativeCode) and Derivative Code Pattern (DCP), for object recognition. The discriminative derivative code is used to capture the local relationship in the input image by concatenating binary results of the mathematical derivative value. Gabor based DerivativeCode is directly used to solve the palmprint recognition problem, which achieves a much better performance than the state-of-art results on the PolyU palmprint database. A new local pattern method, named Derivative Code Pattern (DCP), is further introduced to calculate the local pattern feature based on Dervativecode for object recognition. Similar to local binary pattern (LBP), DCP can be further combined with Gabor features and modeled by spatial histogram. To evaluate the performance of DCP and Gabor-DCP, we test them on the FERET and PolyU infrared face databases, and experimental results show that the proposed method achieves a better result than LBP and some state-of-the-arts.

Results of the experimental research are described in this thesis, which are about braking characteristics of aircraft ABS brake system with different ground conditions. Dynamo-tests were conducted with the state of the application aircraft condition and with two different ground conditions. The Braking characteristics on each ground condition were drawn from the results of occurrence of skid, braking distance and deceleration. The braking performance of the application aircraft could be anticipated and the efficient range of braking operation could be set with those results.
