북한 경제체제전환을 위한 제도적 조건과 문제점에 관한 연구 (A Study on the Institutional Conditions and Problems for the Transition of North Korean Economic System)

  • 이 연구는 북한경제체제전환을 위한 제도적 조건과 문제점을 분석하기 위한 데 목적이 있다. 연구방법으로는 먼저 주요 경제체제전환국들의 4대 시장개혁정책(자유화, 사유화, 민영화, 주식회사화)의 법제화과정들을 시기별로 비교분석하고 북한과의 차이점을 도출하였다. 이를 바탕으로 북한의 4단계 경제개혁정책(7.1조치, 종합시장정책, 화폐개혁, 6.28방침)의 제도화 과정들을 분석하고 경제체제전환국 사례의 북한 적용가능성에 대한 문제점, 그리고 전망을 모색하였다. 연구결과, 현재 북한 시장경제의 변화를 경제체제전환국들과 동일선상에서 비교할 수 없는 중요한 조건 세 가지가 있다. 첫째, 경제체제전환을 위한 대내외적인 조건과 환경, 그리고 국가와 시민사회의 역할이 다르다. 둘째, 정책결정과정과 집행과정의 수단과 목적도 다르다. 셋째, 국가의 정치경제정책의 속성과 실효성측면에서도 다르다. 넷째, 경제개혁을 위한 경제정책의 우선순위와 내용, 법제화과정들이 서로 다르다. 특히'중국식 모델'로의 이행가능성에 대해 논의할 때, 그것도 상당한 위험성을 내포한다. 그것은 북한에서 통제 권력의 시장투입 목적과 그들 생존 네트워크는 상당히 독보적이기 때문이다. 또한 중국과 북한의 내수시장 규모, 인구규모, 통제유형도 상당히 다르다. 북한 경제체제전환을 위한 필요충분조건은 시장 영역에서 물리적 통제기구와 제도의 완화이다. 다음으로 현재 불법 소유화 시장에 대한 전수조사와 함께 합법적 제도화가 시급히 이루어져야 한다. 이를 바탕으로 내수 시장의 중국 의존성을 점차 한국으로 전환할 필요가 있다. 즉 선 통제 권력 배제, 후 자율화 및 내수시장의 패러다임 전환이다.

사회적 약자와 함께 하는 기독교교육 (Christian Education with the Socially Disadvantaged in and after the Covid-19 Pandemic)

  • 본 연구는 코로나-19 팬데믹 시대에 사회적 약자들과 함께 하는 기독교교육을 추구하기 위해 수행된 연구이다. 코로나-19는 생태계를 파괴하고 착취한 인간의 탐욕으로 야기한 인재이다. 무차별적으로 번져가는 전 지구적 전염병이 창궐하는 시기에 우리는 이기적인 자기중심성을 극복하여 어려움을 겪으며 애통해 하는 이웃과 함께 해야 한다. 더욱이 코로나 시대와 포스트 코로나 시대에 인류가 어떻게 서로를 도와 생존할 수 있을지 모색하여야 한다. 무엇보다 국가와 인종과 경제적 능력 사이에 너무나도 큰 차별이 존재하고 있고 결국 자본주의의 극단적인 차별이 사회와 국가 전반에 나타나고 있는 것 또한 문제다. 코로나-19가 침투했을 때 확진율은 큰 차이가 없었으나 사망률은 가진 자와 덜 가진 자 사이에 큰 차이를 보였다. 평소에 덜 가짐으로 인하여 삶이 힘든 사람들이 바이러스의 공격을 막아내고 물리치는 일에 훨씬 더 취약하다는 점이 결과적으로 드러나고 있는 것이 안타깝지만 오늘의 현실이다. 거시적으로는 기후변화 및 생태환경에 대한 주의를 기울이고, 미시적으로는 지구상의 거의 모든 나라에 존재하는 빈부, 성별, 인종, 장애 유무, 국적의 격차에 따라 엄청난 차별을 받으며 살아가는 수많은 사회적 약자에 대한 구체적인 관심이 필요하다. 사회적 약자들의 현실을 파악하기 위하여 백신 불평등에 대한 담론, 장애인의 필요에 대한 담론, 인종별 피해 정도의 상이함에 대한 담론, 양극화와 디스토피아에 대한 담론, 교육적 불평등에 대한 담론 등을 코로나19 시대에 사회적 약자들의 당면한 현실로 다루었다. 그리고 사회적 약자와 함께 하는 기독교교육을 위해 다섯 가지를 제시하였다. 1. 예수님의 제자로서 세상의 건강한 시민으로서 살게 돕기 위해 가정과 교회가 함께 하는 기독교교육 교재 '해피투게더'를 대안으로 제안하였고, 2. 아스머와 슈바이쳐의 연구 분석을 통해 인류의 상호의존성과 상호책임성을 강화하는 공적 신앙의 계발에 대해 다루었으며, 3. 학습자의 분별력 증진을 위해 비판적 미디어 리터러시 교육에 대한 폴 길스터의 담론을 분석하였고, 4. 피조물의 제자리를 찾기 위한 기독교교육 생태계를 복원을 위한 호모 사피엔스의 역할을 구약학자 강사문의 석의(釋義)적 시각으로 다루었으며, 5. 최종적으로 약한 자의 친구로 살게 하는 우정신앙을 품어 온전성을 추구하는 기독교교육적 정신 제안하기 위해 파커 파머의 온전성에 대한 글과 크리스틴 폴의 우정신학을 분석하여 제안하였다. 유일무이한 삶의 잣대인 성경 말씀 위에 터한 기독교교육자들이 코로나19 팬데믹 시대에 염두에 두어야 할 소명은 굶주리고, 헐벗으며, 갈 곳이 없고, 병에 걸려도 치료제 주사를 맞지 못하여 결국 죽어갈 수밖에 없게 될 나그네와 같은 이웃을 내 형제로 친구로 알고 섬기며 돌보는 우정 신학을 굳건히 세워 사고와 실천이 어우러지는 삶을 추구해 나아가야 한다. 그럼으로써 사회적 약자를 위하여 어떤 일을 하는 것에 그치지 않고 사회적 약자들과 함께 애통해 하며 작은 것부터 실천하고자 하는 기독교교육 정신과 방안을 제안하였다.

북한의 경제사회적 여건을 고려한 황폐산림복구 기본방향 연구 (A Study on the Basic Directions for Forest Rehabilitation Programs Considering to Economic and Social Conditions of North Korea)

  • 북한의 황폐산림 양상을 살펴보면 시기별 북한 내 정치 사회 경제적인 여건과 밀접한 관계를 맺으면서 변화해 왔음을 알 수 있다. 일반주민들에 의한 생존형 산림훼손은 1990년대 사회주의권의 붕괴와 수년에 걸친 자연재해로 인해 경제난이 심각해지고 중앙집권적 계획경제 체제가 붕괴되면서 가속화되었다. 계획경제 체제에서의 배급제가 붕괴되면서 주민들은 식량을 확보하기 위한 수단으로 산지를 무분별하게 개간하였고, 땔감을 확보하기 위해 나무를 남벌하였다. 국가 기관들도 외화를 획득하기 위해 수출용 목재 벌채량을 늘리면서 북한 산림은 빠른 속도로 황폐화 되었다. 산림황폐화로 인한 피해가 확대되면서 북한은 결국 산림복구를 위한 자구책을 마련하는 한편 국제사회에 산림복구 지원을 요청하였다. 이에 남한 민간단체도 조림용 묘목생산의 기반인 양묘장 건설을 위주로 하는 물적 지원 사업을 시작하였다. 그러나 앞으로의 북한 산림복구 지원은 현재와 같은 단순한 물적 지원을 벗어나 1970년대 남한의 치산녹화 성공 경험을 토대로 다음과 같은 북한의 경제사회적 여건을 고려한 황폐산림복구 기본방향을 설정하고 체계적으로 추진하는 것이 필요하다. 첫째, 2000년 이후 북한의 중앙집권적 계획경제 체제가 붕괴된 이후 조성되고 있는 지방, 기업, 노동자간 다양한 이해관계를 고려한 산림복구지원이 이루어져야 한다. 두 번째, 장기간 주민들의 적극적인 참여가 요구되는 산림복구 사업의 특성상 산림복구 현장에서 경제적 이익을 얻을 수 있도록 하여 주민들의 자발적인 참여도를 높이도록 해야 한다. 세 번째, 산림복구 사업과 병행하여 농산촌 종합개발 사업을 연계하여 주민들의 산림의존도를 낮춰가는 것이 필요하다. 네 번째, 기존의 북한 산림관리 시스템을 활용하여 단기간 대규모 집중 조림에 필요한 노동력과 행정력을 확보하는 한편, 산림복구 이후의 산림관리를 체계적으로 담당할 수 있는 시스템의 개선도 함께 진행되어야 한다.

  • 글로벌 경제여건의 불안과 우리 경제의 양극화가 심화됨에 따라, 중소기업과 소상공인의 체감경기는 여전히 낮으며 불안한 실정이다. 2007년 서브프라임 사태로 촉발된 전 세계적 금융시스템의 붕괴는, 세계 각국의 금융산업의 근간을 흔들리게 하는 촉진제 역할이 되었으며, 이에 가장 민감한 계층인 소상공인들의 생존 활로 역시 큰 위험을 맞고 있는 실정이다. 제조, 도매, 소매 등 유통산업의 모든 구성력이 상호 연계성과 의존성이 점차 커지고 있으며, 리스크에 대한 불안요소 역시 점차 증가되고 있는 것이 현실이다. 소상공인 스스로의 활로개척으로는 생존할 수 없는 외부 환경적, 물리적 리스크의 요인이 점차 커지고 있어, 이에 대응하지 못하는 소상공인들은 큰 위기를 맞고 있다. 이를 극복하기 위해 정부에서는 여러 가지 노력을 기울이고 있으나, 그 효과가 지속적이지 못하고 있는 것이 안타까울 따름이다. 고용과 창출의 지속성이 떨어지는 단기근로중심의 일자리 증가와 가계소득의 체감저하등으로 인해, 전반적인 고용 및 창업등의 자영업 시장이 개선되지 못하는 악순환이 나타나고 있는 실정이다. 최근 유럽 각국에서 발생되는 재정위기 및, 김정일 사후, 북한과의 관계상황, 중동전세의 불안등 다국적인 리스크 요인들로 인해 성장세가 둔화되는 조짐을 보이고 있다. 전문기관들의 지표상 성장 통계는 4%내외로 예상되고 있으며, 서민들이 느끼는 자영업 경기는 여전히 암울하다. 일자리부족과, 고용불안, 은퇴 후 생계수단에 대한 마땅한 대책이 없는 것이 주위의 현실이다. 좁고, 과당경쟁의 상태에 놓여있는 시장에 대기업의 진출 또한, 더욱 상황을 어렵게 만드는 환경적 요인으로 판단해 볼 수 있다. 프랜차이즈라는 경영 컨셉이 과연, 자영업자의 삶을 안정적으로 보장해 줄 수 있는 제도적 열쇠인지를 우리는 다시금 판단해봐야 할 부분이기도 하다. 사업분야의 진입장벽을 뚫고, 자영업자와의 상생을 외치며, 오늘도 무섭게 대기업은 진출하고 있다. 고통스러운 내수침체를 겪고 있고, 앞날을 기대할 수 없고, 혼란스럽 불안한 자영업을 영위해 나가는 것이 바로 소상공인이다. 하루빨리, 현명한 소비진작으로 내수경기를 회복시키는 일이 매우 중요하다. 정부와 관련기관등이 힘을 하나로 모아, 고민하고, 해법을 제시하고, 제대로 된 방향을 설정하여 책임있게 끌고 나가는 것이 무엇보다 중요한 시점이다. 따라서 본 연구는 현재 시행되고 있는 소상공인 지원정책을 검토하여, 소상공인의 경쟁력 강화를 제시하는데 목적이 있다.

  • The wall shear stress in the vicinity of end-to end anastomoses under steady flow conditions was measured using a flush-mounted hot-film anemometer(FMHFA) probe. The experimental measurements were in good agreement with numerical results except in flow with low Reynolds numbers. The wall shear stress increased proximal to the anastomosis in flow from the Penrose tubing (simulating an artery) to the PTFE: graft. In flow from the PTFE graft to the Penrose tubing, low wall shear stress was observed distal to the anastomosis. Abnormal distributions of wall shear stress in the vicinity of the anastomosis, resulting from the compliance mismatch between the graft and the host artery, might be an important factor of ANFH formation and the graft failure. The present study suggests a correlation between regions of the low wall shear stress and the development of anastomotic neointimal fibrous hyperplasia(ANPH) in end-to-end anastomoses. 30523 T00401030523 ^x Air pressure decay(APD) rate and ultrafiltration rate(UFR) tests were performed on new and saline rinsed dialyzers as well as those roused in patients several times. C-DAK 4000 (Cordis Dow) and CF IS-11 (Baxter Travenol) reused dialyzers obtained from the dialysis clinic were used in the present study. The new dialyzers exhibited a relatively flat APD, whereas saline rinsed and reused dialyzers showed considerable amount of decay. C-DAH dialyzers had a larger APD(11.70$\pm$1.32mmHg/min)compared to CF dialyzers(4.32$\pm$0.55mmHg/min)(p<0.05). However, there was no observable difference in the UFR between the two dialyzers. Neither APD nor UFR showed any significant increase with an increasing number of reuses for up to more than 20reuses. A substantial number of failures observed in APD(larger than 20mmHe/min)on the reused dialyzers(2 out of 40 CP and S out 26 C-DAK) were attributed to the Possible damage on the fibers. The CF 15-11 HFDs which failed APD test did not show changes in the UFR compared to normal dialyzers indicating that APD is a more sensitive test than UFR test to evaluate the integrity of the fibers. 30527 T00401030527 ^x For quantitative measurement of reflected light from a clinical diagnostic strip, a prototype old reflectance photometer was designed. The strip loader and cassette were made to obtain more accurate reflectance parameters. The strip was illuminated at 45˚c through optical fiber and the intensity of reflected light was determined at rectanguLat angle using a photodiode. The kubelka-munk coefficient and reflection optical density were determined ar four different wavelengths(500, 550, 570 and 610nm) for blood glucose strip. For higher concentration than 300mg/41 about glucose, a saturation state of abforbance was observed at 500, 550 and 570nm. The mice were divided into two groups. One group was injected with Photofrin II, intravenously (2.5mg/kg body weight). The other group received no Photofrin II. Mice from both groups were irradialed for approximately 15 minutes at 100, 300, or 500 mW/cm2 with the argon (488nm/514.5 nm), dye(628nm) and gold vapor (pulsed 628 nm) laser light. A photosensitizer behaved as an added absorber. Under our experimental conditions, the presence of Photolfrin II increased surface temperature by at least 40% and the temperature rise due to 300 mW/cm2 irradiation exceeded values for hyperthermia. Light and temperature distributions with depth were estimated by a computer model. The model demonstrated the influence of wavelength on the thermal process and proved to be a valuable tool to investigate internal temperature rise. 30536 T00401030536 ^x We investigated the structural geometry of thirty-eight Korean femurs. The purpose of this study is to identify major geometrical differences between Korean femurs 3nd others that we believe belong to Caucasians so that we would be able to get insights into the femoral component design that fits Asians including Koreans. We utilized computerized tomography (CT) images of femurs extracted from cadavers. The CT images were transformed into bitmap data by using a film scanner, and then analyzed by using a commercially available software called Image v.1.0 and a Macintosh IIci computer.The resulting data were compared with already published data. The major results show that the geometry of the Korean femurs is significantly different from that of Caucasians: (1) the anteversion angle and the canal flare index are greater by the amount of approximately 8˚ and 0.5, respectively, (2) the shape of the isthmus cross section is more round, and (3) the distance between the teaser trochanter and the proximal border of the isthmus is shelter by about 15 mm. The results suggested that the femoral component suitable for Asians should be different from the currently-used components designed and manufactured mostly by European or American companies. 30537 T00401030537 ^x It is well known that nonlinear propagation characteristics of the wave in the tissue may give very useful information for the medical diagnoisis. In this paper, a new method to detect nonlinear propagation characteristics of the internal vibration in the tissue for the low frequency mechanical vibration by using bispectral analysis is proposed. In the method, low frequency vibration of f0( = 100Hz) is applied on the surface of the object, and the waveform of the internal vibration x (t) is measured from Doppler frequency modulation of silmultaneously transmitted probing ultrasonic waves. Then, the bispectra of the signal x (t) at the frequencies (f0, f0) and (f0, 2f0) are calculated to estimate the nonlinear propagation characteristics as their magnitude ratio, w here since bispectrum is free from the gaussian additive noise we can get the value with high S/N. Basic experimental system is constructed by using 3.0 MHz probing ultrasonic waves and the several experiments are carried out for some phantoms. Results show the superiority of the proposed method to the conventional method using power spectrum and also its usefulness for the tissue characterization. 30541 T00401030541 ^x This paper describes the implementation of a computerized radial pulse diagnosis by aids of a clinical expert. To synthesize microspheres for biomedical application, "two stage shot growth method" was developed. The uniformity ratio of synthesized microspheres was always smaller than 1.05. And the surface charge density (or the number of ionizable functional groups) of the microspheres synthesized by "two stage shot growth method" was 6~13 times higher than that of the microspheres synthesized by conventional seeded batch copolymerization. As a previous step for biomedical application, adsorption experiments of bovine albumin on microspheres were carried out under various conditions. The maximum adsorbed amount was obtained in the neighborhood of pH 4.5. Isoelectric point of bovine albumin is pH 5.0, so experimental result shows that it shifted to acid area. In this BEAM, instantaneous change and average energy distribution over any arbitrary time interval of brain electrical activity could be observed and analyzed easily. Our department has developed an information system for routine hematology using down-sized computer system. We have used an IBM 486 compatible PC with 16MB main memory, 210 MB hard disk drive, 9 RS-232C port and 24 pin dot printer. The operating system and database management system were SCO UNIX and SCO foxbase, respectively. For program development, we used Xbase language provided by SCO foxbase. The C language was used for interface purpose. To make the system use friendly, pull-down menu was used. The system connected to our hospital information system via application program interface (API), so the information related to patient and request details is automatically transmitted to our computer. Our system interfaced with fwd complete blood count analyzers(Sysmex NE-8000 and Coulter STKS) for unidirectional data tansmission from analyzer to computer. The authors suggests that this system based on down-sized computer could provide a progressive approach to total LIS based on local area network, and the implemented system could serve as a model for other hospital's LIS for routine hematology. 30609 T00401030609 ^x To develop an artificial bone substitute that is gradually degraded and replaced by the regenerated natural bone, the authors designed a composite that is consisted of calcium phosphate and collagen. To use as the structural matrix of the composite, collagen was purified from human umbilical cord. The obtained collagen was treated by pepsin to remove telopeptides, and finally, the immune-free atelocollagen was produced: The cross linked atelocollagen was highly resistant to the collagenase induced collagenolysis. We propose a simple adaptive algorithm to increase capability of noise cancelation in QRS complex detection with two stage adaptive filter. Two adaptive filters can afford to keep track of the changes of both noise and QRS complex. Each adaptive filter consists of prediction error filter and FIR filter The impulse response of FIR filter uses coefficients of prediction error filter. Collagen degradation by the collagenase induced collagenolysis was also decreased. 30620 T00401030620 ^x We have developed a monoleaflet polymer valve as an inexpensive and viable alternative, especially for short-term use in the ventricular assist device or total artificial heart. The frame and leaflet of the polymer valve were made from polyurethane, To evaluate the hemodynamic performance of the polymer valve a comparative study of flow dynamics past a polymer valve and a St. Jude Medical prosthetic valve under physiological pulsatile flow conditions in vitro was made. Comparisons between the valves were made on the transvalvular pressure drop, regurgitation volume and maximum valve opening area. The polymer valve showed smaller regurgitation volume and transvalvular pressure drop compared to the mechanical valve at higher heart rate.   • The wall shear stress in the vicinity of end-to end anastomoses under steady flow conditions was measured using a flush-mounted hot-film anemometer(FMHFA) probe. The experimental measurements were in good agreement with numerical results except in flow with low Reynolds numbers. The wall shear stress increased proximal to the anastomosis in flow from the Penrose tubing (simulating an artery) to the PTFE: graft. In flow from the PTFE graft to the Penrose tubing, low wall shear stress was observed distal to the anastomosis. Abnormal distributions of wall shear stress in the vicinity of the anastomosis, resulting from the compliance mismatch between the graft and the host artery, might be an important factor of ANFH formation and the graft failure. The present study suggests a correlation between regions of the low wall shear stress and the development of anastomotic neointimal fibrous hyperplasia(ANPH) in end-to-end anastomoses. 30523 T00401030523 ^x Air pressure decay(APD) rate and ultrafiltration rate(UFR) tests were performed on new and saline rinsed dialyzers as well as those roused in patients several times. C-DAK 4000 (Cordis Dow) and CF IS-11 (Baxter Travenol) reused dialyzers obtained from the dialysis clinic were used in the present study. The new dialyzers exhibited a relatively flat APD, whereas saline rinsed and reused dialyzers showed considerable amount of decay. C-DAH dialyzers had a larger APD(11.70${\pm}$1.32mmHg/min)compared to CF dialyzers(4.32${\pm}$0.55mmHg/min)(p<0.05). However, there was no observable difference in the UFR between the two dialyzers. Neither APD nor UFR showed any significant increase with an increasing number of reuses for up to more than 20reuses. A substantial number of failures observed in APD(larger than 20mmHe/min)on the reused dialyzers(2 out of 40 CP and S out 26 C-DAK) were attributed to the Possible damage on the fibers. The CT images were transformed into bitmap data by using a film scanner, and then analyzed by using a commercially available software called Image v.1.0 and a Macintosh IIci computer.The resulting data were compared with already published data. The major results show that the geometry of the Korean femurs is significantly different from that of Caucasians: (1) the anteversion angle and the canal flare index are greater by the amount of approximately 8˚ and 0.5, respectively, (2) the shape of the isthmus cross section is more round, and (3) the distance between the teaser trochanter and the proximal border of the isthmus is shelter by about 15 mm. Then, the bispectra of the signal x (t) at the frequencies (f0, f0) and (f0, 2f0) are calculated to estimate the nonlinear propagation characteristics as their magnitude ratio, w here since bispectrum is free from the gaussian additive noise we can get the value with high S/N.
