A Development of a Framework Cost Estimation Model for the Digital Document Database Construction Projects (지식정보 구축 대가의 개발 : 국가직무표준(National Competency Standards)과의 통합 방안을 중심으로)

  • The reference guide for the cost of establishing the digital documents has been used as a basis for establishing the budget for the construction of the knowledge information resource. However, due to the abolition of the nominal unit price notification in terms of IT projects, it is necessary to conduct research to convert the standard of the current labor force grade standard to the national incompetency standard (NCS). In this study, we investigate and revise the system and contents of the current knowledge information cost estimation model. In specific, i) we conducted gap analysis of cost estimation model and existing NCS model. As the contents conforming for the construction of the knowledge information resource were not adoptable, we define the description of the construction of the knowledge information resource and to identify the core elements of NCS prior to the improvement of the cost model. ⅱ) then we proposed improve the cost model considering integration with newly proposed NCS model for knowledge information construction job. In order to ensure the validity of the application of NCS development and cost estimation model, the experts reviewed relevant contents and made plans for improvement by using experts from supply and demand groups of various fields of national knowledge informatization projects.

Analytical Coexistence Benchmark for Assessing the Utmost Interference Tolerated by IEEE 802.20

  • Whether it is crosstalk, harmonics, or in-band operation of wireless technologies, interference between a reference system and a host of offenders is virtually unavoidable. In past contributions, a benchmark has been established and considered for coexistence analysis with a number of technologies including FWA, UMTS, and WiMAX. However, the previously presented model does not take into account the mobility factor of the reference node in addition to a number of interdependent requirements regarding the link direction, channel state, data rate and system factors; hence limiting its applicability for the MBWA (IEEE 802.20) standard. Thus, over diverse modes, in this correspondence we analytically derived the greatest aggregate interference level tolerated for high-fidelity transmission tailored specifically for the MBWA standard. Our results, in the form of benchmark indicators, should be of particular interest to peers analyzing and researching RF coexistence scenarios with this new protocol.

  • This study aims to develop the records management standard table of the college of education through mapping transaction and records folder based on identifying the problems of the college of education. For these purpose, the study analyzed the records classification system of the all college of education. And then, drew out the business transaction items for records management standard table of the college of education based on the records management standard table of the local governments. Consequently, based on analysis, this study developed the records management standard table and suggested efficient management plan to apply Business Reference Model(BRM) to the college of education in 2017.

  • The long-term wind data are reconstructed from the short-term meteorological data to design the 4 MW offshore wind park which will be constructed at Woljeong-ri, Jeju island, Korea. Using two MCP (Measure-Correlate-Predict) models, the relative deviation of wind speed and direction from two neighboring reference weather stations can be regressed at each azimuth sector. The validation of the present method is checked about linear and matrix MCP models for the sets of measured data, and the characteristic wind turbulence is estimated from the ninety-percent percentile of standard deviation in the probability distribution. Using the Gumbel's model, the extreme wind speed of fifty-year return period is predicted by the reconstructed long-term data. The predicted results of this analysis concerning turbulence intensity and extreme wind speed are used for the calculation of fatigue life and extreme load in the design procedure of wind turbine structures at offshore wind farms.

Nonlinear Analysis of RC Structures using Assumed Strain RM Shell Element

  • Nonlinear analysis of reinforced concrete structures is carried out by using Reissner-Mindlin (RM) shell finite element (FE). The brittle inelastic characteristic of concrete material is represented by using the elasto-plastic fracture (EPF) material model with the relevant material models such as cracking criteria, shear transfer model and tension stiffening model. In particular, assumed strains are introduced in the formulation of the present shell FE in order to avoid element deficiencies inherited in the standard RM shell FE. The arc-length control method is used to trace the full load-displacement path of reinforced concrete structures. Finally, four benchmark tests are carried out and numerical results are provided as future reference solutions produced by RM shell element with assumed strains.

Basic characterization of uranium by high-resolution gamma spectroscopy

  • A basic characterization of uranium samples was performed using gamma- and X-ray spectroscopy. The studied uranium samples were eight types of certified reference materials with $^{235}U$ enrichments in the range of 1-97%, and the measurements were performed over 24 h using a high-resolution and high-purity planar germanium detector. A general peak analysis of the spectrum and the $XK_{\alpha}$ region of the uranium spectra was carried out by using HyperGam and HyperGam-U, respectively. The standard reference sources were used to calibrate the spectroscopy system. To obtain the absolute detection efficiency, an effective solid angle code, EXVol, was run for each sample. Hence, the peak activities and isotopic activities were determined, and then, the total U content and $^{234}U$, $^{235}U$, and $^{238}U$ isotopic contents were determined and compared with those of the certified reference values. A new method to determine the model age based on the ratio of the activities of $^{223}Ra$ and $^{235}U$ in the sample was studied, and the model age was compared with the known true age. In summary, the present study developed a method for basic characterization of uranium samples by nondestructive gamma-ray spectrometry in 24 h and to obtain information on the sample age.

Development of a reference framework to assess stylized human intrusion scenarios using GENII Version 2 considering design features of planned near-surface disposal facility in Korea

  • A standard form of six stylized human intrusion scenarios for a near-surface disposal facility (e.g. the planned Korean repository, Gyeongju Phase II) is proposed through re-categorization of totally thirty-one past cases reported in public literature. A reference assessment framework for inadvertent human intrusion is newly developed using GENII Version 2 conforming to the ICRP Publication 60 and thereafter. Calculated dose from the assessment framework is verified by comparing with hand calculation results for simplified model equations independently derived. Results from GENII Version 2 and 1.485 show inevitable differences, which is mainly attributed to the difference in the external dose assessment model. If intake dose coefficients in GENII Version 1.485 are modified, the difference can be reduced but still exist to an extent. Through deterministic and probabilistic sensitivity analysis, most affecting four parameters are derived and uncertainties of the parameters are quantified. It is expected that the reference assessment framework together with representative stylized scenarios can be used to do a human intrusion impact assessment for a specific repository using site-specific information. Especially, the past practice of human intrusion impact assessment using GENII Version 1.485 with or without modification may be replaced with the new assessment framework developed in this study.

  • To nurture skilled IT professionals required in the 21st information society, we have been faced to the need of learner-centered open lifelong education through the e-learning system that crosses the boundaries of time, space and geography. The object of this research is primarily as-is analysis of the IT contents in present cyber institutions, then making out the basic research data by to-be analysis and international standardization trend through benchmarking. Eventually this research intends to produce a prototype of the contents especially for the subjects related to the IT which is based on the modeling of e-Learning standard contents development model. It is possible that the final output of this project is used for the contents producing and operating data in cyber universities and institutions. This output also enhances the international competitiveness by the standardization and presents a standardized guideline to the domestic cyber education institutions.

Wavelength selection by loading vector analysis in determining total protein in human serum using near-infrared spectroscopy and Partial Least Squares Regression

  • In multivariate analysis, absorbance spectrum is measured over a band of wavelengths. One does not often pay attention to the size of this wavelength band. However, it is desirable that spectrum is measured at only necessary wavelengths as long as the acceptable accuracy of prediction can be met. In this paper, the method of selecting an optimal band of wavelengths based on the loading vector analysis was proposed and applied for determining total protein in human serum using near-infrared transmission spectroscopy and PLSR. Loading vectors in the full spectrum PLSR were used as reference in selecting wavelengths, but only the first loading vector was used since it explains the spectrum best. Absorbance spectra of sera from 97 outpatients were measured at 1530∼1850 nm with an interval of 2 nm. Total protein concentrations of sera were ranged from 5.1 to 7.7 g/㎗. Spectra were measured by Cary 5E spectrophotometer (Varian, Australia). Serum in the 5 mm-pathlength cuvette was put in the sample beam and air in the reference beam. Full spectrum PLSR was applied to determine total protein from sera. Next, the wavelength region of 1672∼1754 nm was selected based on the first loading vector analysis. Standard Error of Cross Validation (SECV) of full spectrum (1530∼l850 nm) PLSR and selected wavelength PLSR (1672∼1754 nm) was respectively 0.28 and 0.27 g/㎗. The prediction accuracy between the two bands was equal. Wavelength selection based on loading vector in PLSR seemed to be simple and robust in comparison to other methods based on correlation plot, regression vector and genetic algorithm. As a reference of wavelength selection for PLSR, the loading vector has the advantage over the correlation plot since the former is based on multivariate model whereas the latter, on univariate model. Wavelength selection by the first loading vector analysis requires shorter computation time than that by genetic algorithm and needs not smoothing.

Common Business Analysis of Disaster and Safety Response Processes Based on Crisis Management SOP Manuals for Development of BRM (재난안전 분야 기능분류체계(BRM) 개발을 위한 위기관리 표준매뉴얼(SOP) 기반 공통업무 분석)

  • In order to effectively respond to repeated disasters, the most important thing is the systematic management of records which were produced from past disaster response processes. It is necessary to develope a business reference model(BRM) to incorporate scattered disaster safety record information resources into the record management system. In this regard, this study examined crisis management standard operation procedures(SOP) manuals and analyzed common businesses of disaster and safety response processes. Based on analysis of 28 manuals three times, 1,667 main business transactions are drawn, which are grouped by 5 middle functions and 20 small functions. Furthermore, by looking at forecast records by business type, several insight is proposed in terms of disaster and safety response business processes and of disaster and safety records management.
