A Study on Competitiveness Changes of Specialty Construction Firms Under No Restriction in General and Specialty Contracting (겸업제한 폐지에 따른 전문건설업체의 경쟁력 요소 변화에 관한 연구)

  • Recently, the restriction of contracting business between general and specialty contractors are deregulated, which means the elimination of the traditional market entry block in the Korean construction industry. It could be a threat and/or an opportunity to construction firms, and requires establishing new business strategies in order to obtain relative competitiveness between the general and the specialty. Under this change in the industry, this research performed to provide some suggestions for specialty firms in setting up their new business strategies by analyzing various changes of their competitiveness elements. This study extracted 20 core competitiveness elements from major 6 competitive categories required in doing specialty contracting business, and their relative importance between the 20 elements were measured. It was found that the specialty's relative competitiveness has been greatly changed and affected by the deregulation of the protective business restriction.

A Study On The Exploring Alternatives In After-School Program According To The Application Of Contract Law (방과후학교에서 계약법 적용에 따른 대안 모색)

  • This research aimed at investigating policy change process of after school contracting out and suggesting future alternative. Also, this research conducted a literature search for the research data related to policy and related regulations. As the result of investigation, the Ministry of Education established management plan for after school, however there have been changes in policy, e.g. contracting out was executed from 2004 to 2008 upon autonomy of unit school through school steering committee deliberation(consultation), while standardized procedure was conducted, which was suggested in 'After school operation guideline', produced in cooperation between the Ministry of Education and municipal ministry of education from 2008 to 2015, while since 2016, contract law should be applied when after school contracting out is adopted. Policy change since 2016 is based on the legal necessity that contract law should be followed as the contract size of after school contracting out has become larger along with necessity of clarity of after school contracting out. Nevertheless, there's a worry that quality of after school education could be degraded due to lowest price bidding. The government suggested an alternative to prevent excessive price competition by paying a regular rate of basic price as personnel expenses, however this research suggested a plan to enact an ordinance in regard of specialty of after school educational activities and cities and provinces as the fundamental solution plan.

An Analysis of the Policy Making Process of Contracting-out of Public Library Appeared in Municipal Ordinance on the Establishment and Operation of Cultural Foundation: Based on the Advocacy Coalition Framework (A시 B구 문화재단 설립 및 운영 조례에 대한 정책결정과정 분석 - 정책옹호연합모형(ACF)을 중심으로 -)

  • The purpose of this study is to figure out the movements of policy actors in the policy process of the establishment of a local cultural foundation in B-gu(district), A-si (city), then to explore the way to contract out of the management of public libraries to the cultural foundation in the policy process. Data for the study were collected from various sources from newspapers and assembly minutes to blogs and SNS messages of the policy actors, then analysed based on Advocacy Coalition Framework (ACF). The results showed that 'agreement of contract-out' coalition only accepted public interest of the public libraries between the public interest and specialty of librarianship which were insisted by 'disagreement of contract-out' coalition's policy beliefs. The comparison between this case and a similar policy case showed that the specialty of librarianship as a core belief is effective in changing the beliefs of other coalition. Eventually, it is required to differentiate and to specialize library services among public services in a local area in order to keep the direct management of public libraries by the local government, and this means that everyday library services influence the decision making of library policies in the local area.

Changes and Trends in the Newly Established Clinics in Korea (의원개설 양상의 변동 추이)

  • After medical insurance came into effect in Korea, health care system has undergone tremendous changes. Changing patterns of newly established clinics is one of them. To investigate changes and trends, a total of 10,184 clinics which were newly established from 1981 to 1990 were analysed. Data were obtained from the file of contracting medical facilities of the Federation of Medical Insurance Societies. The proportion of newly establishied clinics has increased gradually, so that they amount to 13% of the total medical facilities in Korea. Meanwhile, the number of newly established medium-size hospitals and general hospitals have decreased. The number of newly established clinics per 100,000 populations has increased in the all areas, but the rate of increase has decreased in the cities except in 6 major cities in 1990. The rate of increase in newly established clinics surpasses that of population increase. This study has identified the trend of young physicians' early driving into their solo medical practice than before. This indicates chance of the medical specialty training nowadays toughen due to the limited openings in residency programs. However, the sex ratio of physicians at newly established clinics has not changed. The decreasing tendency to open medical practice without beds and the increasing size of clinics are found in this study(The size has been measured in terms of medical manpower, of beds, and of medical equipment in this study). Two thirds of general practitioners have opened their clinics without beds, although such trend has been less in the case of specialists. All three indicators show increasing size, especially in the case of rural clinics. However, among them, the number of medical equipments has increased most significantly from 8.9 items in 1981 to 12.9 in 1990.
