In this study, It designated to grasp and analyse the status and problem regarding whole information service system in the object of specialized information center in scientific and technological fields which is designated and supported by KISTI(Korea Institute of Science and Technology Information). And with this basis, it presented the efficient information service plan which reflected and adopted recent information technology, of specialized information center in scientific and technical fields To acquisite and analyse about the status and problem regarding whole information service system of specialized information center in scientific and technical fields, it executed a preceding research analysis, a questionnaire investigation, conversation which leads a direct visit to corresponding agency, website analysis of home page related corresponding agency, and the brainstorming method which leads the conference of the regular discussion with specialist in related fields in parallel.

Public research, which requires large computational resources, utilizes the supercomputers of the National Supercomputing Center in the Republic of Korea. The average utilization rate of resources over the past three years reached 80%. Therefore, to ensure the operational stability of this national infrastructure, specialized centers have been established to distribute the computational demand concentrated in the national centers. It is necessary to predict the computational demand accurately to build an appropriate resource scale. Therefore, it is important to estimate the inflow and outflow of computational demand between the national and specialized centers to size the resources required to construct specialized centers. We conducted a logit model analysis using the probabilistic utility theory to derive the preferences of individual users for future supercomputer resources. This analysis shows that the computational demand share of specialized centers is 59.5%, which exceeds the resource utilization plan of existing specialized centers.

Ten Web sites from educational policy authorities, educational research institutions, professional educational, and national libraries that provide educational policy information services are investigated using content analysis method. They are analyzed using various types of information sources, classification schemes, and functions of information retrieval. Standardization of classification scheme of educational policy information, standardization of meta data items, improvement of retrieval systems, provision of personalized information services to educational policy authorities, operation of specialized policy information centers, and cooperation among professional institutions are suggested. A model of a specialized educational policy information center is proposed.

This study has Investigated (1) how to develop a specialized research information infrastructure for universities and (2) how to organize Specialized Research Information Center(SRIC). The present study aims at figuring out the potential benefits occured from the practical pplications of the information analysis center concept in Korea. The R&D requirements in Korea at the moment is such that the highly specialized and sophisticated information services are essential. With the general information infrastructure still embryonic the best possible answer is sought in a specialized tried-out method, namely, the information analysis center which is to be planned and serviced as an integral part of a specific research project. The article examines the information exchange activities of scientists; the backgrounds of the development of the information analysis center concept into 'a technical institute'; the processess of information analyses and evaluations; the effects and values of an analysis center; and the applicabilities of the information analysis center concept with a special regard to the developing country's needs. The conclusion confirms of the potential benefits of the information analysis center type facilities for the current needs of the Korean research and development environments.

In most countries, public libraries play a role as a knowledge and information hub for local communities, a complex cultural space, and a third place for meetings and communication. Among the work of public libraries for this purpose, the key point is systematic collection development, and the established collection is essential for all knowledge and information services. In particular, local representative libraries must perform legal duties as a comprehensive knowledge information center for metropolitan governments, and develop, preserve, and service specialized collections that are difficult for other public libraries. Therefore, we analyzed the development cases of specialized collections of public libraries in large cities in foreign countries and local representative libraries in Korea, surveyed the degree of awareness of specialized collections for employees of public libraries and the cultural to geography in Gyeongbuk region. Based on the background information, this study proposed the development plan and establishment strategy of the Gyeongbuk Library specialized collection, which was named "Gyeongbuk Knowledge and Cultural Heritage."

This study analyzed on web services status of World Class College(WCC)'s Teaching and Learning Center. WCC refers to colleges equipped with educational environment which can accommodate the needs of industry and growth potential and vision. Web services of WCC's Teaching and Learning Center consist of center introduction, teaching support, learning support, service, and specialized menu. This study analyzed on menu and specialized web services from 9 colleges out of total 21 colleges. Responding to the growing trend toward information society through digitalization of relating tools, a specialized information center is called for the change in its role. It must create the more value-added service for customers by menas of combination of various digital media with communication network, domestic and foreign. This study analyzes the theoretical framework and concrete examples of digital information services in special information center pursuing user-centered service. To make an efficient execution of user-centered information service, the effort is needed to develop and enlarge digital information services improving the level of service.
