  • Efficient Professional Engineers(PE) play an important role in development of the scientific technology and the national industry. Recent technologies have been more complicated, fusionized and globalized. Thus it is required to establish total system doing the PE more competitive and specialized. This study is to Propose 'an improvement system for the current Specialized Engineer System(so-called recognized PE)' and 'an Unifying method of managing PE' by the professional Engineers Act for Korean PE so as to meet the global standards. As Improvement policy for the Specialized Engineer system, some alternatives are suggested including removal or change of the recognized PE. And two improved alternates were also suggested in order to manage the PE more systematic and competitive. One of the two is that the Ministry Of Science and Technology(MOST) have an authority to manage every activities associated with PE system for example PE qualification, PE exam, PE CPD(continuing professional development), PE employment, and so on.

  • By prosperous condition of construction economy in the early 90s in korea, we needed a lot of the qualified professional engineers(PE) to manage the construction site. In order to meet the high demand of P.E., government has established the admitted engineer system(AES) which is given to admitted engineer who do not take the written exam but have equivalent working experience in 1995. However, since 2000, while professional engineer's shortage has been resolved, the opposite situation has occurred that is serious over-supply of construction engineers. Thus, government announced that will abolish the admitted engineer systems as recognized existent admitted engineers. However, Professional Engineers institution is insisting that must not recognize existent admitted engineer. From this point of view, it is critical to make the supply-demand forecast systems as a derivative approach of system dynamics also, that is useful in comparing the argument between government and Professional Engineers institution. This paper describes about qualified engineer's supply change by admitted engineer system abrogation and suggests the idea to regulate the supply and demand with the improvement of the regal system.

  • The Korean government had introduced the industrial safety & hygiene consultant(ISHC) system to improve worksite health and safety level by providing specialized industrial safety & hygiene(S&H) services in 1996. Despite of initial hopeful expectation it has been said that this plan might fail to settled down and maintain its purpose. This study was designed to investigate operational issues and problems concerning the ISHC system, that would direct the way of change and future role. Questionnaire were sent to ISHC, professional engineer, agencies for occupational injury prevention, S&H specialist in the corporation nationwide and totally 256 people responded to in having 62.7% of response rate. The result of this study were as follows; 1. One hundred and forty two cases of safety assessment and 27 cases of process safety reports were the six years' results since 1996 the ISHC program had first been introduced. This results showed that injury prevention activities of ISHC had been stagnant. 2. The 78.8% of respondents had negative opinion about injury prevention activities of ISHC program. 3. The operational problems of ISHC were lack of understanding of company about ISHC, low systematization of work items, duty overlapping with agencies for occupational injury prevention, low support by government. in order. 4. It was suggested that abolition of ISHC and promotion of professional engineer system should be considered. 5. To promote professional engineer system it was suggested that the professional engineer could conduct consulting service and ISHC should be integrated with the expert system.

  • Ontology maintenance is a time consuming and costly process which requires special skill and knowledge. It requires joint effort of both ontology engineer and domain specialist to properly maintain ontology and update knowledge in it. This is specially true for medical domain which is highly specialized domain. This paper proposes a novel approach for maintenance and update of existing ontologies in a medical domain. The proposed approach is based on modified Ontology Maturing Process which was originally developed for web domain. The proposed approach provides way to populate medical ontology with new knowledge obtained from medical documents. This is achieved through use of natural language processing techniques and highly specialized medical knowledge bases such as Unified Medical Language System.

  • An approach to providing computational support for concurrent design is discussed in the context of an automobile wiring harness design problem. Key issues include the development of an architecture that supports collaboration among specialists, the development of hierarchical representations that capture different characteristics of the design, and decomposition of tasks to achieve a tradeoff between efficiency and robustness of the system. We present an architecture in which the main design tasks are supported by agents-asynchronous and semi-autonomous modules that automate routine design tasks and provide specialized interfaces for working on particular aspects of the design. The agent communication and coordination mechanisms permit members of an engineering team to work concurrently, at different levels of detail and of different versions of the design. The design is represented hierarchically, with detailed models maintained by the participating agents. In conjunction with the architecture and design representations, issues pertaining to the exchange of information among different views of the design, management of dependencies and constraints, and propagation of design changes are discussed.

  • It is necessary to improve the time efficiency in the high power testing station because tests are mainly performed by high-priced equipment. Minimizing a human error through building the database of relevant standards is possible to expect reliable tests. And also, application program that is properly customized for the certain laboratory's power system will help test engineer to easily analyze the phenomenon that is happened in short-circuit and load switching tests. This paper introduces the several functions of the application program that is developed in order to realize these requirements.

  • Modern day networks are increasingly moving towards peer to peer architecture where routing tasks will not be limited to some dedicated routers, but instead all computers in a network will take part in some routing task. Since there are no specialized routers, each node performs some routing tasks and information passes from one neighbouring node to another, not in the form of dumb data, but as intelligent virtual agents or active code that performs some tasks by executing at intermediate nodes in its itinerary. The mobile agents can run, and they are free to d other tasks as the agent will take care of the routing tasks. The mobile agents because of their inherent 'intelligence'are better able to execute complex routing tasks and handle unexpected situations as compared to traditional routing techniques. In a modern day dynamic network users get connected frequently, change neighbours and disconnect at a rapid pace. There can be unexpected link failure as well. The mobile agent based routing system should be able to react to these situations in a fact and efficient manner so that information regarding change in topology propagates quickly and at the same time the network should not get burdened with traffic. We intend to build such a system.

  • As the construction site becomes larger, more complex and more special, the information of construction is expanded in quantity and specialized in quality. Therefore the computing system is necessary to effectively manage the construction schedule management. At present, main office at construction site bring in the computing system to perform the schedule management, so the data input and access for schedule management is performed by engineer on foot between construction site and main office. Therefore in this paper, we arrange wireless communication system between construction site and main of office and develop application program for data input and access of schedule management immediately using PDA at construction site. Through the our system we can improve the schedule management at construction site, and we can look forward to reduction of manpower, equipments, time, and money in whole construction.

  • Free and forced vibration analysis of the global ship structure using the 3-dimensional finite element(FE) method requires not only the specialized knowledge such as ship structure interacted with fluid, damping and various excitations due to propulsion system but also time-consuming manual tasks in FE modeling, analysis and response evaluation. As a result, the quality of the vibration analysis highly depends on engineer's expertise and experience. In this study, a framework system to improve the efficiency of global ship vibration analysis is introduced. The system promising the utilization of MSC/Patran and MSC/Nastran consists of various modules to support data management, FE modeling of ship structure and loading, input deck generation for free and forced vibration analysis, data extraction and evaluation of analysis results, and databases for FE models of marine diesel engines and vibration criteria. The system may be useful for pursuing standardization of uncertain analysis factors as well as reducing time, cost and human dependency in ship vibration analysis.

A Study on Multi-objective Optimal Power Flow under Contingency using Differential Evolution

  • To guide the decision making of the expert engineer specialized in power system operation and control; the practical OPF solution should take in consideration the critical situation due to severe loading conditions and fault in power system. Differential Evolution (DE) is one of the best Evolutionary Algorithms (EA) to solve real valued optimization problems. This paper presents simple Differential Evolution (DE) Optimization algorithm to solving multi objective optimal power flow (OPF) in the power system with shunt FACTS devices considering voltage deviation, power losses, and power flow branch. The proposed approach is examined and tested on the standard IEEE-30Bus power system test with different objective functions at critical situations. In addition, the non smooth cost function due to the effect of valve point has been considered within the second practical network test (13 generating units). The simulation results are compared with those by the other recent techniques. From the different case studies, it is observed that the results demonstrate the potential of the proposed approach and show clearly its effectiveness to solve practical OPF under contingent operation states.
