Suggestions on Enhancing the Effectiveness of Government Quality Assurance Activities for Military Supplies in Production Stage (양산단계 군수품에 대한 정부품질보증활동 실효성 향상 방안)

  • Purpose: Government quality assurance (QA) activities in Korea, which is carried out by the Defense Agency for Technology and Quality, is not effective due to 1) the obscureness of the QA implementation method, 2) the gap between QA activities of provisions and those conducted in the fields, and 3) the variation in subjective judgement among the QA personnel. The purpose of this paper is to propose some suggestions to enhance the effectiveness of government QA activities for military supplies in the production stage. Methods: QA activities for military supplies are investigated and problematic aspects are deduced for the production stage. To secure the effectiveness of the QA activities, Defense Contract Management Agency of the United Sates is benchmarked and five improvement methods are presented. Results: Five improvement aspects are 1) reflecting special terms and conditions of government mandatory inspection in contract, 2) classifying QA personnel, 3) making use of data collection and analysis template compulsory, 4) providing checklist for process review, and 5) establishing guidelines for sampling plans for product examination. Conclusion: Suggestions of this paper can lead to consistency and balance in government QA activities, reducing military suppliers' complaints and enhancing the effectiveness of QA effort, and ultimately contributing to the quality improvement of military supplies.

  • In 2021, the Korean National Police Agency is facing a critical time as it meets a period of drastic changes such as the introduction of autonomous police system, the reform of its criminal investigation system, and its great transformation to a truly responsible investigative agency in keeping with the inauguration of the National Office of Investigation. This study carries out PEST analysis, which is a macro environmental analysis technique, and examines the current situation of operating the libraries of metropolitan-city and provincial police agencies and affiliated institutions, in order to suggest the role and function of the Korean National Police Agency's libraries in the fourth industrial revolution era. Based on the findings, this study classifies the essential components of a library into facilities, books, and librarians, i.e. spatial composition, book composition, and human resources, in addition to library operational governance establishment and future-oriented library services; and proposes the future-oriented roles of the National Police Agency's libraries in the fourth industrial revolution era.

Analysis of the Response of School Food Service Operations to the COVID-19 Pandemic in 2020-2021 (2020~2021년 코로나바이러스감염증-19 대응을 위한 학교급식 운영 현황)

  • This study aimed to examine the operations of school food services to prevent the spread of coronavirus disease 2019 (COVID-19) in schools nationwide. The survey data on school food service operations targeting nutrition teachers and nutritionists at 1,023 schools in 2020 and 1,177 schools in 2021 were used. The year 2021 saw an increase compared to 2020 in the following: 'average days to be served with meals for a year (144.5 vs. 184.7)', 'provided meals to all students (92.3% vs. 96.6%)', 'utilization of additional staff for foodservice assistance (33.4% vs. 38.8%)', 'installation of partitions (61.2% vs. 83.8%)', 'provision of general diet (96.1% vs. 99.1%)', and 'use of kitchen utensils (91.3% vs. 95.1%)', 'use of cafeteria water cup (9.9% vs. 31.0%)' and 'use of drinking water in school (46.8% vs. 52.1%)'. Compared to 2020, in 2021, it was confirmed that the school food service operations stabilized due to the increase in the normal school attendance rate and that systems were in place for operations during the COVID-19 pandemic. In the future, it will be necessary to develop manuals and special recipes necessary for responding to infectious diseases, and to operate a manpower pool that can quickly find replacement personnel if required.

Exploring the Applicability of Protocol to Improve Curriculum Literacy for Special Education Pre-Teachers (예비특수교사들의 특수교육교육과정 문해력 향상을 위한 프로토콜 적용 가능성 탐색)

  • We performed to explore the applicability of protocol to improve the curriculum literacy for special education pre-teachers. For this, protocol of Park et al (2018), which can be used in the educational field, was partially modified and applied to enhance the special education curriculum expertise of pre-teachers. The literacy protocol of the special education curriculum was applied as Protocols 1 and 2, and Protocol 1 was focused on adaptation the 2015 special education curriculum and understanding literacy. Protocol 2 consisted of reorganizing the subject level centering on the five subjects presented in the special education curriculum, and establishing an integrated theme setting and reorganization plan. We applied the research design during a total of 15 weeks of special education curriculum subjects. The class format was flipped learning (e.g, pre-video lectures, theory lectures (E-Sheets), and learner-led activities (W-Sheets) for each topic was carried out. We found that pre-teachers' thought that the academic achievement and satisfaction of students with disabilities could be increased by adaptation the curriculum. Pre-teachers reported that the experience of reorganizing each subject/intersection helped improve their literacy but found it difficult.

Structural Stability Evaluation for Special Vehicle Slewing Bearing using Finite Element Analysis (유한요소해석을 통한 특수차량용 선회베어링의 구조 안전성 평가)

  • Slewing bearing is applied to the transmission of rotational power of the body and turret in a special vehicle for anti-aircraft weapons that overcomes the enemy flight system approaching at low altitudes with rapid response fire. When the turret load and impact load generated when shooting are combined in performing the combat mission of a special vehicle, structural stability must be secured to achieve a successful function. Among the components of the slewing bearing, the stability of the components against the complex loads acting by the turret drive and shooting was evaluated by considering the shape and material characteristics of the ring-gear, roller, and wire-race. As a research method for stability evaluation, based on engineering theory, the strength characteristics of the components were examined by numerical calculations. Finite element analysis was performed on components using the ANSYS analysis program. The results of theoretical analysis and the results of finite element analysis were very similar. A structural stability evaluation for the slewing bearing, which was performed mainly on the analysis, confirmed that the design strength of the slewing bearing determined in the preliminary design in the early stage of localization development was sufficient.

A Study on Estimating Air Pullution in the Port of Incheon (인천항의 대기오염물질 배출량 산정 연구)

  • International organizations such as the World Health Organization, the Organization for Economic Development and Cooperation, and major developed countries recognize the seriousness of air pollution. International organizations such as the International Maritime Organization have also implemented various regulations to reduce air pollution from ships. In line with this international trend, the government has also enacted a special law on improving air quality in port areas, and is making efforts to reduce air pollution caused by ports. The purpose of the Special Act is to implement comprehensive policies to improve air quality in port areas. This study sought to identify the emissions of each source of air pollutants originating from the port and prepare basic data on setting the policy priorities. To this end, the analysis was conducted in six categories: ships, vehicles, loading and unloading equipment, railways, unloading/wild ash dust, road ash dust, and the methodology presented by the European Environment Agency(EEA) and the United States Environmental Protection Agency(EPA). The pollutants subject to analysis were analyzed for carbon monoxide(CO), nitrogen oxides (NOX), sulfur oxides(SOX), total airborne materials(TSP), particulate matter(PM10, PM2.5), and ammonia(NH3). The analysis showed a total of 7,122 tons of emissions. By substance, NOX accounted for the largest portion of 5,084 tons, followed by CO (984 tons), SOX (530 tons), and TSP (335 tons). By source of emissions, ships accounted for the largest portion with 4,107 tons, followed by vehicles with 2,622 tons, showing high emissions. This proved to be the main cause of port air pollution, with 57.6% and 36.8% of total emissions, respectively, suggesting the need for countermeasures against these sources.

A Study on Remote Fault Diagnosis System of Special-purposed Vehicle (특수목적용 차량의 원격 고장진단 시스템에 대한 연구)

  • Special-purposed vehicles are customized according to the user's requirements. When these vehicles are out of oder, they are costly and time consuming to repair. In order to solve these problems, we want to remotely check whether the vehicle is abnormal and remotely identify the fault area, thereby shortening the repair cost and the repair period. In this study, the faulty part of the electric control part is automatically identified, and it is immediately grasped through the user's mobile phone application and an instant fault code is notified to the car manufacturer for quick and smooth fault repair. In order to realize this, we want to build a system that uses the technology of IoT to determine the fault area according to the items required in the field of the special purpose vehicle and notify the manufacturer of the fault on its own.

Occupational Exposure to Metals in Shooting Ranges: A Biomonitoring Study

  • Background: Lead (Pb) exposure in shooting ranges has been reduced by various measures such as jacketed ammunition and lead-free primers. Nevertheless, this may lead to exposure to other metals, potentially resulting in adverse health effects. Methods: In a cross-sectional study, 35 subjects from seven different shooting ranges were studied: four shooting instructors, 10 police officers, 15 Special Forces, and six maintenance staff members. Metals and metalloids were determined in blood and urine by inductively coupled plasma-mass spectrometry. Results: The concentrations of most elements did not differ significantly between groups or compared to reference values, except for Sb and Pt in urine and Pb in blood. Mean values for Sb were considerably higher in urine from the Special Forces ($0.34{\mu}g/L$), the maintenance staff ($0.13{\mu}g/L$), and shooting instructors ($0.32{\mu}g/L$) compared to the police officers before shooting ($0.06{\mu}g/L$) and a Belgian reference value ($0.04{\mu}g/L$). For Pt, the Special Forces showed higher mean urinary concentrations ($0.078{\mu}g/L$) compared to a Belgian reference value (<$0.061{\mu}g/L$). Mean values for blood lead were markedly higher in the Special Forces ($3.9{\mu}g/dL$), maintenance staff ($5.7{\mu}g/dL$), and instructors ($11.7{\mu}g/dL$) compared to police officers ($1.4{\mu}g/dL$). One instructor exceeded the biological exposure index for blood Pb ($38.8{\mu}g/dL$). Conclusion: Since both Pb and Sb were found to be higher in shooting range employees, especially among frequent shooters, it is advisable to provide appropriate protective equipment, education, and medical follow-up for shooting range personnel in addition to careful choice of ammunition.

  • The purpose of this study is to analyze and interpret the current situation of private security companies·guards for the past three years, security companies by size, general·special (new education), and qualification system provided by the Police Agency, Security Association, etc. It provides a theoretical foundation for private security and provides a new perspective for interpreting private security. As a result, through the current situation, this private security has a concentration of metropolitan area and facility security, an abnormal personal protection company contrast, the number of personal protection institutes, there is a special security shift to regular jobs, and the current continuous education On the other hand, the education of special security guards has been shown to be limited. In the qualification system, the utilization of security instructor qualifications and the utilization and public relations of personal probation officer qualifications will appear. The current state of typical private security is as follows. The first is the balanced development of private security and the clarity of business divisions. Second, the quality of private security education and educational institutions must be high. Third is the recognition of the qualification system and active public relations.

An Analysis on the Results of Korean Special Library Management Evaluation Conducted in the Year 2012 (전문도서관 운영평가의 분석 및 진단에 관한 연구 - 2012년도 운영평가 결과를 중심으로 -)

  • The purpose of this study is to have the development of special libraries in Korea and produce policy alternatives and current implications as well as to analyze the management evaluation of Korea special libraries in 2011. The evaluation of 39 detailed index scored at 51.8 out of 100. There were five evaluation territory. Among them, the facility environment's score was the highest as 77.3 and manpower was 53.5, library management were 51.0. The information resource and service territory were analyzed under 50 as scored 49.3 and 45.4. Closely look at the detailed index, the highest index was 'user amenity' (96.7) from facility environment and the lowest index was 'participation record of the long-term educational training of library staff' (13.0). This study diagnosed current management of libraries and problem as well as to analyze the result of administration evaluations of special libraries in nation throughout 2012. The institution type of special libraries in Korea is very varied such as central administrative agency, government-funded research institute, local government, and education office in local-affiliated institute, business, private organization, hospital, the press and so on; therefore, the analysis result can be utilize for basic information to provide future special libraries type in order to make differentiated policy making.
