A Study on the Recognition of LIS Students about Public Library's Subject Special Services and Subject Special Librarian (공공도서관의 주제전문서비스와 주제전문사서에 대한 문헌정보학과 재학생 인식 조사)

  • This study is a broad examination researchon LIS students' perception about public library's subject special services and subject special librarian. Students majoring in Library and Information Science as respondents, it examined the recognition level of subject special services and subject special librarian, cognition level of necessity, competencies of subject special librarians and students and opinions on special status system of subject psecial librarians. Main factors shown in the results include the the level of students' understanding and necessity of subject special services and subject special librarian, students' willingness to work as a subject special librarian, the willingness to put additional effort into equip themselves with competencies as subject special librarians. There were respondents who have equipped competencies as subject special librarians through courses provided by the department of Library and Information Science and school curriculum but have not done anything further. Respondents responded that there is a need to systematize special status system of subject special librarian and that subject specialty is important in implementing subject special services but that there is a lack of subject specialty. Based on the research results, this study suggests that there is a need to put more emphasis on developing curriculum that can help overcoming difficulties faced by students majoring in Information Sciecne and help them become competent subject special librarians.

  • The differentiation of this study is largely based on the above discussion. First, I would like to examine the main factors that affect the image of the local government's special transport agencies in terms of users and suggest strategic options for promoting the local government's special traffic. Second, a public service approach is very necessary considering the concept of new public transport such as local government special transport, individual use experience and social impact. The purpose of this study is to demonstrate the characteristics of local government special traffic through the five important factors of the service quality which are not capable of objectively measuring the characteristics of the service.

  • Since the first confirmed case in January 2020, Coronavirus disease 2019(COVID-19) has brought many changes to our society, and Korea is no exception. Some changes are direct and immediate such as restrictions on overseas travel and social distancing, but the others are indirect and slowly adapted such as lifestyle changes impacting industries and businesses. IT service sector is tremendously influenced by COVID-19. IT service is used extensively in response to COVID-19 taking advantage of its non-face-to-face characteristics. In that sense, the industry is positively affected and in some sense invigorated, giving birth to new kind of services. This special issue focuses on introducing how the IT services are affected, what kind of transformations are undergoing, and how these are expedited after COVID-19. This special issue expands and extends the case research section by collecting new IT service case studies concerning these topics. After competitive review process, 11 studies are selected for this special issue which deals with four different but closely related aspects: (1) evolutions of private IT services, (2) transformations in public IT services, (3) impacts in the hospitality and tourism industry, and (4) changes of people's behavior along with COVID-19. The first set reports on the evolution of private IT services that have created terms such as foodtech and edutech as we enter a rapid non-face-to-face situation. The second set consists of studies dealing with the evolution of public IT services. Evolution and rapid response to non-face-to-face appear to be no exception in the public sector. The third includes studies of hospitality and tourism which is most strongly affected by COVID-19. The last set deals with the behavioral changes of users such as technostress in telecommuting. Lessons learned through best practices and key problems identified in these studies may help us to actively respond to the coming waves of changes incurred by COVID-19 in our society as well as in the IT service industry.

Governance of A Public Platform Project in the Context of Digital Transformation Focusing on the 'Special Delivery' (공공플랫폼 구축사업의 거버넌스: 경기도 배달플랫폼 '배달특급'의 사례를 중심으로)

  • Recently, government agencies are actively adopting the platform model as a means of public policy. However, existing studies on the public platform are minimal and have focused on user experiences or the possibility of public usage of the platform model. Now the research concerning building governance structure and utilizing network effects of the platform after adopting the platform model in the public sector is keenly required. This study intended to ignite academic dialogue on the governance of public platforms in the context of digital transformation. This study focused on a case of the 'Special delivery,' a public delivery app established by Gyeonggi-do. In order to analyze the characteristics of the public platform and its governance structure, data were collected from press releases, policy reports, and news articles. Data was analyzed using the frame of Hagui's platform design factors and Ansell & Gash's collaborative governance model. The results of the public platform analyses showed 1) incompleteness in the value trade-off accounting, which was designed for platform business based on general cost-benefit analysis, and 2) a closed governance structure that limits direct participation of diverse user groups(i.e., service provider, customer) in order to enhance providers' utility by preventing customers' excessive online activities. The results of this study provided theoretical and policy implications regarding designing the strategy for accounting for value trade-offs and functioning governance structure for public platforms.

Strengthening Safety for National Assembly: Focus on the Public Tour System (국회 안전확보를 위한 보안성 강화방안: 참관제도를 중심으로)

  • The purpose of this study is to provide measures for National Assembly safety and control safety issues arise from increased National Assembly public tour services. First, the study provided the definition of National Assembly public tour and types of tour services, tour procedures, and visitor guidelines. Next, risk factors for National Assembly were discussed and environmental security of national major facilities were compared. Furthermore, four measures for strengthening safety for National Assembly were discussed. First, it is important to utilize special security guards in National Assembly since they can use special weapons unlike general security guards. Second, special guards can be flexibly utilized compared to general security guards. Third, based on the Private Security Law, there is no legal issues for utilizing special security guards since National Assembly is categorized as national major facilities. Fourth, educational programs for security guards are focused on National Assembly safety, brief education, martial arts, customer satisfaction, more specialized educational program for public tour programs should be provided.

New research of CPR education Public Relations for general public - starting with first area from kyunggi fire stations - (심폐소생술교육의 대국민 인식에 따른 개선 홍보 방안 연구 - 경기도소방서 1권역을 중심으로 -)

  • This research is devoted to increase resuscitation rate of emergency patients, expanding CPR to a pan-national campaigning, revaluating popularity and suitability of the education about the existing CPR(Bystander cardiopulmonary resuscitation) education expansion of 119 EMS. Questionnaire was carried from seven hundred fifty eight residental and students in kyuggi fist area(Southern suwon, Middle suwon, Osan, Young-in) from July 20 to July 30, 2006. The institutional support for CPR education and special eduction institution are not prepared, 52.44% of those have CPR education, according to questionnaire. 39.9% of the educated is from 119 EMS and it is big outcome, 119 EMS efforts in the vortex of poor surroundings. But, 69.76% of the uneducated said they had not chance of CPR education and 19.63% said that the reason is no special eduction institution and information for CPR education. They say that CPR education was carried for only applicants in 119 EMS, without systematic and institutional support, special eduction institution. So, we have to expand the infrastructure, institute CPR education for systematic propagation of CPR education. And we need to make plan constructive public relations, intensify maintaining of CPR educated.

  • The purpose of this study is to introduce the Podcast's concept, to perform the theoretical research of Podcast services based on Web 2.0, to analyze the application cases of Podcast for academic and public library services in USA, and to propose the proper application programs of Podcast in Korean academic & public libraries. As the results of this study, through the Podcast, the public libraries have served these : library & events introduction, user instruction, community news, special lecture, storytelling, library tour, etc, and the academic libraries have served these : special topic librarian introduction, special lectures, seminar, forum, addition to library tour. The results of this study will give the good examples for planning Podcast programs in Korean academic & public libraries.

The writer, for the purpose, investigate a number of children's service guidelines from national and international level. The writer suggests eight core values and nine mission for the children's services in public library with administrative principles of whole aspects of children's services.

A Study for the Factors that Affect the Library Services for the Visually Handicapped (시각장애인을 위한 도서관의 구성요소분석)

  • The major purpose of this study is to scrutinize and analyze various factors in numerous aspects of two different library systems for the visually handicapped, namely braille library and a special section for the visually handicapped in the public library system. The analyses may provide theoretical and conceptual framework on which strategies to enhance services for the visually handicapped is to be developed. More specifically, this study seeks (1) to examine a linkage between the degree of maintenance of staffs, collections, and equipment and the level of satisfactions of librarians and (2) to come up with more effective mechanisms of welfare services for the visually handicapped in each library system. This research is qualitative-descriptive and uses interview method. Fourteen libraries throughout the nation (4 public libraries with a reading room for the visually handicapped and 8 braille libraries) which had been in operation more than one year were selected as subjects for the research. Findings and results of the analyses are summarized as follows : 1. There seems to be general consensus that each of public and braille library has significant but, to a certain extent, different roles to play in order to enhance library services for the visually handicapped. Recruitment of qualified librarians, increase of the volume of collection, and enlargement of reading room space are noted as immediate concerns for the former. For the latter, it was suggested that increase of the number of staff for publishing, securing more equipments for pulication in braille, and wider scope as well as more variety of publications are the pressing problems at hand. 2. Both public and braille library employ one librarian for the visually handicapped who is required to have educational background in library science and special education. In addition, one must have competence in reading braille types. 3. Majority of reading rooms in those libraries is so small in physical aspect that size and number of seats are 66m2 and 15 seats respectively because circulation services are mainly in use due to the problem of inaccessibility which is commonly suffered by the visually handicapped. 4. Library services for the visually handicapped are heavily concentrated upon the large urban area. In fact, most of braille libraries are located in Seoul whereas a reading room for the visually handicapped in the public library system are exclusively placed in the large cities such as Inchon, Taejon, and Taegu. 5. All of the public library is neither equipped with necessary facilities to publish in braille nor secured supporting instruments which may facilitate library use for the visually handicapped. On the contrary, most of braille libraries are equipped with arrangements to publish in braille despite supporting devices are gererally lacking. 6. Consequently, provision of services In the public library is largely confined to reading and circulation of materials purchased from braille libraries while major task of braille libraries centers around publication and distributions of the reading materials in braille.

  • Providing archival information services is one of the important tasks carried out by archives. The archives, now, make efforts to provide user-oriented information services which can help users to utilize records and archives more easily. This study reviews and compares user-oriented information services, which National Archives in UK, USA, and Australia have provided actively, in terms of learning support services, research support services, and Special services for public. And then, the study suggests the strategies for improving user-oriented archival information services for archives and the institutes of records management.
